When reconstructing natural satellites' ephemerides from space missions' tracking data, the dynamics of the spacecraft and natural bodies are often solved for separately, in a decoupled manner. Alternatively, the ephemeris generation and spacecraft orbit determination can be performed concurrently. This method directly maps the available data set to the estimated parameters' covariances while fully accounting for all dynamical couplings. It thus provides a statistically consistent solution to the estimation problem, whereas this is not directly ensured with the decoupled strategy. For the Galilean moons in particular, the JUICE mission provides a unique opportunity for ephemerides improvement. For such a dynamically coupled problem, choosing between the two strategies will be influential. This paper provides a detailed, explicit formulation for the coupled approach, before comparing the performances of the two state estimation methods for the JUICE test case. To this end, we used both decoupled and coupled models on simulated JUICE radiometric data. We compared the resulting covariances for the Galilean moons' states, and showed that the decoupled approach yields slightly lower formal errors for the moons' tangential positions. On the other hand, the coupled model can reduce the state uncertainties by more than one order of magnitude in the radial direction. It also proved more sensitive to the dynamical coupling between Io, Europa and Ganymede, allowing the solutions for the first two moons to fully benefit from JUICE orbital phase around Ganymede. However, many issues remain to be solved before a concurrent estimation strategy can be successfully applied to reconstruct the moons' dynamics over long timescales. Nonetheless, our analysis highlights promising ephemerides improvements and thus motivates future efforts to reach a coupled state solution for the Galilean moons.

The apparent close encounters of two satellites in the plane of the sky, called mutual approximations, have been suggested as a different type of astrometric observation to refine the moons' ephemerides. The main observables are the central instants of the close encounters, which have the advantage of being free of any scaling and orientation errors. However, no analytical formulation is available yet for the partials of these central instants, leaving numerical approaches or alternative observables (e.g. derivatives of the apparent distance) as options. Filling that gap, this paper develops an analytical method to include central instants as direct observables in the ephemerides estimation and assesses the quality of the resulting solution. To this end, we ran a covariance analysis to compare the estimated solutions obtained with the two types of observables (central instants versus alternative observables), using the Galilean moons of Jupiter as a test case. Alternative observables can be equivalent to central instants in most cases. However, obtaining consistent solutions between the two observable types requires to accurately weigh each alternative observable individually, based on each mutual approximation's characteristics. In that case, using central instants still yields a small improvement of 10-20% of the formal errors in the radial and normal directions (RSW frame), compared to the alternative observables' solution. This improvement increases for mutual approximations with low impact parameters and large impact velocities. Choosing between the two observables thus requires careful assessment based on the characteristics of the available observations. Using central instants over alternative observables ensures that the state estimation fully benefits from the information encoded in mutual approximations, which can be desirable for certain applications.

The upcoming JUICE and Europa Clipper missions to Jupiter's Galilean satellites will provide radio science tracking measurements of both spacecraft. Such data are expected to significantly help estimating the moons' ephemerides and related dynamical parameters. However, the two missions will yield an imbalanced dataset, with no flybys planned at Io, condensed over less than six years. Current ephemerides' solutions for the Galilean moons, on the other hand, rely on ground-based astrometry collected over more than a century which, while being less accurate, bring very valuable constraints on the long-term dynamics of the system. An improved solution for the Galilean satellites' complex dynamics could however be achieved by exploiting the existing synergies between these different observation sets. To quantify this, we merged simulated JUICE and Clipper radio science data with existing ground-based astrometric and radar observations, and performed the inversion. Our study specifically focusses on the resulting formal uncertainties in the moons' states, as well as Io's and Jupiter's tidal dissipation parameters. Adding astrometry stabilises the moons' state solution, especially beyond the missions' timelines. It furthermore reduces the uncertainties in $1/Q$ (inverse of the tidal quality factor) by a factor two to four for Jupiter, and about 30-35\% for Io. Among all data types, classical astrometry data prior to 1960 proved particularly beneficial. We also show that ground observations of Io add the most to the solution, confirming that ground observations can fill the lack of radio science data for this specific moon. We obtained a noticeable solution improvement when exploiting the complementarity between all different observation sets. These promising simulation results thus motivate future efforts to achieve a global solution from actual JUICE and Clipper radio science data.

Stellar occultations currently provide the most accurate ground-based measurements of the positions of natural satellites (down to a few kilometres for the Galilean moons). However, when using these observations in the calculation of satellite ephemerides, the uncertainty in the planetary ephemerides dominates the error budget of the occultation. We quantify the local refinement in the central planet's position achievable by performing Very Long Baseline Interferometry (VLBI) tracking of an in-system spacecraft temporally close to an occultation. We demonstrate the potential of using VLBI to enhance the science return of stellar occultations for satellite ephemerides. We identified the most promising observation and tracking opportunities offered by the Juno spacecraft around Jupiter as perfect test cases, for which we ran simulations of our VLBI experiment. VLBI tracking at Juno's perijove close to a stellar occultation locally (in time) reduces the uncertainty in Jupiter's angular position in the sky to 250-400 m. This represents up to an order of magnitude improvement with respect to current solutions and is lower than the stellar occultation error, thus allowing the moon ephemeris solution to fully benefit from the observation. Our simulations showed that the proposed tracking and observation experiment can efficiently use synergies between ground- and space-based observations to enhance the science return on both ends. The reduced error budget for stellar occultations indeed helps to improve the moons' ephemerides, which in turn benefit planetary missions and their science products, such as the recently launched JUICE and upcoming Europa Clipper missions.

Phoebe is the only major satellite of Saturn with a retrograde orbit. The Cassini Imaging Science Subsystem (ISS) took a lot of Phoebe images between 2004 and 2017, but only a selection of them has been reduced. In this paper, we reduced the remaining ISS images of Phoebe. In the reduction, the Gaia EDR3 catalogue was used to provide the reference stars' positions, and the modified moment was used to measure the centre of image stars and Phoebe. Finally, a total of 834 ISS images of Phoebe have been reduced successfully. Compared with the JPL ephemeris SAT375, Phoebe's positions are consistent. The average residuals in the right ascension and declination are 0.08" and $-0.05$", and the standard deviations of the residuals are about 0.2". In terms of residuals in linear units, the means in the right ascension and declination are about 5 km and $-2$ km, respectively; The standard deviations are about 11 km. A stellar occultation occurs when a Solar System object passes in front of a star for an observer. This technique allows the determination of sizes and shapes of the occulting body with kilometer precision. Also, this technique constrains the occulting body's positions, albedos, densities, etc. In the context of the Galilean moons, these events can provide their best ground-based astrometry, with uncertainties in the order of 1 mas ($\sim$ 3 km at Jupiter's distance during opposition). We organized campaigns and successfully observed a stellar occultation by Io (JI) in 2021, one by Ganymede (JIII) in 2020, and one by Europa (JII) in 2019, with stations in North and South America. Also, we re-analyzed two previously published events, one by Europa in 2016 and another by Ganymede in 2017. Then, we fit the known 3D shape of the occulting satellite and determine its center of figure. That resulted in astrometric positions with uncertainties in the milliarcsecond level. The positions obtained from these stellar occultations can be used together with dynamical models to ensure highly accurate orbits of the Galilean moons. The Mars Express (MEX) mission has been successfully operated around Mars since 2004. Among many results, MEX has provided some of the most accurate astrometric data of the two Mars moons, Phobos and Deimos. In this work we present new ephemerides of Mars' moons benefitting from all previously published astrometric data to the most recent MEX SRC data. All in all, observations from 1877 until 2018 and including spacecraft measurements from Mariner 9 to MEX were included. Assuming a homogeneous interior, we fitted Phobos' forced libration amplitude simultaneously with the Martian tidal k2/Q ratio and the initial state of the moons. Our solution of the physical libration 1.09 +/- 0.01 degrees deviates notably from the homogeneous solution. But considering the very low error bar, this may essentially suggest the necessity to consider higher order harmonics, with an improved rotation model, in the future. While most data could be successfully fitted, we found a disagreement between the Mars Reconnaissance Orbiter and the Mars Express astrometric data at the kilometer level probably associated with a biased phase correction. The present solution precision is expected at the level of a few hundreds of meters for Phobos and several hundreds of meters for Deimos for the coming years. Context. Bright stellar positions are now known with an uncertainty below 1 mas thanks to Gaia DR2. Between 2019-2020, the Galactic plane will be the background of Jupiter. The dense stellar background will lead to an increase in the number of occultations, while the Gaia DR2 catalogue will reduce the prediction uncertainties for the shadow path. Aims. We observed a stellar occultation by the Galilean moon Europa (J2) and propose a campaign for observing stellar occultations for all Galilean moons. Methods. During a predicted period of time, we measured the light flux of the occulted star and the object to determine the time when the flux dropped with respect to one or more reference stars, and the time that it rose again for each observational station. The chords obtained from these observations allowed us to determine apparent sizes, oblatness, and positions with kilometre accuracy. Results. We present results obtained from the first stellar occultation by the Galilean moon Europa observed on 2017 March 31. The apparent fitted ellipse presents an equivalent radius of 1561.2 $\pm$ 3.6 km and oblatenesses 0.0010 $\pm$ 0.0028. A very precise Europa position was determined with an uncertainty of 0.8 mas. We also present prospects for a campaign to observe the future events that will occur between 2019 and 2021 for all Galilean moons. Conclusions. Stellar occultation is a suitable technique for obtaining physical parameters and highly accurate positions of bright satellites close to their primary. A number of successful events can render the 3D shapes of the Galilean moons with high accuracy. The technique of mutual approximations accurately gives the central instant at the maximum apparent approximation of two moving natural satellites in the sky plane. This can be used in ephemeris fitting to infer the relative positions between satellites with high precision. Only the mutual phenomena -- occultations and eclipses -- may achieve better results. However, mutual phenomena only occur every six years in the case of Jupiter. Mutual approximations do not have this restriction and can be observed at any time along the year as long as the satellites are visible. In this work, we present 104 central instants determined from the observations of 66 mutual approximations between the Galilean moons carried out at different sites in Brazil and France during the period 2016--2018. For 28 events we have at least two independent observations. All telescopes were equipped with a narrow-band filter centred at 889 nm with a width of 15 nm to eliminate the scattered light from Jupiter. The telescope apertures ranged between 25--120 cm. For comparison, the precision of the positions obtained with classical CCD astrometry is about 100 mas, for mutual phenomena it can achieve 10 mas or less and the average internal precision obtained with mutual approximations was 11.3 mas. This new kind of simple, yet accurate observations can significantly improve the orbits and ephemeris of Galilean satellites and thus be very useful for the planning of future space missions aiming at the Jovian system., Comment: 12 pages, 7 figures

Accurate positional measurements of planets and satellites are used to improve our knowledge of their dynamics and to infer the accuracy of planet and satellite ephemerides. In the framework of the FP7 ESPaCE project, we provide the positions of Mars, Phobos, and Deimos taken with the U.S. Naval Observatory 26-inch refractor during the 1971 opposition of the planet. These plates were measured with the digitizer of the Royal Observatory of Belgium and reduced through an optimal process that includes image, instrumental, and spherical corrections to provide the most accurate data. We compared the observed positions of the planet Mars and its satellites with the theoretical positions from INPOP10 and DE430 planetary ephemerides, and from NOE and MAR097 satellite ephemerides. The rms residuals in RA and Dec. of one position is less than 60 mas, or about 20 km at Mars. This accuracy is comparable to the most recent CCD observations. Moreover, it shows that astrometric data derived from photographic plates can compete with those of old spacecraft (Mariner 9, Viking 1 and 2)., Comment: 5 pages, 3 figures

The irregular satellites of the giant planets are believed to have been captured during the evolution of the solar system. Knowing their physical parameters, such as size, density, and albedo is important for constraining where they came from and how they were captured. The best way to obtain these parameters are observations in situ by spacecrafts or from stellar occultations by the objects. Both techniques demand that the orbits are well known. We aimed to obtain good astrometric positions of irregular satellites to improve their orbits and ephemeris. We identified and reduced observations of several irregular satellites from three databases containing more than 8000 images obtained between 1992 and 2014 at three sites (Observat\'orio do Pico dos Dias, Observatoire de Haute-Provence, and European Southern Observatory - La Silla). We used the software PRAIA (Platform for Reduction of Astronomical Images Automatically) to make the astrometric reduction of the CCD frames. The UCAC4 catalog represented the International Celestial Reference System in the reductions. Identification of the satellites in the frames was done through their ephemerides as determined from the SPICE/NAIF kernels. Some procedures were followed to overcome missing or incomplete information (coordinates, date), mostly for the older images. We managed to obtain more than 6000 positions for 18 irregular satellites: 12 of Jupiter, 4 of Saturn, 1 of Uranus (Sycorax), and 1 of Neptune (Nereid). For some satellites the number of obtained positions is more than 50\% of what was used in earlier orbital numerical integrations. Comparison of our positions with recent JPL ephemeris suggests there are systematic errors in the orbits for some of the irregular satellites. Tidal dissipation, which is directly linked to internal structure, is one of the key physical mechanisms that drive systems evolution and govern their architecture. A robust evaluation of its amplitude is thus needed to predict evolution time for spins and orbits and their final states. The purpose of this paper is to refine recent model of the anelastic tidal dissipation in the central dense region of giant planets, commonly assumed to retain a large amount of heavy elements, which constitute an important source of dissipation. The previous paper evaluated the impact of the presence of the static fluid envelope on the tidal deformation of the core and on the associated anelastic tidal dissipation, through the tidal quality factor Qc. We examine here its impact on the corresponding effective anelastic tidal dissipation, through the effective tidal quality factor Qp. We show that the strength of this mechanism mainly depends on mass concentration. In the case of Jupiter- and Saturn-like planets, it can increase their effective tidal dissipation by, around, a factor 2.4 and 2 respectively. In particular, the range of the rheologies compatible with the observations is enlarged compared to the results issued from previous formulations. We derive here an improved expression of the tidal effective factor Qp in terms of the tidal dissipation factor of the core Qc, without assuming the commonly used assumptions. We present astrometric observations of the Saturnian satellites Mimas, Enceladus, Tethys, Dione and Rhea from Cassini Imaging Science Subsystem (ISS) narrow-angle camera (NAC) images. Image sequences were designed to observe mutual occultations between these satellites. The positions of satellite centres were estimated by fitting ellipsoidal shape models to the measured limbs of the imaged satellites. Spacecraft pointing corrections were computed using the UCAC2 star catalogue. We provide a total of 2303 astrometric observations, resulting in 976 pairs, the remainder consisting of observations of a single satellite. Mean residuals for the individual satellite positions relative to the SAT360 ephemeris were 4.3 km in the line direction and -2.4 km in the sample direction, with standard deviations of 5.6 and 7.0 km respectively, an order of magnitude improvement in precision compared to published HST observations. By considering inter-satellite separations, uncertainties in camera pointing and spacecraft positioning along with possible biases in the individual positions of the satellites can be largely eliminated, resulting in an order-of-magnitude increase in accuracy compared to that achievable using the individual satellite positions. We show how factors relating to the viewing geometry cause small biases in the individual positions of order 0.28 pixel to become systematic across the dataset as a whole and discuss options for reducing their effects . The reduced astrometric data are provided in the form of individual positions for each satellite, together with the measured positions of reference stars, in order to allow more flexibility in the processing of the observations, taking into account possible future advances in limb-fitting techniques as well as the future availability of more accurate star catalogues, such as those from the GAIA mission., Comment: Accepted for publication in Astronomy & Astrophysics

Earth-like planets have anelastic mantles, whereas giant planets may have anelastic cores. As for the fluid parts of a body, the tidal dissipation of such solid regions, gravitationally perturbed by a companion body, highly depends on its internal friction, and thus on its internal structure. Therefore, modelling this kind of interaction presents a high interest to provide constraints on planet interiors, whose properties are still quite uncertain. Here, we examine the equilibrium tide in the solid central region of a planet, taking into account the presence of a fluid envelope. We first present the equations governing the problem, and show how to obtain the different Love numbers that describe its deformation. We discuss how the quality factor Q depends on the rheological parameters, and the size of the core. Taking plausible values for the anelastic parameters, and examinig the frequency-dependence of the solid dissipation, we show how this mechanism may compete with the dissipation in fluid layers, when applied to Jupiter- and Saturn-like planets. GAIA will provide observations of some multiple asteroid and dwarf systems. These observations are a way to determine and improve the quantification of dynamical parameters, such as the masses and the gravity fields, in these multiple systems. Here we investigate this problem in the cases of Pluto's and Eugenia's system. We simulate observations reproducing an approximate planning of the GAIA observations for both systems, as well as the New Horizons observations of Pluto. We have developed a numerical model reproducing the specific behavior of multiple asteroid system around the Sun and fit it to the simulated observations using least-square method, giving the uncertainties on the fitted parameters. Earth-like planets have viscoelastic mantles, whereas giant planets may have viscoelastic cores. The tidal dissipation of such solid regions, gravitationally perturbed by a companion body, highly depends on their rheology and on the tidal frequency. Therefore, modelling tidal interactions presents a high interest to provide constraints on planets' properties and to understand their history and their evolution, in our Solar System or in exoplanetary systems. We examine the equilibrium tide in the anelastic parts of a planet whatever the rheology, taking into account the presence of a fluid envelope of constant density. We show how to obtain the different Love numbers that describe its tidal deformation. Thus, we discuss how the tidal dissipation in solid parts depends on the planet's internal structure and rheology. Finally, we show how the results may be implemented to describe the dynamical evolution of planetary systems. The first manifestation of the tide is to distort the shape of the planet adiabatically along the line of centers. Then, the response potential of the body to the tidal potential defines the complex Love numbers whose real part corresponds to the purely adiabatic elastic deformation, while its imaginary part accounts for dissipation. This dissipation is responsible for the imaginary part of the disturbing function, which is implemented in the dynamical evolution equations, from which we derive the characteristic evolution times. The rate at which the system evolves depends on the physical properties of tidal dissipation, and specifically on how the shear modulus varies with tidal frequency, on the radius and also the rheological properties of the solid core. Tidal interactions between Saturn and its satellites play a crucial role in both the orbital migration of the satellites and the heating of their interiors. Therefore constraining the tidal dissipation of Saturn (here the ratio k2/Q) opens the door to the past evolution of the whole system. If Saturn's tidal ratio can be determined at different frequencies, it may also be possible to constrain the giant planet's interior structure, which is still uncertain. Here, we try to determine Saturn's tidal ratio through its current effect on the orbits of the main moons, using astrometric data spanning more than a century. We find an intense tidal dissipation (k2/Q= (2.3 \pm 0.7) \times 10-4), which is about ten times higher than the usual value estimated from theoretical arguments. As a consequence, eccentricity equilibrium for Enceladus can now account for the huge heat emitted from Enceladus' south pole. Moreover, the measured k2/Q is found to be poorly sensitive to the tidal frequency, on the short frequency interval considered. This suggests that Saturn's dissipation may not be controlled by turbulent friction in the fluid envelope as commonly believed. If correct, the large tidal expansion of the moon orbits due to this strong Saturnian dissipation would be inconsistent with the moon formations 4.5 Byr ago above the synchronous orbit in the Saturnian subnebulae. But it would be compatible with a new model of satellite formation in which the Saturnian satellites formed possibly over longer time scale at the outer edge of the main rings. In an attempt to take into account for possible significant torques exerted by the rings on Mimas, we fitted a constant rate da/dt on Mimas semi-major axis, also. We obtained an unexpected large acceleration related to a negative value of da/dt= -(15.7 \pm 4.4) \times 10-15 au/day.

We present the first dynamical solution of the triple asteroid system (45) Eugenia and its two moons Petit-Prince (Diameter~7 km) and S/2004 (45) 1 (Diameter~5 km). The two moons orbit at 1165 and 610 km from the primary, describing an almost-circular orbit (e~6x10-3 and e~7x10-2 respectively). The system is quite different from the other known triple systems in the main belt since the inclinations of the moon orbits are sizeable (9 deg and 18 deg with respect to the equator of the primary respectively). No resonances, neither secular nor due to Lidov-Kozai mechanism, were detected in our dynamical solution, suggesting that these inclinations are not due to excitation modes between the primary and the moons. A 10-year evolution study shows that the orbits are slightly affected by perturbations from the Sun, and to a lesser extent by mutual interactions between the moons. The estimated J2 of the primary is three times lower than the theoretical one, calculated assuming the shape of the primary and an homogeneous interior, possibly suggesting the importance of other gravitational harmonics., Comment: 38 pages, 5 Tables, 5 Figures, revised for Icarus Journal
