The Landsat-9 satellite, launched in September 2021, carries the Operational Land Imager-2 (OLI-2) as one of its payloads. This instrument is a clone of the Landsat-8 OLI and its mission is to continue the operational land imaging of the Landsat program. The OLI-2 instrument is not significantly different from OLI though the instrument-level pre-launch spectral characterization process was much improved. The focal plane modules used on OLI-2 were manufactured as spares for OLI and much of the spectral characterization of the components was performed for OLI. However, while the spectral response of the fully assembled OLI was characterized by a double monochromator system, the OLI-2 spectral characterization made use of the Goddard Laser for Absolute Measurement of Radiance (GLAMR). GLAMR is a system of tunable lasers that cover 350–2500 nm which are fiber-coupled to a 30 in integrating sphere permanently monitored by NIST-traceable radiometers. GLAMR allowed the spectral characterization of every detector of the OLI-2 focal plane in nominal imaging conditions. The spectral performance of the OLI-2 was, in general, much better than requirements. The final relative spectral responses (RSRs) represent the best characterization any Landsat instrument spectral response. The Thermal Infrared Sensor 2 (TIRS-2) on Landsat 9 (L9) was launched on September 27, 2021, and underwent a variety of tests during its commissioning phase to establish its postlaunch performance. We report on the calibration updates performed to maintain its calibration and generate high-quality imagery. This is done by transferring the SI-traceable prelaunch calibration to on-orbit while accounting for changes in the TIRS-2 response as detected through on-board calibrator observations. Additional empirical corrections were implemented to mitigate image striping observed on-orbit. The detector arrays were monitored through its commissioning phase to ensure that stable detectors were chosen for operations. TIRS-2 has demonstrated ~0.025% instability over its orbit, ~80-mK noise equivalent delta temperature (NEdT), and an absolute radiometric uncertainty <1.4% in its nominal temperature range enabling a wide array of Earth science applications. The Thermal Infrared Sensor-2 (TIRS-2) that will be onboard Landsat 9 has undergone a prelaunch testing campaign to characterize its radiometric, spectral, and spatial performances and demonstrate compliance to its requirements. This work reviews the key elements of the instrument-level radiometric testing using an SI-traceable source to derive its uncertainties. Those arising from on-orbit calibration using the TIRS-2 onboard blackbody are also discussed. We use a Monte Carlo approach to propagate the uncertainties through a nonlinear calibration equation and address both random and systematic uncertainty terms. Spaceborne spectrometers require spectral–temporal stability characterization to aid in validation of derived data products. Earth Observation 1 (EO-1) began orbital precession in 2011 after exhausting onboard fuel resources. In the Libya-4 pseudoinvariant calibration site (PICS), this resulted in a progressive shift from a mean local equatorial crossing time of ~10:00 A.M. in 2011 to ~8:30 A.M. in late 2015. Here, we studied precession impacts to Hyperion surface reflectance products using three atmospheric correction approaches from 2004 to 2015. Combined difference estimates of surface reflectance were <5% in the visible near infrared (VNIR) and <10% for most of the shortwave infrared (SWIR). Combined coefficient of variation estimates in the VNIR ranged from 0.025 to 0.095, and in the SWIR it ranged from 0.025 to 0.06, excluding bands near atmospheric absorption features. Reflectances produced with different atmospheric models were correlated ( R^2) in VNIR from 0.25 to 0.94 and in SWIR from 0.12 to 0.88 ( $p < 0.01$ ). The uncertainties in all the models increased with a terrain slope up to 15° and selecting dune flats could reduce errors. The Earth-Observing One (EO-1) satellite was launched in 2000. Radiometric calibration of Hyperion and the Advanced Land Imager (ALI) has been performed throughout the mission lifetime using various techniques that include ground-based vicarious calibration, pseudo-invariant calibration sites, and also the moon. The EO-1 mission is nearing its useful lifetime, and this work seeks to validate the radiometric calibration of Hyperion and ALI from 2013 until the satellite is decommissioned. Hyperion and ALI have been routinely collecting data at the automated Radiometric Calibration Test Site [RadCaTS/Railroad Valley (RRV)] since launch. In support of this study, the frequency of the acquisitions at RadCaTS has been significantly increased since 2013, which provides an opportunity to analyze the radiometric stability and accuracy during the final stages of the EO-1 mission. The analysis of Hyperion and ALI is performed using a suite of ground instrumentation that measures the atmosphere and surface throughout the day. The final product is an estimate of the top-of-atmosphere (TOA) spectral radiance, which is compared to Hyperion and ALI radiances. The results show that Hyperion agrees with the RadCaTS predictions to within 5% in the visible and near-infrared (VNIR) and to within 10% in the shortwave infrared (SWIR). The 2013–2014 ALI results show agreement to within 6% in the VNIR and 7.5% in the SWIR bands. The Hyperion imaging spectrometer on the Earth Observing-1 satellite is the first high-spatial resolution imaging spectrometer to routinely acquire science-grade data from orbit. Data gathered with this instrument needs to be quantitative and accurate in order to derive meaningful information about ecosystem properties and processes. Also, comprehensive and long-term ecological studies require these data to be comparable over time, between coexisting sensors and between generations of follow-on sensors. One method to assess the radiometric calibration is the reflectance-based approach, a common technique used for several other earth science sensors covering similar spectral regions. This work presents results of radiometric calibration of Hyperion based on the reflectance-based approach of vicarious calibration implemented by University of Arizona during 2001–2005. These results show repeatability to the 2% level and accuracy on the 3–5% level for spectral regions not affected by strong atmospheric absorption. Knowledge of the stability of the Hyperion calibration from moon observations allows for an average absolute calibration based on the reflectance-based results to be determined and applicable for the lifetime of Hyperion. There exist numerous methods for accomplishing on-orbit calibration. Methods include the reflectance-based approach relying on measurements of surface and atmospheric properties at the time of a sensor overpass as well as invariant scene approaches relying on knowledge of the temporal characteristics of the site. The current work examines typical cross-calibration methods and discusses the expected uncertainties of the methods. Data from the Advanced Land Imager (ALI), Advanced Spaceborne Thermal Emission and Reflection and Radiometer (ASTER), Enhanced Thematic Mapper Plus (ETM+), Moderate Resolution Imaging Spectroradiometer (MODIS), and Thematic Mapper (TM) are used to demonstrate the limits of relative sensor-to-sensor calibration as applied to current sensors while Landsat-5 TM and Landsat-7 ETM+ are used to evaluate the limits of in situ site characterizations for SI-traceable cross calibration. The current work examines the difficulties in trending of results from cross-calibration approaches taking into account sampling issues, site-to-site variability, and accuracy of the method. Special attention is given to the differences caused in the cross-comparison of sensors in radiance space as opposed to reflectance space. The results show that cross calibrations with absolute uncertainties < 1.5\% (1\sigma) are currently achievable even for sensors without coincident views. [ABSTRACT FROM PUBLISHER]

An inter-calibration method is developed to provide absolute radiometric calibration of narrow-swath imaging sensors with reference to non-coincident wide-swath sensors. The method predicts at-sensor radiance using non-coincident imagery from the reference sensor and knowledge of spectral reflectance of the test site. The imagery of the reference sensor is restricted to acquisitions that provide similar view and solar illumination geometries to reduce uncertainties due to directional reflectance effects. Spectral reflectance of the test site is found with a simple iterative radiative transfer method using radiance values of a well-understood wide-swath sensor and spectral shape information based on historical ground-based measurements. At-sensor radiance is calculated for the narrow-swath sensor using this spectral reflectance and atmospheric parameters that are also based on historical in-situ measurements. Results of the inter-calibration method show agreement on the 2–5% level in most spectral regions with the vicarious calibration technique relying on coincident ground-based measurements referred to as the reflectance-based approach. While the variability of the inter-calibration method based on non-coincident image pairs is significantly larger, results are consistent with techniques relying on in-situ measurements. The method is also insensitive to spectral differences between the sensors by transferring to surface spectral reflectance prior to prediction of at-sensor radiance. The utility of this inter-calibration method is made clear by its flexibility to utilize image pairings with acquisition dates differing in excess of 30 days allowing frequent absolute calibration comparisons between wide- and narrow-swath sensors. This paper presents the validation results of GOES-16 Satellite's Advanced Baseline Imager (ABI) obtained from a reflectance-based field campaign undertaken at the Salar de Uyuni in Bolivia in June 2017. In situ ground measurements are used to characterize the surface reflectance and the atmosphere in order to constrain the radiative transfer code and predict at-sensor reflectance (also referred to as top-of-atmosphere (TOA) reflectance) to compare with concurrent GOES-16 ABI measurements. The five-day field campaign provided repeated TOA reflectance estimates, allowing assessment not only of the calibration accuracy of the ABI reflective channels 1, 2, 3, 5 and 6, but also of its stability over the duration of the campaign. The results show that the accuracy of the ABI reflective channels calibration is within specification for channels 1, 3, 5, and 6 - average biases within 2%; for channel 2 the bias is 5%. The estimated uncertainty on the derived biases is 2–2.4%. Some calibration stability issues were present in the ABI calibration at the time of the campaign: (i) a jump on the order of 2% in channels 1 and 6, coincident with an ABI solar calibration event, reflects an instability of the ABI gains in these channels, and (ii) short-term variability in channels 1 and 2 is due to striping (ABI detector-to-detector calibration differences). Continued validation and subsequent reprocessing of ABI reflectance imagery would allow Earth scientists to fully benefit from the high spatial and spectral fidelity of the GOES-16 ABI diurnal measurements at the continental scale. • Independent validation of GOES-16 ABI solar channel top-of-atmosphere reflectance. • ABI imagery stability assessment shows reprocessing may be beneficial. • Salar de Uyuni reflectance and atmospheric characterization for sensor validation. Copernicus is the European Union's Earth Observation and Monitoring programme, delivering free access to operational and historical environmental data to support applications in a wide range of societal benefit areas. To allow meaningful long-term environmental monitoring and robust decision-making, it is essential to ensure that satellite-retrieved products are of high quality and consistency. This paper describes the outputs of an international workshop on the radiometric calibration validation of the Copernicus Sentinel-2A and Sentinel-2B Multi-Spectral Instrument. A wide range of vicarious methodologies have been applied independently and then compared per type of target. All methods agree on the good radiometric performance of both Sentinel-2A and Sentinel-2B with respect to the mission requirements as well as on evidence of a slight bias between the two instruments. Comparisons of all these results are discussed to highlight the benefits and advantages of the methods as well as to propose potential improvements either for the methods themselves and/or for the comparison exercise. • Experts have gathered to compare radiometric calibration validation methodologies applied to Sentinel-2. • All results pinpoint the good radiometric calibration of Sentinel-2. • Sentinel-2A radiances appear to be slightly higher than Sentinel-2B radiances. • Comparing methodologies show the limitations of such exercise.
