This research is motivated by the underutilization of technology-based learning media in Civic Education (Pendidikan Kewarganegaraan, PKN) at elementary schools. The aim of this study is to determine the validity and practicality of the developed media. This research adopts a Research and Development (R&D) approach using the ADDIE model. The outcomes of the validity test for the Smart Apps Creator media obtained a percentage of 88.33% with a category of exceptionally substantial, the validity test for the materials yielded 89.23% with a category of exceptionally valid, and the validity test for the media resulted in 88% with a category of exceptionally valid. Meanwhile, the practicality test outcomes in the trial schools obtained a percentage of 85.71% with a category of exceptionally practical for the teacher response questionnaire and 93.63% for the student response questionnaire with a category of exceptionally practical. The practicality test outcomes in the research schools were 96.42% with a category of exceptionally practical for the teacher response questionnaire and 91.93% with a category of exceptionally practical for the student response questionnaire. It can be concluded that the development of the Smart Apps Creator learning media in Civic Education has been valid and practical to utilize with fifth-grade elementary school students.
