Benefits to the originators of grey literature that result from ISSN assignments are highlighted, especially the valuable exposure that the resources gain from the bibliographic records that are created to document ISSN assignments and are included in multiple international databases. Vendor keynote speaker Caitlin Trasande addressed the practical and applied implications of how government mandates and regulations drive innovations and research information management technologies, while tying in remarks made by Jane Marks, the publisher keynote speaker, and Scott Plutchak, the librarian keynote speaker. She is uniquely positioned to do this as she has been at Digital Science for 5 years, most recently as Head of Research Policy; holds a PhD in Neurobiology; and was very recently appointed Senior Strategy Editor at Nature. Trasande used products developed by Digital Science as examples to demonstrate how all sectors of the scholarly community are finding solutions to help enable compliance with mandates, such as those on data and Open Access. She also provided a futuristic look at how the UK government has begun to ask funded researchers to document the social impact of their research; how Digital Science worked with the UK government, and how likely this is to also happen in the United States. In the shift of scholarly publishing from the print environment to online, the preservation of the scholarly record has become more complex, difficult, and uncertain. Current efforts are not adequate. Core criteria and certification processes have been developed for digital preservation repositories. Broad library support is crucial to the sustainability of third-party preservation archives. Publisher participation in third-party archives has grown, but coverage is incomplete and uneven, leaving some categories of materials well-covered and others vulnerable. Preservation programs need to coordinate their efforts and view themselves as collaborators rather than competitors. Many health sciences librarians as well as other professionals attend conferences on a regular basis. This study sought to link an innovative peer review process of presented research papers to long-term conference outcomes in the peer-reviewed professional journal literature. An evidence-based conference included a proof-of-concept study to gauge the long-term outcomes from research papers presented during the program. Real-time peer review recommendations from the conference were linked to final versions of articles published in the peer-reviewed literature. The real-time peer review feedback served as the basis for further mentoring to guide prospective authors toward publishing their research results. These efforts resulted in the publication of two of the four research papers in the peer-viewed literature. A third presented paper appeared in a blog because the authors wanted to disseminate their findings more quickly than through the journal literature. The presenters of the fourth paper never published their study. Real-time peer review from this study can be adapted to other professional conferences that include presented research papers. An introduction to a documentation of the North American Serials Interest Group's (NASIG) 27th annual conference held at the Sheraton Music City Hotel in Nashville, Tennessee from June 7-10, 2012 is presented.

The speakers discussed practical steps that smaller institutions could take to develop their own institutional repositories (IRs) from scratch using local resources. Yuji Tosaka spoke about the overall context and problems that IRs can present for smaller institutions; Cathy Weng then gave an overview of The College of New Jersey's efforts to develop an IR and discussed the college's MUSE project, a college-wide mini-grant program for working with selected undergraduate students on research and creative activity, and how this internal opportunity led to an IR pilot project. Kathryn Johns-Masten of Penfield Library at the State University of New York-Oswego presented on her library's experience implementing a mobile website using the iWebKit framework. Penfield librarians identified user needs, learned from other libraries' sites, chose a framework compatible with desired devices that fit available resources, and evaluated their site through focus groups and analysis of usage statistics. Johns-Masten proposed best practices for libraries considering a mobile site and led a discussion of factors involved in choosing a framework and issues related to technical support of mobile websites. Web-scale discovery products were created to provide a search mechanism that library patrons will actually use, and which will yield relevant results even for the most inexperienced of searchers. It focused on the Functional Requirements for Bibliographic Records (FRBR) and the Functional Requirements for Authority Data, the conceptual models upon which RDA is based. It discussed the RDA elements applicable to the FRBR entities work, expression, manifestation, and item, as well as the roles played by entities, persons, families, and corporate bodies in connection with serials. In this session, a serials librarian and a regional sales manager for a subscription agent discussed their perspectives on engaging in a request for proposal (RFP) process for subscription services. Addressed were the reasons for conducting or participating in an RFP, vendor demonstrations, information to include in the RFP, writing the RFP, appropriate communication with vendors during the RFP process, evaluating the RFP responses, finalizing and communicating the awarding of the contract, and providing feedback to all respondents as requested. Johnson, and Molly Royse shared insights gained from forty years of combined experience in library middle management to help those new to heading a department or those interested in becoming a department head. Topics included human resources (hiring, disciplinary actions, performance evaluations), budgeting, time management, leading meetings, mentoring, networking within the library and on campus, maintaining a good work/personal life balance, and the information one should learn about their library and the university in order to become a successful middle manager. Federal government documents serials possess special features that make them particularly difficult to catalog and manage--from government documents-specific machine-readable cataloging fields and coding to Supervisor of Documents numbers and distinctive enumeration. As electronic documents, they present another set of complex cataloging challenges involving the Government Printing Office's (GPO) single-record approach in the early days of providing access online. This article brings three discrete perspectives to a discussion of these challenges. One perspective is that of a cataloger working at GPO's Library Services & Content Management (LSCM) division who provides a voice from the source. Another perspective is that of a local cataloger who must make government documents’ records conform to the guidelines of the local library's online catalog. The last perspective is that of a Regional Federal Depository Library Coordinator who is responsible for providing access to government information for patrons in a library located at a Carnegie Classified Research I university. Measures of impact published by Elsevier's Scopus and Thomson Reuters'Journal Citation Reportsare useful for collection development, but the data are extensive and they reflect citations from all disciplines. Custom do-it-yourself (DIY) citation analysis allows one to create ranked lists of journals in specifically targeted sub-disciplines or areas of interdisciplinary study. A method for independently analyzing citations to create a ranked list of journals is described. Two methods for testing reliability of ranked lists are described, one employing Spearman's rho rank correlation, the other using coefficient of variation. Strengths and weaknesses of DIY citation analysis are discussed. Tips for conducting DIY citation analysis for publication are offered, and practical applications are summarized. Scholarly communication and library publishing services are becoming more widespread, giving academic libraries new opportunities to become more active participants in the creation and distribution of resources. The current budgetary climate is forcing libraries to be more selective about e-resource purchases and renewals, and often to consider cancellations. The Mary and Jeff Bell Library at Texas A&M University–Corpus Christi has developed a model for assessing the value of our e-resources to our community of patrons that relies on a combination of metrics including content coverage, usage, patron needs and feedback, and costs. The model is applied to decisions about renewal or cancellation and potential new purchases. This session described the model in detail including an explanation of each metric used, the sources of data for each metric, and the weight each metric carries in the overall decision-making process.
