The decision-making behavior of seconded national experts in the European commission includes a mix of departmental, epistemic and supranational behavior is presented. It is found that the decision-making behavior evoked by seconded national officials in the commission is strongly affected by organizational characteristics of the commission itself and less by the member-state administrations from which the secondees originate.
