The members of society that mental illnesses of disorders have been implicitly or explicitly excluded from the political community, i.e., its citizen status has been denied. The text aims to discuss how the signifiers of citizen and citizenship are operationalized in Geographic Education, mainly based on themes related to the city. Based on the foundations of Ernesto Laclau's Discourse Theory, we tension the curricular documents, specifically the "Base Nacional Comum Curricular," to understand that both signifiers are operationalized as nodal points that hegemonize meanings specific to school geographic knowledge. The objective of this work was to create a scale of typologies of co-production of public services. For this, the steps for building scales proposed by Costa (2011) were followed. The exploratory phase took place in the form of an integrative literature review and item generation. Meanwhile, the descriptive phase details the procedures for constructing and validating the scale. The scale consists of 5 factors (preliminary, initial, basic, intermediate and advanced) and 19 items generated from 301 valid responses. The research presents its contributions by delivering a scale that is both capable of measuring the different ways citizens see co-production and has the potential to contribute to future studies. This article examines the meaning of the State, as a sign, in contemporary Arab thought, taking the works of the Arab thinker 'Azmī Bishāra as a model for the study. The study analyzes this thinker's most relevant titles in which the reality of the contemporary Arab state was represented. To explain this concept, the researcher classifies the State, as it appears in Bishāra's works, into two opposing types: State/Democracy and State/Sectarianism. Within these two types, other binary oppositions derived from the first are examined, such as: State/Religion, State/Society, State/Citizen. Likewise, throughout this study, the researcher compares, using an analytical method, Bishāra's vision to that of other Arab thinkers, with a view to showing the importance of this "vision" to explain the "case" that the Arab State is experiencing in the current circumstances. Finally, the researcher concludes that the meaning of the State in thought is a deductive meaning that represents the "case" of the Arab State and expresses its crisis; but in the manner of a thinker whose speech combines politics, philosophy, and history. After the victory over the Second Empire in 1867, the government of Benito Juárez undertook the task of rebuilding and consolidating the Liberal Republic. It was necessary not only to strengthen the "material order" in the Nation, but, above all, to instill in its citizens a new "spiritual order." Juárez thought that this order would only be achieved through education and public instruction. It remains to be shown that, contrary to the provisions of art. 1, paragraph 3 of Law 4.717/65, which relates popular action, our 1988 Political Charter, by providing it as an instrument of environmental preservation, conferred legitimacy on any citizen, not restricting the constituent legislator to the voter. The pertinent legislation and specialized doctrine were analyzed, as well as research on the contemporary position of our superior courts. A specific way of interpreting and applying the norm regarding active legitimacy was developed to propose popular action in the light of the Magna Carta. Thus, it was possible to verify the need for the Supreme Federal Court to declare, in its own action, the non-receipt of the infra-constitutional rule, since, in addition to disagreeing with the constitutional order in force and which is after it, it creates an undesirable obstacle to effective protection of the environmental. Resumen: A la hora de regular el modelo de democracia y los mecanismos de participación ciudadana, la Constitución de 1978 fue conformista y prudente. Estableció un modelo de democracia representativa basado en la posibilidad de elegir representantes cada cuatro años, pero sin especiales fórmulas de control y exigencias de responsabilidad política hacia ellos. Por lo demás, estableció una regulación restrictiva de los instrumentos de democracia directa y semidirecta, en especial del referéndum y de la iniciativa legislativa popular. Cuatro décadas después, las exigencias ciudadanas se han intensificado, generándose un cierto déficit de confianza entre electores y representantes. El trabajo analiza los principales déficits de la Constitución de 1978 en la materia, realizando varias propuestas para mejorar la calidad democrática, que en buena parte implican una amplia reforma constitucional: eliminar las restricciones constitucionales del referéndum y la iniciativa popular, incorporar vías de exigencia de responsabilidad y rendición de cuentas, limitar los mandatos del presidente, asegurar la democracia interna de los partidos políticos, eliminar algunas prerrogativas de los parlamentarios, entre otros. Abstract: When regulating the model of democracy and the mechanisms of citizen participation, the Constitution of 1978 was conformist and prudent. It established a model of representative democracy based on the possibility of electing representatives every four years, but without special formulas of control and demands of political responsibility towards them. Moreover, it established a restrictive regulation of the instruments of direct and semi-direct democracy, especially the referendum and popular legislative initiative. Four decades later, citizen demands have intensified, generating a certain lack of trust between voters and representatives. The paper analyzes the main deficits of the 1978 Constitution in the matter, making several proposals to improve the democratic quality, which in large part imply a broad constitutional reform: eliminate the constitutional restrictions of the referendum and popular initiative, incorporate channels of exigency of responsibility and accountability, limiting the president’s mandates, ensuring the internal democracy of political parties, eliminating some prerogatives of parliamentarians, among others. This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news' content, computer analysis of users' comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed. This study identified the forms of citizen involvement in public security, considering the activities performed by citizens and their propensity to co-produce public safety in the Federal District. In a qualitative-descriptive study, 82 semi-structured interviews were carried out with 22 engaged citizens and 60 non-engaged in formal safety coproduction mechanisms. In order to analyze data, a content analysis was carried out using theoretical saturation. It is seen that the citizens interviewed in the study contribute to security through preventive and repressive actions and the forms of co-production identified were informational, political, economic, social, preventive and repressive. Seven categories were identified that would make uninvolved citizens more likely to contribute to security, expanding the understanding about the phenomenon of public safety coproduction. With the changes that have been felt in public administration, quality and customer satisfaction are important concepts not only in the private sector but also in the public sector. Marketing in Public Administration appears generally associated with Marketing Public Services but can also use up various Marketing instruments to transform the attitude of the citizens and make it have a more active participation in such services. Today the quality of public services is essential in response to requests from citizens and it is therefore necessary to advertise this service. The analysis of the survey data by questionnaire applied in the Office of Customer Service Citizen of the City of Estarreja, shows that, in general, client-citizen satisfaction results are positive aspects and those that are valued most are related to the issues of physical evidence and processes in providing services. The present article explores the Aristotelian concept of citizenship and its central characteristics. At the same time, and for this consideration of the citizen, the article stresses the importance of the Aristotelian distinction between the ruler and the ruled, and of the citizen's participation in different regimes. Particular focus is given to Aristotle's interest in the virtues that make a man good and that make a citizen a good citizen, as well as the relationship between both figures. This article aims to identify the current regulations concerning the use of the public space and their relevance in the inclusion of the demands of citizens, within the framework of analysis of the dynamics of the construction of citizenship in Montería from the legal and illegal practices. From a qualitative perspective, the regulatory aspect of two local administrations (2008-2011, 2012-2015), which were committed to the process of urban transformation of the city, was analyzed. This was expanded with the local press consultation. In a general way, it is possible to establish the coexistence and friction between two types of cities: the first one, is the city imposed by the norm that regulates a conceived / scale modeled public space; the second one, is the city proposed by the citizen who constructs public space from his practices, experiences and uses of the space, rejected in any case by the norm. This article deals with of picking up the principals models and tools that they like tendency have been employed for the administration of the citizen participation, making emphasis in their contributions and limitations. The methodology consist in identify and select of appropriate criterions for the search of the information; next the summary of data about the models and tools of the management of the citizen participation, keeping in mind the analysis of the principal components for the identification of the fundamental variables. Finally the models and tools assembled by the presence of significant variables that they realize the tendencies employed in order to succeed in administering the citizen participation forming a conglomerate of element that they are use as base so that the local governments guide their actions to tone with the present time. In their conclusions stand out that the citizen participation is not a fortuitous element, or else fruit of the administration of the local governments; in the measurement that planned, organize, leader and control actions in material of citizen participation, it so will be their efficacy. It ascertains also, the tendency of the inclusion of the management by process like technique in order to management the citizen participation for the eases that offers: map of processes, token, functional maps and management of the functional interface; contributing significantly in the correct performance of the local governments. Citizenship is one of the concepts discussed in most fields of humanities. Each field has studied it within a context regarding its perspective. The criterion of citizenship has been neglected in most of these studies and has received less attention. Who are the subjects of this word? This argument is necessary because words have their own effects and cases in the law; therefore, it is necessary to determine the subject before the other rights and duties are considered. Similarly, the present research is an attempt to find out what people are subject to citizenship. By considering the existing rules of the law, it can be seen that issues such as nationality and residence are older than "citizenship". However, none of these issues can be a criterion for citizenship. Even the subject of human legal documents cannot be dealt with as a criterion of citizenship because the acceptance of each criterion has some challenges. What is certain is that being a citizen is itself a factor for citizenship and should be considered as a condition for citizenship according to its components. [ABSTRACT FROM AUTHOR]
