Negative environmental changes generally addressed as ‘syndromes’ areevaluated in the context of Soil Degradation (SD) and interpreted by usinga ‘Land-Use/Land Cover Changes’ (LULCCs) framework in order to dis-entangle ‘past trajectories’, ‘present patterns’, and ‘future changes’. Thisapproach allows to discuss the potential impact on SD processes and itrepresents an informed basis for identifying measurable outcomes of SD.This study focuses on the case of Emilia Romagna, a region located inthe North of Italy with high-value added agricultural productions. A multi-temporal analysis of land-use changes between 1954 and 2008 has been proposed, discussing the evolution of associated SD syndromes in EmiliaRomagna. The contributing information have been used as a baseline forSustainable Land Management (SLM) strategies. This framework of analysisprovides useful tools to investigate and to monitor the effects of SD in theMediterranean basin where several regions underwent common developmentpatterns yelding global pathological symptoms of environmental degradation.

Urban land-use planning guides the way cities look and grow. Good planning leads to orderly growth and helps shape goals and policies for development while addressing important social, economic and environmental concerns. The efficiency benefits that may be garnered by linking land use planning and energy planning remain largely untapped throughout Ontario. In the case of district energy (DE), the absence of a regulatory and policy framework at the national and provincial levels results in much uncertainty regarding the associated costs and benefits of DE relative to traditional energy delivery systems. The purpose of this work is to explore Ontario’s planning framework with respect to meeting energy needs at the community level – including electrical and thermal (heating and cooling) energy needs, providing broad recommendations to all three levels of government that could help facilitate the development of district energy systems and offer more consideration to integrated community energy solutions.

This paper revisits multiple-airport systems from a noise pollution perspective. It aims to investigate the contradictions between the ( re )development of an older airport located close to the core city, despite the existence of newer airports on the one hand and noise pollution issues on the other hand. Case studies include Tokyo, Shanghai, Paris, Milan, Houston and Rome. Quantitative analysis shows that traffic patterns are more diverse than previous classifications. The qualitative analysis highlights the factors inherent in these patterns, which include passengers' preference for shorter access/egress journeys; inconsistent public policies (older airport not closed, a lack of effective rules for distributing air traffic among airports, permissive land planning and relaxing operational restrictions); low-cost airlines’ network strategies; and high-speed rail/air service integration.

Практическое применение ГИС позволяет повысить эффективность процесса принимаемых стратегических решений. The analytical GIS program is intended for the purposes of a multi-parameter assessment of transport and energy infrastructure availability, potential for mining, incl. energy resources, as well as availability of alternative renewable energy sources in a certain geographic location, promising from point of requirement for energy production deployment, located in remote or inaccessible regions of Russia; for the purposes of strategic planning of the development of regions, the development of new territories, incl. deposits of various resources. Practical application of GIS makes it possible to increase the efficiency of the strategic decision-making process.

Wetlands are one of the world’s most important environmental assets but currently face complex challenges. Wetlands’ long-term sustainability require participation of the riparian communities in their management, yet this involvement in seeking solutions to wetland’s resources use remains a grave challenge. Yala Wetland, Kenya is a very important resource whose challenges revolve around land and water resource use for competing interests and from catchment degradation. Consequently, action research was conducted to assess level of and effectiveness of Yala Wetland Community Participation in Yala Strategic Environmental Assessment and Land Use Planning processes through Yala Project Advisory Committee Framework. The study targeted 410 local communities, thirty-four key informants, and 187 students from learning institutions. The study revealed that utilization of Yala resources has been partly informed by how the wetland communities perceive its formation. Further, they identified key environmental issues, their root causes and corresponding opportunities that Yala Land Use Plan needed to address. The analysis also showed existing gaps in integration of community information and scientific information, disconnect between decision making and requisite scientific and practical evidence; and absence of community sensitive governance structure. The study integrated local communities’ vast knowledge and planning information and formed Yala Swamp Management Committee with communities at the centre of conservation. Additionally, there is a secretariat led by a Community Facilitator to coordinate execution of the Conservation Area Management Plan 2019-2029. The final Yala Land Use Plan developed in participatory manner itemized three main land uses namely Conservation areas, Agricultural areas and settlement areas. Optical remote sensing image has the advantages of fast information acquisition, short update cycle, and dynamic monitoring. It plays an important role in many earth observation activities, such as ocean monitoring, meteorological observation, land planning, and crop yield investigation. However, in the process of image acquisition, an optical remote sensing system is often disturbed by clouds, resulting in low image clarity or even loss of ground information, affecting the acquisition of feature information and subsequent applications. We propose a spatial attention recurrent neural network model combined with a context transformation network to overcome the challenge of cloud occlusion. This model can obtain the core information in remote sensing images and consider the remote dependencies in the network. Furthermore, the network proposed in this paper has achieved excellent performance on the RICE1 and RICE2 datasets.

Land-use change is a predictable and principal driving force of potential environmental changes on all spatial and temporal scales. A land-use change model is a tool that supports the analysis of the sources and consequences of land-use dynamics. This study aims to assess the spatiotemporal land-use changes that occurred during 1990–2020 in the municipal council limits of Batticaloa. A land change modeler has been used as an innovative land planning and decision support system in this study. The main satellite data were retrieved from Landsat in 1990, 2000, 2010, and 2020. For classification, the supervised classification method was employed, particularly with the medium resolution satellite images. Land-use classes were analyzed by the machine learning algorithm in theland change modeler. The Markov chain method was also used to predict future land-use changes. The results of the study reveal that only one land-use type, homestead, has gradually increased, from 12.1% to 34.1%, during the above-mentioned period. Agriculture land use substantially declined from 26.9% to 21.9%. Bare lands decreased from 11.5% to 5.0%, and wetlands declined from 13.9% to 9.6%.

We review the role of science in shaping river flood risk management policy in England, highlighting the relatively recent influence of fluvial geomorphology, river ecology, climate change and ecosystem services in evidence-based decision-making. These disciplines, together with an historical perspective, catchment-scale delivery, integrated land and water management planning, and adaptive management are crucial in managing future flood risk. A central tenet of previous land drainage policy was a professional (and public) mindset about flood ‘prevention’ solutions for river flooding. As a direct consequence, more than 8,500 km of rivers were ‘improved’ by mechanical dredging during the 1930s to 1980s; habitats were destroyed, but flooding continued. A more enlightened, long-term approach has since evolved in response to environmental imperatives and lessons learnt from several major floods during the last two ‘flood-rich’ decades. River science, local knowledge and land management incentives allow more natural processes to be restored in river catchments. The natural capital and ecosystem service benefits of river systems are now better understood and quantified, whereas the importance of sediment transport is fully recognised, with sources and sinks treated more holistically than in the past. Evaluating the outcomes of innovative runoff and river management techniques from both physical and socioeconomic perspectives will determine the success of a catchment-based approach. We highlight some of the uncertainties, nuances and assumptions associated with recent initiatives such as Natural Flood Management, Citizen Science and Flood Action Groups. Further integration between policy, strategic planning and local delivery is needed to anticipate and respond to climate and catchment land use changes. River science will play a crucial part in identifying the most effective way of improving flood management and in a way that helps to deliver the recovery of nature. It will inform adaptive management to cope with climate change.

Cultural ecosystem services (CES) in Southwestern Ghana evoke a strong sense of attachment of local land users to the landscape. Hence, their supply is necessary for a balanced socio-ecological system. This study explored the potential supply of cultural ecosystem services (science/education, spiritual, tourism, health and recreation benefits) under different land use planning (LUP) scenarios in Southwestern Ghana. Future LUP scenarios were developed and articulated with a diverse group of land-use planning actors (LUPAs) such as regional land use planners, environmental experts, researchers, farmers and landowners. The scenarios covered business-as-usual, mangrove ecosystem restoration, market-driven growth, and the establishment of an “eco-corridor” as green network. A spatially explicit modeling platform, GISCAME, which combines Geographic Information System and Cellular Automaton modules and multicriteria evaluation was used to evaluate the developed scenarios. Outcomes of the study revealed that in the coastal landscape of Southwestern Ghana, values, perceptions and preferences of LUPAs underpin socio-ecological interactions aimed at maintaining and enhancing CES supply. In addition, it indicated that future supply of CES is characterized by an interplay between multiple and diverse perspectives about plausible land-use futures. Perceptions of, and preferences for, CES align with land-use visions related to afforestation, infrastructure development, agriculture expansion and tourism. In the study area and similar contexts where an array and diversity of individual and societal values exist, effective negotiation and facilitation are essential for harnessing and optimizing land-use planning for CES supply.

We are losing biodiversity quickly, not simply because of development but due to poor spatial planning. Recent findings propose thoughtful configurations and management of human-modified landscapes to protect biodiversity while allowing food production. This opens up a range of feasible actions in the conservation agenda, which overlap with food sovereignty initiatives.

Nowadays, building a land database and land use planning database is an indispensable requirement, especially for a seaport city as Vung Tau city (Ba Ria - Vung Tau province) where there are complex land fluctuations. Accordingly, a complete land use planning database with the participation of community will contribute to connecting planners, managers and people, and increase the publicity, transparency and feasibility of land use planning options. The study designed a database model of land use planning with the community consultation for Vung Tau city in accordance with the land data standards of Circular No. 75/2015/TT-BTNMT. Based on the designed model, a set of land use planning database with high accuracy was created and it was in line with the data standards of the Ministry of Natural Resources and Environment and the designed database model. This database structure contained 22 spatial data tables on ArcGIS and 8 attribute data tables (with the community consultation) on Microsoft SQL Server. Finally, we successfully used the VBDLIS software to build the land use planning database (period 2010 - 2020) for Vung Tau city with 6 data layers, including land use planning data layer (15.060 records), project layer (163 records), adjustment layer for land use planning (12.002 records), adjustment layer for project (570 records), and 2 attribute data layers of community consultation. The results of this study indicated that the correct model and complete database structure were the basis for successfully building and effectively exploiting the database of land use planning. The designed model could contribute to the planning of land management and improve the efficiency of land use.

Modelling in the changes of land use studies is essential towards investigating the regional land cover dynamics as well as for preparing sustainable land use planning and management. In considering the physiographic, climatic, and geospatial development factors, this study simulated and predicted the changes of land use over the southeastern region of Bangladesh integrated of non-spatially demand module and geospatially explicit distribution using CLUE-S model. Globally validated FROM-GLC land cover products of the year 2010, 2015, and 2017 were used as datasets. The simulated maps for 2015 and 2017 have been confirmed to be generally accurate with the actual land use using an error matrix and Kappa indices as of 62.38% (0.6101) and 71.64% (0.7106), respectively, to ensure model simulations success. However, the land-use scenarios between 2017 and 2025 were predicted assuming three modes of development as of existing trends, under forests protection, and of croplands protection. All three scenarios primarily predicted that urbanization, as well as built-up areas, would expand by 100%, 65.3%, and 34.2%, respectively in accumulated all other land-use types. This expansion is predicted as the leading land-use conversions in the study area and expected to an extensive loss of forest in hilly areas and water and croplands in the flat areas. The rate of uneven expansion might be controlled under strict forestland or cropland protection or as well inclusive implementations. The conversion trends of grasslands, wetlands, and others land use in the simulation processes were more subtle. Scientific information derived from simulations revealed the model approach is similarly suitable in formulating relevant land-use policies.

This paper studies the influence of water systems and roads on the distribution of the western Sichuan Linpan in Deyuan Town of Chengdu City in China. The amount and ratio of Linpan in a specific buffer zone were calculated and analyzed by buffer analysis, and the specific distance that each density distribution zone of Linpan away from water systems and roads was determined. Based on these above data, the effects of the distribution of water systems and roads on the distribution of Linpan were studied quantitatively. It is found that most of the Linpans are distributed in the area of 0–60 m from the water system and 0–40 m from the road. Linpan tends to be located close to the water systems and roads. And through analysis, it is found that the optimal distribution distance of Linpan is 10–20 m and 30–40 m from the water system and less than 5 m from the road. Through quantitative analysis of the impact of water systems and roads on the distribution of Linpan settlements, it provides important theoretical support for the further guiding the site selection of the Linpan center, the construction of surrounding villages, and township land planning and improvement.

Because population growth, agricultural and industrial development during last decades, the study area was known a seriously water resources’ degradation. Therefore, cartography of the vulnerability seems to be an efficient tool for water resources management. To evaluate the vulnerability of the aquifer to pollution, two methods were used: DRASTIC, and EPIK based on the geographical information system (GIS) tools. These methods use different parameters which explain the different results in the vulnerability degrees in the great transboundry karstic basin in the Tebessa–Kasserine region between Algeria and Tunisia. Risk maps are established by overlaying the vulnerability and hazard maps, and represent the intensity of a potential contamination. The vulnerability maps show the existence of two classes: moderate and high depending on the intrinsic properties. The high vulnerability zone covers 80% of the study area and is found in Morsott, Bakaria and Foussana. On the other hand, moderate vulnerability zone covers about 20% of the total study zones and correspond to areas with deep water level. These maps could serve as a scientific basis for sustainable land use planning and groundwater management in the study region. These results can be validated, either occasionally by tracing tests, or globally for the basin by the characteristics of karst springs. Finally, the integration of the sensitivity of this carbonate system allows us to deduce the total risk of a basin.

A transition toward decentralized and land-intensive renewable energy production systems is one among many factors re-shaping rural areas, leading to reimaginations and contestations. Especially in the Global North, the rural narrative now includes not just rural ‘production’ but also the ‘consumption’ of rural amenity and experience. Previous research into public attitudes toward renewable energy correlates the former with positive attitudes to renewable energy, and the latter with negative attitudes toward renewable energy. Territorial structures, such as official land-use plans, reflect dominant discourses and narratives that shape ongoing rural transformation. The purpose of this work is to understand the extent to which, if at all, those correlations at the individual level between landscape conceptualizations and sentiment toward renewable energy are manifest in territorial structures. In what ways are energy transitions present in rural land-use plans and planning systems? Is there a relationship between how rural landscapes are conceptualized and how energy transitions are framed and addressed, in land-use planning systems? These questions are answered through a structured content and discourse analysis of 10 land-use plans of rural municipalities in southern Ontario; an agriculturally intensive region that hosts much of Ontario’s large-scale renewable energy systems. Correlations observed between landscape conceptualizations and sentiment toward renewable energy observed are not strongly reflected in land-use plans. Land-use plans in this region are not positioned to manage the place-based opportunities and impacts associated with renewable energy development. The research reveals an opportunity for rural land-use planning systems to more explicitly incorporate energy transitions in their evolving discourses, identities and development trajectories.

Land degradation lower land productivity, livelihood development and economic growth. Monitoring spatial and temporal changes in land degradation is a key contribution to understand their nature and causes, and to properly develop restoration and rehabilitation programs. The Khuzestan Province, Iran, was selected as study area to design, develop and test a new model. The Risk Assessment of Land Degradation (RALDE) model consider various indicators of land degradation based on a biophysical and socioeconomic approach. To determine the risk of land degradation, RALDE will identify areas that are more vulnerable and will improve the land planning. Data gathered from different governmental offices of Khuzestan Province and MODIS satellite data were used for this purpose. Maps of land degradation were produced after overlying the covers related to the biophysical and socioeconomic factors by means of a Geographical Information System. The Khuzestan Province was classified into subclasses with different probability of risk. In this method, the risk probability was evaluated according to trend and potential of degradation. Results showed that the range of degradation risk probability was between 7 to 88%. The areas under different subclasses of severe to very severe risk covered about 68% of the study area, showing higher threat of land degradation. The RALDE model contributes to a better understand land degradation processes and risk in different regions of the world.

Background There is consensus that planning professionals need clearer guidance on the features that are likely to produce optimal community-wide health benefits. However, much of this evidence resides in academic literature and not in tools accessible to the diverse group of professionals shaping our cities. Incorporating health-related metrics into the planning support systems (PSS) provides an opportunity to apply empirical evidence on built environment relationships with health-related outcomes to inform real-world land use and transportation planning decisions. This paper explores the role of planning support systems (PSS) to facilitate the translation and application of health evidence into urban planning and design practices to create healthy, liveable communities. Methods A review of PSS software and a literature review of studies featuring a PSS modelling built environmental features and health impact assessment for designing and creating healthy urban areas was undertaken. Customising existing software, a health impact PSS (the Urban Health Check) was then piloted with a real-world planning application to evaluate the usefulness and benefits of a health impact PSS for demonstrating and communicating potential health impacts of design scenarios in planning practice. Results Eleven PSS software applications were identified, of which three were identified as having the capability to undertake health impact analyses. Three studies met the inclusion criteria of presenting a planning support system customised to support health impact assessment with health impacts modelled or estimated due to changes to the built environment. Evaluation results indicated the Urban Health Check PSS helped in four key areas: visualisation of how the neighbourhood would change in response to a proposed plan; understanding how a plan could benefit the community; Communicate and improve understanding health of planning and design decisions that positively impact health outcomes. Conclusions The use of health-impact PSS have the potential to be transformative for the translation and application of health evidence into planning policy and practice, providing those responsible for the policy and practice of designing and creating our communities with access to quantifiable, evidence-based information about how their decisions might impact community health.

Over the years, flood is one of the natural hazards which occur all over the world and it is critical to be controlled through proper management. Flood in Kelantan is mainly caused by heavy rainfall brought by the Northeast monsoon starting from November to March every year. It is categorized as annual flood as it occurs every year during the Monsoon season. Severe flood events in Kelantan, Malaysia cause damage to both life and property every year and understanding landscape structure changes is very important for planners and decision makers for future land use planning and management. This research aims to quantify the landscape structure near to Kelantan River basin during the flood event using integrated approach of remote sensing (RS), geographic information system (GIS) technique and landscape ecological approach. As a result, this study provide new knowledge on landscape structure that contributes to understand the impact of flood events and provide the best ways to mitigate flooding for helping to protect biodiversity habitat and dwellers. As conclusions, this kind of study will give more benefits to various stakeholders such as Department of Irrigation and Drainage, Department of Environment, state government, fisherman and communities.

This study was carried out to evaluate the effects of plantation agriculture on land use, land cover change in the Nguti sub division and to investigate resident’s perception about the effects of land use, land cover change on local climatic variability. Satellite maps from Landsat multispectral images were processed using Arc GIS 8 to assess land cover change overtime. Structured questionnaires, focused group discussions and interviews were used to gather relevant data on resident’s perception on the impacts of land use, land cover changes on climate variability. The statistical package for social science (SPSS) version 19 was used to analyze respondent’s perception on the impacts of land use land cover change on local climatic variability. Results indicate a slow change in dense forest of -2% between 2006 and 2012 when no large scale agricultural practice existed, as opposed to a rapid change of -14% between 2012 and 2015 when such practice existed, indicating a massive loss of forest cover. Plantations increase slightly between 2006 and 2012 (51 ha) but witnessed a massive increase (210ha) between 2012 and 2015. Residents of Nguti sub division attest that there has been variability in the climatic condition in the area experience in the form of increase temperature, reduction in rainfall and changes in seasonality. Authors recommended a need for a participatory land use planning to delimit and allocate land into various land uses and to avoid future land use conflicts. Land use planning is a contributing factor in achieving better housing development in urban areas. However, the ineffectiveness during the preparation of development plans and its implementation through development control has given the impact on housing development. This paper presents a study on the effectiveness of housing planning and control activities. The best approaches to assisting its effectiveness among decision-makers and implementers in housing development were revealed. Thus, the study employs a qualitative method through in-depth interviews conducted among town planners. The study discovered the most important aspects are the availability of data in improving housing planning and control. Sustainable land use is one of the emergent mountain concerns which requires immediate policy and regulatory attention. This study examines land use change and land prices at three different 5-yearly intervals: 2019, 2014 and 2009 respectively in three urbanizing districts of Gilgit-Baltistan Pakistan. Empirical evidences are gathered by using mixed-method approaches. Findings of the study suggest that households’ land holdings of cultivated and uncultivated patches have declined significantly whereas, built-up area continued to rise over the years. Simultaneously, value of land in the urban centers has increased exponentially. As a result, sustainability of future economic benefits and ecosystem health becomes a major challenge for local community and policy makers. Therefore, this study recommends effective and sustainable land use planning with the emphasis on legislation, policy making, judicious and healthy use of ecosystem services and local ownership synced with customary laws and traditional knowledge.

Purpose: The better management of land resources is essential for sustainability and for improving the quality of life of people living in the city and the peri urban areas who are mostly farmers With major changes being agricultural land use giving way to residential land use in the peri urban area, access to agricultural land is drastically reduced causing food insecurity problems in the region. The general objective of the study was to establish the access the impact of human population on land degradation. Methodology: The paper used a desk study review methodology where relevant empirical literature was reviewed to identify main themes and to extract knowledge gaps. Findings: The study found out that increase in human population has resulted to more land-use and land cover changes are likely to take place as more land is converted over time, forest to agricultural land, and agricultural land to built-up land, which threatens the existence of agricultural land and water sources in the future. Recommendations: The study recommends that there is the need for stakeholder participation and institutionalize stakeholders’ participations in land use planning process and urban planning. It is only when the public and land owners are well informed about land management issues that a positive change of attitude, adherence to laws on land use among others can be achieved. The county government and the national governments should come up with policies to outlaw arbitrary sale of land especially in areas where the main form of land use is agriculture to enhance the effectiveness of zoning regulations. It is important that the management of land be made the first priority in the study area and the nation as a whole. The various land sector agencies and institutions responsible for land management should enforce the existing laws on land management

To solve the problems caused by irrational land-use, studying the functions of land-use, its changing characteristics, and the relationship between each land-use function will be beneficial for achieving sustainable land development. In this research, we constructed an evaluation framework of multiple land-use functions (LUFs) based on sustainable land-use theory. Specifically, we classified the multiple LUFs into three types: agricultural production function (APF), living function (LVF), and ecological service function (ESF). We then spatialized the economic and social data, and implemented the InVEST (Integrated Valuation of Ecosystem Services and Tradeoffs) model and RUSLE (Revised Universal Soil Loss Equation) model to evaluate each sub-LUF (crop production, aquatic production, woodlands production, livestock production, living space, life quality, water supply, soil conservation, climate regulation, biological conservation) in central China in 2000 and again in 2015. Moreover, by analyzing the changes to LUFs and the relationships between each LUF change, we were able to discern patterns of LUF change in central China. The results show that: 1) 42.12% of total territory in the study area increased their APF from 2000 to 2015, while 43.41% of the lands increased their ESF yet only 8.98% of the lands increased their LVF; 2) in Hubei and Hunan, there was more land with an increase of APF than in Anhui or Jiangxi. The APF in Jiangxi exhibited the greatest decline over time period, the LVF increased more in the provincial capital cities than in other regions, and the ESF expanded more in Jiangxi than in the other provinces; and 3) the changes in APF were significantly and positively correlated with changes in LVF. Additionally, changes in ESF were negatively but non-significantly correlated with changes in APF and LVF.

Land use change pattern in Jeli is been given a focus as part of tool for land planning anddevelopment. An increasing of population in Jeli make this study is relevant to aid an understandingon land use changes in this area due to the demanded for development and rapid land utilisation.Land use change pattern can be obtained via geospatial technique by Geographical InformationSystem (GIS) together with satellite imagery analysis. In this study, land use maps produced fromsupervised classification using maximum likelihood algorithm give a high accuracy of 92.05%.From classified land use images, urban expansion index (SI) were then calculated from year 1984to 2012. Pearson’s correlation analysis discovered a strong negative correlation between forest andagricultural areas which reflected that with increased of agriculture area, forest reserve was founddepleted. The SI of Jeli showed a low to rapid growth in 1994 and 1997 to 2012 respectively. Thestudy reflected the progressive development in Jeli promotes sustainable usage of forest area wheneffort of reforestation was carried out forming a co-existence land use category between forest andagriculture.

One of the Land Asset Management facets in Indonesia has been so far the possession of the land as an asset for local government. The regulation allows local government to organize local land assets to support land use planning in various patterns. While at the same time, Indonesia has a rigorous rule on land use planning with Euclidean Zoning System called RTRW Plan, which lasts for 20 years. Land use patterns could not be ruled by projecting a specific order, ideology, technical stances, etc. This article would like to contextualize a dynamic in which city leader infrastructure strategic planning was being technically anticipated by filtering out the feasibility of local land asset which meet the minimum requirement of the RTRW as the principal reference for spatial land use planning. This article does not necessarily address its aim at problematizing RTRW; rather, in the first place, it discusses the vigorous of the local government technical department to bridge a so-called City Leader strategic planning with the current systems of the RTRW. Here, the article would argue that a tiny time frame of the City Leader's order leaves a narrow space for technical staff to map out a holistic technical plan. Instead, opting for a specific local land asset appeared to be the instant solution to such a plan. Furthermore, the second concern of this article specified its attention on providing the technical means so that the choice of the predetermined location was constructively and objectively justified beforehand. A specific case study of Pekalongan Regency, Central Java Indonesia, allowed delving into the empirical case. The city leader was at the last year of his terms, and it was claimed, the choice to develop hospital infrastructure was part of a political maneuver. A qualitative approach in the form of in-depth interviews and compilation of secondary documents was employed. The city technical managers needed to operate rational technocratic mechanisms to the politico-technique juxtaposition to justify the planning problem's technical rationality and the other side to provide a technical solution, pointing out land assets under the framework of the RTRW. Thus, the arguments developed in this work contested the land choice technical assessments were not necessarily neutral rather a supporting element to adjust the overwhelming leader's strategic choice fully. Further discussion materials are proposed. In this case, the political strategy created a circumstance of instantaneity and a limited time frame that could lead to the enthusiasm of strategic thinking under the realm of the urban planning system.

La investigación busca abordar críticamente las prácticas de los actores públicos y de las comunidades frente al Ordenamiento Territorial (OT) de su municipio y cómo se asume el postacuerdo respecto al desarrollo de los municipios. Este es un estudio de caso en dos municipios del departamento de Caldas: Belalcázar y Viterbo. Se acudió a algunas herramientas etnográficas y a la consulta de literatura secundaria que permitió ubicar el contexto poblacional de la subregión. Se encontró que el sentido del desarrollo actual fortalece actores del gran capital y actores foráneos en las actividades agrícolas industriales, la introducción de supermercados y turismo de sol y piscina que desplazan los pequeños comerciantes. Se recomienda adelantar una planeación ordenada, sostenible y participativa de los Esquemas de Ordenamiento Territorial Municipal (EOTM) y de los Planes de Desarrollo.

A novel model has been proposed for the methodical development and safe utilization of the lower Yellow River floodplain to provide flood control with a graded standard, sediment deposition in the partitioned zone, and the free exchange of channel runoff and sediment. The wide floodplain, which is located between the dam and the main channel, has been typically divided into three zones: high, tender, and low floodplains. Meanwhile, different ecological construction models have been suggested for each zone. This paper summarizes all related research findings; describes the overall research ideas and methodologies; expounds key issues such as land planning and utilization, sediment prediction and regulation, and multi-dimensional industrial safeguards in the lower Yellow River floodplain; and provides orientation for future research on the ecological development of the lower Yellow River floodplain. This study aims to promote the refinement of the ecological development model for the lower Yellow River floodplain and accelerate the application of research findings regarding land development and utilization of the lower Yellow River floodplain.

Urban sprawl transforms urban–rural linkages and indiscriminately exploits natural resources, degrading the ecosystems in peri-urban areas (PUAs). In India, the absence of a planning mechanism to steer and manage this transformation of PUAs worsens the problem, with arbitrary changes in land-use–land-cover (LULC) adversely impacting biodiversity, climate, productivity and water resources. In PUAs, the environmental carrying capacity determined by the ecosystem services (ES) model can play a significant role in sustaining the ecology and economy of urban and rural areas. Recent research links LULC change with ES potential. Understanding LULC and ES dynamics in PUAs can promote synergy between future land planning and conservation of ecosystems. This paper presents an ecosystems-based approach to peri-urban development and environmental conservation management to promote sustainability of Indian cities. A generic, qualitative assessment of multiple ES potential for the LULC is obtained using the “expert matrix method” in a data-scarce scenario. The proposed approach is operationalized in a potentially developing PUA of Chennai. LULC change and ES dynamics are analyzed for two time periods in a GIS platform. It is observed that the study area experienced fast peri-urbanization between 2011 and 2015 as a result of which there is a decline in the provisioning and regulating ES potential. Multiple ES potential mapping shows LULC type—Water bodies, Forest and Agricultural land as crucial in providing and maintaining the ES potential of the study area. Spatially, the western part of the study area displays a low potential for ES and hence can be explored further for peri-urban development.

High growth is increasingly forcing development of hazard prone land in the coastal city of Tauranga. A multi-hazard mapping tool developed to guide strategic growth planning in this natural hazard rich environment gives direct comparison of total hazard levels across the city. By aggregating individual hazards into a summative multi-hazard rating for each part of the city, urban planners and engineers have a decision support tool to aid city planning over the next 100 years. Tauranga growth requires 40,000 new homes over the next four decades in addition to the existing 57,000 homes. This 70% growth must squeeze within tight geographic constraints as Tauranga's 137,000 residents nestle around a harbour and are bound by open coast to the north and steep terrain to the south. This research quantifies Tauranga’s natural hazards of sea level rise, storm surge, coastal erosion, tsunami, earthquake shaking, liquefaction, landslides volcanic ashfall and flooding. Each hazard is spatially represented through hazard maps. Individual hazards are combined into a multi-hazard model to represent the aggregated hazard exposure of each point of the city. The multi-hazard exposure is spatially mapped using GIS allowing an area with tsunami, liquefaction and storm surge as dominant hazards to be directly compared with an area of different hazards such as flooding and landslides. Mapping of these hazards provides strategic input for building city resilience through land use planning and mitigation design. A pilot study area of 25 km2 selected from the Tauranga City Council total area of 135 km2 demonstrates the accumulated mapping approach. The pilot area contains a thorough representation of geology, elevation, landform and hazards that occur throughout the city. Our findings showed the highest aggregated hazard areas in Tauranga are along the coast. As is common with many beach resort towns this corresponds with the most popular living areas. The lower hazard areas suitable for urban growth are distributed mostly away from the open coast in the slightly elevated topography.

This study aimed to assess land degradation sensitivity of an area contributing to desertification risk in Lam Ta Kong Watershed using Environmental Sensitivity Area Index (ESAI). Five risk factors comprised climatic, soil, geographical, land utilization and vegetation, and water resources factors together with fifteen sub-factors were used to analyze the sensitivity to land degradation. The spatial analysis was calculated using Geographic Information System (GIS) and Remote Sensing (RS) techniques. The key factors influencing land degradation risks in the watershed area were analyzed using the triangular fuzzy numbers (TFNs) method. The results showed that approximately 33% of Lam Ta Kong watershed was affected by a high desertification risk excluded the water bodies and around 24.64% of the area suffered from a moderate risk. This research pointed out that key factors causing land degradation and desertification in the watershed area were related to the soil factors, followed by climatic, geographical factors, water resources, and land utilization and vegetation, respectively. The results of this study can be used as a database for planning and implementing area-based mitigations and measures as well as for land use planning in the watershed area.

Cannabis production standards are evolving with little understanding of their implications on land use planning. Health Canada currently administers a federally-regulated licensing system that does not address odour and light pollution land use impacts across the rural landscape. This literature review addresses the regulatory history of cannabis production in Canada, reviews current production standards, and compares possible cannabis production conflicts with documented land use conflicts from other odourous and light intensive operations to reveal flaws in the existing licensing system. Established cannabis production markets will be examined for further comparisons.

Sustaining multiple ecosystem services across a landscape requires an understanding of how consistently services are shaped by different categories of land uses. Yet, this understanding is generally constrained by the availability of fine-resolution data for multiple services across large areas and the spatial variability of land-use effects on services. We systematically surveyed published literature for New Zealand (1970 – 2015) to quantify the supply of 17 services across 25 land covers (as a proxy for land use). We found a consistent trade-off in the services supplied by anthropogenic land covers with a high production intensity (e.g., cropping) versus those with extensive or no production. In contrast, forest cover was not associated with any distinct patterns of service supply. By drawing on existing research findings we reveal complementarity and redundancy (potentially influencing resilience) in service supply from different land covers. This can guide practitioners in shaping land systems that sustainably support human well-being.

The integration of ecosystem service (ES) knowledge into decision-making processes is increasingly endorsed by various policies and initiatives, with spatial planning targeted as one of the most relevant fields. Learning and feeding back from existing experiences is therefore a fundamental step to ensure appropriate and useful support by ES science. This paper aims to gather and critically analyse how ES science contributes to spatial planning practices. Through a systematic review of the literature about ES use in spatial planning, we map the level of integration of ES knowledge, the scale of case studies, and the type of planning addressed; and we identify and analyse case studies of real-world applications. Studies explicitly aimed at supporting spatial planning have increased over the last decade, but are still scarce. The real-world case studies reveal advantages of integrating ES knowledge into spatial planning processes, mainly concerning practical aspects such as synthesizing complex socio-environmental information and promoting participation. Windows of opportunity offered by regulatory frameworks and innovative processes and instruments, such as marine spatial plans and strategic environmental assessments, are key factors triggering the integration. However, supportive contextual conditions are necessary, including science-policy collaborations across the entire planning process and environmental awareness among policy-makers and stakeholders.

Risk management of major hazardous installations (MHIs) is a principal concern due to chemical hazards, both in South Korea and in foreign countries where chemical plants are located. To cope with these risks, various regulatory schemes have been developed for the recognition, prevention, and control of chemical accidents. Despite these efforts, the worst major accident caused by massive (20 t) leakage of anhydrous hydrogen fluoride occurred in Gumi City in 2012. As a result, the location of MHIs associated with the chemical industry became a major concern among the public, relating to the risks to both the public and environment. In this study, the regulatory systems in South Korea are compared with global standards for controlling major hazards, and the adoption of land use planning (LUP) is discussed. Based on population statistics for the last 17 years, the EPA's ALOHA software was used to evaluate the impact of land development and population growth around MHIs through case studies of societal risk changes at five water-treatment plants using Cl2 (chlorine). The total risk at the Cl2 sites increased by up to 3.05 times from 2000 to 2017, demonstrating the necessity of introducing LUP.

Cereal-based food consumption and agricultural practices contribute to food nutritional insecurity, which has become a threatening issue in South Asian countries. The purpose of this study was to develop a seasonal land use planning model incorporating diversified crops for regional self-sufficiency based on land suitability and a balanced caloric demand. A multicriteria decision-making analysis was undertaken, and multicrop land planning maps were developed with the help of a geographical information system and fuzzy membership functions. The vegetation index data were collected according to the crop calendar. Factors and constraints were generated in ArcGIS 10.4® to perform spatial analysis. Fuzzy overlay analysis was performed to determine the suitable areas for crop production. The seasonal cropland suitability assessment results were validated with data from a survey of Bangladesh. The analysis determined that in the Kharif-1 season, 42% (3469 km) of the total area was suitable for growing vegetables, and in the Kharif-2 season, the area of suitability was 55% (4543 km). However, under the present practices, only 12% and 18% of the land was used for vegetable cultivation during the Kharif-1 and Kharif-2 seasons, respectively, less than the regional requirements. In addition, in the Rabi season, the most suitable zones for cereals, vegetables, pulses, oilseeds and potatoes were 35% (2891 km), 19% (1569 km), 15% (1239 km), 10% (826 km) and 21% (1734 km) of the total land area, respectively. Moreover, the land areas suitable for farming pulses and oilseeds were 15% (1239 km) and 10% (826 km), respectively. The integrated model proposed herein can be implemented in the management of land allocation for diversified crop production, providing more decision-making information for policymakers to ensure regional food nutrition security in the target area as well as in other South Asian countries.

Despite hundreds of studies into the association between real estate value and proximity to fixed-route transit (FRT) systems, none has assessed the association with respect to express bus transit (XBT) stations/stops. Ours is the first to do so. Using a static, cross-section quasi-experimental research design, we evaluate CoStar multifamily (MF) rent per square foot to estimate the difference in rent with respect to proximity to XBT stations/stops. However, we are also interested in knowing whether there are synergistic price effects at the intersection of XBT and other FRT systems such as light rail transit (LRT). In this article, we estimate the MF rent premium with respect to XBT and LRT (XBT+LRT) station/stop proximity separately, rent premiums for combined XBT and LRT stations/stops and for those MF cases that are more than 1.0 mi beyond the nearest LRT station. In all cases, whether separately or combined with LRT stations or away from LRT stations, we find positive associations between MF rent and proximity to XBT stations/stops. However, we also find evidence of negative externalities at or near XBT, LRT, and XBT+LRT stations/stops. Express bus transit and land-use planning implications are offered.

The Estonian concept of ecological networks (the Green Network) is implemented at different administrative levels by including multiple stakeholders. Building ecologically coherent Green Infrastructure is also one strategic aim of the European Union’s environmental policy. An embedded case study shows that contradictions between governance levels and ineffective stakeholder involvement measures have caused negative influence on land use decision-making processes on a local level. We further identified that the process of integrating the ecological network concept into the land use planning system has characteristics of vertical decentralisation, but the lack of relevant coordination have precluded achieving satisfactory results regarding stakeholder involvement and co-operation. In the midst of global change uncertainties, Indonesian spatial planning authorities are developing 20-year strategies. However, the lack of collaborative engagement of stakeholders and unclear methodology around using futures studies in addressing land management undermine such plans and affect environmental governance. A crucial question is how to link a future-oriented process with governance transformation processes, particularly related to land-use planning and management. To address this issue, we used a co-elaborative scenario-building approach, referred to as participatory prospective analysis (PPA), to facilitate the creation of local multistakeholder platforms considering future-oriented perspectives. The PPA design combines equally the knowledge of local communities, technical experts and decision-makers, and was applied in a series of sequential multistakeholder workshops in two regencies in Indonesia, followed by public consultations on the main results. In both regencies, participants agreed on a common topic related to spatial planning in their jurisdiction to be explored with a 20-year time horizon. They reached consensus on relevant variables, analyzed their dependence/influence, and developed several plausible yet contrasting scenarios for land management and road maps with guidelines for the implementation of desired outcomes. The PPA approach stimulated stakeholder engagement and ensured that more local voices were not only heard but also duly included in the process. It allowed participants to consider strategies that would otherwise have been less readily accepted by their respective organizations. It showed that it is possible to improve existing spatial planning processes in Indonesia by integrating tools for a more inclusive and long-term future-oriented collaborative approach.

The study is projected to analyze a susceptible issue in Gujrat city Pakistan. Green spaces are being replaced by infrastructure in the city, and present green spaces and parks faces the challenges, including infrastructure development, lack of planning and budget. However, current land use planning gave a jerk to the city’s economy in the long run. Therefore, there is strong need exist to analyses this issue to achieve the sustainable goals. It has been analyzed that resort places/parks are situated around the premises of the city and makes it difficult for the middle class to access. The results show that parks enhance social interaction between the residents of the area, the concerning authorities should manage budgetary constraints for green spaces and parks to improve overall picture of the city’s planning. The study suggested that the addition of green spaces is essential to improved urban growth of economy, agriculture and environmental engagement of people within the city. The government should endorse the idea of reserving the urban green places to improve the green ecology in the sight of the best interests of the area.
