Introduction: Heatstroke mortality is highest among older adults aged 65 years and older, and the risk is even doubled among those aged 75 years and older. The incidence of heatstroke is expected to increase in the future with elevated temperatures owing to climate change. In the context of a super-aged society, we examined possible adaptation measures in Japan that could prevent heatstroke among older people using an epidemiological survey combined with mathematical modeling., Methods: To identify possible interventions, we conducted a cross-sectional survey, collecting information on heatstroke episodes from 2018 to 2019 among people aged 75 years and older. Responses were analyzed from 576 participants, and propensity score matching was used to adjust for measurable confounders and used to estimate the effect sizes associated with variables that constitute possible interventions. Subsequently, a weather-driven statistical model was used to predict heatstroke-related ambulance transports. We projected the incidence of heatstroke-related transports until the year 2100, with and without adaptation measures., Results: The risk factor with the greatest odds ratio (OR) of heatstroke among older adults was living alone (OR 2.5, 95% confidence interval: 1.2-5.4). Other possible risk factors included an inability to drink water independently and the absence of air conditioning. Using three climate change scenarios, a more than 30% increase in the incidence of heatstroke-related ambulance transports was anticipated for representative concentration pathways (RCP) 4.5 and 8.5, as compared with a carbon-neutral scenario. Given 30% reduction in single living, a 15% reduction in the incidence of heatstroke is expected. Given 70% improvement in all three risk factors, a 40% reduction in the incidence can be expected., Conclusion: Possible adaptation measures include providing support for older adults living alone, for those who have an inability to drink water and for those without air conditioning. To be comparable to carbon neutrality, future climate change under RCP 2.6 requires achieving a 30% relative reduction in all three identified risks at least from 2060; under RCP 4.5, a 70% reduction from 2050 at the latest is needed. First, it highlights the role of anthropology, ethnography, and multi-sited research in exploring disaster impacts, climate crises, and public policy in island communities. It then highlights national planning and inter-regional activities to build awareness of various risk reduction efforts by island nations and multi-governmental organizations. This article concludes with discussion prompts to engage researchers, scholars, students, and practitioners studying and working in small island nations. Due to the growing interest in climate equity and justice, this paper argues that anthropologists can offer valuable methodologies and approaches to develop transdisciplinary and nuanced insights into researching disaster risk reduction efforts and climate policy networks in and across island nations. Like any other natural hazards, the frequency and intensity of drought events are increasingly being understood within the context of global climate variability. The subsequent growing emphasis on disaster risk management entails adopting risk reduction initiatives for resilience building. The study aimed to establish perceived determinants of household adoption decisions of drought risk reduction strategies in Gwembe rural. An interpretative paradigm underpinned this study, with a qualitative approach confined to a case study. The study engaged 140 participants selected through purposive and convenience sampling and subjected to open-ended, indepth interviews. The study utilised thematic data analysis with the aid of Nvivo Pro 12. Findings showed that determinants of drought risk reduction adoption decisions were predominantly socio-economic, environmental and institutional based. It was concluded that some interconnectedness existed between perceived determinants of adoption decisions and constraints faced in adopting risk reduction initiatives. Additionally, low adoption and high levels of no adoption tendencies affected the progression of resilience building to future drought events. This paper presents a review of concepts related to wildfire risk assessment, including the determination of fire ignition and propagation (fire danger), the extent to which fire may spatially overlap with valued assets (exposure), and the potential losses and resilience to those losses (vulnerability). This is followed by a brief discussion of how these concepts can be integrated and connected to mitigation and adaptation efforts. We then review operational fire risk systems in place in various parts of the world. Finally, we propose an integrated fire risk system being developed under the FirEUrisk European project, as an example of how the different risk components (including danger, exposure and vulnerability) can be generated and combined into synthetic risk indices to provide a more comprehensive wildfire risk assessment, but also to consider where and on what variables reduction efforts should be stressed and to envisage policies to be better adapted to future fire regimes. Climate and socio-economic changes entail that wildfires are becoming even more a critical environmental hazard; extreme fires are observed in many areas of the world that regularly experience fire, yet fire activity is also increasing in areas where wildfires were previously rare. To mitigate the negative impacts of fire, those responsible for managing risk must leverage the information available through the risk assessment process, along with an improved understanding on how the various components of risk can be targeted to improve and optimize the many strategies for mitigation and adaptation to an increasing fire risk. This article discusses the effects of a celebrated resettlement of a flood-prone informal settlement in Santo Domingo, the capital city of the Dominican Republic. Drawing on data collected from 102 resettled households, three years post-relocation, we document perceptions of the new community and self-reported changes on several risk-reduction and development indicators. We found mixed outcomes. Moving to an upgraded built environment led to improved perceptions of happiness, climate resilience and security against crime. Yet, for most respondents, the resettlement had adverse impacts on social capital and economic mobility. In the new site, social norms imposed upon residents, restricting individual and collective freedom, have resulted in sentiments of captivity and immobility. There is a major disconnect between the rhetoric of the political elites that promote the project as socio-environmental justice and urban development, and residents' experiences on the ground. This article brings attention to the negotiations and trade-offs that urban poor households are exposed to, even in well-designed resettlement interventions. [ABSTRACT FROM AUTHOR]

Climate change, loss of biodiversity and degradation of ecosystems are all linked and have devastating consequences for our socio-economic stability, health and well-being. Working with nature is increasingly recognized as an efficient way to tackle these growing challenges, according to the new EEA report ‘Nature-based solutions in Europe: Policy, knowledge and practice for climate change adaptation and disaster risk reduction.’ In line with the basin wide updated flood risk strategy like International Commission for the Protection of the Danube River (hereafter: ICPDR) Flood Risk Management Plans 2021. Multilevel action plans have been developed. The EU level plans, such as the EU Strategy for the Danube Region, from the geographical point of view (for example: EU Green Deal) are mainly based on watersheds and on macro-regional scale. However, at the same time, counties should elaborate their strategies on their own level. Hungary has many strategies, one of the most relevant in terms of climate change is the Hungarian National Water Strategy (hereafter: HNWS), also known as, Kvassay Jenő Plan.

The agricultural sector is one of the most vulnerable sectors to the impacts of climate change. Between 2015 and 2018, the Western Cape Province of South Africa experienced a multi-year severe drought. Projections show that the Western Cape is likely to experience hotter and drier conditions, with more frequent droughts. Without appropriate adaptation actions, climate change is likely to increasingly constrain agricultural activities in the province. Commercial farmers represent a considerable population of decision-makers, which are fundamental to climate change adaptation. Understanding farmers' perceptions is important to develop effective policy, support structures, and communications. This study aimed to understand wheat farmers' and apple producers' perceptions of climate change and adaptation in the Western Cape, South Africa, and establish whether the recent drought offered lessons for adaptation. Study methods included the use of an online questionnaire as well as several in-depth interviews with farmers and producers. Results showed that most farmers and producers agree that climate change is real and is caused by human activities. Most farmers and producers in the region are already actively (or intend to start) preparing for climate change (69%). In response to climate change, apple producers view on-farm water management (such as irrigation management and water recycling) as the most important strategy. Wheat farmers strategies are focused on crop management (including cultivar selection and conservation agriculture). Many farmers and producers further agreed that they had learnt from the past 2015–2018 drought. Notably, results showed that farmers and producers who rely a great deal on weather forecasts were more likely to feel that their farm's response was effective. Furthermore, it was found that farmers and producers who felt they learned from the drought were also more likely to be actively preparing for climate risks. It is recommended that investments into climate change adaptation focus on research and development, particularly with regard to cultivar development, irrigation management, tailored weather forecasting, and localised risk assessments. Policy should prioritise the more vulnerable farmers and producers while focusing on integrated risk reduction measures which account for multiple stressors. • Farmers learnt from the 2015–2018 (Day Zero) drought and changed certain practices. • Drought led more farmers to prepare for climate change. • Farmers are adapting regardless of their beliefs of climate change. • Highlight the strength of information and social networks in adaptation planning. Abstract During 2015, three key global agreements were established which converged on enhancing resilience as an overall strategy towards sustainable development. This paper builds an argument and a structured process for future research and practice that succinctly links urban resilience enhancement with the transdisciplinary development of risk maps. Risk maps are highlighted as useful tools improving a shared understanding of risk, raising awareness, and effectively guiding land use planning and zoning towards enhanced urban resilience. Building codes incorporating past and recent disaster experiences, and multi-hazard maps with high quality data for different performance levels, should be the foundation of transdisciplinary risk mapping.

Sandy coasts represent about one-third of the global coastline and are among the most valuable and most vulnerable areas for humans and many other species. Socio-economic development and climate change impacts, together with traditional engineering for shore protection, have pervasively resulted in coastal squeeze, thereby threatening coastal life and economic activities, and the very survival of coastal ecosystems. In the past, the responses to problems such as land loss, coastal erosion and flooding were primarily reactive, through gray engineering solutions, with little interest shown in the ecosystem processes impacted by coastal armoring. In recent decades, coastal management strategies have become more diverse, embracing traditional engineering solutions alongside ecosystem-based measures. Even so, many of these new strategies still fail to meet sustainability criteria. Inspired by Per Bruun’s “The Ten Demands for Coastal Protection” from 1972, this article attempts to consider these changes and knowledge acquired since the 1970s, in order to tentatively formulate “Ten Commandments” for the sustainability of sandy coasts in face of climate change and socio-economic development. As such, the paper offers a new vision and briefly summarizes good practices for the management of sandy coasts, particularly useful for those who, at whatever level of influence, could contribute to the long-term realization of this new vision.

This paper presents a practical approach to adaptive management of dam risk based on robust decision-making strategies coupled with estimation of climate scenario probabilities. The proposed methodology, called multi-prior weighted scenarios ranking, consists of a series of steps from risk estimation for current and future situations through definition of the consensus sequence of risk reduction measures to be implemented. This represents a supporting tool for dam owners and safety practitioners in making decisions for managing dams or prioritizing long-term investments using a cost-benefit approach. This methodology is applied to the case study of a Spanish dam under the effects of climate change. Several risk reduction measures are proposed and their impacts are analyzed. The application of the methodology allows for identifying the optimal sequence of implementation measures that overcomes uncertainty from the diversity of available climate scenarios by prioritizing measures that reduce future accumulated risks at lower costs. This work proves that such a methodology helps address uncertainty that arises from multiple climate scenarios while adopting a cost-benefit approach that optimizes economic resources in dam risk management. Managed retreat has become a compelling policy imperative as climate change exacerbates socio-natural hazard risks and imminent harm looms for exposed communities. Retreats may be initiated over different times and scales using various instruments by actors, from the state to the private sector and civil society. However, in the absence of a coherent strategic vision, guiding frameworks, and capacity to manage retreats, at-risk communities, their elected representatives, policy makers, and planners are compelled to embark on retreat governance experiments. Consequently, retreat is perceived as a ‘high regrets’ policy imperative with potentially adverse impacts for community wellbeing, as well as political and professional risks. To help translate managed retreat rhetoric into reality, this paper presents a governance framework that acknowledges the multiplicity of ‘managed retreats.’ Using examples from Aotearoa-New Zealand, we identify and delineate retreat modalities and clarify terminology, converging our framework with the international mobility literature to harness the valuable lessons from decades of human mobility practice.

The association between climate change and conflict is a contentious topic which reflects a small but growing body of evidence. While scholars report climate change as a driver of armed conflict with marked inconsistencies, the ways conflict and terrorism exacerbate the impacts of climate change and stand as a barrier to reduce exposure to and risks associated with future stressors have received little attention. Here, we aim to understand how the Taliban-led conflict affected the capacities of people living in conflict zones to cope with one extreme climatic event, namely the devastating flood of 2010. Using key informant interviews, focus group discussions and household surveys, we develop an understanding of how the interlinkages between economics, culture, and politics, alongside deteriorating natural resources, accentuated land ownership disputes that led to the Taliban insurgency in Swat, Khyber-Pakhtunkhwa (KPK) Province, Pakistan. Our findings reveal how the insurgency magnified the impacts of the 2010 flood and eroded rural livelihoods (e.g. farming and tourism) in the region. We demonstrate how existing and reproduced vulnerabilities alongside key stressors (i.e. armed conflict, the flood of 2010 and deforestation) became barriers to risk reduction. The study illustrates how these vulnerabilities, especially ownership disputes, and barriers to risk reduction can magnify the current and future risk environment. Viticulture and winemaking are important socioeconomic sectors in many European regions. Climate plays a vital role in the terroir of a given wine region, as it strongly controls canopy microclimate, vine growth, vine physiology, yield, and berry composition, which together determine wine attributes and typicity. New challenges are, however, predicted to arise from climate change, as grapevine cultivation is deeply dependent on weather and climate conditions. Changes in viticultural suitability over the last decades, for viticulture in general or the use of specific varieties, have already been reported for many wine regions. Despite spatially heterogeneous impacts, climate change is anticipated to exacerbate these recent trends on suitability for wine production. These shifts may reshape the geographical distribution of wine regions, while wine typicity may also be threatened in most cases. Changing climates will thereby urge for the implementation of timely, suitable, and cost-effective adaptation strategies, which should also be thoroughly planned and tuned to local conditions for an effective risk reduction. Although the potential of the different adaptation options is not yet fully investigated, deserving further research activities, their adoption will be of utmost relevance to maintain the socioeconomic and environmental sustainability of the highly valued viticulture and winemaking sector in Europe. The advent of climate change is now increasing awareness of the potential of the intensifying peril and frequency of hurricanes for island and coastal dwellers. Considering current demographic data on migration, residence and development, the climatological findings regarding hurricane frequency, intensity, precipitation, and size become particularly menacing. However, despite the intensification and frequency of hurricanes, recognition of the social construction of risk and disasters requires that greater attention be paid to the social and economic drivers of the conditions of exposure and vulnerability that characterize coastal and island communities. The intersection of increasingly intense and frequent hurricanes associated with climate change is discussed in the context of patterns of social, demographic and economic change in the state of Florida in the United States which is located on many of the major paths of hurricanes generated in the Atlantic basin. The paper concludes with an assessment of the role that anthropologists must play in research, practice and policy making reducing the risk of disasters related to hurricane impact. Abstract Climate change, along with socio-economic development, will increase the economic impacts of floods. While the factors that influence flood risk to private property have been extensively studied, the risk that natural disasters pose to public infrastructure and the resulting implications on public sector budgets, have received less attention. We address this gap by developing a two-staged model framework, which first assesses the flood risk to public infrastructure in Austria. Combining exposure and vulnerability information at the building level with inundation maps, we project an increase in riverine flood damage, which progressively burdens public budgets. Second, the risk estimates are integrated into an insurance model, which analyzes three different compensation arrangements in terms of the monetary burden they place on future governments' budgets and the respective volatility of payments. Formalized insurance compensation arrangements offer incentives for risk reduction measures, which lower the burden on public budgets by reducing the vulnerability of buildings that are exposed to flooding. They also significantly reduce the volatility of payments and thereby improve the predictability of flood damage expenditures. These features indicate that more formalized insurance arrangements are an improvement over the purely public compensation arrangement currently in place in Austria. Growing globalisation and climate change are challenging the sustainability of our societies. It is now clear that climate change and its devastating impacts cannot be resolved by new technology or governance alone. They require a broader, cultural shift. As a result, the role of human beings' ‘inner dimensions’ and related transformations is attracting increased attention from researchers. Recent advances in neuroscience suggest for instance that mindfulness can open new pathways towards sustainability. However, the role of mindfulness in climate adaptation has been largely ignored. This paper is the first exploratory empirical investigation into linking individuals' intrinsic mindfulness (as opposed to outside mindfulness interventions) to pro- and reactive climate adaptation. Based on a survey of citizens at risk from severe climate events, we explore if, and how individual mindfulness is correlated with climate adaptation at different scales. The results show that individual mindfulness coincides with higher motivation to take climate adaptation actions or to support them, especially actions that are ‘other-focused’ or support pro-environmental behaviour. Mindfulness may also corroborate the acknowledgement of climate change and associated risk perception, and it may steer people away from fatalistic attitudes. Abstract Pacific Island communities are highly exposed to a range of hazards including extreme weather events and outbreaks of pests and diseases. These hazards can cause severe losses to yields of traditional food crops and increase the risks of famine and food insecurity in Pacific Island communities. Historically, the cultivation of sweet potato enabled communities to adjust their farming systems and reduce food security risks before, during and after disasters. The food security features of sweet potato contributed to its adoption as a staple crop by communities at the "edge" of agro-ecological limits for their traditional crops. Sweet potato was also adopted as a supplementary crop, adding nutrition and stability to communities' food systems. In present times, sweet potato is being cultivated as part of food security and climate change adaptation projects in Pacific communities. This has been facilitated by regional mechanisms for sustainable use of plant genetic resources. But as climate change continues to intensify extreme events and cause sea levels to rise, the resilience of current sweet potato varieties is not guaranteed. Sweet potato, like other Pacific staple crops, is not 100% "disaster-proof". There is a need for multi-partner, proactive agro-ecological based research on sweet potato and other staple crops to reduce both short-term and long-term food security risks faced by Pacific Island communities. This general recommendation provides guidance to States parties on the implementation of their obligations under the Convention on the Elimination of All Forms of Discrimination against Women (the Convention) in relation to disaster risk reduction and climate change. In their reports submitted to the Committee pursuant to article 18, States parties should address general obligations to ensure substantive equality between women and men in all areas of life, as well as the specific guarantees in relation to those rights under the Convention that may be particularly affected by climate change and disasters, including extreme weather events such as floods and hurricanes, as well as slow-onset phenomena, such as the melting of polar ice caps and glaciers, drought and sea-level rise. General recommendation 37 is intended to underscore the urgency of mitigating the adverse effects of climate change and to highlight the steps necessary to achieve gender equality, the realization of which will reinforce the resilience of individuals and communities globally in the context of climate change and disasters. It is also intended to contribute to coherence, accountability and the mutual reinforcement of international agendas on disaster risk reduction and climate change adaptation, by focusing on the impacts of climate change and disasters on women's human rights including the right to live free from gender-based violence against women and girls, rights to education and information, rights to work and social protection, right to health, right to an adequate standard of living, and right to freedom of movement. It is becoming clear that increasingly complex global challenges cannot simply be solved by new technology or governments alone. We also need to develop new social practices and encourage a broader cultural shift towards sustainability. Against this background, this paper explores the role of mindfulness in adapting to increasing risk and climate change. Based on a literature review, it assesses current research on ‘mindful climate adaptation’, and explores how individual mindfulness is linked to climate adaptation. While in practice mindfulness-based approaches to climate adaptation have gained widespread recognition (e.g., by the United Nations), the results show that related research is scarce and fragmented. There is almost no research into the role of mindfulness in climate adaptation. At the same time, new scientific domains are opening up in cognate fields that illuminate the mindfulness-adaptation nexus from certain perspectives. These fields include: (1) disaster management; (2) individual well-being; (3) organisational management; (4) environmental behaviour; (5) social justice; and (6) knowledge production. As new concepts and approaches emerge, they require critical construct validation and empirical testing. The importance of further investigation is supported by a complementary empirical study, which shows that individual mindfulness disposition coincides with increased motivation to take (or support) climate adaptation actions. The paper concludes that mindfulness has the potential to facilitate adaptation at all scales (through cognitive, managerial, structural, ontological, and epistemological change processes) and should, therefore, become a core element in climate and associated sustainability research. Purpose The purpose of this paper is to provide empirical insights into urban household perceptions and (in)action towards the perceived impacts of climate change, based on a case study in Kensington, Victoria, Australia. This case utilises households as sites of active agency, rather than as passive recipients of climate change or associated governance.Design/methodology/approach This research trialled an approach to engaging a community in the context of disaster risk reduction (DRR). It involved a two-stage quantitative door-knocking survey (reported elsewhere), followed by a qualitative interview with interested households. In total, 76 quantitative surveys contextualise 15 qualitative interviews, which are the focus of this analysis. The findings are presented comparatively alongside the current literature.Findings Heatwaves are understood to be the most concerning hazard for the households in this sample who associate their increasing frequency and severity with climate change. However, subsequent (in)action is shown to be situated within the complexities of day-to-day activities and concerns. While respondents did not consider themselves to have “expert” knowledge on climate change, or consider their actions to be a direct response to climate change, most had undertaken actions resulting from experience with heatwaves. These findings suggest there may be an under-representation of DRR, which includes climate change adaptation actions, within the existing research.Research limitations/implications While this sample justifies the arguments and conclusions, it is not a representative sample and therefore requires follow-up. It does however challenge traditional approaches to risk management, which focus on awareness raising and education. The research highlights the unique contexts in which households perceive and act on risk, and the need for risk “experts” to consider such contexts.Originality/value This research provides empirical evidence of urban household responses to perceived climate change-related risk, an often-neglected dimension of heatwave and adaptation studies in Australia. This paper explores the current role of mindfulness in sustainability science, practice, and teaching. Based on a qualitative literature review that is complemented by an experimental learning lab, we sketch the patterns and core conceptual trajectories of the mindfulness-sustainability relationship. In addition, we assess this relationship within the field of climate change adaptation and risk reduction. The results highlight that notions such as 'sustainability from within', 'ecological mindfulness', 'organizational mindfulness', and 'contemplative practices' have been neglected in sustainability science and teaching. Whilst little sustainability research addresses mindfulness, there is scientific support for its positive influence on: (1) subjective well-being; (2) the activation of (intrinsic/ non-materialistic) core values; (3) consumption and sustainable behavior; (4) the human-nature connection; (5) equity issues; (6) social activism; and (7) deliberate, flexible, and adaptive responses to climate change. Most research relates to post-disaster risk reduction, although it is limited to the analysis of mindfulness-related interventions on psychological resilience. Broader analyses and foci are missing. In contrast, mindfulness is gaining widespread recognition in practice (e.g., by the United Nations, governmental and non-governmental organizations). It is concluded that mindfulness can contribute to understanding and facilitating sustainability, not only at the individual level, but sustainability at all scales, and should, thus, become a core concept in sustainability science, practice, and teaching. More research that acknowledges positive emotional connections, spirituality, and mindfulness in particular is called for, acknowledging that (1) the micro and macro are mirrored and interrelated, and (2) non-material causation is part of sustainability. In the wake of the Paris climate conference which inscribes loss and damage as a permanent feature of the global climate regime, this paper examines the relevance of the global Loss and Damage agenda for national climate change policies. Through a structured review of the emerging policy and academic literature two primary challenges are highlighted: first, the difficulty in establishing formal attribution of loss and damage to anthropogenic climate change, and second in determining with clarity the limits to adaptation beyond which loss and damage can be described as unavoidable. In examining these two challenges, we arrive at a framework for national level policy that emphasises the underlying developmental potential of Loss and Damage. In offering this viewpoint, the narrative arc on Loss and Damage is expanded from a technical agenda towards one more attuned to existing policy and mechanisms at the local and national levels. A Comprehensive Risk Management approach is proposed as a practical framing for national and local policies to address loss and damage which could lead to addressing both the underlying and accumulating development failures and risk management capacities that shape loss and damage outcomes. This moves Loss and Damage from a reactive to a proactive responsibility and enables action now – not only once attribution and the limits to adaptation are derived. [ABSTRACT FROM PUBLISHER]

Despite the alleged mastery of humans over nature, contemporary societies are acutely vulnerable to natural hazards. In interaction with vulnerable communities, these transform into catastrophes. In a deep historical perspective, human communities of many different kinds have been affected by numerous kinds of natural disasters that may provide useful data for scenario-based risk reduction measures vis-à-vis future calamities. The low frequency of high magnitude hazards necessitates a deep time perspective for understanding both the natural and human dimensions of such events in an evidence-based manner. This paper focusses on the eruption of the Laacher See volcano in western Germany about 13,000 years ago as an example of such a rare, but potentially highly devastating event. It merges Lee Clarke's sociological argument for also thinking about such very rare events in disaster planning and David Staley's notion of thinking historically about the future in order to 'past-forward' such information on past constellations of vulnerability and resilience. 'Past-forwarding' is here intended to signal the use of such deep historical information in concerns for contemporary and future resilience. This paper outlines two pathways for making archaeological information on past extreme environmental events relevant in disaster risk reduction: First, the combination of information from the geosciences and the humanities holds the potential to transform ancient hazards from matters of fact to matters of concern and, hence, to more effectively raise awareness of the issues concerned. Second, in addition to information on past calamities feeding into preparatory scenarios, I argue that the well-established outreach channels available to the humanities (museums, in particular) provide powerful platforms for communication to multiple publics. Flooding is the largest natural disaster risk in England and it is expected to rise even further with a changing climate. Agreeing on how we pay for this now and in the future is a challenge, with competing drivers such as fairness, economic efficiency, political feasibility and public acceptance all playing their part. We investigate this in the context of recent efforts to reform the provision of flood insurance, which have been debated between government and industry over the last three years. Recognising the challenge of rising losses and increasing costs we are particularly interested in how the existing arrangement and the new flood insurance proposal (Flood Re) reflect on the need for physical risk reduction. By applying our analytical framework we find an absence of formal incentive mechanisms for risk reduction in the existing and proposed Flood Re scheme. We identify the barriers for applying insurance to risk reduction and point to some possible modifications in the Flood Re proposal to deliver a greater link between risk transfer and risk reduction. Our investigation offers some insights into the challenges of designing and implementing flood insurance schemes - a task that is currently being considered in a range of countries, including several developing countries, who hope to apply flood insurance as a tool to increase their climate resilience. Drought risk has posed severe challenges to social development and human security in the Yellow River Basin (YRB), which is vulnerable to water scarcity. When dealing with drought, the insufficient coordination among various departments caused by the uncertainty of the comprehensive drought risk under climate change could lead to water conflict. Therefore, in this study, the drought risk changes in the YRB under shared socioeconomic pathway (SSP) scenario 5–8.5 were assessed by integrating the temporally dynamic hazard with the static vulnerability and exposure. Then, suggestions for drought risk management were developed according to the spatial differentiation of the drought risk characteristics. The results show that the drought hazard may increase as the standardized precipitation evapotranspiration index (SPEI) decreases from the baseline (1985–2014; −0.04 ± 0.26) to the mid-term period (2041–2070; −0.09 ± 0.21), and may decrease as the SPEI increases (0.14/10 yr) significantly (p < 0.01) during the long-term period (2071–2100). As a result, the drought risk in the upstream, midstream, and downstream areas may change by 0.26 ± 0.56, −0.05 ± 0.49, and −0.86 ± 0.38 levels in the long term, respectively, compared with the baseline. To reduce the drought risk, it is suggested that agricultural technology be further developed in the southwestern upstream, central upstream, and northern midstream areas; the water management be strengthened in the Hetao Plain and Ordos Plateau; the scale of exposure be controlled in the provincial capitals, southeastern midstream, and downstream areas; and the drought disaster research and early warning system be improved in the areas between 105°E and 110°E.
