In order to reduce the loss of highway transportation caused by frequent natural disasters, it is necessary to carry out the study on the location planning method of emergency rescue sites against natural disasters of the regional highway network. First, the functional requirement and location factors of emergency rescue sites are introduced. Then the location planning of the highway emergency rescue site is analyzed in terms of four aspects, including customers, facilities, space and measurement. Second, the optimized location model is built on the base of minimizing construction costs and disaster losses. Finally, the location planning method has been applied to the Hangzhou highway network, and the economic and social benefits are obvious.

Human activities have been influenced by more and more frequent natural disasters in recent years. Highway infrastructures are seriously damaged and the reliability is declining dramatically. In order to strengthen the resistant ability against disasters of the highway network and reduce losses caused by natural disasters, the research of the highway lifeline planning was proposed. Firstly, the connotation and functional characteristics of the highway lifeline were investigated. Secondly, the planning principles and ideas were proposed on the basis of recalling the existing highway network planning theory and methods. Thirdly, the planning contents of the highway lifeline were discussed from the three main points: (1) the risk distribution of natural disasters in regional highway network, (2) the evaluation on the resistant ability against disasters of highway network, (3) the road planning of lifeline. Finally, a case of the highway lifeline planning was applied to the highway network of Hangzhou.

To effectively deal with the frequent natural disasters and make good decisions, a clear and scientific understanding of the highway network's resistant ability against disasters should be worked out. This paper aims to propose a set of comprehensive evaluation methods for this ability and its conclusion analysis. Using the Analytic Hierarchy Process, a comprehensive evaluation index system is established. Subsequently, based on the fuzzy mathematics, the fuzzy comprehensive evaluation model is established, and the specific steps of the fuzzy comprehensive evaluation are executed. Furthermore, according to the short plate theory, this paper adopts retrospective analysis to discuss the evaluation conclusion. Finally, in order to verify the feasibility and practicability, this paper takes Hangzhou national and provincial trunk highway network as a case study. The results show that the comprehensive score of this network is 83.429 which belongs to the “General” level. Through the conclusion analysis, this paper identifies the weaknesses of Hangzhou national and provincial trunk highway network against natural disasters. Limitations of the proposed method are also discussed in this paper.
