This study aims to form a democratic character in students through a blended learning model. The method used in this research is Research and Development (R&D). The use of this method is intended for the development of the Blended Learning model to form the democratic character of students. The data was obtained through observation, interviews and questionnaires. Analysis of research data was carried out qualitatively and quantitatively. Qualitative data is needed to describe Civic Education learning activities, while quantitative data is needed to develop models and analyze the effectiveness of the Blended Learning model. The results of this study indicate that the Blended Learning model is very effective in shaping the democratic character of students. This is shown by 87% of 120 students showing democratic character in the digital era. As many as 11% stated that it was less effective and the remaining 2% stated that it was not effective. Citizenship Education Learning through the Blended Learning model can develop the character of students who are able to recognize, solve and participate actively in problem-solving. This research is only limited to the formation of democratic character in students through the Blended Learning model.
