Organising effective policy coordination has become a key principle of EU policymaking in recent decades. Within the European Commission, interservice consultations (ISCs) play an important role to coordinate between the different directorate-generals. In spite of this importance, ISCs have so far not been analysed in a systematic way. This paper addresses this gap by systematically analysing the numbers, types and content of comments made in ISCs around climate change adaptation. Our analysis shows that ISCs were primarily used to provide substantive comments, related to problem analyses, objectives or instruments, as well as to strengthen or weaken connections with policy efforts in adjacent domains. Institutional comments, related to mandates or resources, proved rare. Moreover, we find that the types of comments given in ISCs are mediated by institutional factors that shape the temporal dynamics of policy processes. Rather than reflecting the ideal types of ‘negative’ and ‘positive’ coordination, the overall pattern of policy coordination in the ISCs typifies an in-between form of ‘incremental policy coordination.’.

Adaptation to impacts of climate change is a key pillar of climate change policy, and local governments have historically played a major role in the design and implementation of these policies. An array of political, economic, institutional, social, and individual factors influence adaptation policy instrument choice. At the local government level, these choices also reflect inter-governmental dynamics that can constrain or support local efforts. We analyze eight hypothesized drivers of local adaptation policy instrument choice using fractional regression analysis and multilevel modelling. Local governments are pursuing diverse adaptation policy implementation styles that are associated with different levels of internal capacity, local political economies and problem perception. Dependence on national governments, the presence or absence of national adaptation mandates, national decision-making traditions, and national adaptation policy approaches may also influence local policy instrument choices.

Recent years have witnessed increased political interest to the challenge of organizing policy integration to govern societal problems that crosscut the boundaries of traditional government sectors and levels, including climate change, food insecurity, terrorism, and the instability of financial markets. Public policy scholars have recently suggested to study such attempts by conceptualizing policy integration as a multi-dimensional process. Although such a processual perspective has helped to comparatively assess policy (dis)integration, the mechanisms of (dis)integration over time remain undertheorized. Past studies have reported a number of relevant factors, but these have remained rather functionalistic observations that lack explanatory value. To address this gap, we propose a mechanism-based approach that uncovers the political processes that underlie policy (dis)integration over time. Rooted in different strands of social science literature, the mechanistic approach offers a model of causation to assess the plausible chain of key processes that are triggered under particular contextual conditions. We illustrate the framework by empirically investigating the mechanisms that explain the policy (dis)integration of food and climate change adaptation policy in the Netherlands. We end the paper with discussing various implications of our findings for processual approaches to policy integration.

Comparative research on climate change adaptation policy struggles with robust conceptualization and measurement of adaptation policy. Using a policy mixes approach to address this challenge, we characterize adaptation policy based on a general model of how governments govern issues of societal interest. We argue that this approach allows for context-sensitive measurement of adaptation policy, while being both comparable and parsimonious. This approach is tested in a study of adaptation policies adopted by 125 local governments located in Canada, France, Germany, the Netherlands, and the UK. Using a systematic data collection protocol, a total of 3328 adaptation policies were identified from local council archives between the periods of January 2010 and May 2017. Results of this analysis suggest that there is structured variation emerging in how local governments govern climate change adaptation, which justifies calls for comparative adaptation research to use measurements that capture the totality of adaptation policies being adopted by governments rather than focusing on specific types of adaptation policy. We conclude with a discussion of key issues for further developing of this approach.

Despite recognizing the importance of public bureaucracies in governing climate change, our knowledge of how their behavioral and structural characteristics influence climate change adaptation policy is limited. This article provides an introduction to a collection of studies that seeks to explore the link between climate change adaptation and public bureaucracies, and to distill lessons for the scholarship on adaptation as well as the persistent debates on the role of administrative traditions in public policy. The articles in the special issue demonstrate that how state and social actors are organized, the ways in which scientific advice enters bureaucracies, and uniformity in the making and implementing of policy matter for adaptation policy. We conclude that the concept of administrative traditions is still necessary for understanding the choices made by public actors, but contend that other factors such as economic motives and political willingness should be considered more critically in the literature on administrative traditions.

Decision makers need better insights about solutions to accelerate adaptation efforts. Defining the concept of solution space and revealing the forces and strategies that influence this space will enable decision makers to define pathways for adaptation action. Here we present the results of a systematic review of peer-reviewed literature reporting the effects on health of climate change adaptation responses in low- and middle-income countries (LMICs). The review used the ‘Global Adaptation Mapping Initiative’ database (comprising 1682 publications related to climate change adaptation responses) that was constructed through systematic literature searches in Scopus, Web of Science and Google Scholar (2013–2020). For this study, further screening was performed to identify studies from LMICs reporting the effects on human health of climate change adaptation responses. Studies were categorised by study design and data were extracted on geographic region, population under investigation, type of adaptation response and reported health effects. The review identified 99 studies (1117 reported outcomes), reporting evidence from 66 LMICs. Only two studies were ex ante formal evaluations of climate change adaptation responses. Papers reported adaptation responses related to flooding, rainfall, drought and extreme heat, predominantly through behaviour change, and infrastructural and technological improvements. Reported (direct and intermediate) health outcomes included reduction in infectious disease incidence, improved access to water/sanitation and improved food security. All-cause mortality was rarely reported, and no papers were identified reporting on maternal and child health. Reported maladaptations were predominantly related to widening of inequalities and unforeseen co-harms. Reporting and publication-bias seems likely with only 3.5% of all 1117 health outcomes reported to be negative. Our review identified some evidence that climate change adaptation responses may have benefits for human health but the overall paucity of evidence is concerning and represents a major missed opportunity for learning. There is an urgent need for greater focus on the funding, design, evaluation and standardised reporting of the effects on health of climate change adaptation responses to enable evidence-based policy action.

In the context of climate change adaptation, calls for strengthened policy integration have recently emerged to ensure timely, adequate and effective actions. There is much scholarly and policy interest in the role that international finance could play in closing the financing gap for community adaptation initiatives. Despite the interest, the overall amount of international adaptation finance that has reached local recipients remains low. What makes internationally-financed climate change adaptation projects focus on investment at the community level is particularly poorly understood. This study systematically assesses conditions that influence the focus on vulnerable local communities in internationally-financed adaptation projects. Using the Adaptation Fund (AF) under the Kyoto Protocol as the case study, we apply fuzzy-set Qualitative Comparative Analysis (QCA) to analyze 30 AF projects to identify specific configurations of conditions that lead to a stronger or weaker community focus in project design. We find that the absence of high exposure to projected future climate risks is a necessary condition for a weaker community focus in AF projects. Three configurations of sufficient conditions are identified that lead to a stronger community focus. They involve the contextual factors of projected future climate risks, civil society governance, and access modality to AF financing. In particular, AF projects with a stronger community focus are stimulated by the sole presence of higher exposure to projected future climate risks in a group of countries, and by the complementary roles of civil society governance and the access modality to the AF in others. These findings contribute new insights on how to enhance local inclusiveness of global climate finance.

Climate change is currently impacting cultural heritage globally. Despite advances in the understanding of the relationship between climate change impacts and cultural heritage, there are significant barriers that hamper adaptation of cultural heritage to current and projected climate risks. This paper aims to advance the empirical understanding of barriers to adapting cultural heritage to climate-related impacts in the Netherlands by identifying different barriers, their interdependencies, and possible strategies to overcome these barriers. Using a web-based questionnaire with 57 experts, we find that the most frequently reported barriers are a lack of climate change adaptation policy for cultural heritage, and lack of climate vulnerability and risk assessments for diverse cultural heritage types. Our study finds that barriers are perceived to be interdependent and conjointly constrain adapting cultural heritage to climate change. Six actionable strategies are identified to navigate these barriers.

Recent literature suggests that direct national access to multilateral climate funds could promote climate change adaptation investment that focuses more on the needs of vulnerable local communities when compared to indirect access through multilateral agencies. However, there has been no systematic comparative assessment of the level of community focus of direct-access and indirect-access projects. The lack of a standardized methodology to assess the level of community-focused adaptation has also constrained such comparison. To address this gap, this paper proposes a new framework to assess the level of community focus in adaptation projects, using a combination of financial, participatory, devolutionary, and design for policy adoption and replicability criteria. Using the Adaptation Fund (AF) as a case study, we apply the framework to systematically assess 63 projects approved by the Fund as of May 2017, comprising 22 direct-access and 41 indirect-access projects. We find that direct-access projects are more community-focused than indirect-access projects because they exhibit higher community-oriented financial, participatory, and devolutionary characteristics. We find no difference between the direct-access and indirect-access projects with regard to how they are designed to promote policy adoption and replicability of AF project-financed adaptation actions through policy and geographical mainstreaming. Our findings contribute to an improved understanding of the pattern of adaptation investment that takes place in developing countries with the support of international adaptation finance under both access modalities. The proposed assessment framework could also inform the development of a standardized methodology to track the delivery of international adaptation finance to the community level.

This article shows how Bangladesh and India intentionally maintain the status quo for the Brahmaputra River at the transboundary level, using material and ideational resources. Results show that India wants to reduce its hegemonic vulnerabilities and Bangladesh aims to maintain its control over the Brahmaputra river, simultaneously building its technical and negotiation skills. We conclude that the underlying processes of maintaining the status quo can be comprehended as ‘non-decision making’. The analysis presented will help policy actors to push towards a forward-looking climate change adaptation planning for the Brahmaputra River.

We comment on the recent comprehensive review “Barriers to enhanced and integrated climate change adaptation and mitigation in Canadian forest management” by Williamson and Nelson (2017, Can. J. For. Res. 47: 1567–1576, doi: 10.1139/cjfr-2017-0252 ). They employ the popular barriers analysis approach and present a synthesis highlighting the numerous barriers facing Canadian forest managers. The underlying functionalist assumptions of such an approach are highly problematic from both a scholarly and a practical policy perspective. We argue that social scientists engaged in climate change research who want to influence policy-making should understand and then empirically apply causal mechanisms. Methods such as process tracing and qualitative comparative analysis (QCA) are promising tools that can be employed in national- or local-level assessments.

Although governments are developing and implementing policies to adapt to the impacts of climate change, it remains unclear which factors shape how states are developing these policies. This paper aims to assess whether or not administrative traditions matter for the formation of national climate change adaptation policy in 32 high-income countries. We operationalize administrative traditions based on five structural criteria: vertical dispersion of authority, horizontal coordination, interest mediation between state-society, role of public administrator, and how ideas enter bureaucracy. We construct a unique adaptation policy dataset that includes 32 high-income countries to test seven hypotheses. Our results indicate that countries’ adaptation policies align to some extent with their administrative structure, particularly dispersion of authority and horizontal coordination. However, we find limited evidence that other public bureaucracy factors are related to national adaptation policy. We conclude that administrative traditions matter, but that their influence should not be overestimated.

Climate change as expressed by erratic rainfall, increased flooding, extended droughts, frequency tropical cyclones or saline water intrusion, poses severe threats to smallholder farmers in Vietnam. Adaptation of the agricultural sector is vital to increase the resilience of smallholder farmers’ livelihoods in times of climate change. To complement efforts already implemented by farmers to reduce social vulnerability it is important to understand how farmers perceive their current and future capacity to adapt to climate change. This paper aims to explore smallholder farmers’ capacity to respond to climate change in current and future agricultural production. We carried out open, in-depth interviews (n = 13), focus group discussions, and structured interviews (n = 114) in the Thua Thien Hue province. Our findings show that farmers nowadays experience more extreme climate variability. Farmers report increasing stresses due to temperature increase and droughts. The autonomous adaptation strategies adopted by farmers include; adjusting the season calendar, using tolerant varieties and breeds, applying integrated crop production models, and income diversification. The motives for adopting particular planned adaptation options differ between farmers in crop production and livestock production. Four factors were found to be significant (p < .05) in influencing the spread of adaptation measures (AMs) farmers adopted: farm income, the number of available information sources, number of workers on the farm, and farmable land available during the summer season. Farmers report several barriers to implement adaptation strategies including; market price fluctuations, lack of skilled labour, lack of climate change information, and lack of capacity to learn and apply techniques in their daily practice. While both crop and livestock farmers participated in one or several training courses on climate change in the past years, livestock farmers were still uncertain about their future capacity and possible AMs.

Successful implementation climate change adaptation depends to a large extent on the capabilities of individuals, organizations, and communities to create and mobilize the adaptive capacity (AC) of their socio-ecological system. Creating and mobilizing AC is a continuous process that requires social learning (SL). Although rich with empirical cases, the literature theorizing and empirically investigating the relationship between AC and SL is highly fragmented. This paper aims to critically examine the peer-reviewed literature that focusses on SL and AC in the context of climate change adaptation (CCA). Special attention is paid to the interplay between the two. Understanding this interplay can help improve our understanding of how CCA takes place in practice and advances theoretical debates on CCA. Systematic review methods are used to analyse 43 papers (1997–2016). Our findings reveal three perspectives that each play an important role in different contexts: an AC-focused perspective, a SL-focused perspective, and a hybrid perspective. These differences in conceptualizations of the relationship between SL and AC may seem trivial at first, but they have consequences for the design of learning-based interventions aimed at helping communities respond to climate change. It appears that such interventions need to be preceded by an analysis of the climate change context in order to decide whether to emphasize AC, SL or both simultaneously.

Although transformational change is a rather new topic in climate change adaptation literature, it has been studied in organisational theory for over 30 years. This paper argues that governance scholars can learn much from organisation theory, more specifically regarding the conceptualisation of change and intervention strategies. We reconceptualise the divide between transformational change and incremental change by questioning the feasibility of changes that are concurrently in-depth, large scale, and quick; and the assumption that incremental change is necessarily slow and can only result in superficial changes. To go beyond this dichotomy, we introduce the conceptualisation of continuous transformational change. Resulting intervention strategies include (1) providing basic conditions for enabling small in-depth wins; (2) amplifying small wins through sensemaking, coupling, and integrating; and (3) unblocking stagnations by confronting social and cognitive fixations with counterintuitive interventions. These interventions necessitate a modest leadership. Governing transformational change thus requires transformation of the governance systems themselves.

Rapid growth over the past two decades in digitized textual information represents untapped potential for methodological innovations in the adaptation governance literature that draw on machine learning approaches already being applied in other areas of computational social sciences. This Focus Article explores the potential for text mining techniques, specifically topic modeling, to leverage this data for large‐scale analysis of the content of adaptation policy documents. We provide an overview of the assumptions and procedures that underlie the use of topic modeling, and discuss key areas in the adaptation governance literature where topic modeling could provide valuable insights. We demonstrate the diversity of potential applications for topic modeling with two examples that examine: (a) how adaptation is being talked about by political leaders in United Nations Framework Convention on Climate Change; and (b) how adaptation is being discussed by decision‐makers and public administrators in Canadian municipalities using documents collected from 25 city council archives. It is increasingly evident that adaptation will figure prominently in the post-2015 United Nations climate change agreement. As adaptation obligations under the United Nations Framework Convention on Climate Change evolve, more rigorous approaches to measuring adaptation progress among parties will be critical. In this Letter we elaborate on an emerging area of research referred to as ‘adaptation tracking’, which has potential to inform development of a global adaptation monitoring framework. We evaluate this potential by presenting evidence on policy change for 41 high-income countries between 2010 and 2014. We examine whether countries that were in early stages of adaptation planning in 2010 are making progress to close adaptation gaps, and how the landscape of adaptation in these countries has evolved. In total we find an 87% increase in reported adaptation policies and measures, and evidence that implementation of concrete adaptation initiatives is growing. Reflecting on the strengths and challenges of this early methodology, we further discuss how adaptation tracking practices could guide development of a robust framework for monitoring global adaptation progress and inform future research on policy change across countries.

Governments fulfil important roles in increasing the adaptive capacity of local communities to respond to climate change impacts, particularly in developing countries. Existing studies on how governments enable and constrain the ways in which local level communities learn and build their adaptive capacity, however, generally adopt network or market-oriented types of governance. However, the most vulnerable regions to climate change impact in the world are generally governed through hierarchical policy systems. This research aims to understand how the hierarchical policy system in Vietnam creates enables and/or constrains the policy capacity of policy actors to contribute to effective climate change adaptation. We conducted interviews (n = 26) with key actors at multiple levels of government. Our findings show the importance of clear legal institutions, available financing for implementing policies, and the training of governmental staff, particularly at district and commune levels where the policy capacities are generally too low to deal with climate change impacts. We conclude that any efforts to support local actors (i.e. smallholder farmers) should include investments in policy capacity to ensure uptake and upscaling of adaptation actions more broadly.

Deliberation over how to adapt to short or long-term impacts of climate change takes place in a complex political setting, where actors’ interests and priorities shape the temporal dimension of adaptation plans, policies and actions. As actors interact to pursue their individual or collective interests, these struggles turn into dynamic power interplay. In this article, we aim to show how power interplay shapes local adaptation plans of action (LAPAs) in Nepal to be short-term and reactive. We use an interactional framing approach through interaction analyses and observations to analyse how actors use material and ideational resources to pursue their interests. Material and ideational resources that an actor deploys include political authority, knowledge of adaptation science and national/local policy-making processes, financial resources and strong relations with international non-governmental organizations and donor agencies. We find that facilitators and local politicians have a very prominent role in meetings relating to LAPAs, resulting in short-termism of LAPAs. Findings suggest that there is also a lack of female participation contributing to short-term orientated plans. We conclude that such power interplay analysis can help to investigate how decision making on the temporal aspects of climate adaptation policy takes place at the local level. Climate change adaptation research is dominated by in-depth, qualitative, single- or small-n case studies that have resulted in rich and in-depth understanding on adaptation processes and decision making in specific locations. Recently, the number of comparative adaptation policy cases has increased, focusing on examining, describing, and/or explaining how countries, regions, and vulnerable groups are adapting across a larger sample of contexts and over time. There are, however, critical empirical, conceptual and methodological choices and challenges for comparative adaptation research. This article systematically captures and assesses the current state of larger-n (n≥20 cases) comparative adaptation policy literature. We systematically analyze 72 peer-reviewed articles to identify the key choices and challenges authors face when conducting their research. We find among others that almost all studies use nonprobability sampling methods, few existing comparative adaptation datasets exist, most studies use easy accessible data which might not be most appropriate for the research question, many struggle to disentangle rhetoric from reality in adaptation, and very few studies engage in critical reflection of their conceptual, data and methodological choices and the implications for their findings. We conclude that efforts to increase data availability and use of more rigorous methodologies are necessary to advance comparative adaptation research. Climate change is a significant threat to public health, and governments at all scales will need to adapt to protect the health of their populations. The impacts of climate change are highly localized and thus federal systems theoretically have the inherent advantage of allowing for regional diversity and policy experimentation in adaptation. However, there are also higher levels of conflict and stalemates in federal systems than in unitary systems, complicating intergovernmental relations and coordination necessary for public health adaptation. We examine how intergovernmental dynamics are patterned across national, regional and local levels of government for public health adaptation to climate change, drawing upon semi-structured interviews (n = 28) in comparative embedded case studies of Canada and Germany. We find that coordination between levels of government specifically for climate change and health is rare, but climate change issues are occasionally discussed through working groups or through existing methods of public health coordination. These findings have implications for national and regional governments in federal systems seeking to enable sub-national public health adaptation to climate change and create synergies between levels of government.

The aim of this article is to explain and compare the changes in climate policy paradigms (CPPs) of Bangladesh and Nepal. Climate policies are shaped by the underlying CPPs that refer to a dominant set of prevailing and institutionalized ideas and strategies to reduce the impacts of climate change. We focus the analysis on the timeframe between 1997 and 2016, using policy documents (n = 46) and semi-structured interviews (n = 43) with key policy actors. We find that in both countries several CPPs have emerged: disaster risk reduction, climate change adaptation, mainstreaming, and localized action for adaptation. In Bangladesh, specific policy goals and instruments for each CPP have emerged, whereas in Nepal the government has been struggling to develop specific policy instruments to implement the paradigms. We conclude that competing CPPs currently exist which creates diversified policy responses to climate change impacts in both countries. This ‘layering’ of different CPPs can be attributed to drivers such as unstable political situation, lack of financial support, influence of national and international non-governmental organizations and global policy frameworks. The findings in our study are relevant to further discussions on how to design future climate policy responses to adapt to climate change.

The Netherlands is particularly vulnerable for the impacts of climate change on the water system. Regional water authorities, or water boards, are given an important role to design and implement specific adaptation policies and measures to manage these impacts. From the early 2000s onwards water boards are starting to adapt to climate change impacts, yet no systematic assessments exist to assess whether or not progress is being made and what explains similarities and differences across water boards. This paper aims to address these critical questions by analyzing the progress of all Dutch water boards for the period 2005–2016. We systematically collected and analyzed three consecutive water management plans for all 23 water boards in the Netherlands. We use content analysis methods to analyze progress by looking into their vulnerability and three levels of adaptation: recognition, groundwork and adaptation action. The results show that over time the number of reported climate change adaptation initiatives by the water boards is increasing, but most climate change adaptation is still at the recognition or groundwork level. Our findings reveal a diversity of efforts to adapt to climate change among Dutch water boards. We conclude that while (inter)national water and climate change adaptation policies have called for more adaptation action at regional levels, the unequal progress across the Netherlands suggests that existing ‘soft’ policy measures to push for adaptation might not be sufficient to ensure progress on adaptation across all water boards.

Considerable barriers can emerge in developing and implementing climate change adaptation strategies. Understanding the nature of barriers to adaptation is important so as to find strategic ways of dealing with them. However, our current understanding is limited and highly fragmented across the academic community. This paper aims to bring some conceptual convergence in these debates by applying a systematic review method to assess the current state of knowledge on barriers to adaptation in the peer-reviewed literature. The review results show that: (1) Barriers to adaptation have hardly been defined in the literature and no clear indicators exist so as to identify and assess them systematically. (2) An impressive number of barriers have been reported, but the list of possible barriers is seemingly endless. (3) The most frequently reported barriers relate to the institutional and social dimensions of adaptation. (4) Barriers are identified as configurations of climate and non-climate factors and conditions that emerge from the actor, the governance system, or the system of concern. (5) Barriers are mainly studied in developed countries with a strong focus on water-related domains. (6) The majority of studies on barriers use small-n inductive case approaches while comparative studies across different contexts are limited. (7) Although interventions to overcome barriers are recommended by most studies, empirical studies on interventions are scarce. We present further conceptual clarification and a more precise definition of barriers to adaptation. We conclude that future research should go beyond asking the questions ‘if’ and ‘which’ barriers to adaptation exist and begin asking ‘how’ and ‘why’ barriers emerge.

The capacity to collect and analyze massive amounts of data is transforming research in the natural and social sciences (1). And yet, the climate change adaptation community has largely overlooked these developments. Here, we examine how “big data” can inform adaptation research and decision-making and outline what’s needed from the adaptation community to maximize this opportunity. We contend that careful application of big data could revolutionize our understanding of how to manage the risks of climate change.
