International child protection standards aim to ensure that non-governmental organisations 'do no harm' but the current approach to reporting abuse may actually leave children unprotected and, in some cases, expose them to greater risk. This discussion paper gives voice to concerns raised by local practitioners in Africa and places them within the context of available research in order to stimulate a debate aimed at enhancing the impact of current safeguards. Drawing on systems theory and the work of Pierre Bourdieu, the article illustrates how the current model of reporting often fails to take into account the significant disconnect between formal and informal protection mechanisms, as well as the unpredictability of individual decision-making. Examples from research and practitioner experience illustrate how reporting procedures may provide a route to protection which is impractical and undesirable to local people, and may ultimately be unhelpful to local practitioners. The article calls for further research to inform changes to the current approach and for a review of funding requirements in order that local organisations have greater scope to engage communities in the co-creation of procedures, thereby indigenising responses to ensure that they are realistic and genuinely respond to the specificities of children's lives. Ronald Hughes, Judith Rycus, and their colleagues have produced a seminal review of differential response (DR) programs implemented across the nation. Their review questions nearly every aspect of the DR movement, beginning with the concept on which all DR programs are based and ending with serious concerns about the quality of evaluations conducted to date. Given current support for DR initiatives and wide variation of existing DR models, not all in the social sciences will agree with their conclusions. Nevertheless, this review represents the type of analysis critical to advancing practice in the field. Although many issues are raised in the Hughes et al. review, our response focuses on four critical points, which we believe represent the core problems identified. The article offers information related to the impact of Intimate Partner Violence (IPV) on the children. It mentions that IPV impacts families at disturbing rates, with a considerable number of children subject to severe, chronic, and multifaceted violence. It also mentions that children exposed to IPV are at elevated risk for emergent psychopathology, including depression, posttraumatic stress disorder, and disruptive behavior disorders.

Purpose: This paper aims to argue that contextual safeguarding complements existing theoretical models and approaches. Its successful integration with dominant thinking and practice in safeguarding potentially offers new insights to improve system-wide practice. Design/methodology/approach: A theory synthesis design was used to purposively identify, summarise and compare selected safeguarding theoretical models and approaches to establish both convergence and divergence. Findings: The arguments provided in this paper suggest that synthesising theory offers a confluence of perspectives that promise to develop a more eclectic and holistic approach to safeguarding practice. The paper demonstrates how contextual safeguarding can be integrated with existing theoretical models and approaches. Research limitations/implications: This is a conceptual paper and therefore is not based on empirical data. Practical implications: This paper's conceptual insights include that integrating contextual safeguarding with existing theoretical models and approaches can broaden the knowledge base to whole system-wide safeguarding practice in the UK. The paper also confirms that the methodology used is feasible, although more work is required to test its efficacy on a larger scale. The conceptual paper argues for synthesis of contextual safeguarding and commonly used child safeguarding theoretical models and approaches to deal with both intra and extra familial forms of risk of harm to children effectively. Social implications: The neglect and abuse of children is a topical issue; hence, this paper has social implications regarding understanding of how the issue child abuse and neglect in the UK and globally should be dealt with. Purpose: This paper aims to present a mixed methods study of child criminal exploitation (CCE), particularly in the form of "county lines", in three local authorities in southeast England. The data is analysed using a framework constructed from two relevant contextual and relational theories to understand experiences of CCE and the safeguarding responses undertaken to protect young people from harm. Design/methodology/approach: Data were drawn from a survey (n = 118); interviews (n = 5) and focus groups (n = 15) with professionals; interviews with parents (n = 4); and from secondary analysis of eight interviews with young people affected by criminal exploitation. The analytic framework was applied to the data to answer two research questions: what is the role and significance of young people's interactions with peers, parents and professionals in their CCE trajectories; and how do professionals understand and address risks within contexts in which young people are exposed to CCE? The mixed methods data collected by the authors were coded and analysed using this framework. Findings: Although professionals were aware of contexts and relational power dynamics, the situated and temporal nature of CCE remained overlooked within safeguarding systems. Professionals required more space, time and support to fully and flexibly engage with young people and their families to increase safety. Originality/value: There is limited research available that critically examines safeguarding responses to CCE in diverse geographic and cultural contexts. This paper contributes a critical account of how professionals might create connections and opportunities for change with young people, identifying structural constraints within practice systems alongside emerging examples of effective practice. This paper presents an in-depth study and analysis of the relevance of early childhood education to occupational psychotherapy using a virtual-assisted affective interaction approach. Starting from the educational theory of interactive cognitive psychology, the theoretical basis for parent-child picture book education for interactive learning is explored, as well as the theoretical development after the introduction of AR technology. Firstly, the analysis of young children's emotions involves massive image processing, and the use of cloud computing architecture leads to high latency, while young children's safety is a latency-sensitive service. Secondly, face recognition accuracy based on static images is not high due to problems such as inconspicuous facial features of toddlers and low-quality kindergarten surveillance videos. In this paper, a face identity correction model based on location features is proposed and the superiority of the model is demonstrated through experiments. Finally, this paper analyzes and mines the emotional data of young children. The level of kindergarten teachers' awareness of early childhood mental health education generally showed an upward trend as their titles rose, and there were significant differences in the seven dimensions of early childhood mental health, the purpose and meaning of early childhood mental health education, implementers, targets, content, pathways, and effects; significant differences existed between teachers of different kindergarten natures, and there were significant differences in the purpose and meaning of early childhood mental health education, implementers, targets, content, pathways, effects, and mental health education for young children. Therefore, this paper proposes a face identity correction model based on position information, which considers both the correlation between pixel values in the spatial domain and the correlation between frames in the temporal domain. This paper has developed an emotion analysis system for kindergartens and put it into use in kindergartens to meet the needs of monitoring the safety of young children and evaluating early childhood education and has received good feedback from users, demonstrating the effectiveness of the system. Safeguarding for healthcare involves working together to protect adults, children, and young people at risk of harm. Despite global research and national guidance outlining health professionals' roles in this regard, there is limited knowledge about the type of strategies used to mobilise safeguarding research to practitioners in England. Our critical interpretive synthesis (CIS) sought to explore how safeguarding knowledge is mobilised to enable practitioners to use research effectively. This synthesis aimed to bridge the theory-practice gap in mobilising safeguarding knowledge to practitioners. Knowledge mobilisation (KMb) is an emerging discipline concerned with moving knowledge across communities to catalyse change. This review aimed to build understanding about how safeguarding knowledge is mobilised for healthcare in England and to synthesise the type of approaches undertaken to protect adults and children from harms, including abuse. A critical interpretive synthesis was undertaken using KMb theory and computer-assisted modelling technologies for secondary thematic analysis of complex literature of relevance, including qualitative research, reviews, and reports. Few papers informed how safeguarding knowledge is mobilised for healthcare in England. Learning from experience dominated the literature in three ways: (i) crisis response, (ii) practice engagement, and (iii) influencing actions (for "best" practice). Embedding safeguarding knowledge and skills in healthcare settings usually followed a crisis response. Learning from experience showed movement between practice engagement and influencing actions for adult and/or child protection. KMb might be useful in supporting the implementation of evidence-based safeguarding for practice. CIS identified a gap in how safeguarding research is mobilised to practitioners for healthcare. KMb theory provided an analytical bridge to computer-assisted modelling of factors associated with moving learning from experience to learning in practice. Future research could build on hybrid synthesising of safeguarding functions and impacts for healthcare, to enable practitioners to protect adults and children from multiple harms, including violence and abuse. Purpose: The Child Friendly Cities Initiative (CFCI) is a UNICEF framework based on the UN Convention on the Rights of the Child (CRC). CFCI was launched globally in 1996 to protect children's rights throughout the world. There are child friendly cities in over 44 countries around the globe, but none presently in the United States. The purpose was to establish a Child Friendly City in the United States. Description: Child friendly cities are a child-rights and equity-based approach designed to ensure all children in a community reach their full potential for optimal health, development, and well-being. The paper discusses the development of the guiding principles of the CFCI-Minneapolis Model as well as a community needs assessment. Assessment: The assessment consisted of a digital survey of 60 questions on the SurveyMonkey platform. The sample included 173 Minneapolis youth 10-18 years of age and 85 parents with children less than five years of age. The participants were drawn from four of the 83 Minneapolis neighborhoods that had the highest concentration of children and youth, communities of color, and immigrant families that have historically been under resourced. Conclusion: The results of the community assessment guided the development of four programmatic initiatives. These included child rights learning & awareness, emergency preparedness & planning, community safety, and youth participation in decision making. The paper concludes with the lesson learned to date in the implementation of the CFCI-Minneapolis Model. These include partnership, dedication, leadership, community engagement, coalition building, and celebrating success. Human milk provides essential nutrition for infants and holds many health benefits for infants and mothers. When a mother's own milk is not available for her infant, the World Health Organization recommends feeding donor human milk (DHM) from a human milk banking facility. DHM is human milk produced, collected then donated to a human milk bank (HMB). HMBs serve many vital functions, including screening donor mothers, then collecting, processing, storing, and allocating DHM to recipients. The first HMB opened in 1909, and today there are more than 700 HMBs globally. Unfortunately, HMB facilities are not present in all locales, with notable gaps in South Asia and Africa. Additionally, there are no global standards to guide HMB operational procedures. Even though most HMBs attempt to employ quality control systems to provide safe DHM, differences in community needs, resource availability, and a range of methods and policies to execute processes result in significant variations in DHM quality and HMB operations. Robust and collaborative systems that ensure safe and equitable access to DHM are needed. In this paper, we present a global snapshot of current human milk banking practices; review an interdisciplinary framework to guide and support HMB activities as an integrated part of health and newborn care systems; discuss factors that contribute to HMB sustainability; outline barriers to scaling HMBs worldwide; and highlight knowledge, policy, and research gaps. Developing global HMB guidance and rigorous, adaptable standards would strengthen efforts to improve newborn health. Human milk (HM) is a highly evolutionary selected, complex biofluid, which provides tailored nutrition, immune system support and developmental cues that are unique to each maternal–infant dyad. In the absence of maternal milk, the World Health Organisation recommends vulnerable infants should be fed with screened donor HM (DHM) from a HM bank (HMB) ideally embedded in local or regional lactation support services. However, demand for HM products has arisen from an increasing awareness of the developmental and health impacts of the early introduction of formula and a lack of prioritisation into government‐funded and nonprofit milk banking and innovation. This survey of global nonprofit milk bank leaders aimed to outline the trends, commonalities and differences between nonprofit and for‐profit HM banking, examine strategies regarding the marketing and placement of products to hospital and public customers and outline the key social, ethical and human rights concerns. The survey captured information from 59 milk bank leaders in 30 countries from every populated continent. In total, five companies are currently trading HM products with several early‐stage private milk companies (PMCs). Products tended to be more expensive from PMC than HMB, milk providers were financially remunerated and lactation support for milk providers and recipients was not a core function of PMCs. Current regulatory frameworks for HM vary widely, with the majority of countries lacking any framework, and most others placing HM within food legislation, which does not include the support and care of milk donors and recipient prioritisation. Regulation as a Medical Product of Human Origin was only in place to prevent the sale of HM in four countries; export and import of HM was banned in two countries. This paper discusses the safety and ethical concerns raised by the commodification of HM and the opportunities policymakers have globally and country‐level to limit the potential for exploitation and the undermining of breastfeeding. Purpose: Using a mixed methodology comprising interviews, case file analysis and descriptive statistics, this study aims to examine the experiences of all 43 young people in Wales subject to secure accommodation orders between 1st April 2016 and 31st March 2018. Design/methodology/approach: Children in the UK aged 10–17 years who are deemed to be at a significant level of risk to themselves or others may be subject to a secure accommodation order, leading to time spent in a secure children's home (SCH) on welfare grounds. Following a rise in the number of children in Wales referred to SCHs for welfare reasons, this paper describes these young people's journeys into, through and out of SCHs, giving insight into their experiences and highlighting areas for policy and practice improvements. Findings: Findings indicate that improvements in mental health support and placement availability are key in improving the experiences of this particularly vulnerable group of young people throughout their childhood. Practical implications: Other practical implications of the study's findings, such as improvements in secure transport arrangements, are also discussed. Originality/value: While the findings are limited by the reliance on self-report methods and the size of the study, namely, the small number of young people with experience of SCHs who were able to participate, the findings build on the existing knowledge base around children's residential accommodation and provide new insights into how best to support these children. The aim of the systematic review described in this article was to synthesize available high-quality evidence on the outcomes of noninstitutional child maltreatment across the life span. A systematic review of previous systematic reviews and meta-analyses was conducted. Ten databases were searched. One hundred eleven papers which met stringent inclusion and exclusion criteria were selected for review. Papers were included if they reported systematic reviews and meta-analyses of longitudinal or cross-sectional controlled studies, or single-group cohort primary studies of the outcomes of child maltreatment in the domains of physical and mental health and psychosocial adjustment of individuals who were children lived mainly with their families. Using AMSTAR criteria, selected systematic reviews and meta-analyses were found to be of moderate or high quality. Searches, study selection, data extraction, and study quality assessments were independently conducted by two researchers, with a high degree of interrater reliability. The 111 systematic reviews and meta-analyses reviewed in this article covered 2,534 independent primary studies involving 30,375,962 participants, of whom more than 518,022 had been maltreated. The magnitude and quality of this evidence base allow considerable confidence to be placed in obtained results. Significant associations were found between a history of child maltreatment and adjustment in the domains of physical health, mental health, and psychosocial adjustment in a very wide range of areas. The many adverse outcomes associated with child maltreatment documented in this review highlight the importance of implementing evidence-based child protection policies and practices to prevent maltreatment and treat child abuse survivors. Purpose: This paper aims to consider the opportunities for embedded methodologies for research into children's social care and the ethics of this method. Design/methodology/approach: This study draws upon embedded research from a two-year study into developing children's social work approaches to extra-familial risk. Findings draw upon personal reflections from field notes, case reviews, practice observations and reflections. Findings: Two findings are presented. Firstly, that embedded research provides numerous opportunities to develop child protection systems and practice. Secondly, a number of ethical questions and challenges of the methodology are presented. Research limitations/implications: This paper draws upon personal reflections from one study and is not intended to be representative of all approaches to embedded research methods. Practical implications: Two practical recommendations are presented. Firstly, this paper outlines a number of recommendations to university researchers and host organisations on the facilitative attributes for embedded researchers. Secondly, questions are raised to support university ethics boards to assist ethical frameworks for embedded research. This paper reports part of a wider systematic review commissioned by the English National Safeguarding Panel on Sudden Unexpected Death in Infancy (SUDI). The wider review covered three areas: interventions to improve safer sleep practices in high‐risk families, interventions to improve engagement with services and decision making by parents at high risk of SUDI about infant sleep environments. Here, we report the qualitative and quantitative studies reviewed under the engagement strand. Parental engagement is understood to be a multidimensional task for health and social care professionals comprising attitudinal, relational and behavioural components. Following a PROSPERO registered systematic review synthesizing the three strands outlined, 28 papers were found to be relevant in the review of interventions to improve engagement with services in families with children at risk of significant harm through abuse or neglect. No studies were found that specifically focused on engagement of families at high risk for SUDI, so these wider engagement studies were included. The different types of intervention reported in the included studies are described under two broad themes: Enablers (including parental motivation and working with families) and Barriers. Given the focus in the studies on interventions that support parental engagement, the Enablers theme is more extensive than the Barriers reported although all studies noted well‐understood barriers. The evidence underpinning these interventions and approaches are reviewed in this paper. We conclude that effective engagement is facilitated by experienced professionals given time to develop supportive non‐judgemental relationships with families in their homes, working long‐term, linking with communities and other services. While these conclusions have been drawn from wider studies aimed at reducing child maltreatment, we emphasize lessons to be drawn for SUDI prevention work with families with children at risk of significant harm. An introduction to the journal is presented in which the editor discusses the various topics within the issue, including foster care, special guardianship orders (SGO), and social work.

Purpose: This paper aims to explore the possibilities in using such national, statutory data sets for evaluating change and the challenges of understanding service patterns and outcomes in complex cases when only a limited view can be gained using existing data. The discussion also explores how methodologies can adapt to an evaluation in these circumstances. Design/methodology/approach: This paper examines the use of data routinely collected by local authorities (LAs) as part of the evaluation of innovation. Issues entailed are discussed and illustrated through two case studies of evaluations conducted by the research team within the context of children's social care in England. Findings: The quantitative analysis of LA data can play an important role in evaluating innovation but researchers will need to address challenges related to: selection of a suitable methodology; identifying appropriate comparator data; accessing data and assessing its quality; and sustaining and increasing the value of analytic work beyond the end of the research. Examples are provided of how the two case studies experienced and addressed these challenges. Research limitations/implications: • Quasi-experimental methods can be beneficial tools for understanding the impact of innovation in children's services, but researchers should also consider the complexity of children's social care and the use of mixed and appropriate methods. • Those funding innovative practice should consider the additional burden on those working with data and the related data infrastructure if wishing to document and analyse innovation in a robust way. • Data, which may be assumed to be uniform may in fact not be when considered at a multi-area or national level, and further study of the data recording practice of social care professionals is required. Originality/value: The paper discusses some common issues experienced in quasi-experimental approaches to the quantitative evaluation of children's services, which have, until recently, been rarely used in the sector. This paper presents the findings of research about children's participation in child protection processes. Research was undertaken with young people who had recent involvement with safeguarding professionals. The study explored children's lived experience and perspectives and found that children feel capable of making a contribution, however, they are frustrated by experiences of exclusion and inequality and the limitations of their ability to influence process and outcomes. The study further explored the perspectives of practitioners. Whilst professional commitment to child‐centred practice and effective safeguarding is unequivocal, the discourse of participation is characterised by 'yes, but'. Insights emerged from the different voices and competing narratives of the central protagonists in the child protection process: children, social workers, chairs of case conferences and advocates. This paper examines how the child's right to involvement in safeguarding processes is understood and contributes to the evolving discourse about the importance of children's participation. Fostering the growth, development, health, and wellbeing of children is a global priority. The early childhood period presents a critical window to influence lifelong trajectories, however urgent multisectoral action is needed to ensure that families are adequately supported to nurture their children's growth and development. With a shared vision to give every child the best start in life, thus helping them reach their full developmental potential, we have formed the International Healthy Eating Active Living Matters (HEALing Matters) Alliance. Together, we form a global network of academics and practitioners working across child health and development, and who are dedicated to improving health equity for children and their families. Our goal is to ensure that all families are free from structural inequality and oppression and are empowered to nurture their children's growth and development through healthy eating and physical activity within the context of responsive emotional support, safety and security, and opportunities for early learning. To date, there have been disparate approaches to promoting these objectives across the health, community service, and education sectors. The crucial importance of our collective work is to bring these priorities for early childhood together through multisectoral interventions, and in so doing tackle head on siloed approaches. In this Policy paper, we draw upon extensive research and call for collective action to promote equity and foster positive developmental trajectories for all children. We call for the delivery of evidence‐based programs, policies, and services that are co‐designed to meet the needs of all children and families and address structural and systemic inequalities. Moving beyond the "what" is needed to foster the best start to life for all children, we provide recommendations of "how" we can do this. BACKGROUND: Youth violence, victimization, and bullying are pervasive in schools across the United States and are detrimental for learning and healthy development. K‐12 school safety is an increasingly urgent issue to research and understand from multiple perspectives. Physical and psychological safety in school is linked to better student and school outcomes and is fundamental to fostering well‐being and prosocial behavior. METHODS: Despite research demonstrating positive outcomes associated with school safety, there is no comprehensive conceptual model in the literature that considers precursors, strategies, mechanisms, and outcomes of school safety together. The current paper presents an equity‐centered comprehensive model of school safety, which is intended as a holistic representation of the multiple factors and pathways that contribute to school safety and positive youth development. RESULTS: This model can guide research and practice through an equity‐centered and comprehensive approach. This model can enable practitioners, researchers, and policymakers to make informed decisions and reach consensus regarding planning and decisions related to reducing violence and establishing supportive school environments. CONCLUSION: Our model suggests that a comprehensive approach can ensure the safety and well‐being of students and staff. Walking to school promotes the health of school‐aged children. The safety and comfort of the walking environment are lacking in China due to the prioritization of motorized traffic. This paper focuses on the choice of walking routes for school‐aged children commuting in old urban areas of China. A walking route choice model is constructed by combining a weighted Voronoi diagram and the closest facility analysis in ArcMap. The walking route choices of school‐aged children from home to school and the flows along routes are analysed. This paper addresses the experiences of US child welfare professionals during the COVID pandemic. Using an online survey, we report on a convenience sample of 444 child welfare workers. The majority reported receiving adequate guidance on staying safe; 86.3% were given access to face masks. Workers reported 75.8% of clients used masks; 10.7% reported contracting COVID through work. About 80% worried that child clients were more at-risk. Workers who felt the most supported and least at-risk were those with stay-at-home orders. School bullying is a matter of global concern. Paradoxically, it becomes complicated, when the expansion of a longer period of universal free education shows the commitment to safeguard children's right to education. This paper interrogates the ways in which school, as a significant site of socialisation, can safeguard children's rights, and function as a safe haven, free from bullying. Stemming from a children's rights perspective, this paper employs the Cypriot educational context as an illustrative case to demonstrate in what ways the problem of school bullying can be re‐conceptualised in the lens of human rights, and to address the challenges that emerge. While recognition that some service users do not want social work involvement has grown in recent years, little research has explored what relationships between social workers and 'involuntary clients' look and feel like in practice and how they are conducted in real time. This paper draws from research that observed long-term social work practice in child protection and shows how relationships based on mutual suspicion and even hate were sustained over the course of a year, or broke down. Drawing on a range of psycho-social theories, the paper adds to the literature on relationship-based practice by developing the concept of a 'hostile relationship'. The findings show how hostile relationships were enacted through conflict and resistance – especially on home visits – and how anxiety and other intense feelings were often avoided by individuals and organisations. Much more needs to be done to help social workers recognise and tolerate hostility and hate, to not retaliate and to enact compassion and care towards service users. [ABSTRACT FROM AUTHOR]

Legal and relational permanence have long been viewed as a central outcome of child welfare services. Timely termination of parental rights (TPR) has been a cornerstone of these permanency efforts because TPRs facilitate permanency through adoption. Yet the number of adoption plans that are not finalized or sustained are not trivial. Over 2,000 youth emancipate from foster care each year and many more leave earlier but not before a TPR has occurred. Some states have passed legislation to allow reinstatements of parental rights. This paper reviews the range of factors state legislation includes, reviews scant existing literature on how TPRs may effect youth, and proposes several options for ways that unproductive TPRs can be reduced, and timely reinstatements increased. Transracial adoption was legalized in South Africa through legislative reform as South Africa moved into a post‐apartheid era of non‐racialism. Transracial adoption offers one option of placement for Black children in need of alternative care. However, adoption continues to face obstacles to implementation, including cultural obstacles which impact on placement of Black African children. This paper reports on adoption statistics on national adoption in the period 2013–2021 and a documentary analysis of the current legal and policy framework governing transracial adoption. We cover international instruments, local laws, including the Children's Act of 2005, and relevant policy documents designed to facilitate the implementation of adoption. We show that the law is supportive of transracial adoption, but that policy documents offer a somewhat contradictory stance to the practice. The lack of success of transracial adoption as a child protection strategy does not lie within the legal framework but may lie in the difficulties in interpreting and implementing the range of different policies by those implementing these policies. More research into the implementation practice of these bureaucrats is required to understand the underutilization of transracial adoption as a placement option for Black children in South Africa. This paper focuses on how immigrant women experience and negotiate their everyday life with children prior to and after leaving a violent partner. Twenty‐three women staying at domestic violence and abuse shelters with their children were interviewed about their experiences with assistance services and their everyday life with their children. At the time of the interviews, most of the women were legally separated or divorced and were either living in or in touch daily with shelters. In this paper, we look at some of the challenges that women face when exposed to violence in a relationship that involves children. Being exposed to violence from a partner raises a number of economic, practical, and emotional concerns, both prior to and after leaving. For the mothers in our study, maintaining a regular routine is key to making the children feel safe in an unpredictable setting. For many, economic dependence on the partner is replaced with economic dependence on assistance services after leaving the partner. Services must recognize that providing help to mothers who have left a violent partner constitutes more than just practical support but is crucial for mothers' ability to re‐establish a predictable everyday life with their children. Objective: To systematically review international evidence on the effectiveness and cost-effectiveness of interventions targeting the mental health, wellbeing, and retention of child and family social workers and their impact on child and family outcomes. Method: Systematic review and narrative synthesis of quantitative comparative studies. Published or unpublished research was sought via 12 bibliographic databases, websites, contact with experts, and citation tracking. Studies in any language were eligible for inclusion. Quality was assessed using Cochrane appraisal tools. Results: Fifteen studies were identified from 24 papers. Three studies considered individual-level interventions, with mixed and inconclusive findings. Eleven considered organisational interventions, with mixed but more promising findings. One study considered community-level interventions, with positive findings but a serious risk of bias. Only one study considered costs. Conclusion: The quality of evidence overall does not warrant clear recommendations for services. Organisation-level interventions show some promise. Children who have been removed from their homes as a result of maltreatment and abuse and have been placed in foster care or are in the process of adoption often continue to meet their birth parents by court decision. This contact is often held under supervision. Supervised contact is intended to provide children the opportunity to maintain the parent-child relationship in a safe and neutral setting. Findings have shown that in some cases supervised contact can be harmful, undermining the children's sense of security and placement stability. It has been suggested that agencies have limited practice skills to help build constructive relationships through contact visits, and may thereby be failing to offer sufficient support for supervised contact. While the literature highlights various aspects that need to be implemented to improve visits, there is a lack of a trauma-informed approach, whereby professionals supervising visits can address the traumatic experiences that led to the circumstances of supervised visitation and respond to the difficult emotions of all those involved. This paper provides practice guidelines for professionals accompanying supervised visits using principles of Child-Parent Psychotherapy, a trauma-informed dyadic intervention model for young children. Case vignettes illustrate how professionals supervising contact might address the child's trauma history and help birth parents and foster/adoptive parents respond to the child's attachment needs following trauma, and how professionals can support birth parents and foster/adoptive parents, thereby promoting safety and improving child-parent interactions. Drawing from previous research on domestic violence and stalking, this study addresses children's experiences of their family relations in post-separation parental stalking contexts from the perspective of stalking as a form of violence against women and children. Despite the fact that violence perpetrated by a parent fundamentally changes family dynamics and children's perceptions of family security, research on children's family relations in the course of domestic violence or stalking has rarely addressed children's sense of belonging. The aim of this paper is to augment our understanding of children's experiences of family relations in connection with parental stalking. The research question is: How do children experience their belonging in family relations in the context of post-separation parental stalking? A total of 31 children and young people aged 2–21 participated in the study. The data were collected through interviews and therapeutic action group sessions with the children. The qualitative data analysis was content-oriented. Four dimensions of children's sense of belonging were identified: (1) Varying belonging, (2) distancing belonging, (3) non-belonging and (4) holding belonging. The first three dimensions are constructed in relation to the child's stalking father, while the fourth one includes the mother, siblings and other relationships that provide safety and comfort. The dimensions are parallel and not mutually exclusive. The study indicates that a finer-grained understanding of children's sense of belonging in family relations is needed when social and health care and law enforcement professionals evaluate the child's safety and best interest. The question of dangers and safety in children's lives has become a matter of increasing concern. This paper aims to contribute to the discussion in this field and elaborate on children's experiences of risks and dangers in the context of chronic poverty. Drawing on the post‐humanism approach, we argue that children's conceptions of risks and dangers emerge through their active and mutual exchange with other human and non‐human beings such as rivers, trees, animals and insects, however, these perceptions should be carefully placed within the local socio‐economic context of poverty and social hierarchy. Background: The current social construction of young mothers is generally negative, pointing to a lack of engagement with universal services and poor outcomes for their infants and children. However, qualitative studies offer an alternative, more positive construct of young motherhood. Understanding the context of young motherhood can improve the relevance and efficacy of health promotion directed to this group of high-risk mothers. Aim: To explore the lived experience of young women transitioning to motherhood to better understand their experiences and perspective; and what influences their engagement with health promotion aimed to support safer parenting practices and whether their behaviour changes over time with exposure to parenting health promotion. Method: Longitudinal Interpretative Phenomenological Analysis (IPA) was used with five first-time mothers identified with characteristics known to influence poorer outcomes for infants and children such as low educational achievement and economic disadvantage. Participants aged 16 to 19 years were recruited antenatally. Serial in-depth interviews were conducted at three time points during the ante- and post-natal periods. Interviews were transcribed and data were analysed inductively following the prescribed method of double hermeneutic analysis for IPA. Finding: Three themes were identified from the full study: Transition, Information, and Fractured application; the focus of this paper is Transition. Transition revealed that becoming mothers impacted key adolescent developmental tasks; their identity and relationships were significantly affected, both positively and negatively and adolescent brain development influenced behaviour and decision making capability. Adolescence influenced how these young mothers engaged with and interpreted parenting health promotion messages. Conclusions: Young mothers in this study operate within the context of adolescence. Adolescence impacts participants' decision making activity and early parenting behaviours which informs the debate on why young mothers may fail to reduce risks for their infants. This insight can contribute to the development of more effective health promotion/educational strategies, and support professionals to better engage with this high-risk group to improve early parenting behaviour and subsequently improve outcomes for their infants and children. Background: Preschool‐age children in hospitals are at a high risk of unexpected incidents. Safety incidents in hospitals can cause serious damage to the children. Objective: To determine the effectiveness of the mobile‐type mHealth Safe Kids Hospital (SKH) application (app) for the prevention of hospitalized child safety incidents. Design: This study used a three‐group, randomized controlled trial pre‐post design. Setting(s): This study was conducted in the pediatric ward of three general hospitals in Korea. Participants: A total of 124 eligible hospitalized children and their caregivers were enrolled in the study from June to December 2018. Of these, 116 finally participated in the study, and 8 were excluded because they were discharged before the intervention. Methods: Hospitalized preschool‐age children and their caregivers were randomly allocated into three groups: experimental group I (n = 39), experimental group II (n = 39), and the control group (n = 38). Experimental group I received the SKH app intervention, the experimental group II received a paper‐based intervention, whereas the control group received the usual intervention. Participants' outcomes of awareness, knowledge, and behavior related to hospital safety, were assessed at two time points: baseline and 24 h after the intervention. Results: Hospital safety awareness had a higher increase after intervention in experimental groups I and II than in the control group. Among the four subdomains of hospital safety awareness, there was a significant increase in the scores of experimental group I on three subdomains after the intervention: falls (F = 8.19, p < 0.001), burns (F = 6.73, p = 0.002), and medical devices (F = 6.81, p = 0.002). In hospital safety knowledge and safety behavior, experimental group I had the highest average score after the intervention compared with experimental group II and the control group; however, there was no statistically significant difference in the average score of the three groups. Conclusions: Using the SKH app is easy to attract the interest of preschool‐age children and is also easy for nurses to use in clinical trials; thus, it is considered to be a useful educational intervention to prevent safety incidents in clinical fields in future. Purpose: Adverse childhood experiences that are consistently experienced over a sustained period of time throughout childhood result in an accumulation of childhood adversity, which is often referred to in the literature as cumulative harm. This paper aims to closely examine statutory child protection practice, which favours an episodic and incident-focused approach to assessing risk and harm, failing to account for the evaluation of the accumulation of adversity and harm, commonly experienced by children exposed to maltreatment. The paper defines an existing gap in practice frameworks to adequately identify and respond to the accumulation of adversity. Design/methodology/approach: Drawing on practice experiences in Queensland Australia, the paper examines service delivery responses to cumulative harm in the context of the Intensive Family Support model of service delivery. Findings: Within current frameworks for child protection service delivery, there is no method of assessing the diverse and cumulative effects of ongoing chronic child maltreatment and adversity, despite research confirming that cumulative harm very often co-occurs with other child protection concerns. To effectively and collaboratively intervene in matters of chronic and cumulative abuse and neglect, practitioners and stakeholders must be guided by frameworks and assessments that accurately recognise and acknowledge the impact of ongoing exposure to adverse experiences and maltreatment. Research limitations/implications: The need for a valid and reliable assessment method that draws together all elements contributing to the chronic maltreatment experience for a child and family: multiplicity, diversity and severity. Social implications: Practice solutions tailored to each child's specific cumulative experiences of adversity and maltreatment will promote better social, emotional and health outcomes across the lifespan. Originality/value: This paper highlights a significant gap in assessment and practice frameworks and advances the impetus for cumulative harm to be proactively integrated into social care and service delivery. This study explores perceptions of child abuse and child protection matters involving staff working in the out‐of‐school‐hours care (OSHC) sector. Quantitative and qualitative data were collected through an online survey, focus group and interviews with staff and managers employed by one organisation that provided OSHC services in Sydney, Australia. This paper reports on their perceptions about implementing mandatory reporting requirements associated with the concepts of 'significant harm' and 'reportable conduct'. The aim of this paper is to engage OSHC stakeholders, including government, in reviewing child protection policies and practices to support educators in their work with children. Key findings indicate the inadequacy of available training, and the importance of relationships and communication between stakeholders, especially OSHC and school staff. This requires systemic change including raising the status of OSHC and the critical role that these educators have in supporting children's development, learning and wellbeing during the early years of school. This work examines power dynamics at play in the early child-saving movement as illuminated in the case records and annual reports of the Pennsylvania Society to Protect Children from Cruelty (SPCC) from 1878 to 1881 and triangulated with other historical records. 1 We draw on ecological systems theory and urban ecology to examine social and spatial relationships between child-saving institutions, communities, and individuals and families. The paper adapts template analysis for archival research as a replicable approach for studying historical power dynamics embedded in social welfare institutions. This approach highlights the changing role of community members in identifying and responding to neglect and abuse and uncovers common themes that continue to impact the modern child welfare system. The Munro Review called for reform of the English child protection system so that practicing social workers were better able to exercise their discretion in the best interests of the individual child. This paper reports on the results of a multiple qualitative methods case study of a local authority child protection team. Utilising observation, documentary analysis, focus group, questionnaire, interview and 'Critical Realist Grounded Theory', the study explored the extent to which practicing social workers identified discretionary space within their practice. The main findings were that social workers had discretionary space in a de facto, de jure and entrepreneurial sense, and that this runs counter to assertions of 'curtailed' and 'eroded' discretion previously reported. The research does offer some evidence in favour of Munro's image for discretion within a 'child-centred' system. However, it also suggests that further reform may be required to better imbed formally granted discretionary space into local policy and procedures, so that discretion becomes less 'risky' for the practitioner, and so social workers can more consistently employ their discretion in the interests of the individual child. Child neglect is a significant concern for Aboriginal families and communities both in Australia and internationally. Service responses to child neglect are largely informed by child neglect theories, which explain the nature and causes of child neglect. However, child neglect is a problem that is worsening for Aboriginal children, suggesting that these theories are not appropriate. This paper argues that to meet the needs of Aboriginal families and communities where there is child neglect, policy and practice needs to acknowledge and address the impact of trauma in shaping the lived experiences of Aboriginal people. International literature discusses the impact and consequence of historical trauma within Indigenous families and communities, and separately, child maltreatment theorists have discussed the ecological nature of child neglect. However, the literature and evidence‐base linking the two, child neglect and historical trauma in Indigenous contexts, are very scant. This paper aims to fill this gap and emphasize the importance of addressing child neglect within Aboriginal families and communities in the context of historical trauma. Although this paper focuses on the post‐colonial experiences of Aboriginal people in Australia, the arguments can extend to many Indigenous cultures universally where child welfare interventions have resulted in significant and ongoing trauma. This review of the 91 English children's services departments with specific policies on bruising in premobile children found a major disjuncture between research evidence and its interpretation in guidance. Many policies require all premobile children found with a bruise to be seen urgently by a paediatrician, and in some, all bruised children are subject of a formal child protection investigation regardless of the explanations for the bruise or the views of front‐line practitioners. However, the research on bruises in premobile children on which these policies were based was found to be limited and contradictory and did not fully support the guidance given. National guidance given by the National Institute for Health and Care Excellence and many local policies state that bruising in premobile children is suggestive of physical abuse because accidental bruising is uncommon despite the only longitudinal study of bruising showing 27% of premobile children were bruised over an average of 7.6 weekly observations. Child sexual abuse within institutional settings has been a major concern for governments around the world for many years. Consequently, prevention policies have been developed, and institutional child abuse laws have been strengthened in many jurisdictions. Legislation is important to prevent reoffending, however, the majority of childhood sexual abuse remains unreported and undetected. While awareness of the failings of institutions to properly identify and respond to child abuse has grown in recent years, barriers to reporting institutional abuse remain understudied, impacting the ability to prevent abuse. One possible reason that prevents workers from identifying and reporting child sexual abuse is that their judgements are vulnerable to stereotypes and unconscious biases about who perpetrates and is victimised by sexual crimes and what constitutes warning signs of sexually abusive behaviours. Research in psychology provides key insights into human reasoning processes that can lead to bias, so workers fail to identify, respond and prevent grooming and child abuse in an organisational context. This paper reviews what is known about the development and maintenance of stereotypes and unconscious bias, their role in institutional sexual abuse, and concludes with a discussion of measures that can be taken to mitigate unconscious bias to prevent child abuse. The United Arab Emirates (UAE) has taken a strong stance against cyber child pornography by enacting new laws and implementing legal measures to prevent and punish offenders. This article examines the legal framework in the UAE related to cyber child pornography, with a particular focus on the new Federal Law No. 34 of 2021 on Combating Rumours and Cybercrimes, as well as Federal Law No. 3 of 2016 on Child Rights. Additionally, the paper explores the compatibility of the UAE's relevant laws with the Council of Europe (CoE) Convention on Cybercrime. This article highlights the significance of having laws in place to combat cyber child pornography and provides recommendations for further improvement in the UAE's response to these crimes. This paper focuses on art productions by children participating in an art-based wellbeing intervention project in Kashmir. Drawing on feminist security studies, we conducted narrative analysis to explore how children represent in/security. The locations of in/security were the environment, the body, and the socio-political realm. Children articulated nuanced and complex representations of the natural and social world, influenced by local and global forces, and created their own meanings and practices of in/security. This paper concerns parenting assessments which are integral to child-safeguarding professional processes in England, and which involve Deaf parents whose primary language is British Sign Language (BSL). In an under-researched area of social work, the research aim was to contribute to the existing literature by eliciting the practice wisdom of specialist professionals. Specifically, it draws upon their linguistic and cultural knowledge of the Deaf community when they are involved in parenting assessments with Deaf parents who are subject to safeguarding concerns. Data about these professionals' actual experiences of navigating Deaf cultural-competency in contemporary child protection practices were collected through seven video-recorded, semi-structured interviews conducted in BSL. Using interpretive phenomenological analysis, data were analysed in their source language (BSL). This article focusses on one key theme, termed 'Professional Recognition', which incorporates a) the identification of specialist roles and b) the impact of referral processes and protocols on assessment outcomes. The findings highlight participants' perspectives on the benefits and disadvantages of their specialist role in this context. Although their brokerage skills, cultural competence, linguistic fluency and specialist knowledge of the Deaf community are highly regarded and valued by some colleagues, there is insufficient recognition of their existence by the majority. Secondly, participants are concerned by the inefficiency and inconsistency of the referral processes and protocols which they consider have adverse effects on assessment outcomes, and consequently the parents involved. Only limited attention has been drawn to children's narrative practice of negotiating cultural ideas about who they are and what they can do. This paper focuses on children living in families where adults have psychosocial problems and analyses how they negotiate different family‐related and/or societal master narratives about their identity and agency. Twenty‐two children, 6–17 years old, have been interviewed about themselves and their lives. The findings suggest three master narratives as central in children's telling: the story of the child as problem bearer, the story of the child as inheritor of psychosocial problems and the story of the child as an unknowledgeable object. The analysis shows that children negotiate these master narratives by positioning and repositioning themselves and others in, and through, their telling. The core contribution of the study is the notion that children's problem descriptions contain important information about both material and discursive aspects of the problematic situation. Through listening to children's stories, social work practitioners and researchers can deepen their understanding of how the individual child relates to, and negotiates, wider cultural ideas about identity and agency.
