This study seeks to investigate the effects of supply chain characteristics on e-procurement institutionalization in construction companies. Data was collected through the in-depth structured interviews with 47 managers from a sample of 31 construction firms in Vietnam. The technique of cluster analysis with the Ward algorithm, the silhouette coefficient, and the t-test were used to analyze the data. The findings showed that the supply chain characteristics in terms of the size, ownership type, and operating market of strategic partners were significantly associated with the level of e-procurement institutionalization in construction companies. Along with the findings, this study's results will be helpful to policy-makers in formulating supportive policies and actions to effectively improve the low status of e-procurement adoption as well as accelerate the diffusion of the technology in the industry.

The effectiveness of deployment policies to promote the uptake of residential rooftop solar photovoltaic systems ultimately hinges on the behaviour of households who decide to accept or reject the technology. Over the past years, research has strived to understand, designate significant predictors, model the behaviour of heterogeneous households, and predict the diffusion rate by putting a wide range of approaches in place. Inspired by compiling a comprehensive database of home solar adoption studies, the present study systematically reviews the adopted theories, methods and approaches used within 199 original quantitative, qualitative, statistical, and non-statistical articles covering households’ attitudes, awareness, tendencies, knowledge, motives, willingness, intentions, and adoption decisions. The study provides a critical analysis of investigations on the adoption of solar photovoltaics, solar home systems, and solar photovoltaics coupled with battery energy storage systems. The outcome of the review revealed 108 future and 91 retroactive studies that exploit 10 key dependent variables by means of 52% primary (empirical data), 34% secondary (available sources), and 13% covering both modes of data collection. The sensitivity of these dependent variables was tested by 36 intervention variables that seek to capacitate effective managerial policies. The complexity of the individual decision was comprehended by 13 forms of behavioural theories, with the top-ranked two being the diffusion of innovation and the theory of planned behaviour. The literature showcased a total of 170 quantitative, 20 qualitative, and nine mixed-method studies, with statistical and non-statistical techniques being applied 139 and 86 times, respectively. Regression analysis was the most commonly used statistical analysis method, followed by spatial analysis for non-statistical models. At the heart of the predictive methods for analysing the diffusion rate of these solar technologies, nuances of 25 agent-based models and their social networks were examined in depth. The review further revealed 14 spectra of household categories as well as 12 typologies of household comparisons.

Business cases often strain to identify enough benefits to cover costs of digital water metering (DWM), consisting of advanced metering infrastructure and data analytics. An Australian study in 2020 identified 77 benefits of DWM, potentially generating cost savings and customer satisfaction improvements. Modeling software makes projections of monetary savings over the DWM project life cycle and considers customer satisfaction improvements linked to DWM deployment. Leasing meters may provide lower entry costs, shifting risks to the supplier and avoiding lock-in of today's technology for long periods to achieve acceptable returns on investment.

The unprecedented consumption of lithium-ion batteries (LIBs) is occurring to meet the needs of modern transportation electrification. Recycling-friendly designs intrinsically facilitate the long-term sustainable utilization of natural resources, reducing the detrimental impacts of spent LIBs on the environment, and improving the economic viability of recycling. For this, we propose the incorporation of an intelligence-assisted predesign strategy into the battery-management system and battery chemistry, including ameliorating the traceability of battery structure and operation status, promoting cost-effective material sorting and separation, and adopting sustainable battery materials. The purposeful predesign of intelligent “Reuse–Refurbish–Recover” (3R) LIBs could be realized in an economically and environmentally sustainable (EES) manner. The intelligence-assisted predesign strategy will promote multi-disciplinary cooperation in a systematic and synergetic way; in addition, it will empower governments to establish and implement a series of regulations and standards for addressing the environmental pollution issues from spent batteries, thus avoiding the ever-increasing consumption of natural resources.

Storage technology is recognized as a critical enabler of a reliable future renewable energy network. There is growing acknowledgement of the potential viability of pumped hydro energy storage solutions, despite multiple barriers for large-scale installations. A plethora of articles have been published covering the drivers for and barriers to the widespread diffusion of pumped hydro energy storage, but the literature has yet to coherently categorise and rate the various reported drivers and barriers. Therefore, a systematic literature review of studies published between 2000 and 2020 was conducted using meta-analysis guidelines to analyse, synthesize and consolidate findings covering both the techno-environmental and socio-economic drivers for, and barriers to, the development of pumped hydro energy storage. The study ranked the significance of reported drivers and barriers as well as the lessons learned for both developed and developing countries. The top-ranked techno-environmental driving factor was grid resilience (i.e., grid balancing, energy time-shifting, etc.) and the top-ranked socio-economic driver was revenue generation and rural development (i.e., job and businesses opportunities, infrastructural development, etc.). In terms of barriers, the top ranked techno-environmental barrier was as the lack of good infrastructure (i.e., roads, transmission lines, etc.) near potential sites, and top ranked socio-economic barrier was securing the initial and ongoing capital requirements for a less understand investment category. Overall, this study synthesises and categorises the drivers and barriers to the development of pumped hydro energy storage. Study findings will be useful to both researchers and practitioners seeking to better direct resources and efforts to foster the development of pumped hydro energy in the future.

This work examines the effect of energy storage systems (ESSs) operation on the voltage stability and quality of the local power system. The variation of these two voltage dimensions is expressed in a collective manner by the novel voltage stability and quality index ( V S Q I ). For the calculation of the V S Q I , a complete voltage stability curve is required, and the coordinates associated with voltage stability and quality are identified. The distance between the abovementioned coordinates, that collectively indicates the effect of ESSs operation on the two voltage dimensions, is represented by the V S Q I . The process for V S Q I identification is repeated for each operating scenario, with the studied cases including grid operation prior to ESSs utilisation, grid support performed by a community level (CL) ESS, and grid operation with distributed (DIST) ESSs. The ESSs are powered by renewable energy sources (RESs), and a future scenario of 70% photovoltaic (PV) penetration was examined. Other ESSs applications presented in this work, include time-shifting of the energy produced by RESs, peak load shaving, and reducing the loading levels of transmission lines and of the substation transformer. The above stack of ESSs applications, highlights the multifunctional role of ESSs as support to the grid. A real low voltage (LV) distribution network located in south-east Queensland, Australia was employed for the study.

The purpose of this paper was to identify common themes from archival records related to innovation in the Australian Public Service (APS). A thematic analysis was conducted to review and evaluate archival records which consisted of transcripts from senior manager presentations at Innovation Month seminars from 2014 to 2018 and other related official documents. This empirical study addressed innovation from the leaders’ perspective, reflecting upon their experience. Analysing themes within archival records helped to gain insights from various perspectives of leaders on how they regard an innovation agenda for the APS. Three themes emerged from archival records: (1) innovation characteristics; (2) drivers of innovation; and (3) barriers to innovation. Synthesis of these drivers and barriers can provide important insights for senior APS managers on how they can enhance their organisations’ ability to innovate in order to respond to digital disruption challenges and opportunities. Variety of perspectives with leader’s perceptions informs about authors’ selection of the research question among consistent patterns and legitimates the salient themes as input for QSR NVivo 11.

Distributed solar photovoltaic (PV) systems are a low-cost form of renewable energy technology that has had an exponential rate of uptake globally in the last decade. However, little attention has been paid to the potential environmental and human health related impacts associated with PV systems, if not managed properly at the end-of-life (EoL). Rare materials such as ruthenium, gallium, indium, and tellurium are essential components in PV panels, while battery energy storage systems (BESS) are composed of various chemistries (i.e. lithium-ion, lead acid, nickel cadmium, salt water, and flow batteries). An appropriate EoL management strategy for solar photovoltaic systems (i.e. PV modules, BESS) is necessary, not only to prevent and/or mitigate future environmental problems but also to reduce demand on rare earth materials. Drawn from a portfolio of 191 papers collected from Scopus and Web of Science databases between 2000 and 2018 (by 30 June 2018), a systematic quantitative literature review on solar energy systems EoL studies was conducted to examine the temporal trend of current research as well as methodological and geographical distributions of the published articles. Research has been concentrated within Europe, some parts of Asia, and North America, with experimental and modelling/simulation methods being mostly applied. The focus of this study was to compile and synthesise reported drivers, barriers, and enablers to EoL management of PV panels and BESS in the context of the circular economy. A conceptual framework is proposed to facilitate the transition of current PV system material flows and supply chain management practices to circular economy concepts. This paper also presents a future research agenda.

Most accidents in the aviation, maritime, and construction industries are caused by human error, which can be traced back to impaired mental performance and attention failure. In 1596, Du Laurens, a French anatomist and medical scientist, said that the eyes are the windows of the mind. Eye tracking research dates back almost 150 years and it has been widely used in different fields for several purposes. Overall, eye tracking technologies provide the means to capture in real time a variety of eye movements that reflect different human cognitive, emotional, and physiological states, which can be used to gain a wider understanding of the human mind in different scenarios. This systematic literature review explored the different applications of eye tracking research in three high-risk industries, namely aviation, maritime, and construction. The results of this research uncovered the demographic distribution and applications of eye tracking research, as well as the different technologies that have been integrated to study the visual, cognitive, and attentional aspects of human mental performance. Moreover, different research gaps and potential future research directions were highlighted in relation to the usage of additional technologies to support, validate, and enhance eye tracking research to better understand human mental performance.

Cross-departmental collaboration, one of the most salient administrative reforms, has been promoted to resolve cross-jurisdictional administration issues over the previous three decades. Nearly all previous empirical studies have examined the direct impact of cross-departmental collaboration on organizational performance without accounting for the indirect effects of managerial practices. Using data from the Federal Highway Administration, this study develops an integrated structural equation modeling and Bayesian network model used to examine both direct and indirect impacts of cross-departmental collaboration on organizational performance. The structural model indicates that cross-departmental collaboration has a direct effect on organizational performance and indirect effects through its influence on resource acquisition and knowledge creation. The scenario-based simulation suggests the optimal integration of managerial actions to improve agency performance, which is achieved by encouraging cross-departmental collaboration and supporting the knowledge creation process. Finally, implications are provided to present practical managerial actions from the Federal Highway Administration as an exemplar for other highway agencies.

To meet rising energy demands, power plant operations will expand, influencing the interactions between the water–energy nexus and society. However, a major challenge is integration of social dimensions within electricity generation. To address this, we generate a baseline dataset using US public data (2014–2019) from the Energy Information Administration and US Bureau of Labor Statistics. We identify the rate of energy consumed, CO2, SO2 and NOx emissions generated, and water used per MWh net electricity as well as employee wellbeing per unit MW capacity during electricity generation. Rates of energy consumption (MMBtu/MWh) decreased 4.9%, but water consumption and withdrawal (m3/MWh) both increased 0.93% and 0.31%, respectively. Emissions of CO2, SO2 and NOx decreased 22.64%, 75% and 25% MT/MWh, respectively. Thermoelectric cooling withdrawal and consumption is led by natural gas (50.07%, 38.31%), coal (29.61%, 25.07%), and nuclear energies (13.55%, 18.99%). Electric power generation contributes 0.06 injuries–illnesses/TWh and 0.001 fatalities/TWh, of which fossil fuels contributed 70% and 15%, respectively. Fossil fuels led in average annual employment (0.02 employees/MW) with low cost salaries (USD 0.09/MW) likely due to high collective capacity, which is declining. Estimated rates in this study and framework will aid power industry transition and operational decision makers.

As rooftop solar photovoltaic (PV) adoption in Australia is exponentially growing in the past decade, there is a need to promote effective product stewardship for PV panels reaching their end-of-life (EoL). This paper presents the development of a System Dynamics (SD) model for managing EoL rooftop PV panels based on the circular economy concept. Four stages of the SD modelling process include problem scoping and variable identification, model conceptualisation, SD model development, and scenario analysis. Stakeholder engagement is central to this research as the system under study is underpinned by high uncertainties and limited data availability. Four socio-technical transition pathways examined in this study include market-driven growth, conservative development, shared responsibility, and disruptive change. The simulation results indicated an improvement of collection and recovery performance when a stringent product stewardship scheme is enabled and improvement of installers’ participation in the collection program. This study argued that a system of shared responsibility will be capable of balancing techno-economic motivations of stakeholders across the supply chain to participate in the recovery scheme, while being less disruptive to PV adoption. Under this scenario, a gradual change in regulatory requirements (e.g. recovery target and material recovery rate requirements) is introduced to allow a period of industry and market development.

Water utilities across the globe are facing numerous challenges to their operations and management posed by ageing infrastructure, urbanization, and climate change. Specific challenges include severe floods and droughts, changing urban water demands, costs related to the maintenance of infrastructure systems, and increasingly critical conditions for wastewater overflow in combined sewer systems. Recent developments of digital technologies offer opportunities to address these challenges. Smart monitoring and automatic control, advanced analytics, informed demand management, and digital customer engagement open new paths to more efficient water use, better understanding of resource availability and quality, or faster detection of failures and anomalies. Although many utilities have started the process of digital transformation, few of them are on the same track. The variety of possible approaches to digitalisation raises the following questions: How is digital transformation impacting the water utility sector? What are the drivers and challenges for such transformation? What are the key enabling technologies?To address these questions, the online “Smart Water Survey” (http://smartwatersurvey.com) was designed to analyse common priorities, best practices and technologies, and challenges entailed by the digital transformation process in the water utility sector. The survey maps out a water utility’s operating network and company structure as divided into five different subsections: (1) water supply & drinking water treatment, (2) water distribution network & operating systems, (3) wastewater & rainwater management, (4) customers & demand management, and (5) data warehouse & IT systems. For each subsection, different aspects of the digital transformation are investigated. Besides providing a general overview on the ongoing digitalisation trends and its determinants, the answers obtained from over 60 utilities worldwide allow assessing the digital maturity of water utilities and deriving recommendations on future digital developments. Independent sections and targeted questions in the survey are organized in a way to overcome the potential information bias due to the utility’s perception of digitalisation and subjective evaluation of its importance.While the survey will remain open for future updates, the authors have chosen to report the current results available at the end of 2020. The results indicate that most of the participating utilities have already taken on digitalisation and are moving forward by adopting new digital technologies, regardless of their geographic origin, company age, and size. However, differences are apparent among the five subsections mentioned above. For subsection (2), in more than 50% of the cases the digital technology in question was already implemented, while for (4) this number was roughly 30%. Additionally, in 50% of the cases in (4) technology was either being implemented or planned in the near future and not considered in 20% of the cases. As the driving elements for their transition, utilities reported economic factors as most influential across all subsections with a ratio of 66%. Governmental influence and ecologic factors had a comparably smaller influence with a ratio 26% and 8%, respectively.

Building information modelling (BIM) has been increasingly popular in the utility industry due to substantial benefits of cost and time savings, and improved performance and asset management during the operations and maintenance (O&M) phase. With the recent addition of point cloud from laser scanning, the level of details opted BIM 3D models from ‘as-designed’ to ‘as-constructed’ which paves the way for more benefits to other stakeholders during the O&M phase. This research identified and developed the cost benefit elements of the laser-scan integrated BIM as part of a case study research project of a water treatment plant (WTP) in Queensland, Australia. The costs elements from stakeholder’s perspective are predominantly BIM supporting software, hardware, labour and training. Whereas, the benefits are categorised based on communication, asset, data and risk management elements for the WTP stakeholders. This research evaluated the costs and benefits through 3D modelling, including asset input, of a WTP study section, site surveys and interviews. The research developed an association mapping between all costs and benefits elements for the WTP case selected.

Research into the benefits of digital water metering (DWM) identified many benefits that were previously unrevealed in the literature. Many benefits are tangible and more easily quantified. Others, like a possible change in customer satisfaction (CS), are not. The objective of this study was to quantify any potential changes to CS from switching from conventional meters to DWM. The findings of a questionnaire survey of 178 customers determined a current average-CS score of 5.8 (0 (low) to 10 (high) scale); positive shifts in CS levels to individual DWM benefits of between 0.4 and 3.0; and, we demonstrated a prototype CS change prediction model that DWM implementation would derive a long-term CS step-change. The developed survey measurement items will benefit water utilities seeking to ascertain the benefits of DWM. The study will be of interest to researchers and water industry practitioners measuring CS and those developing business cases for DWM projects.

Coral reef ecosystems provide a broad spectrum of essential ecological, economic and cultural services for Small Island Developing State (SIDS) communities. However, coral reef communities are increasingly threatened by the adverse impacts of human activities at both global and local scales. This study aims to develop an integrated dynamic assessment framework to evaluate coral reef conditions under different adaptation and climate change scenarios, and their consequential economic impacts in the small island community of Port Resolution on Tanna Island in Vanuatu. Our assessment framework follows a sequential multilayered modelling approach that uses System Dynamics (SD) coupled with Bayesian Network (BN) modelling to deal with the complexity and dynamicity of socioeconomic and environmental systems, and impacts from trans-discipline variables. The BN incorporated existing data and expert knowledge to project the future conditions of coral reefs under different scenario settings, and to parametrise and quantify the SD model where the existing data and information was insufficient. The SD was then used to simulate the dynamic relationship between coral reef condition and the economic benefits derived from its ecosystem services under different climate change (i.e. RCPs) and management scenarios through to 2070. Our findings show that sustainable community-based conservation management strategies are key to preserving the flow of coral reef ecosystem services under RCP 2.6 and 6.0. Importantly, we demonstrate that the implementation of an integrated portfolio of management strategies better protects ecosystem services provided by coral reefs and maximises the total economic benefits achieved over the long-term despite a temporary and short-term economic loss due to high initial capital investments and income reduction due to fishing and tourism restrictions.

Physicians offer unique contributions to the orthopaedic implant design process by providing creative ideas and insightful clinical expertise. This article provides a brief overview of the pertinent considerations of transforming a concept into an orthopaedic implant and bringing it to the market. Implant concept choice should consider medical or surgical necessity, regional variability, market characteristics, cost of goods sold, and average selling price. Implant development requires adherence to regulatory requirements and device classification. Implant production incorporates design specifications, mechanical testing, sterilization, packaging, and marketing and sales. Orthopaedic implant company agreements determine physician compensation through royalties and/or the purchase of intellectual property. After rollout, physicians participate in monitoring for device safety. Bringing an orthopaedic implant from a concept to the market can be lengthy and complicated, but innovation is essential for advancing patient care and well-being.

Business cases promoting the introduction of digital water metering (DWM) have, to date, focused on a limited number of benefits, especially water savings, metering costs, occupational health and safety (OHS), and deferral of capital works. An earlier study by the authors catalogued 75 possible benefits and developed a taxonomy based on a literature review, interviews and water industry reports. The objective of the present study was to elicit the opinions of Australian water industry experts on the benefits, then use the opinions to form probability distributions which, in future work, could be used to model the value of DWM benefits. The study findings have implications for researchers and practitioners seeking to accurately and stochastically model the benefits of DWM transformation programmes. Thematic analyses on the open ended responses scaled likelihood and estimated value of benefits into comparable units. We found 82% support for the benefits of DWM with only 6% disagreement and 12% non-commital, the savings value of cost of water benefits were predominately expected to range between 5% and 10% and much higher in some individual situations, while charges/operational costs benefits were predominately expected to range between 45% and 100%, and, moreover, we indicated how a risk-based range of project benefit could potentially be calculated. Opportunities for further investigations were identified.

Knowledge of the barriers and coping strategies for retrofitting government buildings for energy efficiency is essential for the success of these types of complex retrofitting programs. This study utilised thematic findings from two focused groups consist of government employees from two States within Australia to create a comprehensive list of barriers to retrofitting public building stock for energy efficiency and associated strategies to address them. Thematic analysis revealed that a lack of political will, financing protocols, department/agency capability, industry capability, quality assurance and misaligned incentives, are the key barriers to public building energy efficiency retrofitting projects. To address such barriers, research revealed that a government championed top-down approach is required. A key strategy identified was enabling government departments and agencies to take on debt to fund retrofit initiatives that would derive returns, in terms of reduced energy utility costs, over the short-medium term. Other important strategies included having a mandatory energy efficiency retrofitting policy, dedicated financing mechanism, flexible procurement model, facilitation team and list of pre-qualified professionals.

Purpose The purpose of this paper is to study the influence of two climates for innovation constructs, namely, leadership and organisational culture, on workplace innovation and career satisfaction. Design/methodology/approach This study used structural equation modelling to test the data from 3,125 engineering professionals in the Australian Public Service (APS). Findings The structural model indicated that leadership for innovation and ambidextrous culture for innovation influenced workplace innovation which, in turn, improved career satisfaction. Moreover, modelling revealed a significant relationship between ambidextrous culture for innovation and career satisfaction. This study also investigated mediation effects and revealed both simple and sequential mediation paths in the model. It was found that improving workplace innovation and career satisfaction through recognition of an engineer’s contribution to their agency would assist in retaining and advancing in-house engineering expertise. Practical implications The structural model could be used to address current shortages of engineering professionals in the Commonwealth of Australia departments. The findings emphasise the importance of Commonwealth departments providing opportunities for their engineers to engage in creative and innovative projects which enhance their professional career. Originality/value This study fills the gap in the innovation literature by exploring the relationships through which socio-psychological factors affect workplace innovation and career satisfaction on the innovation process for engineering professionals in the APS.

This research experiment is the first study to provide detailed insights into resource use by guests staying in self-contained B&B style accommodation. Self-contained accommodation is a neglected yet important sub-industry in the hospitality sector, as it represents the largest and fastest growing share of accommodation providers in many regions. The study provides valuable data from a smart metering system, collecting data every minute over four seasons and indicates sustainable consumption opportunities using renewable energy, guest behaviour change and eco-conservation. Our results reveal that guests, when exposed to sustainability advice and communication (i.e. Intervention Group), saved 27% electricity, 22% gas, 22% water and 10% firewood. Differences between Intervention and Control Groups were also observed in terms of daily peak consumption and seasonal patterns. There are further saving opportunities, but findings also highlight social practice complexities to navigate guests' individual thermal comfort knowledge and daily routines. Transitions can be achieved through advanced smart services for direct and indirect customer feedback and host training. This paper is the first to detail findings from smart meter monitoring using high resolution at tourist accommodation, providing new insights into social practices and analysis of water energy nexus.

© 2018 Elsevier Ltd Advanced metering technologies coupled with informatics creates an opportunity to form digital multi-utility service providers. These providers will be able to concurrently collect a customers’ medium-high resolution water, electricity and gas demand data and provide user-friendly platforms to feed this information back to customers and supply/distribution utility organisations. Providers that can install low-cost integrative systems will reap the benefits of derived operational synergies and access to mass markets not bounded by historical city, state or country limits. This paper provides a vision of the required transformative process and features of an integrated multi-utility service provider covering the system architecture, opportunities and benefits, impediments and strategies, and business opportunities. The heart of the paper is focused on demonstrating data modelling processes and informatics opportunities for contemporaneously collected demand data, through illustrative examples and four informative water-energy nexus case studies. Finally, the paper provides an overview of the transformative R&D priorities to realise the vision.

Population growth, coupled with declining water availability and changes in climatic conditions underline the need for sustainable and responsive water management instruments. Supply augmentation and demand management are the two main strategies used by water utilities. Water demand management has long been acknowledged as a least-cost strategy to maintain water security. This can be achieved in a variety of ways, including: i) educating consumers to limit their water use; ii) imposing restrictions/penalties; iii) using smart and/or efficient technologies; and iv) pricing mechanisms. Changing water consumption behaviours through pricing or restrictions is challenging as it introduces more social and political issues into the already complex water resources management process. This paper employs a participatory systems modelling approach for: (1) evaluating various forms of a proposed tiered scarcity adjusted water budget and pricing structure, and (2) comparing scenario outcomes against the traditional restriction policy regime. System dynamics modelling was applied since it can explicitly account for the feedbacks, interdependencies, and non-linear relations that inherently characterise the water tariff (price)-demand-revenue system. A combination of empirical water use data, billing data and customer feedback on future projected water bills facilitated the assessment of the suitability and likelihood of the adoption of scarcity-driven tariff options for a medium-sized city within Queensland, Australia. Results showed that the tiered scarcity adjusted water budget and pricing structure presented was preferable to restrictions since it could maintain water security more equitably with the lowest overall long-run marginal cost.

Current practice for the design of an urban water system usually relies on various models that are often founded on a number of assumptions on how bulk water consumption is attributed to customer connections and outdated demand information that does not reflect present consumption trends; meaning infrastructure is often unnecessarily overdesigned. The recent advent of high resolution smart water meters and advanced data analytics allow for a new era of using the continuous ‘big data’ generated by these meter fleets to create an intelligent system for urban water management to overcome this problem. The aim of this research is to provide infrastructure planners with a detailed understanding of how granular data generated by an intelligent water management system (Autoflow©) can be utilised to obtain significant efficiencies throughout different stages of an urban water cycle, from supply, distribution, customer engagement, and even wastewater treatment.

A multi-parametric sensitivity analysis of Solar Water Heater (SWH) systems was undertaken for the city of Brisbane in Australia using computational models calibrated by experimental data. The models were calculated using EnergyPlus 8.6. The following technical specification parameters were assessed in the modelling: (i) solar collector efficiency; (ii) solar collector area; (iii) tank volume; (iv) tank heat loss; (v) electric back-up heating power rate; (vi) electric back-up heating position (height) for vertical tanks; and (vii) electric back-up heating temperature range. The site-specific parameters included: (i) solar collector direction; (ii) solar collector tilt angle; (iii) solar collector shadowing; (iv) solar collector dust accumulation; (v) hot water pipe insulation; (vi) hot water pipe length; (vii) electricity tariff time-of-use; and (viii) cold water temperature. User behaviour patterns were comprised of the following parameters: (i) end-use water temperature; (ii) end-use water demand; and (iii) end-use time-of-use. For all parameters, two system types were assessed, namely: (i) thermosiphon systems with natural (passive) circulation in collectors and unstratified horizontal hot water storage tanks; and (ii) split systems with forced (pumped) circulation in collectors and stratified vertical hot water storage tanks. The performance of SWHs was analysed considering both energy performance indicators (i.e. total and peak-hour energy consumption, solar fraction and energy intensity) and level of service indicators (i.e. compliance with recommended hot water temperatures for Legionella spp. control and comfort levels). Notwithstanding the prevalence of thermosiphon systems among SWH technologies, results indicate that split systems usually outperformed thermosiphon systems both in terms of energy efficiency and level of service, and hence should be a preferred option for energy efficiency initiatives and policies.

Government departments and their agencies occupy a significant portion of building stock, whose annual water and energy costs are substantial. Although it has been demonstrated that retrofitting public buildings can lead to drastic reductions in water and energy consumption with rapid payback periods, in most countries the retrofitting rate is very low. In addition, the focus of retrofit projects is often solely on energy, while water conservation and the water-energy nexus are typically neglected. To improve the current lackluster retrofit rates, the key challenges and potential coping strategies must be identified and retrofit program implementation frameworks developed. This research study adopted a mixed methods approach including scenario modelling and stakeholder workshops and interviews, to achieve such objectives. The comprehensive review identified retrofit project financing and procurement impediments to be the greatest deterrent, although other factors such as education and awareness-raising, which are typically overlooked, were also recognized as being critical. Interviews with stakeholders revealed that governments' willingness to introduce a retrofit program and related supporting mechanisms is also a major barrier to public building retrofitting. Coping strategies for achieving accelerated implementation of retrofit projects were identified as being the introduction of project facilitation teams, revolving loan funding, performance contracting, to name a few. Once such barriers and strategies were acknowledged and refined through stakeholders’ consultation, scenario modelling was conducted in order to quantify the benefits of a proposed widespread retrofit program. Modelling results demonstrated a potential five-fold return of capital investment for a nationwide Australian hospital building energy and water retrofit program if the recommended financial and procurement mechanisms were put in place. Such results and final project outcomes were presented to key-stakeholders in order to incentivise decision-makers to implement some of the proposed strategies and finally boost the building retrofitting sector.

Long-term sustainable wind energy deployment faces an array of challenges due to various complex interconnected impediment factors. These inherent endogenous and exogenous uncertainties preclude obtaining an accurate future trend, which in turn complicates the design of the good policy. This study employs Fuzzy Cognitive Maps (FCMs) to semi-quantitatively explore the scenarios of wind energy deployment in Iran. The FCM-based framework was built using participatory workshops and a subsequent questionnaire survey to identify 26 influential factors shaping the dynamics of the system. The developed scenarios originated from the latest narratives of real-world geopolitical variations. The findings demonstrated that the sector is governed by six major groupings of factors predominated by economic and political concepts with strong interconnections between them. Five key concepts, including two economic, one legal, and two political, were ascertained that contribute to the stability of the system. Of the four scenarios, only one optimistic trajectory expects an acceleration in the deployment. Another scenario projects that there will not be any considerable change between the future scheme and the current state of development. However, the other scenarios envisage a substantially slower growth than the current trend.

In Australia, the government spending on public buildings’ energy and water consumption is considerable; however the building energy and water retrofit market potential has been diminished by a number of barriers, especially financial. In contrast, in other advanced economies there are several reported financing strategies that have been shown to accelerate retrofit projects implementation. In this study, a coupled Bayesian Network – System Dynamics model was developed with the core aim to assess the likely influence of those novel financing options and procurement procedures on public building retrofit outcomes scenarios in the Australian context. A particular case-study focusing on Australian public hospitals was showcased as an example in this paper. Stakeholder engagement was utilised to estimate likely preferences and to conceptualise causal relationships of model parameters. The scenario modelling showed that a revolving loan fund supporting an energy performance contracting procurement procedure was preferred. Subsequently, the specific features of this preferred framework were optimised to yield the greatest number of viable retrofit projects over the long term. The results indicated that such a financing scheme would lead to substantial abatement of energy and water consumption, as well as carbon emissions. The strategic scenario analysis approach developed herein provides evidence-based support to policy-makers advocating novel financing and procurement models for addressing a government’s sustainability agenda in a financially responsible and net-positive manner.

Information and knowledge on maintenance vulnerabilities will be significantly useful to enhance the resilience of buildings against natural disasters. An ongoing project sponsored by the Sustainable Built Environment National Research Centre in Australia aims to: (a) investigate what could be the impacts of maintenance on building resilience in extreme events such as high winds, flash floods and bush fires; (b) review current approaches, practices and policies; and (c) explore opportunities to improve resilience and values over the lifecycle of buildings. In general, the performance of buildings decreases over time and without effective maintenance, their vulnerability to extreme events will increase. What kinds of maintenance will be effective in improving the resilience of public sector building stock (such as social housing) is the key question targeted in this research. This paper presents a set of preliminary summaries from this ongoing research. The outcomes in terms of implementation strategies will be useful to building owners, governments, and insurance institutions.

The successful deployment of the solar water heater (SWH) in the residential sector relies on the household’s bounded rational decision-makers to accept this system. The decision is shaped by a wide spectrum of predictors that form heterogeneous behaviour. Over the past years, research has employed a wide range of these predictors to understand their role in the decision and predict the behaviour and diffusion rate of SWHs. This review primarily identifies economic and technical predictors of 100 quantitative and qualitative studies on the residential SWH adoption decision. For the identified predictors, their characteristics and popularity are explored in a structured and coherent framework. The review further investigates the correlation between the identified predictors and the adoption decision from 97 of the 100 initially reviewed studies. The outcome of the research revealed 123 (56 economic and 67 technical) predictors that were classified into seven categories. ‘Financial incentives’ and ‘perceived attitude towards government policies’ are among the most popular economic predictors, whereas ‘house type’ and ‘knowledge of SWH’ were the most frequent technical factors in the research. Analysing the correlation between 99 predictors and the decision also unfolded that certain attitudinal attributes have a stronger influence on the residential SWH take-up than some common factors (e.g., electricity cost, technical variables).

Australian housing affordability is influenced by both housing supply and demand factors. These factors include lengthy construction and planning process. The affordability crisis affects the housing rental sector, which accommodates more than 20 % of Australian household. This research developed a system dynamics model to simulate demography-linked affordable rental housing demand and supply in South East Queensland (SEQ). A Prefabricated Offsite Construction (OSC) housing supply strategy is compared with a traditional building approach (BAU) to investigate the effectiveness of OSC techniques to reduce informational asymmetries during development planning stages to deliver better affordable rental housing is linked to housing needs in SEQ. The model focuses on demographic groups housing demand of one, two- and three-bedroom apartment units and examines how reductions in the development process, through OSC methods, influence the efficiency of Government supported affordable rental housing supply schemes. Overall, the study finds that reduced planning and construction timeframes through OSC methods may improve demography-linked rental housing supply by approximately 6.6 % overall compared to BAU in SEQ. For 1,2- and 3-bedroom apartment demand, OSC strategies are expected to improve supply efficiency by 8.7 %, 8.4 % and 9.2 %, respectively. Optimal OSC strategies were assessed and found that flexibility in development sizes have an outsized positive effect. The study has implications for Government supported affordable rental housing strategies, including the build to rent sector.

Understanding the residential adoption decision of battery energy storage systems (BESSs) is central to the implementation of successful intervention policies. However, when the residential solar photovoltaics (PV) becomes a widely accepted technology across a society, accurately modelling the behaviour shows a higher degree of complexity. In this vein, the uptake pathway of BESS and PV coupled with BESS (PV–BESS) would predictably exhibit similar attitudinal traits to that of PV consumption. This notion implies that the antecedent PV decision can be regarded as the past behaviour of the BESS adopter by creating attitudinal implications. The PV use status also yields a higher degree of heterogeneity through the emergence of four new household groups and the inherent imbalances in the involvement of the interwoven financial, technical, sociodemographic, and psychological predictors. This perspective employs the Reasoned Action Approach (RAA) to allegorise a decision-making model of BESS and PV–BESS adoption behaviour in a mature PV market (Australia). It argues that the particularised background factors will likely shape the individual’s attitudes and perceived norms for intention, and showcases affordability and the use of PV as the two control components that dictate the final decision.

This work introduces a new droop control for energy storage system (ESS) dispatch commands generation. The droop characteristic generates the ESS dispatch commands as a function of the power surplus at the substation transformer. The ESS with the new droop control aims to increase the level of Photovoltaic (PV) penetration in low voltage (LV) distribution networks, for the most economical solution in terms of ESS placement and sizing. The new droop control maintains two independent modes of operation; the first mode is fixed droop (FD) control, and the second mode is variable droop (VD) control. When FD control is employed, the droop characteristic remains invariable during hours of excessive PV generation, while the dispatch commands maintain the total of the grid parameters within the allowable range at all times. When VD control is performed, the slope of the droop characteristic was modified hourly, providing a sound grid operation at all times, while the accuracy of the dispatch commands was enhanced compared to the FD control mode. For the research, a real-life LV network case study that maintains a loop arrangement was utilised for modelling purposes. The operational grid constraints include transmission lines loading, terminal voltage variation, and substation transformer loading. Simulation results revealed that both of the proposed control modes maintain a sound grid operation for 70% PV penetration. The VD control performed better resulting in a lower cost ESS. The study demonstrated that an ESS located in the LV network performed a number of positive functions, including load management, peak load levelling and voltage support.

Distributed energy storage systems (ESSs) are becoming essential components for the operation of the increasingly complex electricity grid, where dispersed generation is causing power-flows occurring both top-down and bottom-up. Specifically, the combination of ESSs coupled with application-specific control methods can achieve the interdependent objectives of system stakeholders such as the system operator, electrical utilities, retailers, equipment vendors, the government and the electricity customers. The necessity for an accelerated rate of transition to a multi-directional grid arrangement has been exacerbated by the rapid proliferation of distributed renewable energy sources (RESs) that are now price comparable to traditional supply sources. While there are review articles covering ESS technologies and applications as well as the plethora of future advanced grid arrangements that may eventuate, there is none which comprehensively covers individual and aggregated ESS applications and the corresponding benefits, comparing different technology selection methods and providing application-specific controls. Both operational and monetary benefits are identified and critically reviewed from the perspective of the aforementioned stakeholders. Wholesale and retail energy market regimes are also considered for monetisation of the benefits. The control methods that are provided cover both balanced and unbalanced grid conditions. This comprehensive review paper will be of immense value to researchers and practitioners seeking to understand and unpack the aggregated benefits of ESS in the electricity grid.

A hybrid regressive and probabilistic model was developed that is able to forecast, six weeks ahead, the storage volume of Little Nerang dam. This is a small elevated Australian drinking water reservoir, gravity-fed to a nearby water treatment plant while a lower second main water supply source (Hinze dam) requires considerable pumping. The model applies a Monte Carlo approach combined with nonlinear threshold autoregressive models using the seasonal streamflow forecasts from the Bureau of Meteorology as input and it was validated over different historical conditions. Treatment operators can use the model for quantifying depletion rates and spill likelihood for the forthcoming six weeks, based on the seasonal climatic conditions and different intake scenarios. Greater utilization of the Little Nerang reservoir source means a reduced supply requirement from the Hinze dam source that needs considerable energy costs for pumping, leading to a lower cost water supply solution for the region.

Leadership plays a vital role in building the process, structures, and climate for an organisation to become innovative and to motivate team expectations toward innovations. This study explores the leadership styles that engineers regard as significant for innovation in the public sector. Exploratory factor analysis (EFA) was conducted to identify the principal leadership styles influencing innovation in the Australian Public Service (APS), using survey data extracted from the 2014 APS employee census comprising 3 125 engineering professionals in Commonwealth of Australia departments. EFA returned a two-factor structure explaining 77.6% of the variance of the leadership for innovation construct. In this study, the results from the EFA provided a clear estimation of the factor structure of the measures for leadership for innovation. From the results, the two factors extracted were transformational leadership and consideration leadership. In transformational leadership, a leader values organisational objectives, inspires subordinates to perform, and motivates followers beyond expected levels of work standards. Consideration leadership refers to the degree to which a leader shows concern and expressions of support for subordinates, takes care of their welfare, treats members as equals, and displays warmth and approachability. These findings highlight the role of leadership as the most critical predictor when considering the degree to which subordinates strive for creativity and innovation. Both transformational and consideration leadership styles are recommended to be incorporated into management training and development programs. This study also recommends that Commonwealth departments recruit supervisors who have both of these leadership styles before implementing innovative projects.

Urban centres are increasingly requiring more water than existing groundwater and surface water sources can supply. Water authorities must consider energy intensive supply alternatives such as recycling and desalination, leading to a water-energy-climate conundrum. In this study, a systems perspective of the water-energy-climate nexus is applied to South-East Queensland (SEQ), Australia. Under a changing climate, SEQ is predicted to experience reduced reservoir inflows and increased evaporation rates, which will consequently lead to reduced water availability. To exacerbate this issue, anticipated high population growth in SEQ will increase water demand, putting even more stress on the traditional water supply sources. Clearly, there is a strong incentive to pursue solutions that increase water security without contributing to anthropogenic climate change. Using a system dynamics model, the water balance of the bulk water supply system is evaluated over a 100-year life cycle. The outputs of the model are used to investigate potential management and infrastructure options available to SEQ for adapting to increased water scarcity. The historical rainfall patterns of SEQ requires significant contingency to be built into surface water capacity in order to mitigate low rainfall years, and provide adequate water security. In contrast, reverse osmosis (RO) desalination plants do not require this excess capacity because they are rain-independent. However, RO has high energy consumption and associated greenhouse gas emissions when operating and their potential long periods of redundancy due to periods of sufficient surface water supplies remain unresolved issues. The model demonstrates that dual purpose pressure retarded osmosis desalination plants offer a potential solution, by providing water security at a lower cost than surface water reservoir augmentation, while offsetting energy use through renewable energy generation when RO plants would otherwise be sitting idle. Potentially this technology represents a future sustainable solution to overcome water security concerns.

This paper explores the potential for hydropower as a co-benefit in a novel operating regime for Sydney׳s main water reservoir (Warragamba Dam). Hydropower could be generated as part of storage level management in the reservoir aimed at introducing flood retention ‘airspace’ (to mitigate downstream flood risk from extreme rainfall) whilst augmenting the use of installed desalination capacity to maintain secure supplies of water. A purpose-built systems dynamics model provides the mechanism for evaluating and comparing future operating scenarios over a 25 year period (i.e. until 2040). Importantly, the findings reveal the potential for desalination plants, integrated into a populous city׳s water supply network, to satisfy a much broader planning agenda. Specifically, the study provides evidence that Sydney's interdependent goals of deferring capital intensive flood storage works, maintaining water security, better utilising existing desalination and hydropower assets, and increasing renewable energy generation can be achieved through applying systems thinking to a complex citywide water planning problem. The work also makes a valuable contribution to the energy–water nexus literature at the under-explored city-scale.

Digital or intelligent water meters are being rolled out globally as a crucial component in improving urban water management. This is because of their ability to frequently send water consumption information electronically and later utilise the information to generate insights or provide feedback to consumers. Recent advances in machine learning (ML) and data analytic (DA) technologies have provided the opportunity to more effectively utilise the vast amount of data generated by these meters. Several studies have been conducted to promote water conservation by analysing the data generated by digital meters and providing feedback to consumers and water utilities. The purpose of this review was to inform scholars and practitioners about the contributions and limitations of ML and DA techniques by critically analysing the relevant literature. We categorised studies into five main themes: (1) water demand forecasting; (2) socioeconomic analysis; (3) behaviour analysis; (4) water event categorisation; and (5) water-use feedback. The review identified significant research gaps in terms of the adoption of advanced ML and DA techniques, which could potentially lead to water savings and more efficient demand management. We concluded that further investigations are required into highly personalised feedback systems, such as recommender systems, to promote water-conscious behaviour. In addition, advanced data management solutions, effective user profiles, and the clustering of consumers based on their profiles require more attention to promote water-conscious behaviours.

The complexity of patient‐specific implants combined with the current limited expertise in reliability engineering and manufacturability in the additive manufacturing (AM) sector is posing a number of quality performance challenges. Worldwide medical device regulatory bodies are facing increasing pressure to devise adequate standards to ensure long‐term patient safety and product performance. The implementation of the Quality by Design (QbD) system to titanium 3D‐printed bone implants offers a proven system to ensure that products are designed and manufactured correctly from the beginning without errors. This article reports on the development of a failure mode, effects, and criticality analysis (FMECA) coupled with a 3D risk assessment approach. This integrated approach is based on a questionnaire performed with three industry firms and three university research groups with significant experience and expertise in medical device product development and/or research in this field. Research outcomes include a FMECA form containing 137 failure modes with AM materials, AM machine general, fabrication, electron beam melting machine, finishing, and design being as the most sensitive process areas in terms of product quality. We subsequently propose corresponding preventive and corrective strategies for risk mitigation. The approach forms part of the QbD system being developed by the authors specifically for additive manufactured titanium patient‐specific implants.

This article discusses a procedure of mixed methods sequential explanatory design used to conduct sequential QUAN → QUAL mixed methods study. The methodological procedures are explained using a mixed methods study of innovation in the Australian Public Service (APS). The sequential explanatory design incorporated quantitative and qualitative approaches in two consecutive phases within one study. The quantitative method (i.e. questionnaire survey) was conducted in the first stage, followed by the qualitative approach using thematic analysis. The questionnaire survey data to be complemented by an archival analysis approach under a two-phase analysis. The archival analysis provided fresh context to understand the innovation process in the APS. The findings from both phases of the study were then examined and combined to draw the conclusions. This study made several contributions to the body of knowledge related to research methodology by not only adopting a quantitative-dominant mixed method approach, but also by employing integrated methods used for a deeper understanding of the impact of socio-psychological constructs on workplace innovation and career satisfaction.

The water industry worldwide has been gradually transitioning towards digital asset management practices. Australia is no exception. However, these practices are often complicated by a lack of consistent models for gathering and maintaining up-to-date asset information across the industry. There is a need for innovative digital platforms and asset management solutions for making decisions that suit the increasing needs of the water sector. Building Information Modelling (BIM) can potentially be the conduit to asset management databases as it goes well beyond 3D models developed for use in the design and construction phase. The overarching goal of this research was to address the water industry challenge of implementing BIM to integrate digital data for the facility lifecycle as well as to provide information and decision support to asset management, and operation and maintenance. A number of workshops with asset managers and maintenance operators were held on the basis of a case study of a bulk water supply company in Australia. Stakeholders discussed specific expectations for the visualisation of information to ensure that data is used, understood and managed over the whole lifecycle. The barriers to the implementation of digital techniques for the purpose of efficient asset management were also explored.

Collaboration between government agencies and communities for sustainable water governance in remote Indigenous communities is espoused as a means to contribute to more equitable, robust, and long-term decision-making and to ensure that water services contribute to broader considerations of physical, social, and economic prosperity. In Australia, the uptake of collaborative water governance in remote Aboriginal and Torres Strait Island contexts has been slow and few examples exist from which to inform policy and practice. This study identifies barriers to uptake of collaborative sustainable water governance, drawing from qualitative interviews with water practitioners working in remote Indigenous Australia and analysis of key project documentation. Thematic analysis revealed discrete barriers across five key categories: (1) governance arrangements, (2) economic and financial, (3) capacity and skills, (4) data and information, and (5) cultural values and norms, with many barriers identified, unique to the remote Indigenous Australian context. The paper provides insights into how to address these barriers strategically to create transformative and sustainable change for Indigenous communities. The results contribute to the greater body of knowledge on sustainable and collaborative water governance, and they are of relevance for broader water management, policy, and research.

© 2019 IEEE. Recommender systems assist customers to make decisions; however, the modest adoption of digital technology in the water industry means no such system exists for household water users. Such a system for the water industry would suggest to consumers the most effective ways to conserve water based on their historical data from smart water meters. The advantage for water utilities in metropolitan areas is in managing demand, such as low pressure during peak hours or water shortages during drought. For customers, effective recommendations could save them money. This paper presents a novel vision of a recommender system prototype and discusses the benefits both for the consumers and the water utility companies. The success of this type of system would depend on the ability to anticipate the time of the next major water use so as to make useful, timely recommendations. Hence, the prototype is based on a long short-term memory (LSTM) neural network that predicts significant water consumption events (i.e., showers, baths, irrigation, etc.) for 83 households. The preliminary results show that LSTM is a useful method of prediction with an average root mean square error (RMSE) of 0.403. The analysis also provides indications of the scope of further research required for developing a commercially successful recommender system.

The advent of advanced metering technologies combined with machine learning creates an opportunity to form digital multi-utility service providers. These service providers can concurrently collect a customers' water, electricity and gas demand data and provide phone and web applications to disseminate this information back to utility professionals and customers. Service companies that can provide inexpensive integrated systems will derive benefits such as operational synergies and access to mass markets not bounded by historical city, state or country limits. This article provides a vision of an integrated multi-utility service provider covering the system architecture, barriers and strategies, and opportunities and benefits. The focus of paper is to demonstrate the data modelling processes and informatics opportunities for contemporaneously collected water, electricity and gas demand data. Moreover, a transformative R&D framework is provided to realize this digital multi-utility future.

An environmental life cycle assessment (LCA) methodology was applied to compare the conventional SWRO desalination process to two contemporary low-pressure membrane desalination processes: an osmotic dilution desalination (ODD) and a mixing dilution desalination (MDD). The ODD process combines a forward osmosis (FO) membrane and a low-pressure RO membrane (LPRO) in a hybrid (FO-RO) configuration. The MDD process couples the ultrafiltration (UF) with LPRO in a hybrid UF-RO configuration. SimaPro™ was used to conduct the LCA study. CML environmental impact assessment method was used to evaluate 11 environmental impact categories. Results from LCIA reveal the strong dependency of environmental impacts on the clean in place (CIP) process in dilution desalination systems while the energy flow in the standalone RO shows almost similar levels of dependency of environmental impacts instead of CIP process. Overall, the ODD process with FO-RO hybrid membrane technology has the highest environmental impact. The normalised comparison LCIA indicates that standalone RO has the lowest total environmental impacts as the fossil fuel is considered as the main source of power generator. Compared to conventional SWRO, the MDD process coupled with hybrid UF-RO technology had a lowest contribution to global warming and ozone layer depletion but had higher impacts to marine and aquatic resource depletion. Scenarios substituting the conventional with renewable energy sources to power the water treatment options favoured the MDD process coupled with hybrid UF-RO technology and prove the hybrid UF-RO process as the most environmentally favourable comparing to the conventional SWRO and hybrid FO-RO.
