By 2050, people in urbanized areas will account for 68% of the world’s population, 80% of which will be concentrated in Asia and Africa. The United Nations Framework Convention on Climate Change (UNFCCC) introduced in 2011 the National Adaptation Plan (NAP) under the Cancun Adaptation Framework (CAF). Countries of the non-Annex I, described by the UN-General Assembly as especially vulnerable to the impacts of climate change, are invited to develop NAPs to identify adaptation challenges and devise appropriate climate adaptation responses. Recognizing the increasing vulnerability of urban systems to the effects of climate change, in 2019, UN-Habitat defined the supplement of the NAP process's technical guidelines for addressing urban and human settlement issues in NAPs. This paper aims to propose a methodology to assess the urban content of the NAPs after ten years from that the CAF comes into force. The evaluation is based, adapting and expanding, on the methodology used to assess the urban content of Nationally Determined Contributions (NDC) published by UN-Habitat in 2017. The methodology aims to analyse both key adaptation challenges and responses explicitly or implicitly related to urban systems. Moreover, it aims at understanding the interlinkage of urban content in NAP in relation to other key policies, such as NDCs and National Urban Policies (NUPs). In this perspective, 172 indicators were selected and clustered into nine groups: (i) Geographic Indicators; (ii) General Indicators; (iii) NAPs General Indicators; (iv) NAPs Urban Indicators; (v) NDCs Indicators; (vi) NUPs Indicators; (vii) Urban content in National Policies Indicators; (viii) International policy linkages (including SDGs, Sendai Framework for Disaster Risk Reduction, Paris Agreement and New Urban agenda); (ix) National plans/policy/strategies/reports linkages. The methodology was tested on Brazil’s NAP, trying to find general considerations to apply to the countries that officially submitted their NAPs between 2014 to 2020. The test showed that: there is a stronger focus on defining climate adaptation challenges more than responses; climate adaptation challenges and responses are predominantly identified at the national scale, with a focus on policies and strategies at the national level; among the Brazilian NAP, there is "cities strategy", and it means that the NAP has a high urban content. In conclusion, the paper will highlight critical issues and improvements for each of the nine indices analysed. Entro il 2050, la popolazione urbana rappresenterà il 68% della popolazione mondiale. Di questa, l'80% sarà concentrata in Asia e in Africa. A partire da questo scenario di incrementale urbanizzazione, nel 2011 la Convenzione quadro delle Nazioni Unite sui cambiamenti climatici (UNFCCC) ha introdotto, nell'ambito del Cancún Adaptation Framework (CAF), i Piani Nazionali di Adattamento (NAP). I NAP sono concepiti come strumento a supporto dei Paesi inclusi nel Non-Annex I, descritti dall'Assemblea generale dell'ONU come particolarmente vulnerabili alle transizioni in atto, per identificare le sfide e progettare le risposte più appropriate verso l’adattamento in risposta al cambiamento climatico. Riconoscendo la crescente vulnerabilità dei sistemi urbani, UN-Habitat nel 2019 ha predisposto delle linee guida per supportare la redazione dei NAP, in particolare per includere le questioni urbane e gli insediamenti umani. A dieci anni dall'entrata in vigore del CAF, il presente articolo presenta una proposta metodologica per valutare il contenuto urbano dei NAP. L’approccio valutativo proposto è un aggiornamento dalla metodologia utilizzata per analizzare il contenuto urbano dei Nationally Determined Contributions (NDCs), pubblicata da UN-Habitat nel 2017, e qui adattata ai NAP. La metodologia mira ad analizzare sia le sfide chiave per l’adattamento, ma anche le risposte esplicitamente o implicitamente connesse ai sistemi urbani e l'interconnessione del contenuto urbano dei NAP in relazione ad altre politiche chiave, quali NDCs e NUP (Politiche Urbane Nazionali). In questa prospettiva, la metodologia si compone di 172 indicatori, raggruppati in nove gruppi: (i) Indicatori geografici; (ii) Indicatori generali; (iii) Indicatori generali dei NAP; (iv) Indicatori che leggono il contenuto urbano dei NAP; (v) Indicatori degli NDC; (vi) Indicatori dei NUP; (vii) Indicatori che analizzano il contenuto urbano delle politiche nazionali; (viii) Collegamenti con le politiche internazionali (inclusi SDGs, Sendai Framework for Disaster Risk Reduction, Accordo di Parigi e New Urban Agenda); e (ix) Collegamenti nazionali tra piani/politiche/strategie/report. La metodologia è stata testata sul NAP del Brasile, al fine di individuare considerazioni generali da adottare anche per gli altri Paesi del sud del mondo che hanno presentato i loro NAP tra il 2014 e il 2020. In sintesi, questa sperimentazione ha mostrato che: (i) vi è una maggiore attenzione alla definizione delle sfide di adattamento al clima più che all’individuazione di risposte; (ii) le sfide e le risposte di adattamento al cambiamento climatico sono prevalentemente identificate su scala nazionale; (iii) il NAP del Brasile si caratterizza per un alto contenuto urbano. In conclusione, il paper mette in luce punti di forza e criticità della metodologia, identificando alcuni miglioramenti per ciascuno dei nove gruppi di indicatori, nella prospettiva di applicare questo approccio di valutazione anche in altri contesti territoriali.

The paper offers a conceptualization of the subjective right to climate, taking in considerations the European Climate Change Litigation (the Urgenda Climate Case) and the International Climate Law. The paper considers human and/or fundamental rights as claims and briefly describes the bottomup trajectory of the rights, highlighting the role of social activists, lawyers and courts. Then the paper analysis the reasons supporting the claim aimed at recognizing a specific right to climate. Finally, the paper proposes a first general definition of the subjective right to climate.

International audience; The present paper aims at reviewing general knowledge of large European perialpine lakes as provided by sediment studies, and at outlining the contribution, from several lines of evidence, of modern paleolimnology in both interpreting past lake ecological evolution and forecasting lake responses to future human impacts. A literature survey mainly based on papers published in international journals indexed on ISI-Wos and Scopus from 1975 to April 2017 has been conducted on the 20 perialpine lakes with z(max)100m and lake area10km(2), and on 4 shallower perialpine lakes representing hotspots of extensive neo- and paleo-limnological research. By pinpointing temporal and spatial differences in paleolimnological studies conducted in the Alpine countries, the review identifies knowledge gaps in the perialpine area, and shows how sediment-based reconstructions represent a powerful tool, in mutual support with limnological surveys, to help predicting future scenarios through the past-forward principle, which consists in reconstructing past lake responses to conditions comparable to those to come. The most recent methodological developments of sediment studies show the potential to cope with the increasing ecosystem variability induced by climate change, and to produce innovative and crucial information for tuning future management and sustainable use of Alpine waters.

Les stratégies d’adaptation et de résilience face aux changements climatiques défient les distinctions en cours entre le naturel et le culturel. Il s’agit de deux concepts appariés qui néanmoins deviennent totalement indépendants dans certaines situations de changement environnemental, quand les représentations traditionnelles deviennent inadéquates pour décrire les espaces transformés. La cartographie a fait des progrès au niveau local mais elle doit inclure des théories du passé à comparer avec les nouveaux groupes d’information. L’article traite des cas de représentations de changement spatial développées par les communautés aborigènes qui vivent en contact étroit avec leur environnement naturel. L’article se focalise sur le cas du Territoire du Nord de l’Australie qui fait face à une condition de coexistence durable avec les marées basses et une dégradation de la terre à cause des vastes incendies. Cela car le système d’orientation des communautés aborigènes par terre et par mer a changé en raison des technologies GIS, un langage hybride techno/visuel se développe, permettant de représenter à la fois leur espace et eux-mêmes par des moyens visuels et des aspects techniques. The strategies for adaptation and resilience to climate change challenge the ongoing distinctions between the natural and the cultural. These coupled and inseparable concepts become fully interdependent in specific conditions of environmental change, when traditional representations of space and environment become inadequate to describe swiftly occurring transformations. Mapping techniques have made progresses at the local level but they need to include knowledge and approaches inherited from the past to develop new kind of adaptive information patterns. The paper describes examples of spatial change representations developed by Aboriginal communities who live in strict coupling with their natural environment. It focuses on the area of the Northern Territory of Australia which faces a condition of long-lasting coexistence with altered tides regimes and massive land degradation due to large wildfires. The orientation system adopted by Aboriginal communities over the land and by the sea has changed to include GIS technologies, developing a hybrid techno/visual language which allow both the space and the people to be represented by visual means, narrations and technical data. Le strategie di adattamento e resilienza ai cambiamenti climatici sfidano le persistenti distinzioni tra naturale e culturale. Questi concetti, comunque accoppiati e inseparabili, diventano totalmente interdipendenti in condizioni di cambiamento ambientale, quando le rappresentazioni tradizionali dello spazio e dell'ambiente si mostrano inadeguate a descrivere le trasformazioni ambientali che si verificano rapidamente. Le tecniche di mappatura hanno compiuto progressi a livello locale, ma devono continuare a includere conoscenze e approcci ereditati dal passato per generare nuovi modelli di conoscenza adattivi. Il saggio riporta alcuni esempi di rappresentazioni di cambiamenti ambientali sviluppati dalle comunità aborigene che vivono a stretto contatto con il proprio ambiente naturale. Il saggio si concentra sull'area del Northern Territory in Australia, dove si affronta una condizione di duratura coesistenza con alterati regimi delle maree e un massiccio degrado del terreno dovuto ai grandi incendi. Il sistema di orientamento adottato dalle comunità aborigene sulla terraferma e sul mare è cambiato al punto di includere le tecnologie GIS, e sviluppare un linguaggio ibrido tecno/visivo che consente di rappresentare sia lo spazio che le persone attraverso mezzi visivi, narrazioni e dati tecnici.

This paper is a theoretical discussion about the how classical paradigms of international relations relate to new challenges in general. In particular, we are interested in how classical paradigms perceive and understand the extreme events described through climate changes in the framework of international policy. For this, we develop an argument that the joint impact of global agenda issues and the pursuit of traditional policy logic in globaliza-tion will only create “losers” in the long term. Nell’articolo l’autore svolge una discussione teorica su come i paradigmi classici delle relazioni internazionali si riferiscono alle nuove sfide in generale. In particolare, all’autore interessa capire come i paradigmi classici percepiscono e comprendono gli eventi estremi descritti attraverso i cambiamenti climatici nel quadro della politica internazionale. Per questo, sviluppiamo un argomento che l’impatto congiunto delle questioni di agenda glo-bale e l’impresa della logica politica tradizionale nella globalizzazione creerà solo “perdenti” a lungo termine.

Smart cities are considered the only urban development’s pattern able to combine economic growth with the solution of some of the main problems provoked by urbanization, such as climate change. The paper analyzes both the evolution into smart cities and climate adaptation strategies in Genoa and Copenhagen, in which a process of urban neoliberalization is identified; the latter, passing through practices of policy transfer, engenders different "assemblages".

La comunità scientifica internazionale è da tempo impegnata in studi sui mutamenti climatici e, più di recente, ha rivolto l'attenzione alla definizione di strategie da adottare per intervenire efficacemente sulle cause e sugli impatti del cambiamento climatico in ambito urbano. Le città rappresentano infatti i luoghi privilegiati di sperimentazione di tali strategie in ragione sia della elevata concentrazione di attività antropiche - ritenute principale causa del cambiamento climatico - che dei significativi impatti che i mutamenti climatici possono produrre sul sistema urbano. Gran parte degli studi orientati ad affrontare, in chiave urbanistica, gli effetti del cambiamento climatico, adottano approcci di tipo emergenziale, mentre i piani di adattamento, in molti casi, propongono strategie e azioni di tipo settoriale. All'interno di un più ampio percorso di ricerca, orientato alla definizione di uno strumento di supporto alle decisioni per il governo delle trasformazioni urbane connesse al cambiamento climatico, questo paper fornisce un quadro degli studi e delle sperimentazioni sul tema del rapporto città-cambiamento climatico. In particolare, con un approccio di tipo sistemico, la review della letteratura e la lettura dei piani di adattamento di sei città è orientata ad individuare le relazioni fra i sottosistemi urbani e gli effetti del cambiamento climatico e le relative misure di adattamento di tipo urbanistico. In particolare nel presente contributo, tra i diversi eventi connessi al cambiamento climatico, vengono considerati quelli di flooding determinati dall'innalzamento del livello del mare.

Il cambiamento climatico sta influenzando notevolmente i sistemi agro-forestali. Le attuali previsioni stimano che sia la variazione delle condizioni climatiche medie, sia l’aumento di eventi estremi legati al cambiamento climatico avranno effetti ancora più marcati in futuro. Questo contributo intende illustrare l’articolazione dei problemi di valutazione economica legati al cambiamento climatico, mettendo in evidenza i risultati, le problematiche e le linee di ricerca future. Le ricerche su questo tema, pur potendo utilizzare teorie e metodi già sviluppati nelle discipline relative all’economia delle risorse, vedono tuttora numerosi problemi aperti, in particolare nel campo dello studio multidisciplinare delle relazioni uomo-ambiente, della valutazione delle politiche e della messa a punto di tempestivi supporti decisionali per il decisore pubblico. Climate change has a strong influence on agro-forestry systems. Present estimations evisage that changes in climate patterns and extreme events connected to climate change will have greater impacts in the future. This paper seeks to illustrate the articulation of the problems concerning the economic evaluation of climate change, with particularly attention to open problems and future lines of research. Research on this topic, though using methods and approaches consolidated in the disciplines of resource economics and evaluation, still have several open problems, particularly in the field of multidisciplinary studies of the man-environmental relations, policy evaluation and development of decision support systems for decision makers.
