In the scope of Librarianship and Information Science, the user is seen, in theory, as the direction, as the guide of all actions developed by informational equipment. This is just a speech, contrary to the practice of professional librarians in their work with information. The user, from this conception, is understood as the main subject of the process, not only of reference, but encompassing all actions of libraries or, expanding, of informational equipment. An alleged concealment of interference, both from space and from those who work in it, tends to defend an impossible neutrality. Such neutrality, from the point of view of Librarianship and Information Science, would be evidenced by choosing the user as the ultimate purpose of what libraries and librarians do. With this look in perspective, we need to point out and discuss, in more detail, some items: - The first of them, and not necessarily in order of importance, is the idea that everything is done for the informational subject (or any other denomination present in the literature of the area and employed by those who work in it and those who formally research it) and the entire organization of the library is aimed at satisfying the informational needs, desires and interests presented by the user. This is not what actually happens and this is one of the proposals to be addressed in this text.

A proposal is advanced to cross democracy and bibliodiversity as a framework for public libraries and documentation policies, required by the present social and political context. The concept of public reading in Portugal is historically situated. A reference is made to a transformative imagination needed to address questions that a full and extended fruition of public libraries poses. This includes the possibilities for collaboration with other cultural agents to give voice to forms of citizenship that enrich social life and to enbody the resignification of social memory.

In this work defines what is an informative injustice, under the spotlights of research on epistemic injustices, specifically in two of its modalities: testimonial injustices and hermeneutical injustices. In addition to this, some of the implications that arise for the work of archivists and librarians are discussed.

The article presents the ways in which social functions, particularly cultural and/or symbolic ones, of the public library are related to social inequality. This analysis is product of the doctoral thesis La incidencia de la biblioteca en la reducción de las desigualdades sociales: el caso del Sistema de Bibliotecas Públicas de la ciudad de Medellín a partir del Acuerdo 079 de 2010 [The incidence of the library in the reduction of social inequalities: The case of the System of Public Libraries of the city of Medellin from Agreement 079 of 2010], which had the purpose of investigating, under an intercultural approach, the impact of the library on social inequalities, through the practices of reading, writing, and orality implemented in it. For the analysis presented in the article, an analytical-documentary analysis study was implemented, which used two research methods: Documentary and case study. Initially there is a brief introduction to the doctoral thesis and the methodology used. The conceptual understandings of theoretical referents regarding the library and its connection with cultural social functions are presented below. Next, an analysis of the empirical material from the case study begins, situating the intentions of the public reading and writing policy in Medellín, and then analyzes the cultural functions of the public library in Medellín. Finally, as a closure, a section where some of the challenges that the city has in terms of culture and library is presented, as a result of contrasting the theoretical information with the empirical information.

Teaching, learning and research for educators and students in the 21st century has changed. This change is attributed to various reasons but foremost amongst them is the internet and a valid learning technology within it called streaming video. Research into multimedia as a learning tool shows it has the ability to boost cognitive response and improve overall learning in students. Streaming video is well-known and utilized for everything from entertainment to education. What is not as well-known is the influence that network managers have on the online education experience through their control of available bandwidth and related technology functions. The case study presented uses the network gatekeeping salience theory by Barzilai Nahon to expose the network manager as a gatekeeper in the network environment. The case at one university is complemented by showcasing additional studies. Together these studies contribute to a foundational understanding of the power of these gatekeepers and the impact of their actions on online video and student learning experiences. This understanding provides libraries, schools and universities additional tools in their efforts to improve learning experiences.

Abstract: This paper problematizes the concept ‘document’ in disciplines prioritizing the emphasis on the characteristics of physicality of the support for a practical objective. It points the need to complement such constructs meaning to seek ways of comprehending the phenomenon holistically, casting the following hypotheses: a) the materiality of the document is ulterior to the physicality of the support; b) the document is constituted as a product of social practices, surrounded by different institutionalities. The reflection on the symbiotic relation among the materiality of the document, social practices, and institutionalities is preceded by the questioning of the epistemology as a meta- discursive space, finding in the political component a complementing strategic alternative. It seeks to comprehend the document as an object with social value (source of information or evidence), considering, among other aspects, the authority of the subject who validates the object in an institutional context. It aims also to demonstrate that the materiality of the document has its identity determined by its documental function and by social practices conferring political value to it. Hence, it finds subsidy in aspects approached in the works by Michel Foucault and Maria Nélida Gonzáles de Gómez, considering variables found ranging from the conception of documental values to the validation of information transforming the object in a document. They consider, thus, informational practices, actions, and regimes, in an interpretative space aiming to attempt to comprehend political and epistemological undertakings somehow regarded, institutionally, by the power-knowledge relation.

Title: The disasterr of theEl desastre de la documentación indígena durante la invasión-conquista española en Mesoamérica This article presents an analysis referring to the destruction, suppression, and plundering of the prehispanic indigenous documentation that was conducted in Mesoamerica (Middle ancient America). Disaster that, as a consequence of the Spaniard military-religious invasion-conquest, produced the cataclysmic of the wisdom of the men and women who built up the Mesoamerican civilization. The disaster in relation wtih this ancient culture comprises in this paper: 1] The devastation and suppression of the documented indigenous culture, 2] the devastating habits of the apparatus of religious coercion, and 3] the historic extermination and the cultural theft of the indigenous memory.

Title: Critical considerations about the personal and profesional prestige and dignity of librarians This paper analyses some reflections about the professional prestige and dignity of librarianship in the state of Nuevo Leon, Mexico. It analyses and criticises: a) the lack of professional categories for librarians with B.A.s or Masters degrees in Nuevo Leon, in contrast, for example with Mexico’s National Autonomous University (UNAM); it also assesses how several librarians with B.A. undergraduate degrees from the Mexican National Institute of Social Security (IMSS) the national health service system) in the Nuevo Leon state-wide fought to obtain a Professional B.A. Undergraduate Degre Librarian Labor Cagegory status to be signed and included in the labor IMSS union collective contract and how eventually they won; b) it also criticises the repressive and dictatorial attitudes on the side of the top managerial and academic mafias from the major Nuevo Leon universities who do not allow free and equal academic and professional development opportunities of the vast majorities of librarians with or without B.A. degrees and whom also censor their freedom of expression and thought in Nuevo Leon librarianship; c) it advocates for librarians to have an honest service mystique as if they were doing a sort of "apostleship" against the "monetarist" and "mercenarist" practices that currently practice librarians in Nuevo Leon state. As for the library guild activities, it criticises the demogogical charlatanism and opportunism of guilds such as AMBAC (standing from the Mexico-wide Mexican Library Association, Nuevo Leon chapter), where their leaders only take advantage of the ineptitudes of the three levels of the Mexican government (municipal, state, and federal) on library issues, and they use the natural disasters against libraries or librarians by appealing to people’s sentimentalisms just to appear themselves in the picture and in the press, but without analysing, criticising and denouncing the deep structural faults underneath the Mexican State, and from all the three levels of the Mexican governments.

Access to information can be seen from different perspectives. MaCreadie and Rice argue that it could be defined based on the conceptualization of information. According to these authors, access can be seen as access to knowledge, technology, communication, goods or comfort, control and participation. The aim of this article is to evaluate the impact of municipal public libraries on local development on the basis of the case study of municipal libraries in the city of Tijuana. Participant observation, questionnaires, and interviews were used to study the activities carried out in the libraries examined in this research, whence a catalog of these activities was drawn up and their impact analyzed from the perspective of the development of social capacities. The authors contend that it is possible to identify a positive impact on both the development of the capacities to interpret the life context and the capacity to integrate and act socially. Lastly, the importance of municipal libraries as significant public spaces in the processes of subjectivization is highlighted.

The aim of this study is to explore from the practitioners’ point of view the existing intersection between library´s development plan and information policies. Turner and Rowlands have considered that stage process model can be successfully applied to the library environment.In a metaphorical sense, plans could have a proper anatomy, also a hierarchically structure that goes from the established mission to a financial program.Finally a methodology is proposed to integrate a development plan.

We propose an information policy (IP) in universites as a key to development. The aim is to identify the IP's related actions that are thinked for undergraduates, analyzing them under the IP pragmatic scheme, while reflecting on the conditions given to undergraduate students in connection with their responsibilities for information skills. Problem analysis is divided into: complexity study, stakeholders identification, and the analysis of existing shares. Finally there are spaces where IP and information literacy (IL) converge. We conclude that the pragmatic model enables the identification of existing IP:according to this model most of the programs and actions are manifested in specific proposals, but failed to find places where you can view the IP as a role model.

The equity in the acces information in latin american and how new technolgies impact in this questions

This work (which is part of the thesis of the same title: Documental information: an agenda for the Central American Women Movement, presented at the National University of Costa Rica on the Master Program of Intra Family and Genre Violence) presents a conceptual fusion of librarianship and violence against women. Its aim is to strenghten the functions of information management and to consider it dynamically oriented in favour of a democratic, decent and civilized society without violence against women. That is the reason why it open dialogues about the offer and demand of documental information among organizations which try to eradicate such violence and it makes proposals where these organizations have a stake.
