Oceans and their resources are experiencing immense pressure because of human exploitation. The intensive use of sea areas has become an important method in solving the contradiction between ocean supply and demand, thereby ensuring sustainable marine economy development, tapping potential sea-area utilization, reasonably allocating sea-area utilization structures, and increasing marine economic benefits. This paper explores the definition and connotation of intensive sea-area use and constructs an evaluation index system based on marine input intensity, marine utilization structure, marine economic benefit, and marine ecological environment. Multi-objective variable fuzzy set theory and fuzzy decision analysis methods were used to evaluate the intensive sea-area utilization in the Liaoning Coastal Economic Zone of China during 2004-2016. The spatial differentiation characteristics of intensive sea-area use were analysed using cluster analysis. The research result showed that: (1) Intensive utilization level of the Liaoning coastal economic zone has gradually increased, while it is still in a moderately weak level; (2) Sea area intensive utilization varied in degrees and fluctuates in the six cities under the jurisdiction of the Liaoning coastal economic zone; and (3) Marine input intensity, marine utilization structure, marine economic benefit, and marine sustainability indexes have increased in the cities, thereby exhibiting improvements in the Liaoning coastal economic zone., Competing Interests: The authors have declared that no competing interests exist.

Despite their importance as sources of ecosystem services supporting the livelihoods of millions of people, forest ecosystems have been changing into other land use systems over the past decades across the world. While forest cover change dynamics have been widely documented in various ecological systems, how these changes affect ecosystem service values has received limited attention. In this study we assessed the impact of land-use/land-cover dynamics on ecosystem service values in dry Afromontane forest in Northern Ethiopia. We estimated ecosystem service values and their changes based on the benefit transfer method using land cover data of the years 1985, 2000, and 2016 with their corresponding locally valid value coefficients and from the Ecosystem service valuation database. The total ecosystem service values of the whole study area were about USD 16.6, 19.0, and 18.1 million in 1985, 2000, and 2016, respectively. The analyses indicated an increase in ecosystem service values from 1985 to 2000 and a decrease in ecosystem service values from 2000 to 2016. Similarly, the contribution of specific ecosystem services increased in the first study period and decreased in the second study period. The findings highlight how forest cover dynamics can be translated into changes in ecosystem service values in dry Afromontane forest ecosystems in Northern Ethiopia and showed how specific ecosystem services contributed to the observed trends. The findings also illustrated the temporal heterogeneity in the impacts of land-use/land-cover dynamics on values of ecosystem services. The findings can serve as crucial inputs for policy and strategy formulations for the sustainable use and management of forest resources and can also guide the allocation of limited resources among competing demands to safeguard the ecosystems that offer the best-valued services.

This study is the first meta-regression analysis of the economic value of regulating ecosystem services at the global level. Most of the regulating ecosystem services have not been properly estimated in terms of economic value and are also ignored in the everyday decision-making process. This study has reviewed 100 publications and included 275 economic value estimates. This study includes explanatory variables in the meta-analysis to account for these influences on the estimated economic value of regulating ecosystem services. This study has estimated the economic value of regulating ecosystem services at US$29.085 trillion for 2015. This study also has found that the values of climate and water regulations are the highest contributors to the total value of regulating ecosystem services. This study indicates that the results of meta-analysis might be helpful to decision-making with respect to three aspects: first, planning and management of urban green cover for sustainable cities; second, integration of the economic value of all the regulating ecosystem services; third, budget allocation for conservation and improvement of regulating ecosystem services for the present and future generations.

Economic development puts pressure on environment through air, water and land degradation, which in turn brings real costs to the economy. Actual economy growth should therefore consider the environmental degradation cost resulted from economic activities. Pearl River Delta (PRD) region as a typical delta area with rapid development in China, is with great significance to understand the loses resulted from environmental pollution. This study conducts an environmental economic accounting within the PRD region from 2011 to 2015 using the environmental degradation cost accounting approach. We identified and calculated the economic, agricultural, industrial and social losses resulting from air, water and waste pollution with different valuation methods, which includes shadow price, replacement costs, market value method, etc. The results showed the total environmental degradation cost ranged from 18.1 to 19.8 billion US$ and the environmental degradation index declined slightly over the years, with significant differences among cities. It implied that the environmental condition of PRD region has been continuously improved over the years, but the capacity of environment control between cities had large differences. Cities in PRD region should therefore take measures tailored to their current situation to optimize their resource endowment and industrial structure, to overcome the conflicts between economic development and environmental protection. For cities with relatively high degradation cost, it is urgent to accelerate the efforts in improving the quality of the environment and ecosystem. For cities with lower degradation cost, it is important to take actions to keep on a sustainable and ecological efficient developing path. Natural ecosystems benefit human lives via providing fundamental life-support services and goods upon which human civilization depends. However, as nature provides those for free, many people believe that they are of little or no value and they exploit the land greedily and unreasonably, which makes serious ecological degradation. Concerning this issue, we present the ecological services valuation model (ESVM) to measure the cost of environmental degradation of land use cost, which is an evaluation model of environmental degradation cost. Environmental degradation cost refer to the cost of deterioration or compromise of natural environment through natural processes or human activities, which consists of opportunity cost and environmental damage cost. Land area is an important variable in the ESVM. Based on Osmotic system, we put forward the effective land area, which combines the scale factor and the impact of external environment. What is more, the Cobb-Douglas production function is modified to establish the model. Finally, we propose the calculation formula of the economic cost of land use projects. Analysis of effectiveness and sensitivity prove that ESVM was a relatively stable model.

This study examines the convergence properties of CO 2 intensity in EU-28 countries, using panel data for the period 1990 to 2016. We use Phillips and Sul's (2007) approach to test for CO 2 intensity convergence and identify convergence clubs. In addition to the EU-28 members, we analyze the EU-15, and the new EU members (EU-new) that joined after 2004, as distinct groups for the periods 1990-2016, 1990-2004, and 2005-2016. Our results show no convergence to a single group among the EU countries during the full and two subsample periods. However, the convergence takes place within five to seven clubs for the EU-28 and within three to five clubs for the EU-15 and EU-new. There is no evidence of all members converging to a single club in either group or the three sub-periods examined. This study highlights the need for adopting new strategies considering club properties and for sustainable growth, which meets the EU-28 environmental regulation standards.

Scientifically determining the characteristics of arable land use in different regions is significant in promoting arable land protection. Most studies on the changes in arable land focus on an isolated analysis of the impact of urban development on arable land. Studies on the influence mechanism of regional spatial forces in different cities from the macro perspective are limited. A gravity model and ArcGIS spatial analysis methods were used to analyze the characteristics and driving mechanisms of arable land changes in different urban function orientations from the perspective of interregional economic interaction. We hope to provide guidance for the establishment of arable land protection in a similar city circle. The results indicated the following: (1) During the study period, the geographic range of arable land with strong dynamic changes (average annual change exceeding 1.5%) gradually widened from the core area to the surrounding area, while the annual change rate decreased. (2) There is a strong correlation between the change in arable land use and the scope of gravitational action. The dynamic changes in arable land in areas with strong gravitational relationships with the core area are strong, while in the weak gravitational areas that are less affected by the core area, the average annual rate of change is nearly below 1%. (3) In the 10-year study period, the overall changing trend of the radiation circle in the core area expanded. The gravitational value where the breaking point falls within its own administrative division is more related to the change of its arable land area, and the greater the gravitational attraction is, the more likely the correlation. In a city circle, it is essential to both protect arable land resources and promote coordinated economic development. Future research on arable land utilization in different city circles should consider overall area development. Different functional areas can be determined by calculating the gravitational value, then regional development potential and key development types can be determined, and arable land protection measures can be optimized based on these functional areas.

The ecotourism industry is one of the largest industries and has an important role in the economic social and cultural development of societies, especially in developing countries. Policymaking and planning procedures in this industry require the application of the methods that can appropriately model mutual and complex interactions and contacts. System dynamics is an accurate modeling method to simulate complex systems in a structured way and to design more effective policies by using these complex systems. In this study, the interactions and dynamics of the main components of ecotourism (effective variables) in the Taleghan area are modeled using system dynamics. To formulate and model simulations in the period between 2005 and 2015 was considered, and then extending the period of investigation, the model simulation was performed till the year 2025. Among the most important results of this study is the effect of the environment on the demand for ecotourism. Environmental degradation and the degradation of the quality of the environment lead to a reduced demand for ecotourism. This study predicts the future of ecotourism by this dynamic and designs a group of policies for the sustainable and comprehensive development of ecotourism on the basis of the behavior of the model variables in order to prevent the degradation of environment and simultaneously ensure that ecotourism demand is not negatively affected. Finally, the best policy "depending construction to the state of the area environment" was selected among them.

We estimated U.S. and Mexican citizens' willingness to pay (WTP) for protecting habitat for a transborder migratory species, the Mexican free-tailed bat (Tadarida brasiliensis mexicana), using the contingent valuation method. Few contingent valuation surveys have evaluated whether households in one country would pay to protect habitat in another country. This study addresses that gap. In our study, Mexican respondents were asked about their WTP for conservation of Mexican free-tailed bat habitat in Mexico and in the United States. Similarly, U.S. respondents were asked about their WTP for conservation in the United States and in Mexico. U.S. households would pay $30 annually to protect habitat in the United States and $24 annually to protect habitat in Mexico. Mexican households would pay $8 annually to protect habitat in Mexico and $5 annually to protect habitat in the United States. In both countries, these WTP amounts rose significantly for increasing the size of the bat population rather than simply stabilizing the current bat population. The ratio of Mexican household WTP relative to U.S. household WTP is nearly identical to that of Mexican household income relative to U.S. household income. This suggests that the perceived economic benefits received from the bats is similar in Mexico and the United States, and that scaling WTP by relative income in international benefit transfer may be plausible.

Climate change is increasing the threat of erosion and flooding along coastlines globally. Engineering solutions (e.g. seawalls and breakwaters) in response to protecting coastal communities and associated infrastructure are increasingly becoming economically and ecologically unsustainable. This has led to recommendations to create or restore natural habitats, such as sand dunes, saltmarsh, mangroves, seagrass and kelp beds, and coral and shellfish reefs, to provide coastal protection in place of (or to complement) artificial structures. Coastal managers are frequently faced with the problem of an eroding coastline, which requires a decision on what mitigation options are most appropriate to implement. A barrier to uptake of nature-based coastal defence is stringent evaluation of the effectiveness in comparison to artificial protection structures. Here, we assess the current evidence for the efficacy of nature-based vs. artificial coastal protection and discuss future research needs. Future projects should evaluate habitats created or restored for coastal defence for cost-effectiveness in comparison to an artificial structure under the same environmental conditions. Cost-benefit analyses should take into consideration all ecosystem services provided by nature-based or artificial structures in addition to coastal protection. Interdisciplinary research among scientists, coastal managers and engineers is required to facilitate the experimental trials needed to test the value of these shoreline protection schemes, in order to support their use as alternatives to artificial structures. Internationally, water management is moving from the traditional top-down approach to more integrated initiatives focussing on community-led action. With inadequacies in previous engagement initiatives undertaken through the first cycle of River Basin Management Planning for the EU Water Framework Directive (WFD), the Republic of Ireland has only recently embraced this bottom-up approach. The attempted introduction of national charging for domestic water use in 2015 has resulted in significant public disquiet and protest movements against the national government. In April 2015 we undertook a survey of current opinion on water management and community engagement initiatives in the Republic of Ireland and the United Kingdom. A total of 520 survey responses identified that although freshwater bodies are important in peoples' lives, respondents were typically unaware of global initiatives such as Integrated Water Resources Management and Integrated Catchment Management. Overall, 81% of respondents did not feel included in decisions about their water environment despite an overwhelming 95% believing that local communities should have a say in how the water environment is managed. However, only 35.1% of respondents stated that they would be willing to attend local water management engagement initiatives. Rather than supporting individual gain, respondents identified social gains for the local community as avenues for increasing local involvement in water initiatives. In the Republic of Ireland, a water engagement initiative that implements the national framework local delivery model should be developed and implemented. This would 1) contribute to the second round of WFD River Basin Management Planning; 2) facilitate stronger connections between local communities and their water environment; and 3) foster bottom-up initiatives that empower communities regarding local water management issues.

Growing recognition of the importance of wetlands to human and ecosystem well-being has led countries worldwide to implement wetland protection policies. Different countries have taken different approaches to wetland protection by implementing various policies, including territorial exclusion, market-based offsetting, and incentive programs for land users. Our objective was to describe the relationship between components of national-level wetland protection policies and national characteristics, including natural resource, economic, social, and political factors. We compiled data on the wetland policies of all 193 countries recognized by the U.N. and described the relationships among wetland policy goals and wetland protection mechanisms using non-metric multidimensional scaling. The first non-metric multidimensional scaling axis strongly correlated with whether a country had a wetland-specific environmental policy in place. Adoption of a comprehensive, wetland-specific policy was positively associated with degree of democracy and a commitment to establishing protected areas. The second non-metric multidimensional scaling axis defined a continuum of policy goals and mechanisms by which wetlands are protected, with goals to protect wetland ecosystem services on one end of the spectrum and goals to protect biodiversity on the other. Goals for protecting ecosystem services were frequently cited in policy documents of countries with agriculture-based economies, whereas goals associated with wetland biodiversity tended to be associated with tourism-based economies. We argue that the components of a country's wetland policies reflect national-level resource and economic characteristics. Understanding the relationship between the type of wetland policy countries adopt and national-level characteristics is critical for international efforts to protect wetlands.

Policy makers and farmers need to know the status of farmland biodiversity in order to meet conservation goals and evaluate management options. Based on a review of 11 monitoring programs in Europe and North America and on related literature, we identify the design choices or attributes of a program that balance monitoring costs and usefulness for stakeholders. A useful program monitors habitats, vascular plants, and possibly faunal groups (ecosystem service providers, charismatic species) using a stratified random sample of the agricultural landscape, including marginal and intensive regions. The size of landscape samples varies with the grain of the agricultural landscape; for example, samples are smaller in Europe and larger in North America. Raw data are collected in a rolling survey, which distributes sampling over several years. Sufficient practical experience is now available to implement broad monitoring schemes on both continents. Technological developments in remote sensing, metagenomics, and social media may offer new opportunities for affordable farmland biodiversity monitoring and help to lower the overall costs of monitoring programs.

A climate change mitigation mechanism for emissions reduction from reduced deforestation and forest degradation, plus forest conservation, sustainable management of forest, and enhancement of carbon stocks (REDD+), has received an international political support in the climate change negotiations. The mechanism will require, among others, an unprecedented technical capacity for monitoring, reporting and verification of carbon emissions from the forest sector. A functional monitoring, reporting and verification requires inventories of forest area, carbon stock and changes, both for the construction of forest reference emissions level and compiling the report on the actual emissions, which are essentially lacking in developing countries, particularly in Africa. The purpose of this essay is to contribute to a better understanding of the state and prospects of forest monitoring and reporting in the context of REDD+ in Africa. We argue that monitoring and reporting capacities in Africa fall short of the stringent requirements of the methodological guidance for monitoring, reporting and verification for REDD+, and this may weaken the prospects for successfully implementing REDD+ in the continent. We presented the challenges and prospects in the national forest inventory, remote sensing and reporting infrastructures. A North-South, South-South collaboration as well as governments own investments in monitoring, reporting and verification system could help Africa leapfrog in monitoring and reporting. These could be delivered through negotiations for the transfer of technology, technical capacities, and experiences that exist among developed countries that traditionally compile forest carbon reports in the context of the Kyoto protocol.

The income elasticity of Willingness-To-Pay (WTP) is ambiguous and results from meta-analyses are disparate. This may be because the environmental good or service to be valued is very broadly defined or because the income measured in individual studies suffers from extensive non-reporting or miss reporting. The present study carries out a meta-analysis of WTP to restore Good Ecological Status (GES) under the Water Framework Directive (WFD). This environmental service is narrowly defined and its aims and objectives are commonly understood among the members of the scientific community. Besides income reported by the individual studies, wealth and income indicators collected by Eurostat for the geographic entities covered by the individual studies are used. Meta-regression analyses show that income is statistically significant, explains a substantial proportion of WTP variability and its elasticity is considerable in magnitude ranging from 0.6 to almost 1.7. Results are robust to variations in the sample of the individual studies participating in the meta-analysis, the econometric approach and the function form of the meta-regression. From 1936 to 2010, U.S. Department of Agriculture (USDA) agencies spent $293.7 billion (value adjusted for inflation at the 2009 level) on conservation programs. Of these expenditures, $75.2 billion (26%) were allocated for technical assistance (TA; it is related to costs associated with USDA field staff providing their expert advice to farmers) and $218.5 billion (74%) for financial assistance (FA; monetary incentives for farmers to adopt conservation programs). A major environmental goal of these programs was to reduce soil erosion and sediment leaving the land. In this study, we correlate expenditures on FA and TA programs to a unique long (1937-2009) record of total suspended solids (TSS) and sediment load (SL) for the Raccoon River at Van Meter, Iowa. Study results suggest that three predictors (rainfall, TA and FA) are important in explaining the temporal changes in annual TSS and SL and provide evidence that USDA expenditures helped reduce TSS and SL in the Raccoon River. TA was more effective than FA in reducing TSS levels in the watershed. Our empirical model represents an initial, broad-scale attempt to correlate conservation expenditures to a specific water quality outcome, although more work is needed to disentangle the impacts associated with other unexplored factors., (Copyright © 2016 Elsevier Ltd. Sheep grazing is an important part of agriculture in the North Atlantic region, defined here as the Faroe Islands, Greenland, Iceland, Norway and Scotland. This process has played a key role in shaping the landscape and biodiversity of the region, sometimes with major environmental consequences, and has also been instrumental in the development of its rural economy and culture. In this review, we present results of the first interdisciplinary study taking a long-term perspective on sheep management, resource economy and the ecological impacts of sheep grazing, showing that sustainability boundaries are most likely to be exceeded in fragile environments where financial support is linked to the number of sheep produced. The sustainability of sheep grazing can be enhanced by a management regime that promotes grazing densities appropriate to the site and supported by area-based subsidy systems, thus minimizing environmental degradation, encouraging biodiversity and preserving the integrity of ecosystem processes.

The achievement of global sustainable development goals subject to planetary boundaries will mostly be determined by cities as they drive cultures, economies, material use, and waste generation. Locally relevant, applied and quantitative methodologies are critical to capture the complexity of urban infrastructure systems, global inter-connections, and to monitor local and global progress toward sustainability. An urban monitoring (and communications) tool is presented here illustrating that a city-based approach to sustainable development is possible. Following efforts to define and quantify safe planetary boundaries in areas such as climate change, biosphere integrity, and freshwater use, this paper modifies the methodology to propose boundaries from a city's perspective. Socio-economic boundaries, or targets, largely derived from the Sustainable Development Goals are added to bio-physical boundaries. Issues such as data availability, city priorities, and ease of implementation are considered. The framework is trialed for Toronto, Shanghai, Sao Paulo, Mumbai, and Dakar, as well as aggregated for the world's larger cities. The methodology provides an important tool for cities to play a more fulsome and active role in global sustainable development.

Ecosystems offer material and environmental support for human habitation and development in those areas of the earth where people choose to live. However, urbanization is an inexorable trend of human social development and threatens the health of those ecosystems inhabited by humans. This study calculates the values of NPP (net primary productivity), carbon sequestration, water interception, soil conservation, and agricultural production in the Guanzhong-Tianshui Economic Zone. At the same time, we combined DMSP/OLS (Defense Meteorological Satellite Program Operational Line Scanner) night lights remote sensing data and statistical data to analyze the level of urbanization. Quantitative analysis was performed on the interactions between the ecosystem service functions and urbanization based on the calculations of their coupled coordination degrees. The results were the following: (1) The values of NPP, carbon sequestration, and agricultural production showed a trend of increase. However, water interception decreased before increasing, while soil conservation showed the reverse trend; (2) Urbanization levels in the Guanzhong-Tianshui Economic Zone for the last 10 years have proceeded at a fast pace with comprehensive promotion; and (3) Coupled and coupled coordination degrees between urbanization and ecosystem services show increasing trends. This research can provide a theoretical basis for the region's rapid economic development in the balance.

Freetown, the capital of Sierra Leone has experienced vast land-cover changes over the past three decades. In Sierra Leone, however, availability of updated land-cover data is still a problem even for environmental managers. This study was therefore, conducted to provide up-to-date land-cover data for Freetown. Multi-temporal Landsat data at 1986, 2001, and 2015 were obtained, and a maximum likelihood supervised classification was employed. Eight land-cover classes or categories were recognized as follows: water, wetland, built-up, dense forest, sparse forest, grassland, barren, and mangrove. Land-cover changes were mapped via post-classification change detection. The persistence, gain, and loss of each land-cover class, and selected land conversions were also quantified. An overall classification accuracy of 87.3 % and a Kappa statistic of 0.85 were obtained for the 2015 map. From 1986 to 2015, water, built-up, grassland, and barren had net gains, whereas forests, wetlands, and mangrove had net loses. Conversion analyses among forests, grassland, and built-up show that built-up had targeted grassland and avoided forests. This study also revealed that, the overall land-cover change at 2001-2015 was higher (28.5 %) than that recorded at 1986-2001 (20.9 %). This is attributable to the population increase in Freetown and the high economic growth and infrastructural development recorded countrywide after the civil war. In view of the rapid land-cover change and its associated environmental impacts, this study recommends the enactment of policies that would strike a balance between urbanization and environmental sustainability in Freetown.

Linking marine epizootics to a specific aetiology is notoriously difficult. Recent diagnostic successes show that marine disease diagnosis requires both modern, cutting-edge technology (e.g. metagenomics, quantitative real-time PCR) and more classic methods (e.g. transect surveys, histopathology and cell culture). Here, we discuss how this combination of traditional and modern approaches is necessary for rapid and accurate identification of marine diseases, and emphasize how sole reliance on any one technology or technique may lead disease investigations astray. We present diagnostic approaches at different scales, from the macro (environment, community, population and organismal scales) to the micro (tissue, organ, cell and genomic scales). We use disease case studies from a broad range of taxa to illustrate diagnostic successes from combining traditional and modern diagnostic methods. Assessing global tendencies and impacts of conditional payments for environmental services (PES) programs is challenging because of their heterogeneity, and scarcity of comparative studies. This meta-study systematizes 55 PES schemes worldwide in a quantitative database. Using categorical principal component analysis to highlight clustering patterns, we reconfirm frequently hypothesized differences between public and private PES schemes, but also identify diverging patterns between commercial and non-commercial private PES vis-à-vis their service focus, area size, and market orientation. When do these PES schemes likely achieve significant environmental additionality? Using binary logistical regression, we find additionality to be positively influenced by three theoretically recommended PES 'best design' features: spatial targeting, payment differentiation, and strong conditionality, alongside some contextual controls (activity paid for and implementation time elapsed). Our results thus stress the preeminence of customized design over operational characteristics when assessing what determines the outcomes of PES implementation.

This paper puts forward a framework for probabilistic and holistic cost-effectiveness analysis to provide support in selecting the least-cost set of measures to reach a multidimensional environmental objective. Following the principles of ecosystem-based management, the framework includes a flexible methodology for deriving and populating criteria for effectiveness and costs and analyzing complex ecological-economic trade-offs under uncertainty. The framework is applied in the development of the Finnish Programme of Measures (PoM) for reaching the targets of the EU Marine Strategy Framework Directive (MSFD). The numerical results demonstrate that substantial cost savings can be realized from careful consideration of the costs and multiple effects of management measures. If adopted, the proposed PoM would yield improvements in the state of the Baltic Sea, but the overall objective of the MSFD would not be reached by the target year of 2020; for various environmental and administrative reasons, it would take longer for most measures to take full effect.

The changing role of the state in the last quarter century has been an important contemporary concern for policy makers, scholars, and the public. Equally, there is increasing recognition among governance scholars that nongovernment actors are exerting new kinds of influence over governance systems and contributing in novel ways to governance processes. The role of environmental nongovernmental organizations (ENGOs) is particularly pertinent given the continued involvement of ENGOs within collaborative, adaptive, and co-management governance, across several contexts and regions. This paper uses an analytical framework derived from recent studies on institutional entrepreneurs, to examine the skills ENGOs are applying in order to orchestrate change. An empirical case of governance for water in Canada's Lake Simcoe region provides the foundation for the research. Drawing on a mixed methods approach, the research finds that ENGOs in Lake Simcoe have taken on a role as an institutional entrepreneur, and thereby have altered the relationship between governance actors in this setting. A key outcome of their actions is a more dominant, engaged, and influential role for ENGOs in a critical, regional governance system.

Protected areas are vital to sustain a number of ecosystem services. Yet, many protected areas are underfinanced and lack management effectiveness. Protected area certificates have been suggested as a way to resolve these problems. This instrument would allow land managers to certify an area if it meets certain conservation criteria. The certificates could then be sold on an international market, for example to companies and any consumers that are interested in environmental protection. Some pilot initiatives have been launched, yet little is known about future demand and features of protected area certificates. To fill this knowledge gap, we conduct a choice experiment with close to 400 long-distance tourists from Germany as a potential group of buyers. Our results indicate that the respondents have the highest willingness to pay for certificates that conserve sensitive ecosystems and in addition to this lead to poverty reduction and safeguard water resources. For other attributes such as a greenhouse gas reduction, the preferences are less significant. Overall, the results are rather homogenous irrespective of where the protected areas are located. These insights are important for the future design and marketing of protected area certificates.

Freight handling in EU ports fell by more than 12 % during the global economic crisis in 2008-2009 after almost a decade of continuous growth. The decrease of freight handling in the Klaipeda seaport, the only port in Lithuania, was 6.7 % and happened due to the dominant outward movement of goods (mainly oil products). The Klaipeda seaport, due to its peculiarity, is the only ice-free port in the northern part of Baltic Sea. The present study explores the environmental impact of Klaipeda seaport activities from 2001 to 2011. Moreover, it compares the environmental effectiveness of environmental protection strategies used in the four biggest companies that, in fact, cover about 88 % of total activities (except general cargo) of the seaport. The first group of targeted companies used an environmental protection strategy to implement an ISO 14001-based environmental management system, and the second group selected to follow environmental management practices without certification. The paper analyses the development of the companies' activities in regard to the change of environmental effectiveness. The paper evaluates the pressure of the economic crisis on the companies' activities and its influence on environmental decisions, with particular interest in the ability of different environmental protection systems to resist and handle the expected performance. The study identified a significant decrease in companies' activities during the crisis period. However, the economic activities and environmental effectiveness demonstrated similar short-term tendencies in regard to the environmental strategy selection but differed in long-term perspective.

Wood borers and bark beetles are among the most serious forest pests worldwide. Many such species have become successful invaders, often causing substantial, costly damages to forests. Here we design and evaluate the cost-efficiency of a trap-based surveillance program for early detection of wood borers and bark beetles at risk of establishing in New Zealand. Although costly, a surveillance program could lead to earlier detection of newly established forest pests, thereby increasing the likelihood of successful eradication and reducing control costs and damages from future invasions. We develop a mechanistic bioeconomic model that relates surveillance intensity (i.e., trap density) and invasion size to probabilities of detection and control. It captures the dynamics of invasive species establishment, spread, and damages to urban and plantation forests. We employ the model to design surveillance programs that provide the greatest net present benefits. Our findings suggest that implementing a surveillance trapping program for invasive wood borers and bark beetles would provide positive net benefits under all scenarios considered. The economically optimal trapping strategy calls for a very high investment in surveillance: about 10 000 traps in each year of the 30-year surveillance program, at a present value cost of US$54 million. This strategy provides a 39% reduction in costs compared with no surveillance, corresponding to an expected net present benefit of approximately US$300 million. Although surveillance may provide the greatest net benefits when implemented at relatively high levels, our findings also show that even low levels of surveillance are worthwhile: the economic benefits from surveillance more than offset the rising costs associated with increasing trapping density. Our results also show that the cost-efficiency of surveillance varies across target regions because of differences in pest introduction and damage accumulation rates across locales, with greater surveillance warranted in areas closer to at-risk, high-value resources and in areas that receive more imported goods that serve as an invasion pathway.

Despite the significant impetus placed on the need for conservation managers to base their decisions on evidence-based findings, few studies have compared the accuracy of "evidence" versus experience-based knowledge. Furthermore we are not aware of any study that has tested the willingness of managers to change their beliefs after being exposed to evidence-based findings. Here, we tested nine managers' beliefs before-and-after being shown findings from an evidence-based study. The questions centered on the effectiveness of 'Working for Water' (WfW) in reducing invasive alien plant cover in two large catchment projects over a seven year period, as well as the managers' forecasts of WfW's effectiveness of reducing invasive alien plant cover, and the factors that underpin its effectiveness. We also assessed the financial cost of implementing the evidence-based assessment. We found that in comparison to the evidence-based findings, the managers underestimated the ineffectiveness of operations in reducing invasive alien plant cover in the one catchment and overestimated the ineffectiveness of the other catchment. All the managers whose estimates differed from the evidence-based findings were willing to change their beliefs. Surprisingly, however, when it came to forecasting WfW's effectiveness in the catchments, all the managers, with the exception of one project manager, were unwilling to reduce their optimistic estimates of the time required to control invasive alien plants from the two catchments. With regard to the drivers of effectiveness, the managers ranked their performance as the most important criterion whereas the data model emphasized variables related to site suitability for alien plant growth. Finally, we showed that it would only cost between 0.33% and 1.67% of the two projects' annual budgets to assess all sites, depending on the frequency of the monitoring. The aim of this study was to identify and make an initial accounting of the ecosystem services of the hydroelectric power generation plant, UHE Carlos Botelho (Itirapina Municipality, São Paulo State, Brazil), and its most extensive wetlands--total of 2,640 ha--and also identify the drivers of change of these services. Twenty (20) ecosystem services were identified and the estimated quantitative total value obtained was USD 120,445,657.87. year(-1) or USD 45,623.35 ha(-1).year(-1). Investments on restoration of spatial heterogeneity along Tietê-Jacaré hydrographic basin and new technologies for regional economic activities must maintain ecological functions as well as increase marginal values of ecosystem services and the potential annual economic return of ecological functions.

We evaluate the return on investment (ROI) from public land conservation in the state of Minnesota, USA. We use a spatially-explicit modeling tool, the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST), to estimate how changes in land use and land cover (LULC), including public land acquisitions for conservation, influence the joint provision and value of multiple ecosystem services. We calculate the ROI of a public conservation acquisition as the ratio of the present value of ecosystem services generated by the conservation to the cost of the conservation. For the land scenarios analyzed, carbon sequestration services generated the greatest benefits followed by water quality improvements and recreation opportunities. We found ROI values ranged from 0.21 to 5.28 depending on assumptions about future land use change, service values, and discount rate. Our study suggests conservation is a good investment as long as investments are targeted to areas with low land costs and high service values.

Although the Göcek Bay area was declared as a specially protected area by General Directorate of Natural Assets Protection, the region is threatened because of pollution resulting from increased boat tourism and lack of efficient policies. Extensive measures are being planned in order to protect the region. Coastal management requires the use of technical, social political and economic tools to create a comprehensive management strategy. For environmental investments, it is necessary that benefits and the costs of environmental improvements should be identified in monetary terms in order to determine the feasibility of the investments. The aim of this study is to determine the benefits of the management alternatives to improve environmental quality in Göcek Bay to aid decision makers. In this study, the environmental benefits that can be obtained with improved water quality and restored marine ecosystem were calculated using the Choice Experiment Method, a non-market valuation technique. Data were analyzed using Multinomial Logit Model and the results showed that, local residents and tourists are willing to pay 18TL/month and 16.6TL/tour, respectively for improvements in water quality. For improvements in marine life, local residents are willing to pay 14.8TL/month and tourists are willing to pay 11.2TL/tour. Cost-effective surveillance strategies are needed for efficient responses to biological invasions and must account for the trade-offs between surveillance effort and management costs. Less surveillance may allow greater population growth and spread prior to detection, thereby increasing the costs of damages and control. In addition, surveillance strategies are usually applied in environments under continual invasion pressure where the number, size and location of established populations are unknown prior to detection. We develop a novel modeling framework that accounts for these features of the decision and invasion environment and determines the long term sampling effort that minimises the total expected costs of new invasions. The optimal solution depends on population establishment and growth rates, sample sensitivity, and sample, eradication, and damage costs. We demonstrate how to optimise surveillance systems under budgetary constraints and find that accounting for spatial heterogeneity in sampling costs and establishment rates can greatly reduce management costs., (© 2012 Blackwell Publishing Ltd/CNRS.)

Throughout the wider Caribbean, marine protected areas (MPAs) are rapidly gaining momentum as a conservation tool, but management performance of existing MPAs is considered low. To enhance MPA management performance, stakeholders are increasingly being invited to discuss, debate, and develop rules about how people should interact with marine ecosystems. Using social and ecological data from a rapid assessment of 31 MPAs and their associated communities in the wider Caribbean, this study investigates stakeholder participation in MPA planning and management, and how participants' views of process quality relate to MPA performance. Findings indicate that (1) participants tended to be male, resource users, participate in community organizations, and have lived fewer years in the community associated with an MPA than non-participants; (2) simply participating was not associated with perceptions of the social and ecological performance of MPAs, however, perceptions of process quality were positively related to views of performance; and (3) resource users' perceptions of an MPA's ecological performance were likely shaped by a variety of factors. Conservation practitioners should be aware that participatory MPA processes are complex and require careful planning if they are to contribute positively to marine conservation efforts.

Recent high-profile efforts have called for integrating ecosystem-service values into important societal decisions, but there are few demonstrations of this approach in practice. We quantified ecosystem-service values to help the largest private landowner in Hawaii, Kamehameha Schools, design a land-use development plan that balances multiple private and public values on its North Shore land holdings (Island of O'ahu) of ∼10,600 ha. We used the InVEST software tool to evaluate the environmental and financial implications of seven planning scenarios encompassing contrasting land-use combinations including biofuel feedstocks, food crops, forestry, livestock, and residential development. All scenarios had positive financial return relative to the status quo of negative return. However, tradeoffs existed between carbon storage and water quality as well as between environmental improvement and financial return. Based on this analysis and community input, Kamehameha Schools is implementing a plan to support diversified agriculture and forestry. This plan generates a positive financial return ($10.9 million) and improved carbon storage (0.5% increase relative to status quo) with negative relative effects on water quality (15.4% increase in potential nitrogen export relative to status quo). The effects on water quality could be mitigated partially (reduced to a 4.9% increase in potential nitrogen export) by establishing vegetation buffers on agricultural fields. This plan contributes to policy goals for climate change mitigation, food security, and diversifying rural economic opportunities. More broadly, our approach illustrates how information can help guide local land-use decisions that involve tradeoffs between private and public interests.

Climate engineering, or geoengineering, refers to large-scale climate interventions to lower the earth's temperature, either by blocking incoming sunlight or removing carbon dioxide from the biosphere. Regarded as ‘technofixes’ by critics, these strategies have evoked concern that they would extend the shelf life of fossil-fuel driven socio-ecological systems for far longer than they otherwise would, or should, endure. A critical reading views geoengineering as a class project that is designed to keep the climate system stable enough for existing production systems to continue operating. This article first examines these concerns, and then goes on to envision a regime driven by humanitarian agendas and concern for vulnerable populations, implemented through international development and aid institutions. The motivations of those who fund research and implement geoengineering techniques are important, as the rationale for developing geoengineering strategies will determine which techniques are pursued, and hence which ecologies are produced. The logic that shapes the geoengineering research process could potentially influence social ecologies centuries from now.

The Water Framework Directive (WFD) has initiated a shift towards a targeted approach to implementation through its focus on river basin districts as management units and the natural ecological characteristics of waterbodies. Due to its role in eutrophication, phosphorus (P) has received considerable attention, resulting in a significant body of research, which now forms the evidence base for the programme of measures (POMs) adopted in WFD River Basin Management Plans (RBMP). Targeting POMs at critical sources areas (CSAs) of P could significantly improve environmental efficiency and cost effectiveness of proposed mitigation strategies. This paper summarises the progress made towards targeting mitigation measures at CSAs in Irish catchments. A review of current research highlights that knowledge related to P export at field scale is relatively comprehensive however; the availability of site-specific data and tools limits widespread identification of CSA at this scale. Increasing complexity of hydrological processes at larger scales limits accurate identification of CSA at catchment scale. Implementation of a tiered approach, using catchment scale tools in conjunction with field-by-field surveys could decrease uncertainty and provide a more practical and cost effective method of delineating CSA in a range of catchments. Despite scientific and practical uncertainties, development of a tiered CSA-based approach to assist in the development of supplementary measures would provide a means of developing catchment-specific and cost-effective programmes of measures for diffuse P. The paper presents a conceptual framework for such an approach, which would have particular relevance for the development of supplementary measures in High Status Waterbodies (HSW). This article uses theories of virtualism to analyse the role of The Economics of Ecosystems and Biodiversity (TEEB) project in the production of natural capital. Presented at the 10th Conference of the Parties to the Convention on Biological Diversity, the project seeks to redress the ‘economic invisibility of nature’ by quantifying the value of ecosystems and biodiversity. This endeavour to put an economic value on ecosystems makes nature legible by abstracting it from social and ecological contexts and making it subject to, and productive of, new market devices. In reducing the complexity of ecological dynamics to idealized categories TEEB is driven by economic ideas and idealism, and, in claiming to be a quantitative force for morality, is engaged in the production of practices designed to conform the ‘real’ to the virtual. By rendering a ‘valued’ nature legible for key audiences, TEEB has mobilized a critical mass of support including modellers, policy makers and bankers. We argue that TEEB's rhetoric of crisis and value aligns capitalism with a new kind of ecological modernization in which ‘the market’ and market devices serve as key mechanisms to conform the real and the virtual. Using the case of TEEB, and drawing on data collected at COP10, we illustrate the importance of international meetings as key points where idealized models of biodiversity protection emerge, circulate and are negotiated, and as sites where actors are aligned and articulated with these idealized models in ways that begin further processes of conforming the real with the virtual and the realization of ‘natural capital’.

We report on the design and implementation of ecological monitoring for an Australian biodiversity conservation incentive scheme - the Environmental Stewardship Program. The Program uses competitive auctions to contract individual land managers for up to 15 years to conserve matters of National Environmental Significance (with an initial priority on nationally threatened ecological communities). The ecological monitoring was explicitly aligned with the Program's policy objective and desired outcomes and was applied to the Program's initial Project which targeted the critically endangered White Box-Yellow Box-Blakely's Red Gum Grassy Woodland and Derived Native Grassland ecological community in south eastern Australia. These woodlands have been reduced to <3% of their original extent and persist mostly as small remnants of variable condition on private farmland. We established monitoring sites on 153 farms located over 172,232 sq km. On each farm we established a monitoring site within the woodland patch funded for management and, wherever possible, a matched control site. The monitoring has entailed gathering data on vegetation condition, reptiles and birds. We also gathered data on the costs of experimental design, site establishment, field survey, and data analysis. The costs of monitoring are approximately 8.5% of the Program's investment in the first four years and hence are in broad accord with the general rule of thumb that 5-10% of a program's funding should be invested in monitoring. Once initial monitoring and site benchmarking are completed we propose to implement a novel rotating sampling approach that will maintain scientific integrity while achieving an annual cost-efficiency of up to 23%. We discuss useful lessons relevant to other monitoring programs where there is a need to provide managers with reliable early evidence of program effectiveness and to demonstrate opportunities for cost-efficiencies.

Habitat equivalency analysis (HEA) is one of the methods commonly used by U.S. National Oceanic and Atmospheric Administration in natural resources damage assessment, but rarely applied in China. Based on the theory of HEA and the assessment practices of domestic oil spill incidents, a modification on the HEA was made in this paper, and applied to calculate the habitat value in oil spill incidents. According to the data collected from an oil spill incident in China, the modified HEA was applied in a case study to scale the compensatory-restoration. By introducing the ecological service equivalent factor to transfer various habitats, it was achieved to value of the injured habitats in ecological damage assessment of oil spill incident.

Well-calibrated models are cost-effective tools to quantify environmental benefits of conservation practices, but lack of data for parameterization and evaluation remains a weakness to modeling. Research was conducted in southwestern Oklahoma within the Cobb Creek subwatershed (CCSW) to develop cost-effective methods to collect stream channel parameterization and evaluation data for modeling in watersheds with sparse data. Specifically, (i) simple stream channel observations obtained by rapid geomorphic assessment (RGA) were used to parameterize the Soil and Water Assessment Tool (SWAT) model stream channel variables before calibrating SWAT for streamflow and sediment, and (ii) average annual reservoir sedimentation rate, measured at the Crowder Lake using the acoustic profiling system (APS), was used to cross-check Crowder Lake sediment accumulation rate simulated by SWAT. Additionally, the calibrated and cross-checked SWAT model was used to simulate impacts of riparian forest buffer (RF) and bermudagrass [ (L.) Pers.] filter strip buffer (BFS) on sediment yield and concentration in the CCSW. The measured average annual sedimentation rate was between 1.7 and 3.5 t ha yr compared with simulated sediment rate of 2.4 t ha yr Application of BFS across cropped fields resulted in a 72% reduction of sediment delivery to the stream, while the RF and the combined RF and BFS reduced the suspended sediment concentration at the CCSW outlet by 68 and 73%, respectively. Effective riparian practices have potential to increase reservoir life. These results indicate promise for using the RGA and APS methods to obtain data to improve water quality simulations in ungauged watersheds., (American Society of Agronomy, Crop Science Society of America, and Soil Science Society of America.)

The links between species-environment relations and species' responses to protection are unclear, but the objectives of marine protected areas (MPAs) are most likely to be achieved when those relations are known and inform MPA design. The components of a species' habitat vary with the spatial resolution of the area considered. We characterized areas at two resolutions: 250 m(2) (transect) and approximately 30,000 m(2) (seascape). We considered three categories of environmental variables: substrate type, bottom complexity, and depth. We sought to determine at which resolution habitat characteristics were a better predictor of abundance and species composition of fishes and whether the relations with environmental variables at either resolution affected species' responses to protection. Habitat features accounted for a larger proportion of spatial variation in species composition and abundances than differences in protection status. This spatial variation was explained best by habitat characteristics at the seascape level than at the transect level. Species' responses to protected areas were specific to particular seascape characteristics, primarily depth, and bottom complexity. Our method may be useful for prioritizing marine areas for protection, designing MPAs, and monitoring their effectiveness. It identified areas that provided natural shelter, areas acting as buffer zones, and areas where fish species were most responsive to protection. Urban communities rely on a complex network of infrastructure assets to connect them to water resources. There is considerable capital investment required to maintain, upgrade and extend this infrastructure. As the remit of a water utility is broader than just financial considerations, infrastructure investment decisions must be made in light of environmental and societal issues. One way of facilitating this is to integrate consideration of externalities into decision making processes. This paper considers the concept of externalities from an asset management perspective. A case study is provided to show the practical implications to a water utility and asset managers. A framework for the inclusion of externalities in asset management decision making is also presented. The potential for application of the framework is highlighted through a brief consideration of its key elements.

The gross under-resourcing of conservation endeavours has placed an increasing emphasis on spending accountability. Increased accountability has led to monitoring forming a central element of conservation programs. Although there is little doubt that information obtained from monitoring can improve management of biodiversity, the cost (in time and/or money) of gaining this knowledge is rarely considered when making decisions about allocation of resources to monitoring. The coastal landscapes in southwestern Korea include a diverse array of tidal wetlands and salt marshes. These coastal zones link the ecological functions of marine tidal wetlands and freshwater ecosystems with terrestrial ecosystems. They are rich in biological diversity and play important roles in sustaining ecological health and processing environmental pollutants. Korean tidal wetlands are particularly important as nurseries for economically important fishes and habitats for migratory birds. Diking, draining, tourism, and conversion to agricultural and urban uses have adversely affected Korean tidal wetlands. Recent large development projects have contributed to further losses. Environmental impact assessments conducted for projects affecting tidal wetlands and their surrounding landscapes should be customized for application to these special settings. Adequate environmental impact assessments will include classification of hydrogeomorphic units and consideration of their responses to biological and environmental stressors. As is true worldwide, Korean laws and regulations are changing to be more favorable to the conservation and protection of tidal wetlands. More public education needs to be done at the local level to build support for tidal wetland conservation. Some key public education points include the role of tidal wetlands in maintaining healthy fish populations and reducing impacts of nonpoint source pollution. There is also a need to develop procedures for integrating economic and environmental objectives within the overall context of sustainable management and land uses.

Given the nature of modern conservation acquisitions, which often result from gifts and opportunistic purchases of full or partial property rights, there is a risk that the resulting mosaic of conserved resources may not represent a coherent set of public values and benefits. With different public and private entities engaged in land conservation, one would further expect that each organization would apply separate goals and criteria to the selection and acquisition of its conservation portfolio. This set of circumstances raises an important question: what is the aggregate outcome of this land conservation process? Retrospective assessments provide a means of reviewing cumulative historical decisions and elucidating lessons for improving future conservation strategies. This study used GIS-based spatial analysis to examine the relationships of private and public conservation lands in Maine to a variety of landscape metrics in order to determine the degree to which these lands represent core ecological and socioeconomic values that are meaningful to a wide cross-section of citizens. Results revealed that the gains of past conservation efforts in Maine are counter-balanced to some extent by apparent gaps in the existing fabric of conservation holdings. Conservation lands capture a representative sample of diverse habitat, provide a large measure of protection for multiple conservation values and indicators, and offer an unusual mix of outdoor recreational opportunities for residents and visitors alike. Yet, the majority of parcels are relatively small and isolated, and thus do not provide contiguous habitat blocks that offset ongoing processes of landscape fragmentation. Furthermore, the majority of area associated with many of the ecological metrics examined in this report is located outside the boundaries of current conservation holdings. The under-represented metrics identified in this investigation can be viewed as potential targets for new strategic conservation initiatives.

Poor countries are disproportionately affected by the cost of disasters. Yet there is evidence of the benefits of seeking to mitigate the impact of a disaster, compared with the costs incurred in 'making good' after a major event has occurred. This article reviews a programme of landslide risk reduction in unplanned communities in the Eastern Caribbean. The construction of appropriate surface water management measures, based on the application of scientific and engineering principles, has been demonstrated to reduce the hazard from rainfall-triggered landslides. Adopting a community-based approach additionally delivers social and environmental benefits relating to employment generation, improvements in the environmental conditions within the community, and improvements slope management practices. The sustained implementation of the community-based projects has provided the necessary evidence-base for these practices to influence Government policy and practice, and gain recognition from regional development agencies. The strategic and incremental uptake of the community-based methodology is demonstrated to be an effective means for delivering physical landslide risk reduction measures in the most 'at risk' areas of unplanned housing.

Aiming at the fact that the current approaches of evaluating the efficacy of ecosystem provisioning service were lack of spatial information and did not take the accessibility of products into account, this paper established an evaluation model to simulate the spatial distribution of ecosystem provisioning service and its economic value, based on ArcGIS 9. 2 and taking the supply and demand factors of ecosystem products into account. The provision of timber product in Laojunshan in 2000 was analyzed with the model. In 2000, the total physical quantity of the timber' s provisioning service in Laojunshan was 11.12 x 10(4) m3 x a(-1), occupying 3.2% of the total increment of timber stock volume. The total provisioning service value of timber was 6669.27 x 10(4) yuan, among which, coniferous forest contributed most (90.41%). Due to the denser distribution of populations and roads in the eastern area of Laojunshan, some parts of the area being located outside of conservancy district, and forests being in scattered distribution, the spatial distribution pattern of the physical quantity of timber's provisioning service was higher in the eastern than in the western area.
