ÖZET TÜRKİYE'DE SİVİL TOPLUM TARTIŞMALARI Sivil toplum kavramı Batı'da, 1968 öğrenci hareketleri, feminizm, çevrecilik gibi akımlar sayesinde moda bir hale gelmiştir. Kavram daha sonra, Ortadoğu gibi diğer bölgelere yayılmış ve İslamcıların bile literatürüne girmiştir. Sivil toplum Türkiye'de ise, 1980'lerin başlarından itibaren, güncel bir hale gelmiş, böylece tüm toplumsal grupların ağzında devlete karşı vurgulanan bir kavram olmuştur. Bu bağlamda da sivil topluma anlamından farklı misyonlar yüklenmeye başlanmış, bu da kavramı, Batı'da kullanıldığı gibi analitik bir araç olarak değil de, amaç olarak görülmesini sağlamıştır. Bunun sonucunda da, sivil toplum adına, total projeler, `devletsiz sivil toplum` ve `sivil toplum eşittir demokrasi` gibi sivil toplum kavramıyla uyuşmayacak farklı fikirler üretilmeye başlanmıştır. Kısacası Türkiye'deki sivil toplum, siyasal alana katılım için vurgulanan taktiksel bir kavram haline gelmiştir. n SUMMARY CIVIL SOCIETY DEBATES IN TURKEY The concept of civil society became a current topic in West by means of movements such as the movement of 1968, the feminism movement and the movement of the enviromentalists. This concept, at a later time, spread into such regions as the Middle East and entered into the literatüre of Islamic movement as well. Whereas in Turkey, the concept of civil society, starting at the begining of the 1980's, became a current topic and thus took the form of being a concept that is emphasized against the goverment, by all the parts of the society. In this connection, diferrent missions were started to be entered into in the field of civil society and they were started to be conceived, not as an analytical tool as used in West, but as an objective. As a result of this, on behalf civil society, total projects, `civil society without state` and `civil society identifying with democracy` and similar civil society concept were started to be used, while generating different opinions which were in fact not compatible with the concept of civil society. In summary, civil society in Turkey, has entered into a condition of being a tactical concept which is emphasized to participate in activities in political field. 128
