The article reports that societal level prevention efforts are vital components to solve the problems of child abuse in the United States. The welfare of children can be promoted by activities and initiatives of states and international communities. Child maltreatment is an extreme on a continuum, a severe manifestation of dysfunction on the interplay between a child's development and the conditions and relationships that affect the development. The U.N. Convention on the Rights of the Child offers a useful framework for societal level change to improve the welfare of children and families.
