2. Comparative efficiency of various accupucture methods in early rehabilitation of patients after ischemic stroke

Three hundred and thirty patients aged 3579 years, who underwent early rehabilitation in the primary vascular department, participated in a randomized controlled trial. In 220 patients (the main group of the study), non-drug rehabilitation (in the form of a combination of physiotherapy and exercise therapy) was optimized using various reflex therapy methods. The effectiveness of including them in rehabilitation schemes was analyzed in seven subgroups. One hundred and ten patients (the comparison group) underwent comprehensive non-drug rehabilitation without the inclusion of reflex therapy. The effectiveness of rehabilitation measures was evaluated by assessing dynamics (on the first day and after two weeks) according to the National Institutes of Health Stroke Scale, Barthel index, Beck questionnaires (level of depression), Spielberger-Hanin (level of reactive anxiety), and the Motivation for Success and Motivation for Fear of Failure (level of motivation) questionnaire tests. The best indicators on almost all scales were obtained in groups where patients underwent combined reflex therapy techniques: dynamic electroneurostimulation (DENS) in combination with classical acupuncture, su jok therapy in combination with classical, auricular acupuncture and craniopuncture, and prolonged craniopuncture in combination with corporal and auricular acupuncture. Indicators were slightly lower in the cases when separate methods were applied: DENS or su jok, and in subgroups where corporal and auricular acupuncture were combined with craniopuncture (according to the methodology of Professor Yu Zhi Shun, China), or craniopuncture according to classical methodology. The lowest indicators were in the group of patients who did not use methods of reflex therapy. This study confirmed the need to integrate acupuncture techniques in the schemes of early neurorehabilitation schemes of post-stroke patients for whom combined technologies are most effective.

The article is devoted to the problem of accounting reflection of rental relations, which has been the subject of discussion by professional accountants for more than 100 years. At present, more standards are devoted to this problem in world practice than to other accounting objects. Nevertheless, a number of issues remain unresolved. The methodological framework of the study is based on a comparative description of the provisions of IFRS 16 “Leases” and FSBU 25/2018 “Accounting for Leases” and includes a new institutional theory, Conceptual framework for the presentation of financial statements. The research methodology provides for the reclassification of balance sheet items, which allows for significant structural information regarding the reflection of rental objects. The analysis revealed the following differences in standards: the Russian FSBU 25/2018 unreasonably introduces accounting for leasing transactions into the financial lease accounting system; insufficiently convincingly and without proper evidence the issues of identification of financial lease accounting objects are covered. The prospective direction of accounting for financial leases is the possibility of reflecting the property transferred by the lessee as an element of the cost of financial capital, at the same time, the tenant’s long-term obligations should be recognized as existing obligations. The practical significance of the study is determined by the possibility of reducing the level of debt in the balance of the parties to the lease transaction.

Research objective: development of a new technique of physiotherapy exercises in rehabilitation of children with orthopedic and neurologic diseases. Materials and methods: the technique is applied more than at 467 patients with various disturbances of a musculoskeletal system. The technique is based on use of proprioceptive proofreaders as “Propriofoot”. Advantages of this way of therapy are: purposeful correction of certain orthopedic disturbances, increase in efficiency parallel to the carried-out rehabilitation therapy; simplicity of implementation of the method connected with use of simple technical means and a variety of the technical and methodical approaches changed depending on severity of post-urological disturbances at the patient. Results: new approach to correction of various post-urological disturbances accompanying many neurologic and orthopedic diseases of the lower extremities, a pelvic girdle, a backbone is developed. Conclusions: use of a method of proprioceptive proofreaders leads to the pronounced improvement of results of rehabilitation, receiving earlier affirmative answers of treatment during the work with various pathologies, to turning on of additional mechanisms of post-urological regulation.

Purpose: The present paper is a study of the most well-known foreign and domestic methods for assessing the investment climate of the regions as well as identifying their main disadvantages. Methodology: The study of regional investment issues should be based on a systematic approach taking into account the positive and negative aspects of each methodology separately. Result: Opportunities to improve the competitiveness of the constituent entities of the Russian Federation are considered, too. The existing methods applied by various research-rating agencies are considered in detail. Applications: This research can be used for the universities, teachers and education students. Novelty/Originality: In this research, the model of comparative analysis of tools for estimation of the investment climate of territories is presented in a comprehensive and complete manner.

The objective of the study : To assess the efficacy of comprehensive examination using the skin test with tuberculous recombinant allergen in standard dilution (TRA) and fluorography with the mobile X-ray unit in the patients living in social service institutions for a long period of time. Subjects and methods : 624 persons living in social service institutions were examined, of them 438 walking patients had fluorography tests by the mobile X-ray unit and a skin test with TRA. 186 immobile and partially mobile patients had sputum microscopy and the skin test with TRA. Results. It was found out that sputum microscopy for acid-fast mycobacteria was uninformative for early detection of tuberculosis in immobile and partially mobile patients of social service institutions and it should be used simultaneously with TRA test. Immunodiagnostics in the patients of these institutions allowed identifying risk groups facing high risk to develop active tuberculosis in 6.6% of cases and prescribing them with preventive treatment in a timely manner.

Ensuring economic activity with human resources in economy of market type is carried out by means of labor market. In the article features of the Russian labor market as in general, and at the regional level are analysed. It is shown that regional labor markets in Russia have the high level of asymmetry in development that affects regional development. The reasons of such situation which is defined as the general differentiation of social and economic systems of regions of Russia, and the created informal institutes are established. Authors proposed the measures of the state social and economic policy focused on leveling of the available distinctions of regional labor markets which realization will promote rapprochement of their characteristics.

Today new digital technologies, innovative business models get into all spheres of economic life of society, having an impact on an essence of economy, forming in it high-quality structural changes. The digital economy as a subsystem of economy traditional, differing in active use of digital technologies and turnover of specific electronic goods is as a result formed. The level of development of digital economy closely correlates with country competitiveness that requires special attention of the state and business to its development. In the article the review of development of digital economy in the world and Russia is executed, risks and threats of development of digital economy are revealed and the directions of their overcoming are offered. It is established that today the electronic economy is already beyond especially economic processes. Digitalization takes root into social processes, successful activity of people depends on it in the increasing degree, besides, and there is a large-scale implementation of digital technologies in work of the government organizations and structures. On level of development of digital economy Russia does not take the leading positions in the world, but surely keeps in group of the countries following leaders from year to year improving the positions. Collaboration of the state and business in further development of digital economy is necessary. In this activity, it is necessary to consider a number of the problems allocated in article, risks and threats to concentrate resources and efforts to their neutralizations.

A significant part of the knee joint (KJ) damages comprise the lesions of its menisci. Both traumatic and degenerative menisci damages are frequent indications for surgical treatment. In the available literature there are a few articles devoted to the study of the KJ function when walking before and after meniscus resection. We have studied the biomechanical changes characteristic of KJ meniscus damage, before and after surgical treatment. The study included 24 patients who were operated on for meniscus rupture of both traumatic and degenerative nature. During the arthroscopic intervention, we performed a meniscus resection within the damaged unstable tissues. In the postoperative period all patients received rehabilitation treatment. The control group included 20 healthy adults (14 males and 6 females). The median age was 29.7 years. The biomechanics of gait was studied: the time of the step cycle, movements in the hip joints (HJ) and KJ in three mutually perpendicular planes and shock loads during walking. The time characteristics of the step cycle remain normal both before and after surgery. The load on the affected limb increases in the postoperative period. The amplitude of movements in HJ and KJ is reduced before treatment and restored after it. KJ meniscus damage does not lead to a significant change in the biomechanics of walking. The recorded parameters of the step cycle do not change, i.e. the existing changes do not affect the time structure; 3 months after surgical treatment on the side of the lesion, shock loads increase to normal values, the amplitude of HJ extension, KJ flexion and rotational movements in it increases. The function of operated KJ was normalized in conditions of walking on a flat surface.

12. Quality of life in stroke patients in residual stroke period and its determinants

Stroke remains one of the leading causes of disability; therefore, it is important to investigate factors that might affect the quality of life of stroke patients and refine rehabilitation technologies for better functional gains. The aim of this paper was to study possible factors that determine the quality of life in the residual ischemic stroke period. The MOS SF-36 health survey was completed by 210 patients undergoing early rehabilitation at a stroke care unit. The study revealed a significant decline in some quality of life indicators correlated with advancing age and severity of the condition (correlation coefficient –0.5; p < 0.01). Both physical and mental component summary scores were lower in women than in men (p < 0.01 and p < 0.001, respectively). High scores on the majority of the applied subscales were observed in the patients with a vertebrobasilar stroke, as compared with those who had suffered a carotid stroke (p < 0.05). The early rehabilitation regimen complemented with acupuncture in the acute stroke period and the subsequent rehabilitation program at the Rehabilitation Hospital significantly contributed (р < 0.05) to improving the quality of life of stroke patients in the residual stroke period.

Complication of a competitive situation forces the modern companies to pay special attention to the organization of management. Most it belongs to the companies, which conduct economic activity in the cross border mode, for example to the companies of the oil and gas sector. One of ways of increase in efficiency of management is development of such element as a subsystem of internal control. The research objective consists in the analysis of conditions and prerequisites of the organization of internal control in the company and development of recommendations about its implementation. Research problems are assessment of the importance of internal control for effective management of the companies; identification of conditions and restrictions of development of internal control systems of the Russian companies; the analysis of advantages of use of internal control system in the company; justification of recommendations about development of internal control system. Because of the conducted research, it is revealed that influence formation of internal control systems of the modern Russian companies as factors of national and international property. At the same time complication of a political and economic situation in the world and aggravation of sanctions and information confrontation between the countries of the world results in need of account for the organization of systems of management in general and subsystems of internal control in particular of the international requirements. Recommendations about development of internal control systems of the Russian organizations based on the Concept of COSO are presented in the article. Practical use of results of the conducted research is possible in the systems of management of the Russian companies including relating to the oil and gas sector.

Thiacarbo- and thiadicarbocyanine indolenine and thiazoline polymethine dyes form host‒guest complexes with cucurbit[7,8]urils in water. Cucurbit[7]uril forms preferentially 1: 1 and 1: 2 monomeric complexes and cucurbit[8]uril forms 2: 1 and 2: 2 dimeric complexes. On the basis of quantum-chemical calculations, the structure of monomeric and dimeric complexes has been suggested. The complexation manifested itself in absorption, prompt and thermally activated delayed fluorescence spectra, as well as in the triplet‒triplet absorption spectra. Dimeric complexes in the triplet state are involved in one-electron oxidation and participate in triplet‒triplet energy transfer.

Based on the pathopsychological analysis, the author suggests a hypothesis of integrative basis of negative disorders of cognition in schizophrenia. The disorders are proposed to be related to the infringement of the general principle of CNS functioning - the domination of the process unifying cognitive, subjective-psychological, neurophysiological components of individuality.Предпринята попытка на основе патопсихологического анализа обосновать гипотезу об интегративной основе негативных расстройств познавательной деятельности при шизофрении. Предполагается, что расстройства связаны с нарушением универсального принципа функционирования ЦНС - доминирования процессов 'сплавляющего' в единое целое когнитивные, субъективно-психологические, нейрофизиологические компоненты индивидуальности.

Theoretical concepts of molecular photonics are presented. Features of the photophysical processes in molecular systems and the relationship between their probability and the electronic structures of the molecules are discussed. Possible mechanisms for the photochemical decomposition of electron-excited molecular systems with chemical bond cleavage are considered. The effect adiabatic photochemical reactions have on the probability of nonradiative conversion processes is shown. Dependences of spectral luminescence properties, the photochemical and radiation chemical stability of the molecular systems, and the efficiency of molecules of photostabilizers of polymers on their structure are interpreted. Areas of application are indicated for molecular photonics.

Sustainable development is a priority in a modern world. The essence of sustainable development is to ensure such economic growth that allows to preserve the natural environment for present and future generations. One of the effective tools for this is the development of green economy. The authors consider the problems of sustainable development and a green economy on the example of Russia. The purpose of the study: (1) to develop a method for assessing the development of a green economy based on a comparison of environmental and economic indicators; (2) to test this method on the materials of the Russian regions, to assess their economic activity greening level; (3) to offer recommendations for improving policies and regulation in the development of the green economy. In this study, in order to assess the level of ecologization of the regional economy, a method of assessing ecological and economic territorial development is used, based on the calculation of the integral index. This technique allows for a comparative analysis of Russian regions in terms of environmental and economic development. The authors give a comparative quantitative assessment of the level of greening of the Russian regions. On this basis, the priorities and directions of development of the green economy are proposed. It is recommended to use these proposals in the regulation of regional development in order to achieve the main goal – sustainable development. These recommendations do not reflect only the specifics of the Russian Federation, and therefore may also be applicable in the international practice.

In modern conditions, the problem of waste processing is one of the most difficult and important. Traditionally in Russia, waste is processed by storing at landfills or burning. These methods are environmentally hazardous. The use of waste as raw materials is more promising. This requires new technological and economic developments. The purpose of the study is to form a new business model of ecologically balanced reproduction of fuel resources from waste, and the development of this business model both in technical, and in economic and organizational aspects. This business model will be an element of the development of a green economy. The basis of the research methodology was the concept of sustainable development. The study used methods of environmental, technological and economic analysis, data processing tools, organizational design, business modeling and forecasting. The main results of the research are the new business model of ecologically balanced reproduction of fuel resources from waste and the recommendations of its use at regional and municipal level. Economic and environmental effects were evaluated from the use of the proposed business model. The practical value of the results consists in the possibility of using them: by regional (municipal) authorities - when creating an enabling environment for the life of the population and organizing environmentally balanced waste processing; investors - when launching commercially effective projects of waste recycling.

We visualize nanocrystalline and magnetic structures in thin films of Co-Sm (fabricated by means of ion resputtering) using transmission electron microscopy and Lorentz microscopy. Filters based upon Gauss wavelets were used to decompose images of nanostructures with spatial periods ranging from 0.5 nm to 390 nm. It was found by wavelet filtration of images of the magnetic structure that nanostructures with the above periods determine the boundaries of the magnetic structure in thin films of Sm-Co.

A method of synthesis of fractal nanostructure micrographs most similar to the initial electron micrographs is considered. The method is based on the modified modulus of the Fourier transform of the examined micrographs; moreover, information on the transformation phase is preserved. The nanostructure micrographs so obtained can be filtered out from false structures engendered by some methods of electron-microscopic study.

The system enables to provide the fast access to the specially selected, generalized information, dispersed in different sources and, therefore, limited for the wide use.

The Zagorsk pumped storage station (PSS) is the first large power installation of a new type in Russia with a 800,000 kw capacity after put into operation. The design life of the hydro development is 80 years. The year 1994 marks the 20th year since beginning construction, which doubled the original estimates in time while the cost has been 2.5 times more than expected. Unfortunately, the Zagorsk PSS was built in an area of moist climate and moraine loam, where it is not advisable to build dikes. In 1993 unit number five will be started in a synchronous capacitor regime, with the conduit for number five completed in 1994. A sixth unit with be put into operation after the filling of the second phase of the upper reservoir is completed not earlier than 1996. The following tasks are required to finish the structure: drainage system of the dikes of the upper reservoir and slopes, restoration of disrupted measuring and monitoring equipment, completion of the roof of the PSS powerhouse with fire protection, and bringing the groutstops of the shutoff structures to the design elevations.

Cw carbon-dioxide lasers with the output power of 15 kW have been used in such modern technological processes as welding, cutting and surface hardening. However there arise the problems which require the increase of power up to 50 kW. As an example, to disassemble some nuclear reactors it is necessary to cut plates made of special types of stainless steel up to 330 mm thick. The work of Gorny et al. gives a simple formula representing the thickness of the cut metal h versus the absorbed laser beam power W, its diameter d, cutting rate v, gas flow rate through the cut area G and thermophysical characteristics of metal. We show substitution of well-known constants for stainless steel into the formula. Plots of this dependence are given for cutting rate of 0.1 and 0.3 cm/s with different gas flow rates. It follows from the plots that, first, in order to increase cut depth, a simultaneous increase of power and gas flow rate G are required and secondly, with regard for the losses, power should equal 30 divided by 100 kW. The experience of the developments of high power cw CO and carbon dioxide lasers shows that the least mass and overall dimensions as well as the best operation characteristics with the power level of 30 kW and more refer to gas-dynamic lasers (GDL) due to the following advantages: (1) direct transformation of the portion of thermal energy into the coherent IR radiation; (2) absence of high-power electric sources; (3) absence of additional ejectors; (4) relative easiness in maintenance; and (5) application of compact aircraft units and devices with completed service life. The purpose of this paper is to consider the possibility of the creation of mobile self-contained technological gas-dynamic carbon- dioxide laser (SCT GDL) on the basis of gas-turbine engine (GTE).

1. The relative area of cutting of present cutting heads ranges from 50–60 to 15–17%, while the yield of fines exceeds 30% owing to additional crushing of the coal by auxiliary units and loaders. 2. All present narrow-cut cutter-loaders and static planers do not give better coal quality than cutting heads, because they produce over 30% of fines. 3. Borehole splitting auxiliary units can be highly productive and can give small amounts of fines, because their relative cutting area can vary between 1 and 8% for borehole diameters of 40–50 mm.

The scheme used at the Ust'-Khantaisk hydroelectric station for passing construction discharges markedly reduced the amount of earth-rock work in the preparation of the structures for passage of floods, reduced the volume of work on the embankments by 200,000 m3, on underground rock excavation by 135,000 m3, and on placement of underground concrete by 10,000 m3, and according to the calculations of the Siberian Branch of Gidroproekt, affected an economy of about 5 million rubles.

Experience in construction and in the first period of operation of the Ust’-Khantaisk HES merits the following conclusions: 1. Passing discharges over a partially erected rock-fill dam in the construction of a hydrocenter is technically feasible, dependable, and economically advisable for rivers with a flow regime typical of northern regions. 2. An underground HES building is most suitable for northern hydroelectric stations. 3. Existing instructions on antiseepage arrangements in dams are very laborious. It is therefore necessary to seek new technical solutions. Use of polymer materials deserves special attention, but their durability must be thoroughly investigated. 4. The lack of an excavator with a 3–5-m3 bucket for work under northern conditions and of large capacity cranes must be pointed out. 5. The labor-consuming nature and difficulty of building dams on a soft foundation composed of lacustrine-swampy and lacustrine-glacial deposits in boggy, and permanently frozen states call for new technical solutions and for the design of special earth-moving equipment suitable for work under such conditions.

Existing calibration systems (float type, photoelectric with direct readout, etc.) for certifying gauges for warm liquids cannot be used in certifying cryogenic gauges on account of the specific features of cryogenic media: low boiling points (from 4.2 to 90~ and instability in the pressure, temperature, dielectric constant, etc. Therefore, the best method is to use semiconductor transducers in the calibration system. Semiconductor resistance thermometers are suitable for the purpose [I, 2]. In particular, one can use any semiconductor component with a nominal crystal diameter of 1.0-2.0 mm and a protective coating thickness not more than 0.05-0.1 mm in liquid nitrogen. These transducers have direct heating, and the output signal is displayed via a threshold relay. The direct heating of the sensitive element and the choice of relay threshold determine the mode of operation, which is based on the difference in heat transfer in liquid and vapor.

g plant control system which consists of several independent subsystems makes it possible to enhance the "viability" of the system because failure of one subsystem will not lead to failure of the whole system. The functions of each control subsystem are distributed between the local regulators, logical programming devices, and microcomputers. Further, the distribution of the control system function is so accomplished that the basic functions pertaining to the normal plant operation can be achieved with the aid of local automatic devices with a high reliability and the regime optimization function can be executed on a microcomputer. The control system being developed is meant for performing the following computer-aided information processing and control functions: monitoring of the current values of the technological parameters; operative information display and automatic accounting during the technological process; remote control of units and accessories; automatic control of the most important technological parameters; execution of program and logical operations; optimum control of the technological regime. The major economy due to the use of this system will accrue from the solution of the problem of regulation of the AFP productivity in the case of uneven consumption of oxygen by varying the productivity of the compressor, It must be noted that the consumption regime can be expressed in the form of dependences of the flow rates and concentrations of the air-fractionatio n products on the time in a set time range. To attain a new productivity, the plant control system alters the flow rates of the main technological streams by acting on the set-point devices of the regulators, whereupon the uncontrollable flow rate of the still liquid changes through regulation of the level in the

A method was developed for measuring the instantaneous value of the azimuthal (angular) displacement of an impact of vibration bench under laboratory conditions. The main parts of the apparatus were an He–Ne laser (λ = 0.63 μ) and a detector with an FD-19KK silicon position-sensitive photodiode. The error in the determination of the angle of rotation under dynamic conditions depended on the nature of the laser and was 2–5''. The range of angles that could be measured was 0–10'. The pass band of the apparatus was 0–5 MHz.
