The Clinton administration and the 105th Congress must address the federal bureaucracy if they are aiming to improve the political system. The federal bureaucrats, which follow commands from Congress and the White House, are instrumental in establishing the strong hold of bureaucratic activities. The old recommendation that the president must put up a commission to reorganize the system using government administration experts has not yet succeeded.
