Senator Chuck Hagel has withdrawn his proposals to update the Federal Home Loan Bank System since the plan came under last-minute political fire. The plan, also supported by Senate Banking Committee Chmn Alfonse D'Amato, would give community banks better access, make fees the same for all members - and thereby reduce the fees 4,514 commercial banks pay to belong to the system, make membership voluntary instead of mandatory for savings and loan institutions and restructure the Federal Housing Finance Board.
