Purpose Between 2012 and 2016, the Government of Canada modified health insurance for refugees and asylum seekers. In Quebec, this resulted in refusals of care and uncertainties about publicly reimbursed services, despite guaranteed coverage for people with this status under the provincial plan. The Chronic Viral Illness Service (CVIS) at the McGill University Health Centre in Montreal continued to provide care to refugees and asylum seekers living with HIV. The purpose of this paper is to explain how and why challenges brought by this policy change could be overcome.Design/methodology/approach A qualitative case study was conducted using interviews with patients and staff members, observation sessions and a review of media, documents and articles. A discussion group validated the interpretation of preliminary results.Findings The CVIS provides patient-centered care through a multidisciplinary team. It collectively responds to medical, social and legal issues specific to refugees. Its organizational culture and expertise explain the sustained provision of care. The team's empathetic view of patients, anchored in the service's history, care for men who have sex with men and commitment to human rights, is key. A culture of care developed over time thanks to the commitment of exemplary figures. Because they countered the team's values, changes in refugee healthcare coverage strengthened the service's culture of care. However, the healthcare system reform launched in 2014 in Quebec is perceived as jeopardizing the culture of care, as it makes, refugee and asylum-seeker patients a non-lucrative venture for providers.Originality/value This research analyzes the origin of sustained provision of care to refugees and asylum seekers living with HIV through the lens of culture of care. Canada and the United Kingdom have pedigrees in offering asylum; however, research in both countries has demonstrated widespread poverty amongst asylum seekers and a high risk of homelessness. Focusing on case examples drawn from 60 in-depth interviews with refugees in Toronto and London, this paper shows how national and local structures shape pathways to homelessness, and how refugees interpret their homlessness in the context of their flight from persecution, reception, and settlement. Purpose: This review aims to examine the literature on refugees' and asylum seekers' resilience, its historical evolution, key principles, assumptions and recommendations, while focusing on the Canadian context. Design/methodology/approach: A narrative literature review has been applied to this manuscript. This approach allows the integration of a wide scope of literature and perspectives, from academic literature to grey literature (e.g. governmental reports and dissertations). Nevertheless, the limitations of this type of review were also discussed. Findings: In spite of the gaining popularity of the resilience lens, which emphasizes an individual's ability to overcome adversities and stressful events, more work is required for its effective integration into health practice, programs and policies, particularly as it relates to refugees' and asylum seekers' mental health care. Originality/value: Careful consideration of refugees' and asylum seekers' mental health needs and Canadian mental health service delivery and policies is a critical first step in reaching such a goal. LGBTQ+ people experience mental health challenges due to their minoritized status, systemic inequities and structural disparities. For LGBTQ+ asylum seekers, refugee claimants and refugees the impact on their mental health can be compounding. This study, which featured a series of focus groups with LGBTQ+ asylum seekers, refugee claimants and refugees in Toronto, Canada, was part of a larger international study 'Envisioning Global LGBT Human Rights' that looked at colonising effects on LGBTQ people in the Commonwealth. The migration process, – often forced due to persecution in their country of origin based on sexual orientation or gender identity and expression – produced traumatic experiences involving life-changing decisions, accessing information and resources, cultural shifts, conceptualisation of identities, and navigating the refugees claims process. The specialised experiences of LGBTQ+ asylum seekers, refugee claimants and refugees can have a deleterious effect on their mental health that a critical psychology perspective can address clinically by recognising the particularised needs of this population and systemically by addressing the structural inequities. This article engages with internal records produced by Canadian government agencies surrounding the conflict in Sri Lanka in 2009 to examine techniques and discourses of surveillance and criminalisation directed at Tamil refugees and their supporters in the diaspora. These records demonstrate that the Tamil diaspora was framed as terrorist-sympathisers, human smugglers, and unlawful protesters, and that Tamil asylum seekers were framed as terrorist-travellers, a "danger to the public", and a "significant threat to the health and safety" of Canadians in order to justify detention and deportation. Offering insight into border security practices through a reading of the settler colonial archive, this article presents a rich empirical account of the intricate workings of racialised technologies of rule operationalised in regimes of border security governance. Embracing a colonial analytic through readings of citizenship, diaspora, and asylum, the archive is interpreted through a critical reading of the coloniality of migration and empire's politics of security, providing insight into the governance of mobility and precarity, techniques of racialised surveillance, and how border security functions as an iteration of colonialism and as a reverberation of empire. Background: Considering the growing number of asylum-seeking children worldwide, research on interventions which may buffer the effects of early resettlement conditions on asylum-seeking children's adjustment is warranted. In Canada, creative expressive workshops for asylum-seeking children and adolescents were implemented as a Psychological First Aid (PFA) intervention in temporary shelters. The present exploratory study aims to describe the implementation of these workshops to assess whether the intervention met core elements of PFA and explore its potential in supporting the diverse needs of asylum-seeking youth in temporary shelters, adopting a process-evaluation research approach. Method: The intervention was evaluated via a qualitative thematic analysis of extensive field and supervision notes and focus groups with facilitators. Results: Preliminary results suggest that the intervention contributed to fostering emotional safety and a sense of normalcy in children and supported the creation of connections among both children and parents. Children's expression of past and present experiences during the workshops was seen as a way to promote self-efficacy in children and was reported as a potential way to provide some comfort and hope in a time of high instability. However, the high needs of children and the lack of resources in the temporary shelters represented significant challenges and barriers. Conclusions: PFA using creative expression may be a promising youth mental health prevention intervention in temporary shelters. [ABSTRACT FROM AUTHOR]

In early 2016, Canada quietly announced the delay of its new electronic travel authorization (eTA) system, which will transform how millions traveling to Canada are screened. As with other parts of the developing Canada–US security perimeter, the announcement received little attention in the public sphere, which is problematic on at least two counts. First, it inhibits a better understanding of the distinctive regional governance structures that define North American integration. Second, it limits awareness of how the perimeter—by pushing decision-making from ports-of-entry in to points-of-departure beyond North America—enables interdiction, preventing asylum seekers from seeking protection from persecution in Canada and rendering them “out of sight, out of mind.” This article explores these gaps and effects through an analysis of policy developments and public debates (reflected in government and media documents) surrounding the perimeter’s emergence, consolidation, and—with the eTA—expansion since 1995. Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long-established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations ( RCOs). This article discusses the findings of a 2008-2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. This article discusses some of the most important factors of oppression related to international and Canadian policy and practices and the issues that ought to be addressed by social work practitioners. To understand the plight of asylum seekers in Canada, social workers have to have a general understanding of the international context as it relates to asylum seekers, and the policies and practices that have been put in place. It also means understanding policies and practices in Canada that have a direct impact on the lives of asylum seekers both as a marginalized group and as individuals seeking help. Asylum seekers find themselves part of an international scene which comprises large migration movements and efforts by nation-states to stop the flow of unwanted migrants. The article informs that until the early 1990s Canada perceived itself as a country of resettlement and not as a country of first asylum. Canada considered refugees selected overseas or privately sponsored to be the most important group of refugees to resettle. Faced with large migration movements and increasing asylum claims, Canada has now recognizes that asylum seekers are an important subset of refugees entering the country.
