The outcome satisfies forward induction if it results from a weakly sequential equilibrium in which players' beliefs assign positive probability only to relevant strategies at each information set reached by a profile of relevant strategies. We prove that if there are two players and payoffs are generic, then an outcome satisfies forward induction if every game with the same reduced normal form after eliminating redundant pure strategies has a sequential equilibrium with an equivalent outcome. 8. New York City's vulnerability to coastal flooding: storm surge modeling of past cyclones

New York City, New York (NYC), is extremely vulnerable to coastal flooding; thus, verification and improvements in storm surge models are needed in order to protect both life and property. This paper highlights the Stony Brook Storm Surge (SBSS) modeling system. It utilizes surface winds and sea level pressures from the fifth-generation Pennsylvania State University (PSU)-National Center for Atmospheric Research (NCAR) Mesoscale Model (MM5) or the Weather Research and Forecasting (WRF) model to drive the Advanced Circulation Model for Coastal Ocean Hydrodynamics (ADCIRC). For this study, the MM5 is utilized at 12-kin grid spacing and ADCIRC is run on an unstructured grid down to ~10-m resolution in areas around Long Island and NYC. This paper describes the SBSS and its performance across the NYC region during the 11-12 December 1992 nor'easter and Tropical Storm Floyd on 16-17 September 1999. During the 1992 event, east-northeasterly surface winds of 15-25 m [s.sup.-1] (30-50 kts) persisted for nearly 24 h, while hurricane-force winds (35-40 m [s.sup.-1]) occurred for a few hours just south of western Long Island. This created a 1.0-1.5-m storm surge around NYC and western Long Island Sound over three tidal cycles. ADCIRC successfully simulated the peak water levels to within ~10%, and it realistically simulated some of the flooding across lower Manhattan. The surface winds for Tropical Storm Floyd were only 5-10 m [s.sup.-1] weaker than the 1992 event, but no coastal flooding occurred during Floyd, because the storm approached during a low tide. Additional Floyd simulations were completed by shifting the storm's landfall to the spring high tide the previous week, and by doubling the wind speed to mimic a category-1 hurricane. A combination of the spring high tide and a category-1 hurricane scenario during Floyd would have resulted in moderate flooding at several locations around NYC.

Field studies using glyphosate-resistant corn (Zea mays L.), sugarbeet (Beta vulgaris L.), and spring wheat (Triticum aestivum L.) were conducted at Scottsbluff, NE, Torrington, WY, and Fort Collins, CO, over 6 yr to evaluate weed population dynamics under glyphosate- and conventional herbicide-based weed control strategies. We report the response of common lambsquarters (Chenepodium album L.), wild buckwheat (Polygonum convolvulus L.), and all grasses combined to four management strategies imbedded in two crop rotations. There were no consistent or highly significant benefits from a diverse crop rotation versus continuous corn when weed control was considered. Rotating herbicide mode of action for general weed control provided no benefit above that provided by glyphosate at 0.8 kg acid equivalent (ae) [ha.sup.-1] applied twice each year. There was no evidence that any weed species developed resistance to glyphosate. The most striking finding of these studies was the buildup of common lambs-quarters and wild buckwheat that occurs when glyphosate is applied at 0.4 kg ae [ha.sup.-1] twice each year. Such a low-use-rate approach is to be completely discouraged since it appears to enrich the gene pool for individuals that survive low rates of glyphosate. The continuing decline in the real cost of glyphosate should eliminate any legitimate reason for growers to consider using less than the full labeled rate of glyphosate. All treatments that included glyphosate at all three locations over 6 yr provided significantly better grass control than the nonglyphosate conventional treatments.

Human eccrine sweat contains numerous biomarkers which can provide information on health,performance, and aging. Non-invasive collection and measurement of biomarkers has becomeespecially important in recent times given viral outbreaks like SARS-CoV-2. In the current studywe describe a method of sweat collection from palmar surfaces in participants via surface captureusing glass beads and the resulting analysis of biomarkers from very low volumes of sweat usingliquid chromatography mass spectrometry with selected ion monitoring. Study participantsunderwent a cognitive and physical stress task with easy and hard conditions with sweat beingcollected after each task. Resulting analysis found a signal for 22 steroid biomarkers and wereport detailed information on selected biomarkers, given their applicability to timely real-worldexemplars, including cortisol, dehydroepiandrosterone, allopregnanolone, estrone, aldosterone,and 20a/b-dihydrocortisone.

This commentary provides a rapid analysis of the impact of COVID-19 on English football’s finances. The focus surrounds the distribution of wealth and financial disparity between clubs in the English football system leading to overspending and potential insolvency. We consider the impact of broadcast rights distribution, solidarity payments and parachute payments and provide strategic direction for a collective recovery. The intention is to stimulate discussion and analysis on how football governing bodies can use the COVID-19 pandemic to reset the finances of English football. Such discussion provides a more balanced, competitive suite of competitions that tackle financial inequality and put aside self-interest. We reposition the winner takes all narrative, requesting clubs to reflect on the sporting product that has led to both success and failure at an individual club level.

12. Chicory root yield and carbohydrate composition is influenced by cultivar selection, planting, and harvest date

Chicory (Cichorium intybus L.) is not extensively grown in the USA for fructan production, and there is limited information available on the effect of cultural practices on root yield. Three field experiments were conducted from 1995 through 2002 to determine the influence of planting and harvest date and cultivar on yield and carbohydrate composition of chicory roots. Different chicory cultivars were planted from the first of April through mid-May and were monitored for plant stand, leaf area, and bolting during the growing season and for root yield in late summer, fall, and the following spring. Roots were characterized for carbohydrate composition with high performance anion exchange chromatography. Plant stands and root yields were similar when chicory was planted in early and mid-April, but root yields declined 35% when planting date was delayed until mid-May. Harvest date was closely associated with root yield and total sugar content. Root yields increased 84% from 1 September to 15 November. Total sugar content was 197 mg [g.sup.-1] fresh weight when roots were harvested in early November. The degree of fructan polymerization (DP) was also influenced by harvest date. The percentage of longer chain-length fructans increased until the first fall frost (-3°C). Forty-five days following the first frost, the percentage of longer chain-length fructans in the DP > 20 category declined from 23 to 13% of the total carbohydrate, and the percentage of shorter chain-length fructans in the DP 3 to 10 category increased from 36 to 45% of the total carbohydrate. Chicory stand, leaf area, bolting percentage, root yield, total sugar content, and degree of fructan polymerization were influenced by cultivar selection. This paper examines the potential of regional environmental prediction by focusing on the local forecasting effort in the Pacific Northwest. A consortium of federal, state, and local agencies have funded the development and operation of a multifaceted numerical prediction system centered at the University of Washington that includes atmospheric, hydrologic, and air quality models, the collection of real-time regional weather data sources, and a number of real-time applications using both observations and model output. The manuscript reviews northwest modeling and data collection systems, describes the funding and management system established to support and guide the effort, provides some examples of regional real-time applications, and examines the national implications of regional environmental prediction.

The Clouds and the Earth's Radiant Energy System (CERES) spacecraft scanning thermistor bolometer sensors measure earth radiances in the broadband shortwave solar (0.3-5.0 [[micro]meter]) and total (0.3- > 100 [[micro]meter]) spectral bands as well as in the 8-12-[[micro]meter] water vapor window spectral band. On November 27, 1997, the launch of the Tropical Rainfall Measuring Mission (TRMM) spacecraft placed the first set of CERES sensors into orbit, and 30 days later, the sensors initiated operational measurements of the earth radiance fields. In 1998, the Earth Observing System morning (EOS-AM1) spacecraft will place the second and third sensor sets into orbit. The prelaunch CERES sensors' count conversion coefficients (gains and zero-radiance offsets) were determined in vacuum ground facilities. The gains were tied radiometrically to the International Temperature Scale of 1990 (ITS-90). The gain determinations included the spectral properties (reflectance, transmittance, emittance, etc.) of both the sources and sensors as well as the in-field-of-view (FOV) and out-of-FOV sensor responses. The resulting prelaunch coefficients for the TRMM and EOS-AM1 sensors are presented. Inflight calibration systems and on-orbit calibration approaches are described, which are being used to determine the temporal stabilities of the sensors' gains and offsets from prelaunch calibrations through on-orbit measurements. Analyses of the TRMM prelaunch and on-orbit calibration results indicate that the sensors have retained their ties to ITS-90 at accuracy levels better than [+ or -]0.3% between the 1995 prelaunch and 1997 on-orbit calibrations. A spectral shape factor log has been developed to provide information on the spatial distribution of gamma-ray-emitting contaminants detected by passive logging of boreholes that surround the buried high-level nuclear waste tanks at the U.S. Department of Energy's Hanford Site near Richland, Washington. Many boreholes intersect plumes of contaminants that leaked from the tanks. Spectral shape analysis has been able to distinguish 135Cs and 60Co uniformly distributed in the formation from borehole-localized and radially remote distributions of these contaminants. A uniform distribution is evidence for a formation-migration plume while a borehole-localized contaminant distribution indicates that the borehole was a preferential pathway for contaminant migration. Knowledge of the contaminant distribution assists the process of formation contamination assessment and of estimation of remediation costs. In a few cases, the shape factor log has identified the bremsstrahlung-producing contaminant 90Sr/90Y. Shape factor data processing and interpretation methods were optimized using results of Monte Carlo simulations of the logging measurements. The accuracy of the Monte Carlo simulations was confirmed through experiments with known source distributions.

Measurement of power system phase angle is being studied for use in protective relaying, critical control circuits, and other applications. This paper compares phase angles measured by a synchronized measuring unit during field testing with classical theory. Power system positive sequence voltage and current phasors were recorded during testing of a new 525 kV compensated transmission system. Steady-state phase angles ([Delta]) and magnitudes were measured relative to a satellite-based global time standard on synchronized measurement units at two substations. Phase angles were calculated using recorded supervisory system and sending-end values of total power flow. Field measurements of the phase angle across a transmission system differed from calculations by -0.09 [degrees] on the average, contributing to verification of the new synchronized measurement technique.

Hall and drift in-plane mobility measurements in p-type Si1-xGex layers, fabricated by molecular beam epitaxy (MBE) and chemical vapor deposition (CVD) at various Ge and boron concentrations, indicate that Hall mobility decreases and drift mobility increases at high Ge levels. The high Ge concentration introduces structural variations in the valence band and excessive scattering processes in the SiGe layers. Hall mobility of heavily doped deuterium-passivated Si is also calculated.

The structure of American business underwent significant changes between 1980 and 1990. The most noticeable change was the increase in S-corporation status beginning in 1987. This was a result of the favorable tax status given this corporate structure by the Tax Reform Act of 1986. Corporations dominated business financial activity throughout the decade, but nonfarm proprietorships also experienced growth. The Economic Recovery Tax Act of 1981, coupled with the uncertainty in the energy industries, also affected the rate of growth of US business in the decade.

This paper reports on a method to test the transient performance of a sampled-data relay. A model of one measuring unit of a digital relay was created on a personal computer. The simulations are compared with laboratory results obtained by applying digitally generated waveforms to the actual relay. Computer modelling of the digital relay is done within the Models version of the Transient Analysis of Control System (TACS) subsection of the ElectroMagnetics Transient Program (EMTP). The input filter, analog to digital converter, Fourier fundamental frequency detector, and the relay measuring principle of one digital microprocessor based relay are modeled. The modeling of these components within an EMTP environment represents new work. An actual 115 Kv 150 mile long transmission line was simulated using the EMTP. The faults simulated on the transmission line were applied both to the digital model of the relay and the actual relay. The physical testing used the Bonneville Power Administration (BPA) Relay Evaluation System (RES). Results from the digital relay simulation are compared with results from an actual relay. The educational value of observing relay waveforms at various stages within the simulation is discussed.

This paper discusses measurements made on a timekeeping system using standard IRIG-B time code and commercially available equipment. Two questions are addressed. Can this technique reliably transfer time accuracies of one millisecond and accuracies of 5 to 50 microseconds? A new method of propagation delay measurement using two synchronized time code generators is introduced. These measurements are compared with predictions of delay and measurements made with a commercial communications test set used in a new manner. These results could be used to predict the response time of protective relay communications channels. Discussion of the differences between the methods is given.

A study was done to analyze Nash equilibria in simple stability conditions. The study employs a smaller neighborhood variant and thus, a weaker refinement of equilibrium. The refinement allows for an elementary procedure computation of a simply-stable equilibria set involving a two-player game. A linear-programming algorithm is used for each game. Equilibriums for certain games affect individual strategy probabilities or payoffs.

Research activity surrounding professional team sports, is heavily linked to the field of economics and principally the concepts of uncertainty of outcome, competitive balance and profit, utility and win maximisation. These concepts are important as professional sport teams ultimately operate under multiple objectives and, theoretically, to become\ud financially sustainable or make a profit. The two most prominent objectives are generally (1) to maintain a high level of on-field performance and, (2) to maximize offfield commercial business operations in the pursuit of revenue gains. It is widely acknowledged in the existing literature that these objectives are linked but there is no clear consensus as to which is the cause and effect. Normally, in business the fundamental aim is to make profit. However, this situation is not as straightforward in the professional sport industry and in particular sport teams; which make them in particular an interesting and contemporary research focus in the sport management\ud industry. Little evidence also exists which explores the relationships and lessons that leagues can take from each other. Using empirical data, collected from professional sport team financial statements, league tables and the Active People Survey, these papers evaluate the sporting and nonsporting performance of each league (in each of the three sports), the success of ownership structure (in football), the impact on sporting and non-sporting performance of managerial change (in football) and competitive balance (in football). There are three\ud inter-connected dimensions to the research, which provide a coherent analysis of the factors affecting financial performance in the sports identified: first, measuring the performance of individual teams/clubs (sporting and non-sporting); second, factors that affect the performance of individual teams/clubs (ownership and management); and third, the impact of the performance of individual teams/clubs on the league as a whole\ud (competitive balance). These interconnected dimensions allow the identification of where clubs and leagues sit on the theoretical continuum of profit and utility\ud maximisation and, ultimately, the critical factors which lead to positive financial performance.\ud As such, the research portfolio explores a new contribution to knowledge by evaluating these characteristics and how they relate to a professional sport team's strategic direction by examining three popular sports in England, namely; football, rugby union\ud and rugby league.

This paper introduces an experimental model to measure the holistic performance of professional football clubs. The model utilizes a selection of established financial and sporting indicators, which are weighted in accordance with their perceived relative importance and in relation to components of financial management and governing body regulations. The paper uses data pertaining to clubs competing in the English Premier League to demonstrate the outputs of the model. The authors argue that although the model is experimental, it still provides a useful platform to analyse performance of football clubs through further scientific investigation.
