Effective coordination and cooperation between corporate actors and local leadership is one of the success factors for creating a tourist town, in addition to the availability of tourism infrastructure [19]. Establishing tourist infrastructure in Malang Regency is a requirement of both local tourism business owners and the local government [7]. Gubugklakah Village, a part of the National Tourism Strategic Area, Bromo Tengger Semeru, was declared in 2010 and has since worked to prepare its tourism infrastructure (KSPN-BTS). Public involvement is necessary to fulfill the needs of the tourism entrepreneurs represented by the Tourism Village Institute in creating tourism infrastructure for sustainable tourism. This study tries to understand how citizen engagement works. Lack of knowledge of the technical and non - technical aspects of tourism infrastructure can hinder sustainable tourism development. A homestay facility's structure offers occupants at least some hope that they will recover when the pandemic strikes. Even though they have been building the tourist town in a participatory manner for almost ten years, difficult circumstances during a pandemic necessitate a higher level of participation. What part does the community play in building a tourist village with public involvement? The primary issue that needs to be answered is what kind of participation will be generated. The nature of the involvement is influenced by internal factors and features of local individuals regarding their cultural, religious, and demographic backgrounds, as well as by external elements of the local environment. The provision of tourism infrastructure was clarified by using the explanatory approach in in-depth interviews with local organizations, local government, community leaders, and stakeholders from the housing sector.
