This study aimed to know factors influencing the voting preferences of the Millennial generations during the 2019 Philippine National Election. According to the official social media of the Commission on Elections (COMELEC), more than 61.8 million voters for the election belonged to the Millennial generation. Using a questionnaire survey, this study measured and correlated the respondents' profile, Candidate's Attribute, Endorsement Method, Platform and Campaign Strategy, and top ten characteristics of the candidates. These variables were all surveyed, tallied, and analyzed. The survey involved 138 college students who participated in the Voter’s Education Program led by COMELEC Taguig. This study reveals that the top three characteristics that the respondents wanted to see in a candidate are: not corrupt, wise, and a Godly person. In the future, this study can be replicated in a larger population of Millennials. It can be a great avenue of change in the political atmosphere of the Philippines. Finally, this study could bring new inspirations to those aspiring to run for public offices.

Social media has revolutionized how individuals, including nutrition and dietetics practitioners, communicate and transmit information. Although not everyone uses or has access to social media, the influence of this medium has grown over the years. Benefits include rapid communication, growing ones' practice, increased visibility, shared expertise, ability to connect anytime, reach larger audiences, create original content, self and client/patient education, and building of relationships. With the advantages come potential professional and ethical pitfalls, however, particularly for healthcare professionals held to a higher standard by society due to their credentials and training. With billions of users and the frequent emergence of new social media platforms, it is not surprising that nutrition and dietetics practitioners are increasingly gravitating to these communication channels, both personally and professionally. Of course, nutrition and dietetics practitioners must follow applicable laws and regulations (for instance, Health Insurance Portability and Accountability Act, or HIPAA). By membership or credential, practitioners agree to abide by the Academy of Nutrition and Dietetics (Academy)/the Commission on Dietetic Registration (CDR) Code of Ethics for the Nutrition and Dietetics Profession. Practitioners should adhere to social media best practices by following standards of civility and professionalism.

The article is devoted to the general analysis of self-regulatory practices of genetic research in Russia (conducted by public research institutions and commercial companies). Selfregulation is a special type of regulation, performed by organizations providing genetic research and their associations as well as by relevant professional and scientific community; it is regulated by local acts, agreements, memoranda, professional standards, codes of ethics, etc. and is aimed at establishing relationships in the field of organization, provision and use of results of genetic studies. Basically, selfregulation is especially critical in various aspects of organization and conducting genetic research in the worldwide perspective. The analysis provided by this article allows concluding that self-regulation practice in Russia is applied in several public research institutions, but rather fragmentarily. Moreover, the development of such form of regulation goes slowly. At the same time non-public genomic institutions are trying to evade any significant self-regulation of their activities; they do not provide for any expanded rules or standards of their practices (or they just confine themselves to references and general provisions which are not in line with the specifics of the mentioned activities). On the other hand, it is important to keep in mind that the current Russian legislation is full of gaps in terms of regulating genetic research process. Analysis of several websites of Russian private companies providing genetic profiling services revealed that those organizations almost never place complex information guides on their information portals; they neither provide the standards for performing genetic research in an intelligible form. The websites do not contain any information on possible risks or threats to health connected with application of medical procedures, while the issue of disclosure the gathered genomic information to third parties (e.g., enforcement agencies) is often ignored. More than that, there are hardly any published standards for conducting genomic research or documents on protecting patients rights, etc. Thus, we are forced to acknowledge that the institute of self-regulation in the field of genetic studies is not developed well enough in Russia. The current fragmented nature of legal regulation and selfregulation concerning genetic research may contribute to violation of rights and legitimate interests of patients in terms of confidentiality and safeguarding genetic information, gathered in the process of research. The state therefore should within the established goals of intensive genetic technological development provide all the necessary conditions (including of legal character). However, it is still not clear how the issues of legal regulation of status of genetic research participants, protection of genetic data, incentives for providing genetic research, etc. should be handled. We assume that one of the possible ways of tackling the aforementioned challenges is developing relevant complex legal regulation (including departmental acts) and/or investing the frontline public research institutions with special functions (i.e., within a special council, commission, or association). Such powers will contribute to regulating certain aspects of administering and conducting genetic research and using its results in the framework of legal regulation, which should be mandatory, including for non-public organizations, offering genetic services in the territory of the Russian Federation.

In response to global challenges the interconnectedness between different organizations is seen as the sine qua non, and one of the most important aspects of the organizational environment is cooperation and conflicts between organizations. This paper aims at contributing to an emerging ‘inter-organizational turn’ in world politics by studying the relationship between the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), the International Commission on Radiological Protection (ICRP), and the International Atomic Energy Agency (IAEA), and the paper suggests that inter-organizational cooperation and conflict are based on flows of information, trust, resource dependencies, and how responsibilities and roles are divided between organizations. Moreover, the paper indicates that organization type and organization size are important to understand patterns of cooperation and conflicts between organizations operating at the global level, and the paper also suggests that organizational birthmarks are important to understand why tensions are triggered.

Today, an urgent problem for applicants and employers is to obtain complete and reliable information about the quality of training of students by educational organizations of various levels, including secondary vocational education. One of the most demanded tools is an independent assessment of the quality of education and the creation of ratings of educational organizations. Of interest are the ratings generated by employers, which do not assess formal signs of compliance of the conditions for the implementation of the educational process with regulatory requirements, but include indicators that allow assessing the level of graduates ‘compliance with employers' requirements and the demand for graduates in the transport industry.The All-Russian Industry Association of Railway Transport Employers (Zheldortrans) this year for the first time held a rating of educational organizations that implement programs of secondary vocational education in railway specialties. This rating included the main indicators that allow assessing the quality of personnel training for railway transport enterprises. Information about the goals and criteria of rating formation, as well as its results is provided. According to the results of the work of the expert commission, formed from representatives of Zheldor-trans and the Russian Railways holding, the Chelyabinsk Institute of Railways, a branch of the Ural State University of Railways, was recognized as the best educational organization that implements training programs for specialists in secondary vocational education in the areas of rail transport.

PurposeThe paper documents the roles played by the institutional quality assurance cells (IQACs) to implement the University Grants Commission (UGC) directive to shift to online education during the COVID-19 pandemic period in Bangladesh. It highlights the government's efforts to ensure quality education, particularly in utilizing IQACs in the various public and private universities. The paper starts with the pandemic situation in the country, followed by the overall responses of the government, including its directives regarding the conduct of higher education.Design/methodology/approachThe paper utilizes as framework the Sloan Consortium's Five Pillars of Quality Online Learning – learning effectiveness, student satisfaction, teacher satisfaction, scale and access. The paper then analyzes the oral reports of 26 IQACs, which were presented to government officials in two meetings.FindingsFrom the analysis, it is apparent that IQACs have contributed toward the shift to full online education during the pandemic period. Universities responded to the crisis mainly in the areas of governance, teaching and learning and student support services. To guide policy formulation, the IQACs (with the help of other university units) conducted surveys among their faculty and students regarding their access to Internet, financial difficulties and mental health situation. From here, they drafted academic policies (attendance, student assessment and online teaching), conducted capacity building activities, monitored faculty performance, formulated guidelines on student online behavior and encouraged stakeholders to trust the online system.Originality/valueThe study is original since (like many countries) the pandemic has forced education activities to go online. It looks at both the macro level (the concerns of the University Grants Commission or UGC concerning quality education in an online setting) and the micro level (what universities have undertaken to address the concerns of the UGC).

Because of the variety of guidelines for instrument processing and sterilization (eg, government regulations on infection prevention and control [IPC], manufacturers' instructions for use, publications from professional organizations), practices may vary from one country or facility to another. The Joint Commission recommends that when creating or revising IPC-related policies, organizations should use a hierarchical model to address relevant IPC requirements. Joint Commission International accredits health care organizations outside the United States using standards and a survey process similar to, but not the same as, The Joint Commission. During a survey, perioperative nurses should use facility policies and procedures to provide evidence of compliance with regulations, guidelines, and best practices for surgical instrument processing. This article provides an overview of national and international IPC guidelines, the hierarchical models for organizations to use to update policies at their facilities, and differences in sterilization load release practices inside and outside the United States.

We present the process, collaborative management, and impact of a pilot leadership programme created to help teachers of Religion and Worldviews (R&W) (We are using the phrase ‘religion and worldviews’ to reflect a change in approach advocated in the Commission on RE (2018). We use the abbreviation R&W throughout. We acknowledge and accept that many are using the phrase ‘religious education’ or ‘RE’ to refer to the school subject.) find their voice as leaders. At the heart of the project’s successful impact is a steering group which not only manages the programme, but models collaboration across the R&W eco-system. Here we reflect as a team on the process of programme development particularly during the Covid-19 pandemic. We consider what we have learned individually and as a team, and how we each perceive the impact of the programme so far. We use a collective writing method, identifying key themes arising from the different perspectives and draw conclusions. This approach mirrors the way in which the team worked together reflecting the values of the joint funders such as integrity, openness, empowerment, and service. We conclude by offering this model as a way of working strategically across multiple diverse organisations.

Much is already written on how the COVID-19 pandemic ravaged Canada's frail, elderly population - the impact of the global pandemic turned the decades-long challenges within our nation's long-term care sector into daily news coverage. While no commission or report can ever begin to relieve the pain and suffering of individuals who lived through the pandemic, healthcare leaders owe it to all to respond to the urgent call for action to re-envision elder care for the future. The time to act is now. Our leaders need to collaborate and connect with our seniors to take quick action on their recommendations. Our leaders need to be nimble and creative; they need to work together across the system to rethink how aging seniors can be supported and change the system, its funding models and, ultimately, how we value and care for our aging population now and into the future.

This article outlines the strategic vision of the leadership of the Geography Commission of the PanAmerican Institute for Geography and History over the past eight years, co-authored by the Presidents and Vice Presidents 2014-2017 and 2018-2021, respectively. Documenting the major strategies taken by and through this leadership team during a context of profound change, the article summarizes a rationale and main domains of action across the commission, featuring a course-level detail of the committees and working groups, and joint initiatives. The article acknowledges the highly participatory efforts of member state commissions, committees, participants, and responsible parties for technical assistance projects by pointing out some of the highlighted achievements and unrealized objectives alike. The authors also aim to inform and inspire future leadership throughout PAIGH to build upon and improve this trajectory in strategic ways.

Based on expert estimates, 17% of corrupt practices are committed in this area, and the authors identify the leading causes of corruption in the educational sphere. The objective is the non-recognition of teachers and lecturers as subjects of criminal corruption offenses, low level of the labor expense, inventory, and logistics management discrepancy in educational institutions of different groups with modern educational methods. Subjective reasons include the mutual “benefit” of corrupt practices to all participants in the educational process; disenchantment with the profession due to burnout; certain aspects of mentality; the sense of impunity for blackmailing offenses and receiving gifts. Regarding scientific research methods, their branched complex and multilevel structure are proposed: philosophical, empirical research, methods of theoretical cognition: general logical methods, specific scientific methods. The principal means to combat corruption in the educational sphere is preventive increasing the level of labor expense in the academic sphere; improving the inventory and logistics management of the educational institutions at all levels and regions; avoiding the mutual “benefit” to all participants in the educational process and anti-corruption means (criminalization for all teaching and research-pedagogical staff for the commission of the criminal offense).

Purpose: The main purpose of this study was to examine the effects of employer promises of a psychological contract on employee performance at the Teachers Service Commission Materials and Methods: A case study research design was used in the study. The sample size was 341 respondents at the TSC who were arrived at using the Krejcie and Morgan Table of sample size determination. They were selected using a simple random sampling technique. Questionnaires were used for collecting the data. Quantitative and qualitative approaches were used in carrying out the analysis. The quantitative data comprised of descriptive and inferential analysis which were done with the help of the SPSS. The qualitative data was analyzed thematically and integrated within the quantitative data. Results: The following key findings were made: The coefficient of determination indicates that 82.0% variations on employee performance was explained by the four independent variables; promotion, training and career development, job equity, and job security. holding other factors constant, promotion (Beta=.175), training and career development (Beta=.372), job equity (Beta=.338) and job security (Beta=.208) are positively related to employee performance at the Teacher Service Commision. This study analyses and profiles public ancillary funds (PubAFs), charitable trusts that act as intermediaries between public donors and approved nonprofit beneficiary organisations. PubAFs are an important part of Australia's philanthropic landscape given their public benefit purpose, yet little is known about this sector's characteristics and identities. This paper examines PubAFs, analysing online databases and reports and PubAF websites (where available). Based on the analysis of data from three sources: the Australian Charities and Not-for-profits Commission, Australian Taxation Office, and websites of 991 PubAFs (where available), this study provides valuable insights for the public, philanthropic practitioners, and researchers. Findings systematically map the field to develop an extended taxonomy, as a basis for promoting understanding and legitimacy beyond PubAFs’ moral intentions, providing valuable insights into an opaque group of organisations at a time when the philanthropic sector's transparency is limited and legitimacy is being questioned.

The emergence of crowdsourcing has opened up novel ways to initiate, produce and deliver translations in our digitally connected world. New practices and processes brought up by these phenomena have undeniably impacted different collectives with an interest in translation, such as language service providers (LSPs), professionals, and Translation Studies (TS). It has also been argued that crowdsourcing can impact public perceptions of translation, rising ethical concerns, issues related to the visibility of translation, or whether everyone can potentially translate (McDonough-Dolmaya 2012). This paper analyzes its potential impact on the realm of professional translation, an issue raised several years ago by a European Union Commission publication (2012, 37–38). It critically analyzes whether the much-feared socioeconomic and socio-professional impact on working conditions of professionals is underway or not. It represents an attempt at charting the potential influence of crowdsourcing on the profession through a critical review of existing literature and industry publications.

In its latest proposals, the Digital Markets Act (DMA) and Digital Services Act (DSA), the European Commission puts forward several new obligations for online intermediaries, especially large online platforms and “gatekeepers.” Both are expected to serve as a blueprint for regulation in the United States, where lawmakers have also been investigating competition on digital platforms and new antitrust laws passed the House Judiciary Committee as of June 11, 2021. This Article investigates whether all stakeholder groups share the same understanding and use of the relevant terms and concepts of the DSA and DMA. Leveraging the power of computational text analysis, we find significant differences in the employment of terms like “gatekeepers,” “self-preferencing,” “collusion,” and others in the position papers of the consultation process that informed the drafting of the two latest Commission proposals. Added to that, sentiment analysis shows that in some cases these differences also come with dissimilar attitudes. While this may not be surprising for new concepts such as gatekeepers or self-preferencing, the same is not true for other terms, like “self-regulatory,” which not only is used differently by stakeholders but is also viewed more favorably by medium and big companies and organizations than by small ones. We conclude by sketching out how different computational text analysis tools, could be combined to provide many helpful insights for both rulemakers and legal scholars.

With the rapidly growing healthcare information, medical librarians' roles and responsibilities in health care institutions are expanding, more so in the present context of Corona virus pandemic. Librarians in western countries are engaged in organizing, managing information resources, and offering seamless access to library materials to their users, supporting them with online consultation and research services. Medical libraries in India are slow to pick up the necessary momentum. They are underrepresented in medical education, their roles and responsibilities meagerly defined in institutions’ employment regulations and there is little in terms of medical library standards for India. Even the newly constituted National Medical Commission has not taken note of the role medical libraries can play going by its recently released 'Minimum Requirement for Annual MBBS Admissions Regulations 2020'. What should be minimum medical library standards, role of libraries in medical education in India? In order to answer these questions, the author reviewed: (i) higher education policy documents, inspection documents, UGC guidelines, and their coverage on libraries, (ii) standards developed by professional library associations, and (iii) publications on library standards in international journals. Medical education is a highly specialized area where serving librarians require a unique set of skills to meet the information needs of the diverse users of medical libraries. On reviewing these native documents, it was found that there is little content available for medical libraries to adopt in India. Therefore, to get a wider picture, library standards for higher education developed by professional library associations of the advanced countries were examined. Based on these, a model minimum standard for medical libraries in India is proposed. The right mix of resources, staff, funds, and infrastructure is important for the proper functioning of academic medical libraries in medical institutions. This will in turn enhance the quality of medical education, health care services, and research in the country.

More than a decade after the World Health Organization Commission on the Social Determinants of Health (SDoH), it is becoming widely accepted that social and economic factors, including but not limited to education, energy, income, race, ethnicity, and housing, are important drivers of health in populations. Despite this understanding, in most contexts, social determinants are not central to local, national, or global decision-making. Greater clarity in conceptualizing social determinants, and more specificity in measuring them, can move us forward towards better incorporating social determinants in decision-making for health. In this paper, first, we summarize the evolution of the social framing of health. Second, we describe how the social determinants are conceptualized and contextualized differently at the global, national, and local levels. With this, we seek to demonstrate the importance of analyzing and understanding SDoH relative to the contexts in which they are experienced. Third, we problematize the gap in data across contexts on different dimensions of social determinants and describe data that could be curated to better understand the influence of social determinants at the local and national levels. Fourth, we describe the necessity of using data to understand social determinants and inform decision-making to improve health. Our overall goal is to provide a path for our collective understanding of the foundational causes of health, facilitated by advances in data access and quality, and realized through improved decision-making.

The course of the implementation of the General Election can never be separated from all kinds of ethical and criminal matters that always color in the course of the electoral stage in Indonesia. Several cases of violations of the ethics code and corruption committed by the Commissioners and Secretariat of the KPU at all levels resulted in sanctions imposed by the DKPP against the KPU. Therefore, the results of this study will look at the case of the KPU code of ethics in the DKPP decision for the 2018 to 2020 period, as well as the impact of this decision on election organizers at the KPU. This study using a qualitative descriptive research design. The data used in this study were obtained from literature studies in the form of documents of the results of the verdicts that have been issued by the DKPP obtained through the official portal website of the DKPP, with a period from 2018 to 2020. The document of the decision of the DKPP ethics case was then carefully processed by the author using the application of qualitative data processing Nvivo 12 Plus. The data processing results found that enrichment of the electoral code of conduct by-election organizers in the KPU is still felt less. All parties should highly praise preventive efforts to violate the code of conduct.

The author raises the issues of applying innovative approaches in the educational and methodological process of training personnel, whose competence includes the implementation of measures to prevention of terrorism. The article discusses the features of conducting practical exercises in the simulation games form, their part and positive experience in the provision of education organization, and advanced training of employees of the antiterrorism commission apparatus in the constituent entities of the Russian Federation, executive authorities, and local self-government bodies.

Purpose The purpose of this paper is to explore the contents of the 2021 UK document called Commission on Race and Ethnic Disparities: The Report, convey some of its key messages and understand why it sparked controversy when its publication was announced. Design/methodology/approach The author read the 258-page report, made notes, looked up some of the papers and documents to which it refers to get a more complete understanding and conducted her own limited searches on some topics. The author sought comments on an early draft of the article. Findings After reading The Report and other relevant documents, the author feels that she has gained new insights into some challenges and opportunities facing members of different ethnic groups in the UK. However, the author felt that The Report plays down some realities of racism and its effects. Originality/value This is one viewpoint on The Report and is original. The Report looks at the circumstances of a range of specific ethnic groups in the UK. Its argument for greater interest and focus on these different experiences rather than thinking of all non-White groups as a single mass seems valuable. It also enables an understanding of some things that people can achieve in the face of adversity. However, the author hopes there is also value in my effort to understand why some aspects of The Report have been seen as controversial.

Purpose This study aims to determine how sustainable development (SD) demands (according to the United Nations Economic Commission for Europe’s (UNECE) SD themes from 2005) are connected to the contents of education, research, development and innovation (RDI) in higher education institutions (HEI). Education and the RDI nexus may affect HEI’s capability to handle SD-related wicked problems and enhance their societal impact. Design/methodology/approach This paper examined SD-oriented curricula contents of two universities (Brazil and Finland) and counted the number of SD-related research outcomes. In addition, conceptual modelling was used to analyse the mechanisms that may be directing HEIs’ SD work in local innovation. Findings The data showed a convergence deviation in the RDI of SD-related subjects between the two HEIs. There was no correlation between SD-oriented education and RDI-work in either HEI. Education and RDI processes have different UNECE SD themes at the focal point, and the education-research nexus is lacking. This difference indicates that new SD-related knowledge produced through RDI was not effectively used in education. Modelling revealed that the convergence in RDI outcomes arose from the same kind of local business, industry and societal challenges, implementing effective stakeholder pressures into HEIs. The results may indicate that stakeholder SD needs were not directly transferred into the competence qualification of the curriculum. Originality/value To the best of the authors’ knowledge, this is the first quantitative study to reveal the independence of universities’ SD-related RDI subjects on educational curricula.

The election organizer is obliged to implement every principle in the election. The online National Counting System (Situng) is one of a series of election organizer activities in fulfilling the principle of openness to the public. Improving the quality of service in the General Election aims to increase public trust in the implementation of elections. According to Nunkoo, the principles of transparency and knowledge must be possessed by activity organizers in an effort to increase public trust. Research with this quantitative method looks at how much influence the online national counting system (situng) information (study of the 2019 Election results) has with a study on the people of Medan City. The findings in this study indicate that the process of transparency and increasing knowledge of the people of Medan City has significantly shaped Public Trust in the 2019 Election. The act of transparency has a bigger effect than increasing knowledge of online counting. Given the large role of transparency in shaping public trust in Medan City, this activity needs to be further enhanced to provide a better understanding to the public. And it does not rule out that online situng can increase public knowledge in the electoral field. Situng online is also expected to be an extension of the General Election Commission (KPU) in increasing public knowledge as a basis for experience in the election.

This paper does not necessarily reflect the views of the International Commission on Radiological Protection. This article analyses the communication experiences of radiation protection experts at federal/regional and local level. Efforts to justify protective measures were more successful at federal level, while the task of adjusting risk perception among local residents remains unresolved. At the recovery stage (15 years after the accident at Chernobyl nuclear power plant), the main difficulties were associated with the fact that expert knowledge was in conflict with public perception of the risk of low doses and legislative approaches. In these situations, communication success depends directly on an expert’s personality. When large areas are affected, the efforts of a few dedicated experts are clearly not sufficient. More systematic approaches (training of doctors, teachers, etc.) require governmental support and experienced personnel. Federal authorities had changed their attitudes by the 15th anniversary of the accident. However, at regional level, this process stretched out for another 15 years. Public perception of large-scale health consequences still persists. Examples and survey results are presented in this article.

Currently the fifth generation, 5G, for wireless communication is about to be rolled out worldwide. Many persons are concerned about potential health risks from radiofrequency radiation. In September 2017, a letter was sent to the European Union asking for a moratorium on the deployment until scientific evaluation has been made on potential health risks (http://www.5Gappeal.eu). This appeal has had little success. The Health Council of the Netherlands released on September 2, 2020 their evaluation on 5G and health. It was largely based on a World Health Organization draft and report by the Swedish Radiation Safety Authority, both criticized for not being impartial. The guidelines by the International Commission on Non-Ionizing Radiation Protection were recommended to be used, although they have been considered to be insufficient to protect against health hazards (http://www.emfscientist.org). The Health Council Committee recommended not to use the 26 GHz frequency band until health risks have been studied. For lower frequencies, the International Commission on Non-Ionizing Radiation Protection guidelines were recommended. The conclusion that there is no reason to stop the use of lower frequencies for 5G is not justified by current evidence on cancer risks as commented in this article. A moratorium is urgently needed on the implementation of 5G for wireless communication.

Participatory planning traditionally requires face-to-face meetings with the public in community fora, design charrettes, planning commission meetings, and so on. However, because of the COVID-19 pandemic and aided by online participatory technologies, planners have been translating their face-to-face practices for use in digital forums. These new tools are equipping planners with greater ability to control meeting interactions, including the ability to stifle dissent. In this Viewpoint, we argue that planners should devise the means to protect modes of digital dissent if they want to avoid propagating the injustices of physical participatory processes in the digital world. Based on ongoing research, we offer guidance to planners about how to begin discussing the meaningful roles dissent could play and how it might effectively and fairly be incorporated into virtual participatory planning processes. In practice, this means that planners must pay more explicit attention to the norms and rules of participation as they evolve for online settings and to avoid hasty judgments when confronted with dissenting voices. The Truth and Reconciliation Commission of Canada called for increased access to archival material documenting the history of Residential Schools. What does this access and associated programming look like? How can archives approach sharing Residential School history in an ethical and culturally appropriate way? This project report provides examples of reciprocal approaches to archival work by drawing on a case study of the community-guided work undertaken by the Children of Shingwauk Alumni Association (CSAA) and the Shingwauk Residential Schools Centre (SRSC).

COVID-19 has created additional challenges in mental health services, including the impact of social distancing measures on care and treatment. For situations where a detention under mental health legislation is required to keep an individual safe, psychiatrists may consider whether to conduct an assessment in person or using video technology. The Mental Health (Care and Treatment) (Scotland) Act 2003 does not stipulate that an assessment has to be conducted in person. Yet, the Code of Practice envisions that detention assessments would be conducted face to face in all circumstances. During the pandemic, the Mental Welfare Commission for Scotland, a statutory body with a duty to promote best practice of the Act, has been asked whether it may be acceptable and indeed preferable for some assessments to be conducted via video technology. Where an assessment is needed to determine if a patient needs to be detained, and where there is a need for social distancing or the need for ‘shielding’, remote assessments may in some circumstances be preferable. In this article, we outline the modification of the Mental Welfare Commission’s previous outright rejection of virtual assessments as the pandemic progressed and discuss the ethical and legal issues the possibility of remote assessments has exposed. We also discuss the limits and when a virtual assessment is not considered ethical. As the pandemic moves from a state of emergency into a ‘new normal’ in psychiatric services during second, or subsequent, waves, the use and place (if any) of remote assessments for detention needs to be considered.

According to the World Health Organization, discrepancies in health statistics reflect unequal access to resources. The Truth and Reconciliation Commission of Canada calls for an increase in the number of Indigenous workers within health and social services. The involvement of local community workers is essential to ensure the cultural security of care and the decolonization of services. This article presents the role played by these workers in the expansion of mental health services and social interventions in Nunavik, the contextual considerations that influence their practice and their place within professional teams.A thematic analysis was conducted on semi-structured interviews done in 2016 with 60 Inuit and non-Inuit individuals working in the broad field of health and social services in Nunavik.The integration of local community workers is perceived to bring several benefits, including the improvement of interventions and unique learning opportunities. However, several factors hinder this collaboration, such as clarity of mandates, access to pre-requisite training and diplomas, recognition of local knowledge, and staff turnover. More flexibility and support after hiring would allow for the service structure to be adapted to the complex reality of Nunavik.This article adds to the body of literature highlighting the importance of collaboration with local community workers. The decolonization of services necessarily involves redesigning structures in order to recognize their contribution and to give a place to local knowledge.RéSUMé: OBJECTIFS: Selon l’Organisation mondiale de la santé, les écarts dans les statistiques de santé reflètent un accès inégal aux ressources. La Commission de vérité et de réconciliation du Canada appelle à l’accroissement du nombre de travailleurs autochtones dans le domaine des soins de santé et services sociaux. L’implication des travailleurs communautaires locaux est essentielle à la sécurisation culturelle des soins et la décolonisation des services. Cet article décrit le rôle de ces travailleurs dans l’extension des services de santé mentale et des interventions sociales au Nunavik et explore les considérations contextuelles qui influencent leur pratique et leur place au sein des équipes professionnelles. MéTHODE: Les résultats ont été obtenus par l’entremise d’une analyse thématique d’entrevues semi-structurées effectuées en 2016 auprès de 60 individus inuit et non-inuit travaillant dans le système de la santé et des services sociaux au Nunavik. RéSULTATS: L’intégration des travailleurs communautaires locaux est perçue comme apportant plusieurs bénéfices, notamment une amélioration des interventions. Cependant, plusieurs facteurs entravent cette collaboration tels que la clarté dans les mandats, l’accès aux formations et diplômes pré-requis, la reconnaissance du savoir local ainsi que le roulement de personnel. Plus de flexibilité et de soutien après l’embauche permettrait d’adapter la structure des services à la réalité complexe du Nunavik. CONCLUSION: Cet article s’ajoute au corpus de littérature qui met de l’avant l’importance de la collaboration avec les travailleurs locaux. La décolonisation des services passe nécessairement par le remaniement des structures afin de reconnaitre l’apport des travailleurs locaux.

Universities are institutions established to contribute to the social and economic development of a country. The libraries therein enable users to transform the information accessed into valuable knowledge and apply it in research, business and government. While the significance of providing quality information services to users is generally conceded, very little is known as to whether the information services provided by the public university libraries in Western Kenya comply with the Commission of University Education (CUE) standards from the perspective of the staff and users. The purpose of this study is to assess the extent of information services provision in accordance with the CUE guidelines, examine the challenges faced in providing the information services and offer suggestions for improving the services. Descriptive survey research design is adopted in the study. The study was conducted in four public university libraries in the Western region of Kenya targeting undergraduate students, lecturers and library staff. Data was collected through structured questionnaires and interviews, document analysis and observation of the library facilities. Review of Literature was done to examine what has been done on the information service provison and compliance to standards. Data from the questionnaires was quantitatively analysed and the qualitative data from the interviews was transcribed and themes organised and presented based on the responses. It is a poor state of as majority of public university libraries in Kenya are inadequate in provision of information services, allocated budget, facilities, equipment as well as personnel. The challenges cited by majority of respondents indicate that there is inadequate funding and their library budgets do not meet the threshold of 10% of the institution’s operational budget as stipulated by Commission for University Education (CUE) standards, lack enough reference books (31.1 percent), inadequate library space (24.9 percent), slow Internet connection (23.0 percent), lack of Computers (12 percent) poor customer service (3.3 percent) and unfriendly staff (2.5 percent). Suggestions given in the study indicate the need for additional budget for acquisition of additional information resources, recruit additional staff and ensure sustainable service provision. The study concluded that besides adhering to the CUE standards and guidelines in the provision of information services, the libraries need to be proactive in providing user centered services.

This study aimed at describing the model of voter education of women-based democracy volunteers in Pekanbaru City and Dumai City. Democracy volunteers are partners in the General Election Commission, who deliver electoral information to the public. The voter education model consists of the strategies used, the material delivered, the methods used to provide knowledge, raise awareness, and increase women voters' political participation. This research employed a qualitative approach with descriptive methods—the informants in this research selected through a non-probability sampling method with a purposive sampling technique. The data validity testing technique used triangulation of data sources. The research findings show that (1) the strategy used was the mapping of target communities and personal communication with community administrators; (2) the material presented included voter requirements, the number of candidates in the 2019 simultaneous elections in Pekanbaru City and Dumai City, introduction of ballot papers, and procedures for voting; (3) the method used was lectures using props in the form of ballots. The female voter is strategic, seeing from the quantity and regulation in Indonesia.

Hibakusha (atomic bomb survivors) are "witnesses" of the atomic bombings, not just in a standard sense but also in the instrumental sense. For medical and scientific experts, hibakusha are biological resources of unparalleled scientific value. Over the past seventy years, the hibakusha bodies have narrated what it means to be exposed to radiation. In this paper, I explore studies at the Atomic Bomb Casualty Commission (ABCC) that examined hibakusha bodies as sites where risk could be read. I focus on a period from the mid-1950s to 1975, during which new methods, practices, and technologies allowed ABCC scientists to investigate chromosomes as a way to study radiation exposure and human risk. By focusing on chromosomal aberrations, ABCC scientists connected their work directly to the emerging infrastructure for radiobiology at the time. ABCC administrators actively sought out such prestige, especially given their relationship with the Atomic Energy Commission (AEC). The shift in approach would also alleviate some public relations problems with which the institution was struggling. Launching a cytogenetics program required some older practices that had assumed American privilege and dominance to be abandoned. Eventually, the decision to let chromosomes speak of radiation exposure brought about fundamental changes in ABCC, which came to symbolize the model for future studies at the organization, especially as ABCC was transitioning to a US-Japan binational organization. More broadly, this case highlights the intricate scientific negotiation of radiation risk where uncertainties necessarily prevail.

In this paper, we undertake a stakeholder analysis of the Australian Competition and Consumer Commission’s Digital Platforms Inquiry to understand the nature and influence of different forms of public input. Our findings show that nation-state regulation of digital platforms is now very much on the policy agenda worldwide, with a focus upon the competition policy dimensions of platform regulation. The second key finding is that the regulatory activism of the ACCC have ensured that the Inquiry and its findings have had maximum public impact. Finally, we argue that the key dynamic shaping the Inquiry was the competing demands of the traditional news media publishers and digital platforms, and that civil society input was relatively limited and secondary to the final recommendations.

We team teach an interdisciplinary political science and literature course titled “Violence and Reconciliation,” with case studies on the Truth and Reconciliation Commission (TRC) in South Africa and on debates about whether to develop a TRC in Northern Ireland. The course culminates in a two-week simulation in which students role play the experiences, strategies, and needs of victims, perpetrators, legal teams, government officials, and NGOs in the aftermath of a horrific event that has torn a society apart. We assessed the simulation through pre- and post-simulation writing exercises as well as observations of insights revealed by students during negotiations. We believe the simulation is an effective tool for helping students move from a scholarly engagement with the processes of restorative justice to employing them in response to hatred and violence. This article describes the simulation for use or adaptation in other courses.

Research findings 1.The study of the administrators of the Office of the Basic Education Commission in Thailand 4.0 found that it consisted of 5 important components: Characteristics of self-development of modern leadership, modern management development skills, roles, duties, morality, ethics and competencies of school administrators of the Office of the Basic Education Commission in Thailand 4.0 2.Development of the model for school administrators of the Office of the Basic Education Commission in Thailand 4.0 found that there are 5 main components: leadership, vision, morality, ethics, knowledge, competence and information and technology. 3. The level of suitability of the development of the model for the school administrators of the Office of the Basic Education Commission in Thailand 4.0 overall and the aspects are very good.

Entrepreneurial culture has emerged as a powerful means of development in many countries of the world and can be regarded as a source of innovation and as a key to sustainable unemployment.The national economic outlook, which was established by the High Commission for Planning, predicts economic growth of only 2.6% in 2016, this growth will not provide sufficient employment.Morocco seeks to foster the entrepreneurial spirit of young Moroccans in order to encourage the creation, development of enterprises and the remuneration of investment in the service of employment through various policies that promote the " innovation.Students and university graduates (including students from Sidi Mohamed Ben Abdellah University in Fez) are the most involved social group. Through this research, we will try to describe the entrepreneurial culture of students through a field study.Our article is structured in the following way. In the first part, we try to treat the entrepreneurial culture by trying to take a general look, first of all, on its definition, then on the myths of entrepreneurship. In our second part, we talk about the entrepreneurial culture at the Sidi Mohamed Ben Abdellah University and the promotion of this culture among students through a field survey.Since 2011, the university has also initiated the program "innova project", whose mission is to organize training courses for business creation and innovation for the benefit of students from different institutions.

OBJECTIVE The aim: Characteristic of corruptive incomings laundering in the medical sphere and research of components for counteraction to this phenomenon. PATIENTS AND METHODS Materials and methods: Some methods were used to ensure the completeness and complexity of scientific research: dialectical, formal, legal, epistemological, and systemstructural methods. CONCLUSION Conclusions: It was concluded that corruptive incomings laundering in the medical sphere is becoming commonplace. New ways, means, and schemes for the commission of this crime are appearing. The authors analyze the main methods for corruptive incomings laundering in the medical sphere: during the purchase of medicines and medical equipment, during the procurements of medical preparations and medical equipment, building restoration and renovation, where health care facilities are located, price-fixing and gifting of chief medical officers. A comprehensive system of organizational, legal, and economic measures must be formed that will provide effective counteraction to the corruptive incomings laundering in the medical sphere.

Three seminal reports, the 2001 Institute of Medicine's Crossing the Quality Chasm, the 2003 report Unequal Treatment,1 and the 2020 National Academy of Medicine's (formerly Institute of Medicine) Artificial Intelligence in Healthcare2 represented inflection points in highlighting the substantial disparities in access, clinical care, and outcomes, and recommended that equity in health care and health technology must be achieved to deliver quality care.3 Though Crossing the Quality Chasm set up the STEEEP framework, which explicitly called out equity as one of six health care quality domains (alongside safety, timeliness, effectiveness, efficiency, and patient-centered care) the issue of inequities in health care delivery was truly laid bare in Unequal Treatment, which also called upon health care institutions and providers to develop strategies to confront disparities in care.4 Artificial Intelligence in Healthcare introduced the "Quintiple Aim" where "Equity and Inclusion" was added to the "Quadruple Aim. Equity Dashboards The application of analytics to demonstrate health care quality in the domains of safety, timeliness, effectiveness, efficiency, and patient-centeredness has been common in diverse dashboards for hospital ratings and other key health care certifications (e.g., National Committee for Quality Assurance, Joint Commission);however, equity has often been overlooked.17 Peter Drucker, a famous business thinker and writer for the modern company, stated that "if you can't measure it, you can't improve it. [...]we must move AI from being a "black box" to a "clear box" with AI factsheets like nutrition labels where buyers and end-users of AI algorithms can transparently see who trained the AI, what datasets were used, and what specific AI algorithms and models were used.28 We must assure transparent, ethical, fair, and equitable AI. Based on the analysis of the current state of combating crime in Russian Federation, the article analyzes the available approaches to understanding the manifestations of unlawful behavior of released and released convicts at the stage of their re-socialization in society. The importance of specific means and methods of operational-search activity in solving socially useful tasks is stated. Based on a number of factors, an analysis of official statistics data indicating that a far from the best part of convicts is concentrated in places of imprisonment, it is concluded that there are problematic issues, including the tasks of preventing and preventing offenses and crimes committed by convicts, identifying and eliminating the causes and conditions that contribute to them. The author emphasizes the importance of measures taken by civil society institutions in order to prevent the commission of offenses, while focusing on special measures. Based on the results of the research, the essence and content of the operational-search support of the process of socialization of convicts as an independent organizational and tactical form is considered, the need for interaction between the departments concerned is stated. It is concluded that the activities of state bodies endowed with the competence to carry out operational-search activities should be considered from the position of a systematic approach. The possibilities of the distinctive characteristics of the digital environment in solving the problems of preventing offenses and crimes in Russia and abroad are analyzed. The importance of information and analytical support of operational-search activities, which gives order to information flows of operational interest, circulating at the level of one subject or the Russian Federation as a whole, is emphasized.

The focus of this chapter is on the organisation and role of expertise in the Common Foreign and Security Policy (CFSP). It more particularly examines how the High Representative/Vice President (HR/VP) and the European External Action Service (EEAS) have organised the gathering and processing of European foreign policy expertise and whether this has led to contestation. Based on a case study on the Asia-Pacific department, it first identifies the rules of the game underlying the organisation of expertise in the EEAS and successively explores the day-to-day practice of these rules. The chapter does not limit itself to subject matter expertise but also includes political expertise, procedural expertise, policy expertise and expertise on experts. Building on social psychology, it focuses on expert groups rather than on individual experts as the basic unit of analysis. The exploratory case study on the Asia-Pacific department learns that the EEAS is in general able to perform as an expertise driven organization, notwithstanding its limited operational budget, successive reductions in staff numbers, and its staff rotating policy. There is a clear division of roles whereby EEAS staff concentrates on expert, political and process expertise, while subject matter and policy expertise are sourced externally. Thanks to flexible internal rules, EEAS staff members are able to identify and work with the required sources rather easily. The way in which the EEAS has organized the gathering and processing of European foreign policy expertise has not led to contestation, either from the member states, the Commission, or the broader public. There are occasional frictions between the EEAS and the member states, as well as between the EEAS and the Commission. However, such tensions are not so much about the use of expertise but rather concern the delineation of competences, political reliability, and different degrees of openness.

The role and sphere of online education is growing at all levels of education. The outbreak of COVID-19 has put on hold the classroom education as students are away from campuses. Online education is the only method to continue teaching-learning during the present time. The Ministry of Human Resources and Development (MHRD), Government of India and the University Grants Commission (UGC) have taken many steps to implement and popularise online education in the country in the past and have increased the focus in the circumstances caused due to COVID-19. The INFLIBNET Centre of the UGC has taken numerous initiatives for delivering education online to the doorsteps of the learners in the country even during the lock down period caused due to COVID-19. The present paper elaborates the role INFLIBNET Centre played for delivering education online.

Transparency in government management is important to continue to be improved. The existence of a good government management is the increasing of public trust through public information disclosure. The Information Commission as an implementor in the implementation of law No. 14 of 2008 on Public Information Disclosure must continue to develop the capacity of institutions in order to provide maximum performance so as to encourage the implementation of public information disclosure in Lampung Province. This research aimed to describe the institutional capacity building efforts conducted by the Lampung Provincial Information Commission as well as identify inhibitory factors in the effort. The research method used a qualitative approach. The results of the study generally showed that the Lampung Provincial Information Commission began to make institutional capacity building efforts through the development of physical resources, the development of operational processes, and the development of human resources. Overall all three aspects have gone pretty well.Aspects of physical resource development are starting to go well due to structural changes in the institution that have a good impact on other aspects. In terms of operational development, efforts are made that motivate employees through incentives, personnel addition and building good cooperation and coordination. Aspects of human resource development are trying to be built through training efforts. The obstruction factor in capacity building efforts found to be related to legal devices as well as agency budgets that are not yet fully independent.

The British Association of Physicians of Indian Origin (BAPIO) undertook a humanitarian project to come to the aid of several migrant doctors who were in the UK to take the Professional & Linguistic Assessment Board’s (PLAB) part 2 clinical examination, and had become stranded due to the lockdown during the first surge of the COVID-19 pandemic. The BAPIO PLAB stranded doctors’ project started as a serendipitous exercise in the third week of March 2020 with first a handful of migrant doctors, until it reached a peak of 267 doctors from 19 countries, and involved collaboration with multiple voluntary organisations, stakeholders, regulatory agencies and governments. There was no denying the complexity and intricacy of the demands on the stranded doctors, but it was even more pleasing to witness how the project team were more than ready to meet the challenges. Under the umbrella of BAPIO, the project team doctors, who previously had barely known each other, took on all the challenges - teaching, pastoral support, career advice, writing curriculum vitae, finding food, accommodation and funds for those in need; organising professional support, links with the General Medical Council, the High Commission of India and the U.K. Home Office. The project was concluded on 19 September, with all the doctors either returning home or making a decision to work in the NHS when conditions allowed them to. It is not possible to know how many passed their PLAB part 2 exams, but we estimated that over 50% did. The weekly virtual meetings, the camaraderie, the scale of the project, and most importantly bringing it to a closure without any major crisis, was only possible through sheer determination, understanding the needs, professionalism, leadership and excellent communication. The lessons from this project are important to illustrate the role of voluntary organisations (such as BAPIO) and the effectiveness of having established collaborative networks with official bodies and government agencies, for the future benefit migrant professionals.

In 2018, the Canadian Counselling Psychology Conference (CCPC) convened a working group to address how the field of counselling psychology ought to respond to the Truth and Reconciliation Commission of Canada. Attendees were asked to share their perspectives on reconciliation, current efforts toward reconciliation in counselling psychology, and recommendations for the future of counselling psychology in relation to reconciliation. The current paper documents the findings and implications of the working group, offering concrete suggestions for how researchers, educators, clinicians, and trainees in the field can support reconciliation in a good way, shifting counselling psychology to serve Indigenous people and communities better.

One of the purposes of the establishment of non-governmental organizations (NGOs) is to help the needy people to get a better life. They help them by doing fundraising to the public. As they get the public donation, they are also allowed to take the commission from the donation according to the Islamic contracts that have been existed in Islam. The purpose of this study is to analyse the types of contract that have been applied by the NGOs in collecting public donation. The methodology used in this research is qualitative method by using document analysis and interview. The informants involved are from the six selected NGOs which have been registered under Companies Commission of Malaysia (SSM) or Registry of Societies Malaysia (ROS). These NGOs are chosen due to their enthusiasm, activeness and success in implementing the public donation other than based on their expertise relating to the donation collection of the organization. Besides, they cooperated very well from the beginning of the research until the end. The data obtained is analysed using content analysis. The finding shows that Islamic Relief Malaysia (IRM), Aman Palestin, Majlis Perundingan Pertubuhan Islam Malaysia (MAPIM), Cinta Syria Malaysia (CSM) and Muslim Volunteer Malaysia (MVM) apply the contract of ijarah, wakalah and ji’alah which comply with the law of Sharia. Yet, Serantau Muslim does not apply any contracts as they do not take any commission from the public donation. Further research needs to be done to identify the similarity of the contract applied by the other NGOs.

Background Obtaining and maintaining accreditation is an important component of high-quality mental health care services. However, research is lacking, and explanations for quantitative observations surrounding the sustainability of improvements are unfounded in qualitative data. The aim of this study was to explore how accreditation, specifically that provided by Joint Commission International, affects service quality at the Institute of Mental Health in Singapore to advance our understanding of its effects and the durability of improvements. Methods Researchers conducted 21 qualitative semistructured interviews with key informants to understand how obtaining reaccreditation was affecting the institute. The data were analyzed thematically to produce an understanding of the various ways in which accreditation improved care quality. Results Accreditation contributed to the improvement of care via several mechanisms. Although participants universally endorsed the positive impact of accreditation on safety, it was harder to pinpoint specific outcomes that improved because of it. Accreditation, however, had unintended consequences: Unnecessary processes arising from overinterpretation of standards led to several staff behaviors that might ultimately compromise the sustainability of new processes. Conclusion Although accreditation drives improvement via clear mechanisms, policy makers must be aware of unintended consequences. Organizations struggling with accreditation must clearly communicate the rationale for the implementation of new processes linked to reaccreditation. With a clear purpose, changes may be more sustainable.

European Union (EU) Directive 2013/55/EC (The Recognition of Professional Qualifications) allows Member States to decide on a common set of minimum knowledge, skills and competences that are needed to pursue a given profession through a Common Training Framework. To be adopted the framework must combine the knowledge, skills and competences of at least one third of the Member States. Professionals who have gained their qualifications under a Common Training Framework will be able to have these recognised automatically within the Union. The backbone of the European Federation of Clinical Chemistry and Laboratory Medicine’s (EFLM) proposed Common Training Framework for non-medical Specialists in Laboratory Medicine is outlined here. It is based on an Equivalence of Standards in education, training, qualifications, knowledge, skills, competences and the professional conduct associated with specialist practice. In proposing the recognition of specialist practice EFLM has identified 15 EU Member States able to meet Equivalence and in whom the profession and/or its training is regulated (an additional EU Commission requirement). The framework supports and contributes to the Directive’s enabling goals for increasing professional mobility, safeguarding consumers and ensuring a more equitable distribution of skills and expertise across the Member States. It represents EFLM’s position statement and provides a template for professional societies and/or competent authorities to engage with the EU Commission.

This article presents findings from two studies conducted in Chile to examine the link between human rights and social work practice. The focus of this paper was to explore the role of undergraduate education in preparing future social work practitioners for human rights practice. Data from a qualitative longitudinal study to understand the role of social workers during the dictatorship in Chile (1973–1989) were used; then, in October 2019, as civil unrest and police and military brutality erupted across the country, the authors created a commission to register and document narratives and testimonies of current human rights violations in Chile. The research team utilized a qualitative approach to analyze data from the in-depth interviews that were conducted in the longitudinal study and from the 2019 commission. Findings suggest a need to cover more in-depth human rights content in social work education and to teach students to create community collaborations in the field. Implications for social work education and practice in the current political climate are explored.
