El conocimiento utilizado para el armado e implementación de políticas socioeconómicas refiere por lo general a aseveraciones causales que pueden ser conceptuadas de diferentes maneras: como regularidades invariantes que justifican contrafácticos activos, como contribuciones que se obtienen luego de hacer de pruebas de control aleatorio, o como "tortas" cuyos componentes son comprendidos como condiciones INUS. Sin embargo, estos enfoques omiten un tema central: las consecuencias alternativas que se derivan de una política, esto es, los desvíos que emergen en caso de que una política termine fracasando. El problema no es el desconocimiento de los desvíos en sí mismo, sino que estos, en algunas situaciones, pueden acarrear consecuencias trascendentalmente negativas. En el presente trabajo se argumentará que en una buena implementación de política socioeconómica es fundamental conocer sus desvíos o consecuencias alternativas. Se mostrará que su uso involucra un cambio sustancial en el modo de tomar decisiones, donde la asimetría de los resultados cobra especial relevancia. The knowledge used to structure and implement socioeconomic policies generally refers to causal assertions that can be conceptualized differently; however, they tend to disregard the central issue of alternative consequences or deviations that arise in case of failure, which can cause negative effects. The paper argues that a successful implementation entails taking these alternative consequences into account.
