The Act No. CCXXII. of 2015 on general rules of electronic administration and trust services,(hereinafter ‘eAdministration Act’), defined the concept of customisable electronic administration user interface (hereinafter ‘SZÜF’). The purpose of establishing the SZÜF portal was to create a single gate entry point (as a starting page) for electronic administration of central and local government, linking the various IT systems of different institutions. The new customisable electronic administration user interface was launched in January 2018. According to the plans, it will shortly replace the former magyarorszag.hu portal as the point of single contact portal of Hungary. The new SZÜF portal has a more modern and pure design as well as a life-situation based approach to publish existing eGovernment services. The electronic administration services are available to the client after electronic identification and authentication by the Central Authentication Agent. Services can be used by natural persons (citizens) and organisations (including public administrations, businesses). The identified client can access their digital post-box, can manage their personal calendar, and can save their favourite services among the eGovernment services available on the portal. The SZÜF portal provides infrastructure and applications services to the connected organisations supporting the electronic administration process. For the connected service providers (public administration bodies designated by eAdministration Act) the SZÜF provides specific content and service management solutions. These services may be integrated in the SZÜF or be outside the SZÜF. Currently there are big differences in the quality of services. As a first step, the collection of e-administration information and services was completed. The next task is to ensure uniformity, service-oriented platform and interoperability. The purpose of this study is to present the areas for further development of the services of the SZÜF portal while presenting the results achieved. Achieved goals: a single gate entry point for electronic services for natural persons and organizations on a customisable interface with new online request submission options (e-Paper, iForm). Further development is needed: unification, interoperability and integration of services, connection of additional organizations, possibility of situation-based administration.

Összefoglaló. Az emlőtumor miatt kezelt, majd gondozott beteget – több tünetmentes év után – fejfájás, szédülés, ataxia, megváltozott, furcsa viselkedés, emlékezetzavar és dezorientáció miatt neurológiai, majd belgyógyászati osztályokon vizsgálták. Az alapos kivizsgálás ellenére a tüneteit magyarázó organikus eltérést nem igazoltak, ugyanakkor már a kezdetektől felmerült a szomatizációs tünetképzés lehetősége, ezért pszichiátriai osztályos felvételére került sor. Az elvégzett vizsgálatok, illetve a klinikai kép regresszív állapotot valószínűsítettek. Terápiás próbálkozásaink ellenére a páciens állapota romlott, végül a megismételt neurológiai vizsgálatok meningitis carcinomatosát igazoltak. Az esettel szemléltetni kívánjuk, hogy a beteg premorbid működési nívója, személyiségstruktúrája hogyan képes befolyásolni az ellátószemélyzetet, milyen külső és belső konfliktusokat válthat ki. A diagnózishoz vezető folyamat bemutatásával fel kívánjuk hívni a figyelmet az interdiszciplináris együttműködés fontosságára. Orv Hetil. 2021; 162(43): 1744–1748. Summary. Our patient with known breast cancer in her past medical history was hospitalized – after several asymptomatic years – for headache, dizziness, ataxia, changed behaviour and disorientation. Thorough internal and neurologic investigations did not find any disease underlying her symptoms, therefore the possibility of somatization disorder was raised. Despite lege artis therapeutic interventions carried out on the psychiatry ward, the patient’s condition deteriorated and repeated neurological examinations eventually revealed carcinomatous meningitis. With this case, we would like to illustrate how the patient’s premorbid function level and personality features might influence the attitude and opinion of the health care personnel, and what kind of external and internal conflicts might be triggered. By presenting the complexity of the diagnostic work-up, we would like to emphasize the importance of interdisciplinary cooperation in the interest of our patients. The study demonstrates and evaluates an approach in the structural analysis phase when assessing reinforced concrete slabs. Due to different values of a parameter in the tests’ results, 10 models was crated for the first case study and 4 models for the second one. In order to compare the results in terms of the flexural bearing capacity, the slabs were analyzed by using elastic finite element analysis and yield-line analysis. Comparing the results shows that minor modification in the parameters associated with bearing capacity and the boundary conditions can affect the adequacy factor considerably, while the parameters those relate to boundary conditions affect the distribution of the yield lines.

It has been proven in a few early studies that radiomic analysis offers a promising opportunity to detect or differentiate between organ lesions based on their unique texture parameters. Recently, the utilization of CT texture analysis (CTTA) has been receiving significant attention, especially for response evaluation and prognostication of different oncological diagnoses. In this review article, we discuss the unique ability of radiomics and its subfield CTTA to diagnose lesions in the pancreas and kidney. We review studies in which CTTA was used for the classification of histology grades in pancreas and kidney tumors. We also review the role of radiogenomics in the prediction of the molecular and genetic subtypes of pancreatic tumors. Furthermore, we provide a short report on recent advancements of radiomic analysis in predicting prognosis and survival of patients with pancreatic and renal cancers.

Artificial Intelligence and the use of radiomics analysis have been of great interest in the last decade in the field of imaging. CT texture analysis (CTTA) is a new and emerging field in radiomics, which seems promising in the assessment and diagnosis of both focal and diffuse liver lesions. The utilization of CTTA has only been receiving great attention recently, especially for response evaluation and prognostication of different oncological diagnoses. Radiomics, combined with machine learning techniques, offers a promising opportunity to accurately detect or differentiate between focal liver lesions based on their unique texture parameters. In this review article, we discuss the unique ability of radiomics in the diagnostics and prognostication of both focal and diffuse liver lesions. We also provide a brief review of radiogenomics and summarize its potential role of in the non-invasive diagnosis of malignant liver tumors.

Concrete is the most widely used construction material in the world. Over ten billion tons of concrete are being produced each year resulting in exhaustion of natural materials and an enormous carbon footprint. One of the primary goals of concrete technology today is to reduce the use of Portland cement and natural fine aggregates by partially replacing them with various waste materials and by-products of industrial processes. The paper summarizes the results of a study where the partial replacement of river sand and Portland cement was successfully applied using steel slag aggregate, silica fume and glass waste.

We present a framework based on a higher education application preference list that allows a different type of flexible aggregation and, hence, the analysis and clustering of application data. Preference lists are converted into scores. The proposed approach is demonstrated in the context of higher education applications in Hungary over the period of 2006–2015. Our method reveals that efforts to leverage center-periphery differences do not fulfill expectations. Furthermore, the student's top preference is very hard to influence, and recruiters may build their strategy on information about the first and second choices.

Összefoglaló. Bevezetés: Az előrehaladott Parkinson-kór bizonyos fázisában a motoros komplikációk már nem befolyásolhatók hatékonyan a hagyományos orális, illetve transdermalis gyógyszerekkel. Ilyenkor meg kell fontolni, komplex felmérési és döntési folyamatot követően, az invazív eszközös terápiák bevezetését. Célkitűzés: A döntéshozatal és a fontosabb klinikai paraméterek elemzése levodopa-karbidopa intestinalis géllel kezelt betegeinknél az elfogadás időtartamának függvényében. Módszer: Retrospektíven vizsgáltuk azon betegeink adatait, akiknél a marosvásárhelyi 2. Sz. Ideggyógyászati Klinikán 2011. június 1. és 2019. december 31. között vezettük be a levodopa-karbidopa intestinalis géllel történő terápiát. A kezelés elfogadásához szükséges időintervallum szerint két csoportot alkottunk: egy hónap vagy annál rövidebb, illetve egy hónapnál több idő az első, célzott kivizsgálás és a tesztelés megkezdése között. Eredmények: A vizsgált időszakban 163 betegnél teszteltük orrszondán a kezelés hatékonyságát, közülük 127 esetben történt meg a terápia véglegesítése. A döntéshozatal 56 betegnél egy hónap vagy annál rövidebb időt, míg 71 betegnél egy hónapnál több időt igényelt. A dyskinesisek átlagos időtartamának szempontjából szignifikáns különbséget találtunk a két csoport között (3,1 ± 0,7 vs. 2,8 ± 0,8 óra, p = 0,02). Az eszközös terápia bevezetése előtti levodopa-átlagadag 821,5 ± 246,6 mg volt, naponta átlagosan 5-ször adagolva. A kiegészítő terápiák alkalmazási arányai: a dopaminagonisták 80,3%-ban, a katechol-O-metiltranszferáz-gátlók 62,2%-ban, illetve a monoaminoxidáz-B-gátlók 68,5%-ban. Az átlagos off időtartam 4,7 ± 1,1 óra volt, és 85 betegünknél tapasztaltunk 2,9 ± 0,8 óra átlag-időtartamú dyskinesist. Következtetés: Hamarabb fogadják el az eszközös terápiát azok az előrehaladott Parkinson-kóros betegek, akiknek hosszabb időtartamú a napi dyskinesisük, illetve régebbi a betegségük. A terápiás irányelvek gyakorlatba ültetésekor figyelembe kell venni a helyi sajátosságokat: a kiegészítő gyógyszerekhez, illetve az eszközös terápiákhoz való hozzáférést. Orv Hetil. 2021; 162(21): 839–847. Summary. Introduction: In advanced stages of Parkinson’s disease, motor complications cannot be effectively controlled with conventional therapies. In such cases, the complex assessment and decision-making process that leads to device-aided therapies should be considered. Objective: To analyze the decision-making and key clinical parameters, as a function of duration of acceptance, patients treated with levodopa-carbidopa intestinal gel. Method: We retrospectively examined the data of patients who started levodopa-carbidopa intestinal gel therapy at the 2nd Department of Neurology Târgu Mureş, between 1 June 2011 and 31 December 2019. Two groups were formed: less than one month and more than one month between the first targeted examination and the start of testing. Results: Therapeutic efficiency was tested with nasal tube on 163 patients, out of whom 127 patients remained on treatment. Decision-making took one month or less for 56 patients and more than a month for 71 patients. Duration of dyskinesias was significantly different between the two groups (3.1 ± 0.7 vs 2.8 ± 0.8 hours, p = 0.02). Mean dose of levodopa prior to the introduction of device-aided therapy was 821.5 ± 246.6 mg, administered 5 times daily. Dopamine agonists were used in 80.3%, catechol-O-methyltransferase inhibitors in 62.2%, and monoamine oxidase-B inhibitors in 68.5% of cases. The mean off-time was 4.7±1.1 hours and data from 85 patients showed 2.9 ± 0.8 hours of dyskinesia. Conclusion: Device-aided therapy is adopted sooner by patients with advanced Parkinson’s disease with longer disease duration and more dyskinesias. Local specificities, such as access to add-on medication and device-aided therapies, must be taken into account when implementing therapeutic guidelines. Orv Hetil. 2021; 162(21): 839–847.

Objective: The goal of this project was to develop a systematic framework through which interventions promoting intergenerational solidarity in 11 countries could be assessed. Background: Although intergenerational solidarity—the exchange of material, social, and emotional support and care between family generations—benefits both the country's economic well-being (macro-level) and the individual's physical, mental, and social well-being (micro-level), decreasing intergenerational solidarity is evident in many industrialized countries. Interventions promoting intergenerational solidarity are increasingly being developed, but few are described in the literature. Moreover, no unifying framework describing them exists. Method: Representatives from 11 countries convened to identify interventions promoting intergenerational solidarity. After several meetings, a unifying framework was created. Representatives selected a convenience sample of programs and abstracted information based on the framework. Results: The outcome of social well-being was virtually ubiquitous in most programs. Countries appeared to take a broad view of intergenerational solidarity, focusing on interactions among generations, rather than interactions within families. Discussion and Implications: The framework enabled the systematic abstraction and assessment of programs. Most programs had no standard method of evaluating their outcomes. Longitudinal evaluations would be optimal if we want to identify the best practices in intergenerational solidarity programs.

Temporal lobe epilepsy (TLE) is a severe neurological disease which is often pharmacoresistant. Deep brain stimulation (DBS) is a novel method for treating epilepsy; however, its mechanism of action is not fully understood. We aimed to study the effect of amygdala DBS in the pilocarpine model of TLE. Status epilepticus was induced by pilocarpine in male Wistar rats, and spontaneous seizures occurred after a latency period. A stimulating electrode was inserted into the left basolateral amygdala and two recording electrodes into the left and right hippocampus. A stimulus package consisted of 0.1 ms-long biphasic pulses applied regularly at 4 Hz for 50 seconds. This package was repeated four times a day, with 5-minute pauses, for 10 days. We also used an age-matched healthy control group of stimulated animals and another one of sham-operated rats. From the hippocampal local field potentials high frequency oscillations (HFOs) were analyzed as these are promising epilepsy biomarkers. HFOs are short oscillatory events between 80-600 Hz which were detected offline using an open-source application of MATLAB, the RIPPLELAB system. We found that the HFO rate was significantly higher in pilocarpine-treated rats compared to the control groups (0.41 ± 0.14 HFO/min vs. 0.006 ± 0.003 in the stimulated control group and no HFO in the sham-operated group). In the pilocarpine group an instantaneous decrease in HFO rate was observed while the stimulation was on (0.44 ± 0.15 HFO/min vs 0.07 ± 0.03 HFO/min, p=0.017). The effect was short-lived because the frequency of HFOs did not change significantly in the time windows between stimulus packages or during the ten-day stimulation period. The difference of HFO rates between epileptic and control groups could be used in the electrographic assessment of epilepsy. The decreased frequency of HFOs during stimulation may be useful to study the efficacy of DBS.

The aim of our article is to analyse the relation between higher education and the labour market with special regards to a newly developed way of education: dual education. In order to serve the changing needs of the labour market, higher educational institutions need to pay more attention to how their programs can better meet the expectations of future employers. The development of practice based skills in higher education is not only an expectation from the future employers but from future students as well. With the help of a questionnaire we mapped the opinion and assessed the needs of different companies in connection with their employed labour force. We analysed their experience gained in dual education, and we also investigated whether they were opened to play a role in dual training by providing employment for students doing their practice. By providing places for practical training, a growing number of employers could join the operation of higher education.

Objective The efficacy of argon plasma coagulation (APC) on gastric antral vascular ectasia (GAVE) may be impaired over time and depends greatly on the application settings. Endoscopic band ligation (EBL) may be an alternative, but study on its efficacy is limited. This study aimed to evaluate and compare the clinical efficacy of APC and EBL in treating GAVE. Methods Changes in the need for blood transfusion, number of treatment sessions and hospitalizations were retrospectively assessed in 63 transfusion-dependent patients with GAVE (mean age: 67.1 y, 54.0% female) treated with either APC or EBL (45 and 18 patients, respectively) in four tertiary endoscopic centers. Results Both methods substantially increased hemoglobin levels and decreased patients' need for a transfusion (22.0 ± 4.0 g/L and -5.62 ± 2.30 units of packed red blood cells [RBC] with APC, and 27.4 ± 6.1 g/L and -4.79 ± 2.46 units of packed RBC with EBL), without a significant statistical difference between the methods. However, fewer EBL sessions were required both for the cessation of need for a transfusion compared with those for the resolution of GAVE lesions (0.90 ± 0.10 vs 1.69 ± 0.31, P = 0.028). Conclusions Both APC and EBL are effective in GAVE treatment. EBL may be superior in terms of number of treatment sessions, but not in its influence on hemoglobin level and need for transfusion. Further prospective studies with large, homogeneous sample size and standardized APC settings are needed.

Absztrakt: Bevezetés: Parkinson-kórban gastrointestinalis zavarok a betegség minden stádiumában előfordulnak, gyakran évekkel a diagnózis felállítása előtt. Jelentőségük előrehaladott Parkinson-kórban nagy, mert az életminőséget tovább rontják, és korlátozhatják mind a hagyományos, mind az eszközös terápiás lehetőségeket. Célkitűzés: Előrehaladott Parkinson-kórban szenvedő betegeknél jelentkező gastrointestinalis zavarok felmérése. Módszer: Retrospektív tanulmányunkban 6 éves periódusban minden olyan, levodopára reagáló Parkinson-kóros beteg adatait elemeztük, akinél legalább napi 2 óra off állapot bizonyítható, az on állapot súlyossága a Hoehn–Yahr-skálán mérve legalább 3 pont, és legalább napi négyszer kapott levodopát különböző kombinációkban. A gastrointestinalis panaszokat a következő célzott kérdésekre adott igen-nem válaszok segítségével azonosítottuk: volt-e nyelészavar, étvágytalanság, gyomortáji diszkomfort, puffadás, korai jóllakottság, émelygés, hányás, székrekedés. Eredmények: A 286 beteget két csoportra osztottuk a gastrointestinalis panaszok jelenléte, illetve hiánya szerint. A legalább egy gastrointestinalis tünetre panaszkodó 181 beteg esetében szignifikánsan hosszabb volt a kórtartam (10,13 ± 4,03 vs. 7,4 ± 2,42 év), illetve súlyosabb a klinikai kép (hosszabb off periódusok: 4,03 ± 1,32 vs. 2,91 ± 1,02 óra, tartósabbak a dyskinesisek: 2,76 ± 0,91 vs. 1,83 ± 0,61 óra, magasabb a Hoehn–Yahr-pontszám). Ezek a betegek nagyobb levodopaadagokat kaptak nagyobb adagolási frekvenciával. A gastrointestinalis panaszok közül a székrekedés (59%) és a meteorismus (32,5%) volt a leggyakoribb. A panaszok nagy többsége szignifikánsan gyakrabban fordult elő a dyskinesises betegeknél. Következtetés: A tápcsatorna működésére vonatkozó panaszok gyakoriak előrehaladott Parkinson-kórban. Ezek felmérése a rutinvizsgálat szerves része kell, hogy legyen. Meg kellene határozni a betegek gastrointestinalis profilját, interdiszciplináris megközelítésben, a megfelelő klinikai és paraklinikai módszerekkel. A gastroparesis és a dyskinesisek közötti kapcsolat fontos láncszem lehet az előrehaladott Parkinson-kór patomechanizmusában, ennek tisztázására további vizsgálatok szükségesek. The European urban areas are growing fast, with many contemporary housing forms. Among these, co-housing forms related to sharing have become a key issue for urban housing development. These housing forms are analysed (their physical and social characteristics or effects) in more and more publications, without a common terminology of this interdisciplinary research field. In our study, based on the overview of existing definitions, characteristics we introduce a comprehensive sharing based categorization that could be valuable for terms and projects, as well. With the note, that the social dimension of sharing methods would not exist without the physical ones, because in co-housing the shared space is the basic criteria. In this paper, we focus on three groups of the social fields of sharing related to housing: the shared creation, the shared tenure, and the shared activities. We conclude the structural approach of our overview unravels new perspectives for the classification of housing forms. Based on our categorization and methodology, we recommend the development of a sharing based scalable classification that measures projects consistent and comparable.Összefoglaló. A városias, beépített területek aránya Európa szerte folyamatosan növekszik, ennek következtében kortárs városi lakhatási formák is teret nyernek. A megosztáshoz kötődő, úgynevezett co-housing formák a kortárs városi lakófejlesztések jelentős részét képzik. Éppen ezért egyre több elemzés és publikáció születik a témában (például a fizikai és társadalmi jellemzőikről vagy azok hatásairól), azonban a lakhatás kutatási területén nincs egyetértés a kifejezések és definíciók használatában. A következő tanulmányban egy, a lakhatási formákat megosztás alapján rendszerező kategorizáció kerül bemutatásra, melynek elméleti és gyakorlati haszna is lehet. A kategorizáció a meglévő kifejezésekre, definíciókra és jellemzőkre egyaránt épít. A co-housing lakhatás alapvető feltétele a – változó méretű és minőségű – megosztott tér, így a társadalmi dimenziók minden esetben kötődnek egy fajta tériséghez is. A lakhatási formákban jelenlévő társadalmi és fizikai dimenziók együttes vizsgálata nem képezi jelen kutatás tárgyát, a társadalmi típusúakra koncentrál: a megosztott létrehozásra, tulajdonlásra és a tevékenységekre. Megállapítható, hogy a kutatás során alkalmazott rendszerezett áttekintés új irányvonalakra mutatott rá a lakhatási formák osztályozásának területén. A tanulmányban tárgyalt megosztás-alapú kategorizálásra és módszertanra alapozva egy, a megosztásra épülő és skálázható osztályozás kidolgozása javasolt, melyben a projektek mérése és összehasonlítása egységes módon történhet.

The creation of electronic administration and the measurement of the results achieved have been one of the central themes of research into the development of the information society for two decades. The European Commission publishes annually e-government comparative analyses (eGovernment Benchmark reports), providing insight into the use of ICT in the public sector in the countries examined. In recent years, the measuring system has been modified and supplemented several times. The Digital Economy and Society Index (DESI) and the benchlearning approach assess the performance of eadministration on the basis of additional considerations. Hungary's performance is improving, but still below the EU average. Exploring the causes of the underperformance is a priority for catching up. On the basis of a survey of students at the National University of Public Service, the author analyses user characteristics (digital skills, ICT use) and the characteristics of public administration (quality of electronic administration services) in their context.

Background Parkinson's disease (PD) is the second most common progressive neurodegenerative disease. In the advanced stages, the continuous delivery of levodopa (LD) as levodopa-carbidopa intestinal gel (LCIG) has demonstrated significant improvement of motor and nonmotor complications and improvement of the patients' quality of life (QoL). Despite the growing global experience with this treatment, anumber of unsolved practical issues remain, and currently, the data on the reasons that can lead to the discontinuation of LCIG are scarce. Objective In the present study, we aimed to analyze the causes that led to the discontinuation of LCIG therapy. Methods In this retrospective study, after 10 years of experience with LCIG as a therapeutic option in advanced PD, we analyzed the data of all dropout cases among the 204 patients that initiated LCIG therapy in two Romanian centers. Results Of the 204 patients enrolled, 43 patients dropped out. Disease duration until LCIG infusion was significantly longer (11.67±4.98 vs 9.44±3.44) and the overall clinical picture more sever (both regarding motor symptoms and cognitive decline) in dropout patients (compared to patients who continued treatment). The dropout patients also presented significant differences regarding the incidence of polyneuropathy (32.5% vs 11.18%). The main cause of discontinuation was death. Conclusion The causes of discontinuation from LCIG therapy in Romanian patients are similar to those from other centers; however, the rate of dropouts is somewhat lower. The clinician's experience in selecting and treating the patients in advanced stages of PD can increase therapeutic adherence. Also, the presence of a well-trained caregiver along with the availability of a proper aftercare system is mandatory for maintaining the long-term benefits of the therapy and the overall best outcome possible. Targeted prospective studies are needed to confirm whether a more severe stage of the disease and cognitive impairment at the time of initiation, respectively, the association of polyneuropathy can be considered as predictive factors for dropout.

Outbreaks of diseases in farmed fish remain a recurring problem despite the development of vaccines and improved hygiene standards on aquaculture farms. One commonly observed bacterial disease in tropical aquaculture of the South-East Asian region is tenacibaculosis, which is attributed to members of the genus Tenacibaculum (family Flavobacteriaceae, phylum Bacteroidetes), most notably Tenacibaculum maritimum. The impact of tenacibaculosis on the fish microbiota remains poorly understood. In this study, we analysed the microbiota of different tissues of commercially reared Asian seabass (Lates calcarifer) that showed symptoms of tenacibaculosis and compared the microbial communities to those of healthy and experimentally infected fish that were exposed to diseased farmed fish. The relative abundance of Tenacibaculum species in experimentally infected fish was significantly lower than in commercially reared diseased fish and revealed a higher prevalence of different Tenacibaculum species. One isolated strain, TLL-A2T, shares 98.7% 16S rRNA gene identity with Tenacibaculum mesophilum DSM 13764T. The genome of strain TLL-A2T was sequenced and compared to that of T. mesophilum DSM 13764T. Analysis of average nucleotide identity and comparative genome analysis revealed only 92% identity between T. mesophilum DSM 13764T and strain TLL-A2T and differences between the two strains in predicted carbohydrate activating enzymes respectively. Phenotypic comparison between strain TLL-A2T and T. mesophilum DSM 13764T indicated additional differences, such as growth response at different salt concentrations. Based on molecular and phenotypic differences, strain TLL-A2T (=DSM 106434T, KCTC 62393T) is proposed as the type strain of Tenacibaculum singaporense sp. nov.

The authors classify the marketing channels into three groups by the characteristics of producer-consumer relationships. When restrictions on movement came into force, mostly impersonal (online) and, on the contrary, those private channels could continue operation, which allowed the meeting of and transactions between producers and consumers in the private spaces (mostly homes) of one of the parties. Results of a questionnaire survey with 136 producers revealed that 60% of small-scale producers suffered some economic loss, while 10% was able to increase sales. Successful producers typically operated in the fresh fruit and vegetable sector; they were able to adapt their marketing strategies swiftly, and were open to possibilities offered by online tools and virtual spaces. Using multiple marketing channels and nurturing relationships with customers before the coronavirus outbreak increased the chances of success later, in the first wave of the pandemic.

International audience; Background: Rasagiline, a monoamine oxidase B inhibitor with neuroprotective potential in Parkinson's disease, has shown a disease-modifying effect in the SOD1-Gly93Ala low-expressing mouse model of amyotrophic lateral sclerosis, both alone and in combination with riluzole. We sought to test whether or not rasagiline 1 mg/day can prolong survival in patients with amyotrophic lateral sclerosis also receiving riluzole.Methods: Patients with possible, probable, or definite amyotrophic lateral sclerosis were enrolled to our randomised, placebo-controlled, parallel-group, double-blind, phase 2 trial from 15 German network for motor neuron diseases (MND-NET) centres (university hospitals or clinics). Eligible patients were aged at least 18 years, had onset of progressive weakness within the 36 months before the study, had disease duration of more than 6 months and less than 3 years, and had a best-sitting slow vital capacity of at least 50%. After a 4-week screening period, eligible patients were randomly assigned (1:1) to receive either rasagiline (1 mg/day) or placebo in addition to riluzole (100 mg/day), after stratification for site of onset (bulbar or spinal) and study centre. Patients and all personnel assessing outcome parameters were masked to treatment allocation. Patients were followed up 2, 6, 12, and 18 months after randomisation. The primary endpoint was survival time, defined as the time to death or time to study cutoff date (ie, the last patient's last visit plus 14 days). Analyses of primary outcome and safety measures were done in all patients who received at least one dose of trial treatment (intention-to-treat population). The trial is registered with ClinicalTrials.gov, number NCT01879241.Findings: Between July 2, 2013, and Nov 11, 2014, 273 patients were screened for eligibility, and 252 patients were randomly assigned to receive rasagiline (n=127) or placebo (n=125). 126 patients taking rasagiline and 125 taking placebo were included in the intention-to-treat analysis. For the primary outcome, the survival probability at the end of the study was 0·43 (95% CI 0·25-0·59) in the rasagiline group (n=126) and 0·53 (0·43-0·62) in the placebo group (n=125). The estimated effect size (hazard ratio) was 0·91 (one-sided 97·5% CI -infinity to 1·34; p=0·31). Rasagiline was well tolerated, and most adverse events were due to amyotrophic lateral sclerosis disease progression rather than treatment; the most frequent of these were dysphagia (32 [25%] taking rasagiline vs 24 [19%] taking placebo) and respiratory failure (25 [20%] vs 31 [25%]). Frequency of adverse events were comparable between both groups.Interpretation: Rasagiline was safe in patients with amyotrophic lateral sclerosis. There was no difference between groups in the primary outcome of survival, although post-hoc analysis suggested that rasagiline might modify disease progression in patients with an initial slope of Amyotrophic Lateral Sclerosis Functional Rating Scale Revised greater than 0·5 points per month at baseline. UP stated its mission, that every useful practice, innovation, management in the environment tend to help sustainability and sustainable administration has to be encouraged, with the aid of education and science aiming to strengthen ecological consciousness. It was realized in the spirit of this mission, the development of the 24,8 billion HUF Modern Cities Programme for the built infrastructure of UP, the award of the title "Responsible Employer of the Year" in 2019, the award of the "Energy Efficient Institution" award as the first Hungarian university and the award of the Baranya County Environmental Prize was achieved. In the social and economic environment, as an Energy Efficiency Mentor organization, UP established the Baranya Virtual Power Plant Program in 2019, which, together with social and economic actors, saved 3.5 MW of energy in the South Transdanubian region of Hungary within 1 year. Background There is insufficient data in the literature regarding the real-life, daily clinical practice evaluation of patients with advanced Parkinson's disease (APD). We are not sure what is the upper limit of dopaminergic medication, especially the levodopa (LD) dosage, and how it is influenced by access and suitability to the various add-on and device-aided therapies (DAT). Objective This retrospective study explored the profile of APD patients that were considered and systematically evaluated regarding the suitability for DAT. Methods We analyzed the data from 311 consecutive patients with APD hospitalized between 2011 and 2017 that 1) described at least 2 hrs/day off periods divided into at least two instances/day (except early morning akinesia), 2) were in stage 3 or above on the Hoehn and Yahr scale, 3) were with or without dyskinesia, and 4) received at least four levodopa doses/day combined with adjuvant therapy. Results Of the 311 patients enrolled initially, 286 patients showed up for the second visit, of which in 125 cases we assessed that DAT would be necessary. Finally, 107 patients were tested in our clinic to confirm the efficacy of LCIG. Patients selected for DAT had significantly longer off periods, more frequent dyskinesia, early morning akinesia, and freezing despite having significantly higher LD doses than those with an improved conservative therapy. Conclusion Patients with APD can have a variety of symptoms, and because symptoms and therapeutical efficacy can be manifested in many different combinations, it is not possible to decide using a single, rigid set of criteria which APD patient is eligible for DAT. Nevertheless, treating physicians should refer APD patients to a specialized movement disorder center when patients with an average daily dose of LD of at least 750-1000 mg and maximal complementary therapies present daily motor complications that significantly reduce the quality of life.

The current development of the Internet and its growing use make it necessary to satisfy the needs of users with disabilities. The primary objective of this study is to examine healthcare-related websites in nine European countries in order to evaluate the status of their accessibility. Such a detailed statistical comparison has not yet been made in Europe, especially as the present study offers a dual measurement system combining both the application of automated testing software and statistical analysis of user feedback. The study compares 48 websites from Eastern Europe with 51 sites from Western and Northern Europe. The research phase was performed in three steps: firstly by using AChecker, secondly by Nibbler and subsequently followed by user feedback questionnaires evaluated by a group of experts. The overall goal of this study is to determine the most common accessibility problems and to draw site owners’ attention to shortcomings so that they can improve the quality of service of their healthcare-related sites in the future. The investigated European websites are grouped into Eastern and Western–Northern countries. We compared our results from different perspectives and ascertained that no significant differences can be established between the two groups predicated on their respective economic situations. Equally, no correlations were observed while comparing the sizes of web pages in Kbytes, the number of barriers and their Nibbler accessibility scores. Furthermore, there appears to be no correlation between the results of the software tests and the percentage of the elderly population in the respective country.

Introduction The quality and function of movements undergo deterioration due to weight gain. Aerobic training normalizes body weight, improves the health status, and in addition, it is expected to improve the dynamics of movements. The aims of this study were to prove the beneficial effects of recreational physical activities on the movements. Methods Participants were divided into five different age categories: second childhood, adolescence, mature age I, mature age II, and aging. Squatting and vertical jumping of the participants were measured at the beginning and at the end of a 5-month training program. These movements simulated ordinary daily movements. Changes in the body were determined by InBody230. APAS 3D system was used for movement analysis. Results The results showed significant improvements in body weight, fat mass, muscle mass, fat mass–body weight ratio, muscle mass–body weight ratio, body mass index, body fat percentage, and waist–hip ratio. During jumping, the lifting and sinking of the center of gravity’s (CG) position and its velocity and acceleration were improved. In case of squatting, the results showed significant improvements in the velocity and acceleration of dynamical characteristics of the CG. Other correlations were observed between changes in body composition and the dynamics of movements. Discussion The research proved that recreational training optimized body composition and improved the characteristics of CG’s dynamics. The study suggests considerable connection between body composition and the characteristics of the movements’ dynamics. From this point of view, our training program was the most effective in the working age groups.

Abstract: Introduction: The motor and non-motor complications of Parkinson’s disease impair the patients’ quality of life and limit therapeutical options. There are no clear criteria for ‘advanced’ Parkinson’s disease or for the optimal moment for invasive therapies. There is little evidence regarding the upper limits of levodopa doses, and how these may be influenced by the availability of device-aided therapies. Aim: To analyze substitution therapy in patients with advanced Parkinson’s disease. Method: In our retrospective study, we analyzed the data from all patients with advanced Parkinson’s disease hospitalized between 1st June 2011 and 31st May 2017, receiving combined levodopa treatment at least 4×/day, reporting a minimum of 2 hours off periods, with or without dyskinesia. We analyzed levodopa therapy for patients who were recommended either device-aided or conservative therapy. Results: Out of 311 patients with advanced Parkinson’s disease, for 125 we proposed device-aided therapies whereas in 42 patients we increased the levodopa dose. The average levodopa doses and the administration rate were higher for the 107 patients tested for levodopa-carbidopa intestinal gel. Disease duration, mean levodopa doses and frequency of dosing were all higher in patients proposed for device-aided therapies versus patients with continued conservative treatment. Conclusion: Our patients were on lower levodopa doses (compared to literature), but the combinations were used more often. Device-aided therapies should be considered in patients with severe motor complications who receive at least 750–1000 mg levodopa daily, divided minimum 5×/day. Professional disaster management bodies are entities performing primarily state administration tasks, and secondly law enforcement tasks. Fire brigades and from the mid-1990s, professional disaster management bodies have been and are involved in the road inspection of dangerous goods in addition to other entities authorised to inspect under the Act on traffic. The use of coercive means requires special training, to which the obligation of leaders (commanders) correlates: to investigate the use of coercive means.

Background and purpose There is relatively few data regarding the usage of dopaminagonists for the treatment of Parkinson's disease; furthermore, there are no publications regarding Central- and Eastern-European countries. The aim of the study was to evaluate the use of dopamine agonists as a therapeutic option amongst Parkinson's disease patients admitted to the Neurological Clinics of Tirgu Mures during the last 15 years. Methods In our study we investigated the data of all Parkinson's patients treated at our clinics between the 1st of January 2003 and the 31st of December 2017. We analyzed the particularities of dopamine agonists' usage based on the therapeutic recommendations from the final report of these patients. Regarding time since the diagnosis, we divided the patients in two groups: less than or equal to 5 years and more than 5 years. Results During the studied period a total of 2379 patients with Parkinson's disease were treated at the Clinics. From the 1237 patients with disease duration under 5 years 665 received dopamine agonists: 120 as monotherapy, 83 together with monoamine oxidase inhibitors and in 234 cases associated with levodopa. The remaining 228 patients were treated with a triple combination of levodopa, dopamine agonists and monoamine oxidase inhibitors. In patients suffering from Parkinson's disease for more than 5 years, in 364 cases out of 653 a dopamine agonist was part of the therapy. Conclusion The usage of dopamine agonists was similar to the data presented in other studies. We consider that clinicians treating the disease should, with the necessary prudence, use the available and recommended dopamine agonist with the utmost courage to their maximum therapeutic potential.

The development of the Moodle e-learning system started in 2002. Since it is an open source platform with a prominently rich functionality, the system has been introduced in more than 100,000 organisations worldwide in the last decade, including numerous Hungarian higher education institutions (Szent Istvan University, Obuda University, University of Pannonia) and many organisations in the public administration. We have been operating with one of the largest user (12,000 visitors daily) and course (more than 1,000 active courses per semester) numbers in Hungary, a Moodle based system since 2007 at the Corvinus University of Budapest (CUB) with a high level of user satisfaction.We managed a major, overall system improvement project at CUB in 2016. The development included a version upgrade to the newest Moodle 3, a full redesign, introduction of several new functions regarding the professors’ needs and core improvement on the system’s stability and security among others with a comprehensive load-impact test.In this paper, we discuss the success factors and pitfalls of the whole renewal process. We will further focus on analysing the group discussions with the major stakeholders and evaluate the comprehensive load-impact test. At the end of our paper, we will examine the state of the Moodle e-learning system at the National University of Public Service and we will propose elements of an improvement project relying on our recent experience at another university.

Background: In the advanced stages of Parkinson’s disease (APD), complex forms of dyskinesia may severely impair the patient’s quality of life. Objective: In the present study, we aimed to analyze the evolution under LCIG therapy of the most important motor fluctuations and complex disabling dyskinesias, including diphasic dyskinesia. Methods: In this retrospective study, we analyzed the characteristics of patients with APD who had at least 30 min of diphasic dyskinesia (DID) in 3 consecutive days, were considered responders and were treated with LCIG in our clinic. Patients were evaluated before and after PEG and at 6, 12 and 18 months, when the changes in the therapy were recorded, and they completed a 7-point Global Patient Impression of Improvement (PGI-I) scale. Results: Forty patients fulfilled the inclusion criteria—out of which, 34 performed all visits. There was a substantial difference between the calculated and real LCIG (1232 ± 337 mg vs. 1823 ± 728 mg). The motor fluctuations and most dyskinesias improved significantly after starting LCIG, but an increasing number of patients needed longer daily administrations of LCIG (24 instead of 16 h). Conclusions: Patients with APD with complex dyskinesias must be tested in dedicated hospitals, and they need a special therapeutic approach. The properly adapted LCIG treatment regarding the dose and time of administration completed with well-selected add-on medication should offer improvement for patients who want to or can only choose this DAT vs. others.

Due to the steadily increasing need for seafood and the plateauing output of fisheries, more fish need to be produced by aquaculture production. In parallel with the improvement of farming methods, elite food fish lines with superior traits for production must be generated by selection programs that utilize cutting-edge tools of genomics. The purpose of this review is to provide a historical overview and status report of a selection program performed on a catadromous predator, the Asian seabass (Lates calcarifer, Bloch 1790) that can change its sex during its lifetime. We describe the practices of wet lab, farm and lab in detail by focusing onto the foundations and achievements of the program. In addition to the approaches used for selection, our review also provides an inventory of genetic/genomic platforms and technologies developed to (i) provide current and future support for the selection process; and (ii) improve our understanding of the biology of the species. Approaches used for the improvement of terrestrial farm animals are used as examples and references, as those processes are far ahead of the ones used in aquaculture and thus they might help those working on fish to select the best possible options and avoid potential pitfalls.

The outcome of intravenous thrombolysis using recombinant tissue plasminogen activator (rt-PA) is only favorable in ≈ 40% of acute ischemic stroke (AIS) patients. Moreover, in ≈ 6–8% of cases, intracerebral hemorrhage (ICH) develops. We tested whether a modification of clot lysis assay (CLA), might predict therapy outcomes and safety. In this prospective observational study, blood samples of 231 AIS patients, all receiving intravenous rt-PA, were taken before thrombolysis. Cell-free DNA (cfDNA), CLA and CLA supplemented with cfDNA and histones (mCLA) were determined from the blood samples. Stroke severity was determined by NIHSS on admission. ICH was classified according to ECASSII. Short- and long-term outcomes were defined at 7 and 90 days post-event according to ΔNIHSS and by the modified Rankin Scale, respectively. Stroke severity demonstrated a step-wise positive association with cfDNA levels, while a negative association was found with the time to reach 50% lysis (50%CLT) parameter of CLA and mCLA. ROC analysis showed improved diagnostic performance of the mCLA. Logistic regression analysis proved that 50%CLT is a predictor of short-term therapy failure, while the AUC parameter predicts ICH occurrence. A modified CLA, supplemented with cfDNA and histones, might be a promising tool to predict short-term AIS outcomes and post-lysis ICH.

Cross-linking of α2-plasmin inhibitor (α2-PI) to fibrin by activated factor XIII (FXIIIa) is essential for the inhibition of fibrinolysis. Little is known about the factors modifying α2-PI incorporation into the fibrin clot and whether the extent of incorporation has clinical consequences. Herein we calculated the extent of α2-PI incorporation by measuring α2-PI antigen levels from plasma and serum obtained after clotting the plasma by thrombin and Ca2+. The modifying effect of FXIII was studied by spiking of FXIII-A-deficient plasma with purified plasma FXIII. Fibrinogen, FXIII, α2-PI incorporation, in vitro clot-lysis, soluble fibroblast activation protein and α2-PI p.Arg6Trp polymorphism were measured from samples of 57 acute ischemic stroke patients obtained before thrombolysis and of 26 healthy controls. Increasing FXIII levels even at levels above the upper limit of normal increased α2-PI incorporation into the fibrin clot. α2-PI incorporation of controls and patients with good outcomes did not differ significantly (49.4 ± 4.6% vs. 47.4 ± 6.7%, p = 1.000), however it was significantly lower in patients suffering post-lysis intracranial hemorrhage (37.3 ± 14.0%, p = 0.004). In conclusion, increased FXIII levels resulted in elevated incorporation of α2-PI into fibrin clots. In stroke patients undergoing intravenous thrombolysis treatment, α2-PI incorporation shows an association with the outcome of therapy, particularly with thrombolysis-associated intracranial hemorrhage.

BackgroundIn contrast with the setting of acute myocardial infarction, there are limited data regarding the impact of diabetes mellitus on clinical outcomes in contemporary cohorts of patients with chronic coronary syndromes. We aimed to investigate the prevalence and prognostic impact of diabetes according to geographical regions and ethnicity.Methods and resultsCLARIFY is an observational registry of patients with chronic coronary syndromes, enrolled across 45 countries in Europe, Asia, America, Middle East, Australia, and Africa in 2009–2010, and followed up yearly for 5 years. Chronic coronary syndromes were defined by ≥1 of the following criteria: prior myocardial infarction, evidence of coronary stenosis >50%, proven symptomatic myocardial ischaemia, or prior revascularization procedure.Among 32 694 patients, 9502 (29%) had diabetes, with a regional prevalence ranging from below 20% in Northern Europe to ∼60% in the Gulf countries. In a multivariable-adjusted Cox proportional hazards model, diabetes was associated with increased risks for the primary outcome (cardiovascular death, myocardial infarction, or stroke) with an adjusted hazard ratio of 1.28 (95% confidence interval 1.18, 1.39) and for all secondary outcomes (all-cause and cardiovascular mortality, myocardial infarction, stroke, heart failure, and coronary revascularization). Differences on outcomes according to geography and ethnicity were modest.ConclusionIn patients with chronic coronary syndromes, diabetes is independently associated with mortality and cardiovascular events, including heart failure, which is not accounted by demographics, prior medical history, left ventricular ejection fraction, or use of secondary prevention medication. Temporal-lobe epilepsy (TLE) is the most common type of drug-resistant epilepsy and warrants the development of new therapies, such as deep-brain stimulation (DBS). DBS was applied to different brain regions for patients with epilepsy, however, the mechanisms of action are not fully understood. Therefore, we tried to characterize the effect of amygdala DBS on hippocampal electrical activity in the lithium-pilocarpine model in male Wistar rats. After status epilepticus (SE) induction, seizure patterns were determined based on continuous video recordings. Recording electrodes were inserted in the left and right hippocampus and a stimulating electrode in the left basolateral amygdala of both Pilo and age-matched control rats 10 weeks after SE. Daily stimulation protocol consisted of 4 &times, 50 s stimulation trains (4-Hz, regular interpulse interval) for 10 days. The hippocampal electroencephalogram was analyzed offline: interictal epileptiform discharge (IED) frequency, spectral analysis, and phase-amplitude coupling (PAC) between delta band and higher frequencies were measured. We found that the seizure rate and duration decreased (by 23% and 26.5%) and the decrease in seizure rate correlated negatively with the IED frequency. PAC was elevated in epileptic animals and DBS reduced the pathologically increased PAC and increased the average theta power (25.9% &plusmn, 1.1 vs. 30.3% &plusmn, 1.1, p &lt, 0.01). Increasing theta power and reducing the PAC could be two possible mechanisms by which DBS may exhibit its antiepileptic effect in TLE, moreover, they could be used to monitor effectiveness of stimulation.

Background Endoscopic retrograde cholangiopancreatography (ERCP) is an important therapeutic modality in acute biliary pancreatitis (ABP) cases with cholangitis or ongoing common bile duct obstruction. Theoretically, inflammation of the surrounding tissues would result in a more difficult procedure. No previous studies examined this hypothesis. Objectives ABP and acute cholangitis (AC) without ABP cases were compared to assess difficulty of ERCP. Methods The rate of successful biliary access, advanced cannulation method, adverse events, cannulation and fluoroscopy time were compared in 240 ABP cases and 250 AC cases without ABP. Previous papillotomy, altered gastroduodenal anatomy, and cases with biliary stricture were excluded. Results Significantly more pancreatic guidewire manipulation (adjusted odds ratio (aOR) 1.921 [1.241–2.974]) and prophylactic pancreatic stent use (aOR 4.687 [2.415–9.098]) were seen in the ABP than in AC group. Average cannulation time in the ABP patients (248 vs. 185 s; p = 0.043) were longer than in AC cases. No difference was found between biliary cannulation and adverse events rates. Conclusion ERCP in ABP cases seem to be more challenging than in AC. Difficult biliary access is more frequent in the ABP cases which warrants the involvement of an experienced endoscopist.

Internal models capture the regularities of the environment and are central to understanding how humans adapt to environmental statistics. In general, the correct internal model is unknown to observers, instead approximate and transient ones are recruited. However, experimenters assume an ideal observer model, which captures stimulus structure but ignores the diverging hypotheses that humans form during learning. We combine non-parametric Bayesian methods and probabilistic programming to infer rich and dynamic individualised internal models from response times in an implicit visuomotor sequence learning task. We identify two contributors to the internal model: the ideal observer model and a Markov model capturing only immediate temporal dependencies between observations. Individual learning curves revealed internal models initially dominated by the Markov model, which was later traded-off with the ideal observer model. Thus, our results reveal a structured inductive bias that varies across individuals both in strength and persistence but is consistent in overall structure.

Improved methods for malaria diagnosis are urgently needed. Here, we evaluate a novel method named rotating-crystal magneto-optical detection (RMOD) in 956 suspected malaria patients in Papua New Guinea. RMOD tests can be conducted within minutes and at low cost. We systematically evaluate the capability of RMOD to detect infections by directly comparing it with expert light microscopy, rapid diagnostic tests and polymerase chain reaction on capillary blood samples. Improved methods for malaria diagnosis are urgently needed. Here, we tested a novel rotating-crystal magneto-optical diagnostic (RMOD) test in 964 suspected malaria patients in Papua New Guinea. RMOD tests can be obtained within minutes and at low cost. Capillary blood samples were also subjected to rapid diagnostic tests, expert light microscopy and polymerase chain reaction to systematically evaluate the capability of RMOD to detect infections. Compared to light microscopy, as the gold standard, RMOD exhibited 82% sensitivity and 84% specificity to detect any malaria infection. This increased to 87% sensitivity and 88% specificity for Plasmodium vivax, indicating that RMOD could be useful in P. vivax dominated elimination settings. It has extensively been documented that human memory exhibits a wide range of systematic distortions, which have been associated with resource constraints. Resource constraints on memory can be formalised in the normative framework of lossy compression, however traditional lossy compression algorithms result in qualitatively different distortions to those found in experiments with humans. We argue that the form of distortions is characteristic of relying on a generative model adapted to the environment for compression. We show that this semantic compression framework can provide a unifying explanation of a wide variety of memory phenomena. We harness recent advances in learning deep generative models, that yield powerful tools to approximate generative models of complex data. We use three datasets, chess games, natural text, and hand-drawn sketches, to demonstrate the effects of semantic compression on memory performance. Our model accounts for memory distortions related to domain expertise, gist-based distortions, contextual effects, and delayed recall., Author summary Human memory performs surprisingly poorly in many everyday tasks, which have been richly documented in laboratory experiments. While constraints on memory resources necessarily imply a loss of information, it is possible to do well or badly in relation to available memory resources. In this paper we recruit information theory, which establishes how to optimally lose information based on prior and complete knowledge of environmental statistics. For this, we address two challenges. 1, The environmental statistics is not known for the brain, rather these have to be learned over time from limited observations. 2, Information theory does not specify how different distortions of original experiences should be penalised. In this paper we tackle these challenges by assuming that a latent variable generative model of the environment is maintained in semantic memory. We show that compression of experiences through a generative model gives rise to systematic distortions that qualitatively correspond to a diverse range of observations in the experimental literature.

BackgroundDisadvantaged socioeconomic status is associated with higher stroke incidence and mortality, and higher readmission rate. We aimed to assess the effect of socioeconomic factors on case fatality, health related quality of life (HRQoL), and satisfaction with care of stroke survivors in the framework of the European Health Care Outcomes, Performance and Efficiency (EuroHOPE) study in Hungary, one of the leading countries regarding stroke mortality.MethodsWe evaluated 200 consecutive patients admitted for first-ever ischemic stroke in a single center and performed a follow-up at 3 months after stroke. We recorded pre- and post-stroke socioeconomic factors, and assessed case fatality, HRQoL and patient satisfaction with the care received. Stroke severity at onset was scored by the National Institutes of Health Stroke scale (NIHSS), disability at discharge from acute care was evaluated by the modified Rankin Score (mRS). To evaluate HRQoL and patient satisfaction with care we used the EQ-5D-5L, 15D and EORTC IN PATSAT 32 questionnaires.ResultsAt 3 months after stroke the odds of death was significantly increased by stroke severity (NIHSS, OR = 1.209, 95%CI: 1.125-1.299, pConclusionIn addition to age, disability, and satisfaction with care, length of hospital stay and type of social dwelling after stroke also predicted HRQoL. Long-term outcome after stroke could be improved by reducing time spent in hospital, i.e. by developing home care rehabilitation facilities thus reducing the need for readmission to inpatient care.

Today it is increasingly evident that data is the new determining element in the economy and society. Digital data is essential resources for economic growth, competitiveness, innovation, job creation and social development. For well-founded decisions, real data containing all the necessary information are required. Public organizations are obliged to collect and store vast amounts of data. However, the question arises: who has access to them and for what purposes are they used for? Open Data has become increasingly prevalent both on organizational and national levels. By making the datasets available to the public, institutions have become more transparent, efficient and more economical. There are EU and national strategies and programs to support open public administration by providing an appropriate legal environment and recommending practical measures. Freedom of information guarantees the accessibility of public data. However, accessibility is blocked by several challenges and obstacles, such as traditional approaches, legal constraints, practical and technical problems. The aim of this paper is to interpret the basic concepts of open government data, and present some of the problems of Hungarian data policy, legal regulations and practical implementations.
