The European Union launched a set of policies as part of its 2020 climate and energy package aimed at meeting its 20/20/20 headline targets for smart, sustainable and inclusive growth. This paper evaluates how successful new-to-the-market climate change mitigation technologies (CCMT) are in helping EU member states (MS) reach these goals and, furthermore, whether there are differences between sectors subject to EU-wide polices. To do so, we relate CCMT patent counts to two specific headline targets: (1) achieving 20% of gross final energy consumption from renewables, and (2) achieving a 20% increase in energy efficiency. Our results provide the first ex-post evaluation of the effectiveness of these technologies for combating climate change. Moreover, our sectoral impact assessment points to significant differences in the way in which these technologies contribute to policy goals across the sectors. [ABSTRACT FROM AUTHOR]

The main purpose of this article is to evaluate the extent to which the Cohesion Policy of the EU contributes to its climate change mitigation effort. While climate change mitigation and the EU Cohesion Policy have been both thoroughly studied theoretically, the novelty of the present article lies in an analysis of their mutual relationship. Also, a unique feature of this research is an analysis of the contribution of the Cohesion Policy to climate change mitigation over a period of 20 years, including a comparison of the three last programming periods (2000–2006, 2007–2013 and 2014–2020). The results of this research suggest that, while the beginning of the new millennium saw the Cohesion Policy neglecting the issue of climate change mitigation, the current programming period (2014–2020) placed it among its key priorities. This conclusion is supported by a comprehensive set of data on five selected indicators. This article also displays the results against the perspective of the overall climate change mitigation objectives of the EU. POLICY RELEVANCE The present article shows how a policy, which used to be considered rather distant from climate change, progressively adopted climate change mitigation as one of its principal objectives. As such, it provides a practical guidance on the integration of climate change mitigation in other policy areas, which may be applied not only in a supranational organisation but also on a national, regional or local level. The dairy industry is receiving considerable attention in relation to both its significant greenhouse gas (GHG) emissions, and its potential for reducing those emissions, contributing towards meeting national targets and driving the industry towards sustainable intensification. However, the extent to which improvements can be made is dependent on the decision-making processes of individual producers, so there has been a proliferation of carbon accounting tools seeking to influence those processes. This paper evaluates the suitability of such tools for driving environmental change by influencing on-farm management decisions. Seven tools suitable for the European dairy industry were identified, their characteristics evaluated, and used to process data relating to six scenario farms, emulating processes undertaken in real farm management situations. As a result of the range of approaches taken by the tools, there was limited agreement between them as to GHG emissions magnitude, and no consistent pattern as to which tools resulted in the highest/lowest results. Despite this it is argued, that as there was agreement as to the farm activities responsible for the greatest emissions, the more complex tools were still capable of performing a ‘decision support’ role, and guiding management decisions, whilst others could merely focus attention on key issues. Transport is a significant and growing contributor to climate change. To stay within ‘safe’ global warming guardrails requires substantial cuts in greenhouse gas emissions. This represents a global political consensus, but there is evidence that current legislation in the transport sector is not significant enough to achieve medium- and longer-term reduction goals. In focusing on the European Union, this paper investigates the perspectives of twelve policy officers in three Directorates-General (MOVE, CLIMA, ENV) of the European Commission with regard to their understanding of mitigation goals and timelines, responsibilities for policy development and implementation, and perceived efficiencies of these policies to achieve climate objectives in the transport sector. Results indicate diverging and common views on climate policy goals and political responsibilities, as well as barriers to policy-making, including lack of political leadership on climate change mitigation, resistance from member states, the favoring of economic growth over cuts in greenhouse gas emissions, pressure from industry and lobby groups, preferential treatment of aero- and automobility over more sustainable transport modes, policy implementation delays, insufficient forecasting and monitoring tools, and an overreliance on technologies to contribute to emission reductions. In offering a view inside the ‘black box’ of transport policy-making, the paper reveals fundamental institutional (structural) and individual (agency-based) barriers that will have to be overcome if significant emission cuts in the transport sector are to be achieved. This paper analyses the evolution of the new environmental policy of the European Union in the context of the efforts undertaken to moderate the negative effects of climate change. It describes all the activities in the European Union designed to implement new tools of the EU environmental policy, such as low carbon economy technologies, tools that improve the efficiency of managing the limited natural resources, the environmentally friendly transport package, etc. All of them are aimed at laying the foundations of the circular economy, which may also be referred to as a closed-loop economy, i.e., an economy that does not generate excessive waste and whereby any waste becomes a resource. The European Union's Emissions Trading Scheme (EU ETS) is so far the largest emissions trading system in the world. A rigorousex postempirical analysis of the scheme is presented. The effect of the scheme on firms' investment decisions in carbon-reducing technologies is analysed by using detailed firm-level data from Swedish industry. Based on difference-in-difference estimation as well as a before–after difference estimation, the results reveal that the EU ETS has not had a significant effect on firms’ decisions to invest in carbon-mitigating technologies. However, although the EU ETS appears to have no direct effect on investments, it is too early to dismiss the system. Consideration is given to how the EU ETS can realize its potential to become an effective tool in the EU climate and energy policy portfolio. [ABSTRACT FROM PUBLISHER]
