Abstract

The article discusses the dynamics of fund distribution across suburbs based on racial composition. There has been a significant change in the distribution of federal funds in urban areas, federal spending was focused towards suburbs which directed programs away from central city governments. According to the author, funding distribution in the suburbs is discriminatory since black suburbs receive less income tax subsidy.
