Local diversity through site-dependent activities such as tourism and resource-based recreation, as well as resource extraction, may offer opportunities for regional development and restructuration. The small number of open spaces in urban areas is a factor in the considerably high pressure of life in the city center. Therefore, the existence of public open spaces in the city center, especially green open spaces in urban areas, is needed because of its function and role as a place for socialization and recreation as well as an alternative rest area with its fresh air in the midst of hectic activities in the city center. Public open space also serves as a place for people to relieve fatigue after a long hard work at a very low cost. This research aims to analyze the effectiveness and the efficiency of the management of the Environmental Study Tourism Park in the City of Probolinggo. The management of urban forest in the former “red are” idle land for ecological, educational and socio-economic purposes as a manifestation of public green open space in urban areas is developed into an Environmental Study Tourism Park. Based on the results of research on the performance of the government/management in providing services to the community regarding environmental education information is considered to be good enough because it is supported by certified experts in accordance with their fields and provide convenience to the community/educational institutions in terms of visiting and learning flora and fauna.

Purpose The purpose of this study is to examine the role of independent institution as moderation between community involvement and legislative institution responsiveness in Mataram City. Design/methodology/approach This research is explanatory research, which explains the effect between variables by hypothesis testing. This research was conducted in Mataram City, West Nusa Tenggara. Population in this study included all stakeholders involved in Mataram City’s participatory planning, including community leaders, legislative institutions (starting from the village/subdistrict, district to city levels) and independent institutions. The sampling was performed using nonprobability sampling technique, namely, quota sampling. The research model with inferential analysis used a structural equation modelling (SEM) with WarpPLS to answer the statements of problems and test the desired hypotheses. Findings The research results conclude that community involvement has a direct effect on legislative institution responsiveness and legislative institution responsiveness has a direct effect on the success of participatory development planning. This indicates that all variables in this research influence the success of participatory development planning. However, the indirect effect of legislative institution responsiveness on the success of participatory development planning through the role of independent institution is not significant. Originality/value The role of independent institutions as a moderation of the relationship between community involvement and legislative institution responsiveness can be learned as the novelty in this study.

This study aims to: 1) test and analyze the role of knowledge management and competence in innovation, 2) test and analyze the role of knowledge management and competence on organizational performance, 3) test and analyze the role of innovation on organizational performance, 4) test and analyze the role of management knowledge of organizational performance through innovation, 5) testing and analyzing the role of competence on organizational performance through innovation, and 6) testing and analyzing the role of knowledge management and employee competence on organizational performance through innovation at PDAM Ketapang Regency. The research was conducted by PDAM Ketapang Regency employees, totaling 71 employees. The sampling technique uses saturated samples. Methods of data analysis using descriptive analysis and quantitative analysis with path analysis. The results showed that: 1) there was an influence on the role of knowledge management and competence on innovation, 2) there was an influence on the role of knowledge management and competence on organizational performance, 3) there was an influence on the role of innovation on organizational performance, 4) there was an influence on the role of knowledge management on organizational performance through innovation, 5) there is an influence on the role of competence on organizational performance through innovation, and 6) there is an influence on the role of knowledge management and employee competence on organizational performance through innovation at PDAM Ketapang Regency.

In the case of the development of public services, it is not merely an administrative problem or merely fulfilling the physical needs of service quality and customer satisfaction, especially considering that both of them have a major influence on the sustainability and development of an organization's mission. Such services must be accessible to the community without exception, regardless of socioeconomic status, race, ethnicity, religion and other subjective characteristics. As a service provider for citizens, the government is required to further optimize and be able and able to fulfill all its responsibilities to the community, both in terms of quality and quantity of service. Problems that occur in the Bondowoso District National Land Office are problems of poor service quality, good service quality will produce good output for the community and for the Land Office itself. The services available at the Land Office are a bit complicated and difficult for the public. The service of land certificates will make people's lives better with clear legal certainty.

Public service is one of the important things that becomes a benchmark in the implementation of government administration as a manifestation of creating quality public services. The problem in public service is a burden for the government because many complaints are received by the government on the implementation of public services, especially in the field of land, services about land services that seem convoluted and require a long time. Head of Land Agency Regulation No. 1 of 2010 as an effort to respond to poor service by the National Land Agency of the Republic of Indonesia through accelerated public service programs in the land sector, one of which is One Day Service for Land Services or one-day service that can be carried out throughout the Agency's work area National Land all over Indonesia. It is expected that this program can improve the quality of public services in the field of land so that public services in the land sector become a quality and effective and efficient service.

The implementation of free trade agreements has consequences for product competitiveness, both competitiveness in the international market and competitiveness in the domestic market (Ministry of Trade of the Republic of Indonesia, 2011). An alternative strategy that can be done in an effort to deal with free trade is to create and produce superior products that are not the result of assistance from other countries, so that these goods have a strong bargaining position in the global economy. One industry that is local and has the advantage of this product is the coconut sugar industry. One of the best coconut sugar producers in Indonesia is Pacitan Regency. The importance of the industry based on coconut sugar for the people in Pacitan Regency has an important value, so that the function and role of the government is very much needed to increase the existing coconut sugar industry. The purpose of this study was to analyze the potential of coconut sugar SMEs in Pacitan District, analyze the constraints in the development of coconut sugar SMIs and analyze the role of local governments in facilitating coconut sugar SMEs. Retrieval of data in this study includes field observations, document studies and interviews with all stakeholders such as coconut sugar industry players, consumers, Micro Cooperative and Business Services and the Pacitan Regency Industry and Trade Office. Data analysis techniques use interactive analysis. Pacitan Regency is one of the best coconut sugar producing regions in Indonesia with a total of brown sugar industry which is as many as 5,115 units. This sugar industry can absorb 10,220 workers or 39.03% of the workforce in Pacitan Regency. This is due to the large number of raw materials in the area of Pacitan Regency. The coconut sugar industry is currently experiencing two obstacles in its production process and marketing. The Micro Cooperative and Business Office and the Pacitan Regency Industry and Trade Office in order to increase coconut sugar SMIs carry out coaching and facilitation. The guidance and facilitation includes training, work equipment facilities, product legality facilities, promotional facilities and capital facilities.

The objective of the study is to construct 5Ps strategy for coal mining governance using the perspective of SDGs in the Malinau District of North Kalimantan, Indonesia. The study was conducted using qualitative method. Data was collected through field observations and in-depth interviews, and secondary data of official published documents. Data was analyzed using the interactive analysis Model of Mile, Huberman, and Saldana. This research concluded that the 5Ps strategy for coal mining productions in the Malinau District of North Kalimantan is very useful for governing all stakeholders in the District in respect to environmental, social and economic aspects. The 5Ps strategy is 1) People, this means communities should be involved in the coal mining governance, 2) Planet, environmental awareness, 3) Profit, economic aspects should be well calculated and managed, 4) Peace, justice and equality are also the spirit to manage the coal productions and colaborations among the stakeholders are important to make the success of production. This study was aimed to analyze multiple strategies for reducing open defecation in Pasuruan Regency, East Java, Indonesia. Breakthroughs and innovative policies are needed to accelerate the achievement of stopping open defecation behavior. Based on reports from the Pasuruan Health Office, several factors can cause people to stop practicing open defecation, such as enough amount of toilet and the increasing awareness of health and cleanliness. Da'i is an Islamic religious leader who is close to the community. Da‟i educates people about Islam and invites people to do good deed based on Islamic rules. The people in Pasuruan has a robust Islamic boarding school background, so Da‟i might have a big role in their way of living.

This research was motivated by Civil Servant Apparatus regulation which demanded changes in the bureaucratic system. The purpose of the research is to plan employee core capability in the skill and knowledge dimensions towards the ASN era. This type of research uses a description method with a qualitative approach. The results show that planning of employee core capability is done by analyzing organizational objectives, internal and external environment of Human Resources, forecasting Human Resources needs, and planning development strategies by merit system and knowledge management.

The covid-19 pandemic that has hit the world and Indonesia in particular is not only about the number of people exposd to the virus, but its impact on the economic life of society and the country. The slowdown in various economic activities, the business world, trade and various elements driving the real economy have led to a potential decline in the per capita income of the Indonesian population. This is what is felt by the people of the suburbs at the Rawabebek rusunawa DKI Jakarta who really depend on micro-enterprises for their living. They have experienced a decrease in income since the COVID-19 pandemic so they have limitations in meeting the needs of daily life. For this reason, sustainable community empowerment efforts are needed through aapproach Collaborative Governance. The purpose of this study is to analyze empowerment programs that have been carried out for communities affected by the COVID-19 pandemic through collaborative governance. This study uses a qualitative approach to the type of phenomenological research. The results showed that the collaboration process in empowering the relocation community at the Rawabebek flats only touched on the instrumental aspects and had not touched the substantial aspects. The collaborative process in empowering relocation communities should be based on social capital.capital Socialis capital that can be used as the driving force in empowerment. Social capital provides support to the community to take action together and reciprocally. Social capital is an alternative form of modality that is beneficial for the community to obtain both economic and social benefits.

This research proposes a hybrid method by combining Generalized Space-Time Autoregressive with exogenous variables and Elman Recurrent Neural Network (GSTARX-Elman RNN) to forecast space-time data. GSTAR method is used for modeling and forecasting multivariate data which including time and location factors. The modeling GSTAR with exogenous variables is to capture time series factors, i.e., trend, seasonal, and calendar variation. This method combines with Elman RNN as a nonlinear forecasting method for the data that have a nonlinear pattern. Hybrid GSTARX-Elman RNN compares with time series regression and GSTARX methods based on RMSE criteria. This research focused on simulation data that consist of a trend, seasonal, and calendar variation patterns, and using two scenarios of noise, i.e., linear and nonlinear noise. The result of these simulations showed that time series regression and GSTARX method could capture well the exogenous variables, but hybrid GSTARX-Elman RNN is a more accurate method than others. Hybrid GSTARX-Elman RNN could capture nonlinearity data pattern from these simulations. In general, the hybrid models tend to provide more accurate forecast performance than individual forecast models that it is in line with the results of the M4 forecasting competition.

This paper examines the relationship of good governance and management planning iron sand mine in Kulon Progo. Planning iron sand mining management in Kulon Progo views of the role of the main elements in the perspective of good governance, that the role of the private sector in this matter PT. The government's role in planning the management of iron sand mining in Kulon Progo include: (a) permits; (b) Environmental Feasibility; and (c) Supervision. Internet of Things (IoT) is one of the technological paradigms developed in the industrial revolution 4.0. The concept of IoT is an object can transfer data over a network without interaction from human-to-human or from human-to-computer. One of the IoT implementations in the education sector is the attendance system using IoT-based Radio Frequency Identification (RFID). The attendance machines such as fingerprints and face recognition have a relatively high-cost compared to RFID machines. Hence, if the number of attendance machines within the School is limited, it will be less efficient for a large number of students and vulnerable to queuing. The RFID implementation in the Education sector was socialized through a Workshop with students and teachers of the secondary schools in Purwakarta, West Java, as the participants. To provide additional insight and expertise about the RFID-IoT concept to the workshop participants, this community service activity needs to be done. Several benefits will be obtained through this workshop, including saving paper use and efficiency, because the RFID-based IoT can reduce the teachers’ workload in processing the student attendance lists. Teachers are also invited to this workshop so they can guide their students and pass on the additional skills. Moreover, the invited teacher will teach new knowledge related to workshop material to other students in the School. Konsep IoT adalah suatau objek dapat mentransfer data lewat jaringan tanpa adanya interaksi dari manusia ke manusia ataupun dari manusia ke perangkat komputer. Salah satu implementasinya pada bidang pendidikan yaitu sistem kehadiran menggunakan Radio Frequency Identification (RFID) berbasis teknologi IoT. Mesin kehadiran seperti fingerprint dan face recognition memiliki harga yang relatif mahal dibandingkan mesin RFID. Sementara, jika jumlah mesin kehadiran yang ada di sekolah terbatas, hal ini sedikit kurang efisien untuk jumlah siswa yang sangat banyak dan rentan menimbulkan antrian. Implementasi RFID di bidang Pendidikan ini disosialisasikan melalui sebuah Workshop dengan siswa dan Guru dari sekolah menengah di Purwakarta, Jawa Barat sebagai peserta. Untuk dapat memberikan tambahan wawasan dan keterampilan mengenai mesin kehadiran RFID dengan konsep IoT kepada peserta Workshop, maka pengabdian masyarakat ini perlu dilakukan. Beberapa manfaat akan didapat memalui workshop ini, termasuk menghemat penggunaan kertas dan efisiensi karena RFID berbasis IoT mengurangi beban kerja guru dalam mengolah data kehadiran siswa. Guru turut diundang dalam workshop ini agar mereka dapat membimbing siswanya dan menularkan tambahan keterampilan dan wawasan yang didapat dari kegiatan PKM ini kepada siswa lainnya di sekolah.. The poverty issue was very complex regarding various aspects of life, therefore, poverty alleviation was needed an involvement of the various parties. In order to be able to cooperate with various parties was required a deep cooperation. This descriptive qualitative research aims to analyze the cooperation of various parties in the poverty alleviation. The data were collected through interviews with the Poverty Alleviation Coordination Team and the key informant. The results show that cooperation in the poverty alleviation was limited in coordination between work units of the regional apparatus. The coordination was undertaken in the context of programming, implementing, and evaluating of the poverty alleviation. However, the coordination has not been maximized due without involving the private sector and universities who were also members of the poverty alleviation coordination team. The cooperation was more optimal when applying the collaboration principles. Therefore, a deeper cooperation was needed than just coordination, that was, in the form of collaboration. The collaboration in the form of collaboration between various parties could be an innovative strategy in the poverty alleviation.
