The changes in the global economy requires organizations to use the knowledge of their members as source of continuous improvement. These changes have not spared the military. The defense auditor can play an important role in this transformation of governance in military functioning in a collective and participatory way. However, a cultural revolution within the auditing profession is required before the same can occur within the military.

Neo-classical economics paradigm is demonstrated to be rich in new insights into the framework and operations of contemporary economies. Nonetheless, the new evolutionary cognitive paradigm may also likely produce a number of reformulation in policy prescriptions.
