1. Digital Equity and Inclusion in Education: An Overview of Practice and Policy in OECD Countries. OECD Education Working Papers. No. 299

Abstract: Digital technologies can be used to support the inclusion of diverse student groups in education in a number of ways including enhancing accessibility of educational content, increasing personalisation and providing distance learning opportunities, as was the case during the COVID-19 pandemic. However, persistent digital inequalities can undermine digital equity and inclusion and equity and inclusion in education generally, particularly for the most disadvantaged students. This paper explores the themes of digital equity and inclusion, and maps some of the policies and practices adopted in OECD countries for the equitable and inclusive use of digital tools in education. It highlights the importance of inclusive design and implementation of digital technologies, as well as the need for education systems to focus on capacity building such as teacher training, as well as adequate resourcing of digital tools. It discusses advantages and disadvantages of different approaches, and concludes by highlighting research and policy gaps.

Abstract: This review examines the current literature on the use of digital technologies to support young children with special needs in early childhood education and care (ECEC). It identifies four key areas of focus, which relate to understanding and articulating the purpose and focus for integrating assistive technologies (ATs) in ECEC; activating and integrating expertise in ECEC; developing an engaged community of experience and practice; and promoting and supporting quality AT design. Foundations for further developments are evident across the research literature and the review derives recommendations to provide direction for ECEC policy makers and staff, educational institutions and allied support networks for achieving the promise of AT for children with special needs in ECEC. [This work was supported by the Australian Research Council Centre of Excellence for the Digital Child.]

Abstract: Learning disabilities are among the most common disabilities experienced in childhood and adulthood. Although identifying learning disabilities in a school setting is a complex process, it is particularly challenging in low- and middle-income countries that lack the appropriate resources, tools, and supports. This guide provides an introduction to learning disabilities and describes the processes and practices that are necessary for the identification process. It also describes a phased approach that countries can use to assess their current screening and evaluation services, as well as determine the steps needed to develop, strengthen, and build systems that support students with learning disabilities. This guide also provides intervention recommendations that teachers and school administrators can implement at each phase of system development. Although this guide primarily addresses learning disabilities, the practices, processes, and systems described may be also used to improve the identification of other disabilities commonly encountered in schools. 4. Paper or Digital Text: Which Reading Medium Is Best for Students with Visual Impairments?

Abstract: Introduction: The purpose of this study was to evaluate the differences in silent and oral reading speed, reading comprehension, and reading errors in two formats, large print paper and the iPad2, for students with visual impairments (that is, those who are blind or have low vision). Methods: A single-subject alternating randomized treatment design was used with three participants. The intervention consisted of instruction on the use of an iPad. Data regarding reading speed, reading miscues, and comprehension were collected. Data were analyzed visually and descriptively. Results: All participants demonstrated a slightly higher reading speed, equal comprehension rates, and decreased error rates using the iPad2 compared to paper. Discussion: Results indicated that using an iPad for reading may have an effect on reading fluency and comprehension for students with low vision. Implications for practitioners: Students with low vision, particularly those with more severe vision loss, may benefit from the use of electronic tablets that allow one to adjust font size, style, color, and contrast. Users should be taught how to manipulate the visual display of text and be allowed time to adjust to an electronic medium.

Abstract: Having a disability can be one of the most marginalizing factors in a child's life. In education, finding ways to meet the learning needs of children with disabilities can be challenging, especially in schools, districts, regions, and countries with severely limited resources. Inclusive education--which fully engages all children in quality education, including children with various types of disabilities or other learning challenges--has proven particularly effective in helping all children learn, including those with disabilities. This guide provides strategies and recommendations for developing inclusive classrooms and schools. We specifically address the needs of Sub-Saharan African countries, which lack the resources for implementing inclusive education. However, our strategies and recommendations can be equally useful in other contexts where inclusive education practices have not yet been adopted.

8. Design and Construction of a Low-Cost Arduino-Based pH Sensor for the Visually Impaired Using Universal pH Paper

Abstract: This technology report outlines the design and construction of a simple Arduino-based pH sensor using universal pH paper; it can be assembled for less than $40 and is ideal for use in laboratory classrooms teaching students with visual disabilities. The device is simple to construct and suitable for adoption in school chemistry laboratories because of its miniature size, user-friendliness, and flexible coding. The Arduino-based pH sensor allows the visually impaired to use and interpret universal pH paper in measuring pH, which could not be previously attempted. A change in color of the indicator paper, as detected by the RGB color sensor, generates a distinctive audible tone that corresponds to the pH value being measured. This device can function as a helping hand in the learning process by facilitating a more exciting and meaningful laboratory exercise experience not only for the visually impaired but also for their normal-sighted peers.

Abstract: This issues paper, sixth in a series of eight, is intended to distill formative evaluation questions on topics that are central to the development of the higher and further education information environment in the United Kingdom. In undertaking formative evaluation studies, the Formative Evaluation of the Distributed National Electronic Resource (EDNER) team has noted that some distributed national resource (DNER) resources and projects are not as accessible as they should be. Higher education in the United Kingdom is not unique in this regard. In spite of the potential of technology to widen access to information, many people are not able to access this information because of location, disabilities, or the limitations of the equipment they have. Online materials must be designed to work with assistive technologies through "accessible" Web design. Some tips for accessibility are summarized, and some resources for checking Web pages for accessibility are described. (SLD)

24. Self-Regulation and Shared Regulation in Collaborative Learning in Adaptive Digital Learning Environments: A Systematic Review of Empirical Studies

Abstract: Adaptive learning technologies are closely related to learners' self-regulatory processes in individual and collaborative learning. This study presents the outcomes of a systematic literature review of empirical evidence on adaptive learning environments to foster self-regulation and shared regulation of learning in collaborative settings. We provide an overview of what and how adaptive technologies have been used to understand and promote self-regulated learning in collaborative contexts. A search resulted in 38 papers being analysed. Specifically, we identified the seven main objectives (feedback and scaffolding, self-regulatory skills and strategies, learning trajectories, collaborative learning processes, adaptation and regulation, self-assessment, and help-seeking behaviour) that the adaptive technology research has been focusing on. We also summarize the implications derived from the reviewed papers and frame them within seven thematic areas. Finally, this review stresses that future research should consider developing a converging theoretical framework that would enable concrete monitoring and support for self-regulation and socially shared regulation of learning. Our findings set a baseline to support the adoption and proliferation of adaptive learning technology within self-regulated learning research and development.

Abstract: Despite the importance of knowing the cognitive capabilities of children with neurodevelopmental conditions, less than one-third of children with cerebral palsy participate in standardized assessments. Globally, approximately 50% of people with cerebral palsy have an intellectual disability and there is significant risk for domain-specific cognitive impairments for the majority of people with cerebral palsy. However, standardized cognitive assessment tools are not accessible to many children with cerebral palsy, as they require manual manipulation of objects, verbal response and/or speeded response. As such, standardised assessment may result in an underestimation of abilities for children with significant motor and/or speech impairment. The overall aim of the project is to examine and compare the psychometric properties of standardised cognitive assessment tools that have been accommodated for use with either a switch device or eye-gaze control technologies, with the specific aims to: (1) Examine the psychometric properties (measurement agreement and validity) of accommodated assessment tools by comparing the performance of typically developing children on six cognitive assessment tools administered via standardised versus accommodated (switch or eye-gaze control) administration; (2) Describe and compare the performance and user experience of children with cerebral palsy on six accommodated cognitive assessments administered via switch or eye-gaze control technologies. Secondary aims are to: (1) Describe the completion rates and time to complete assessments of participants in each group; (2) Within the group with cerebral palsy, examine the effects of condition-specific characteristics (type of cerebral palsy, functional levels, and pain) and demographics (age, socio-demographic) on participation. This protocol paper describes a two-phase validation and acceptability study that utilizes a mixed-model design. This study will collect concurrent data from 80 typically developing children and 40 children with cerebral palsy, who use switch or eye-gaze control technology as alternate access communication methods. The set of instruments will measure receptive vocabulary, fluid reasoning, sustained attention, vision perception, visuospatial working memory and executive functions. Data analyses will be conducted using SPSS v. 25 and R v 4.1.0. SPSS Sample Power 3 was used for power computation and allows for a 10% drop out rate. Quantitative descriptive statistics, measurement agreement data plotting, bivariate and multiple regressions analysis will be conducted using appropriate methods.

Abstract: Assistive technologies can in many ways facilitate the normal day-to-day lives of the disabled. As part of the ongoing research on assistive technologies at UTAS, Oman, that deals with augmenting and finding multimodal aspects of applications for the disabled, this paper aspires to investigate the role of deep learning in the field of image interpretation. Images are one of the most important mediums of conveying information among humans. Visually impaired persons especially with low cognitive abilities face insurmountable difficulties in understanding cues through images. This challenge is met by filtering words from image captions to facilitate understanding of the key notion conveyed by an image. This work utilizes the image captioning technique using deep learning frameworks such as convolution neural networks (CNN) and recurrent neural networks (RNN) to generate captions. These captions are fed to Rake, an NLP library that identifies keywords in the caption. The entire process is automated and uses transfer learning techniques for caption generation from images. This process is then further integrated with our main project, Finger Movement Multimodal Assistive System (FMAS) thereby incorporating text cues for interpreting images for the visually impaired. 45. Developing Interactive Multimedia for Teaching Speaking Descriptive Text to Culinary Program Students

Abstract: The objective of this research was to develop interactive multimedia for teaching speaking descriptive text to tenth-grader students of the culinary program. This research was conducted by using the research and development (R & D) approach adapted and modified from Borg and Gall. The procedures were conducting needs analysis, designing the program, validating to experts, revising, and producing the final product. The subjects of the research were thirty-five students in the culinary study program. The instruments for collecting the data were questionnaires (a needs analysis questionnaire and expert judgment questionnaires). The results of the data collection were analyzed quantitatively by using descriptive statistics. The result of this study was an interactive multimedia for teaching speaking descriptive texts to the tenth grader students in one of the vocational schools in Medan. The findings of this study showed that the interactive multimedia for teaching speaking descriptive texts has met good characteristics. It was indicated by the mean score of 93.3% for the content aspect, 93% for the media aspect, and 90% for the interactivity aspect based on expert judgments. [For the full proceedings, see ED652261.]

46. Critical Pedagogy and Disability in Participatory Research: A Review

Abstract: Purpose: The literature review explores how multidisciplinary approaches based on critical pedagogy and participatory research can provide frameworks for equitable partnerships and genuine participation in educational design and research practices. Additionally, the essay aims to expand understandings of equitable engagement within educational research and design based on principles from critical pedagogy. Design/methodology/approach: The essay draws from diverse literature in the learning sciences, health informatics, industrial design, disability studies, ethnic studies, rehabilitation science, and to a lesser extent HCI research to understand how critical pedagogy and participatory research methods can provide useful frameworks for disabled peoples' equitable engagement and genuine participation in educational research and design. The literature reviewed in the paper concern topics such as participatory approaches to community development with disabled adults, the implementation of university-initiated community partnerships, participatory research with students and disabled people, and the importance of culturally-responsive research practices. The design literature in this review explores various arenas such as the co-design of assistive technologies with disabled children and adults and the design of curricula for students with and without disabilities. This review focuses on research practices that engender disabled peoples' participation in educational research and design, with focus on developing multidisciplinary frameworks for such research. Findings: The literature review concludes that participatory research methods and critical pedagogy provide useful frameworks for disabled peoples' participation in educational design and research practices. Critical pedagogy and participatory design allow for the genuine participation of disabled people in the research process. Social implications: Emphases on collaboration and collective knowledge-building in social transformation are present in scholarship concerning critical pedagogy, participatory research, and disability studies. However, these connections have been routinely underexplored in the literature. This paper aims to underscore these integral connections as a means to build solidarity between disabled and other marginalized people. Originality/value: The connections between participatory research methods, critical pedagogy, and disability studies have been previously underexplored. The literature review proposes a combined approach, which has the potential to radically transform multiple realms of research beyond the learning and information sciences.

47. Rethinking Inclusive (Digital) Education: Lessons from the Pandemic to Reconceptualise Inclusion through Convivial Technologies

Abstract: The COVID-19 pandemic and the move to remote education exposed old and new inequities, yet it also represented an opportunity to rethink inclusive education. This paper presents findings from a one-year project "DIGITAL in a time of Coronavirus" and draws upon policy analysis and interviews with teachers, principals, and community leaders from six countries in the Global North and South (Italy, England, Malaysia, Australia, United States and Chile). By mobilising education assemblage theory to challenge binary divisions (included/excluded, modern/colonial, local/global), it presents five concepts to rethink inclusion and its relationship with technologies. It illustrates how during the pandemic alternative entanglements of digital and non-digital technologies challenged narrow and Eurocentric constructions of the digital divide enabling inclusive subjective experiences. Drawing upon local possibilities and histories, re-habilitating non-scientific knowledges, especially in view of future experiences of blended education, the paper seeks to provide policy tools to rethink current understandings of inclusive education.

49. EAP 4.0: Transforming the English for Academic Purposes Toolkit to Meet the Evolving Needs and Expectations of Digital Students

Abstract: The English for Academic Purposes (EAP) Toolkit provides a wide range of online learning resources which are used in a mixture of self-study, blended, and classroom settings, primarily by students whose first language is not English. The Toolkit was developed by the eLanguages team at the University of Southampton and first licensed in 2004. This paper describes the most recent major refreshment project to improve both the functionality and appearance of the Toolkit. With the latest updates, we have aimed to increase the appeal of the resources to encourage greater autonomous usage by students, and to improve the ease with which staff can recommend and use Toolkit resources with their students. In this paper we introduce the key updates to the resources, including new functionalities and features, expanding the Toolkit with additional learning resources, a new visual approach, responsive feedback, accessibility upgrades, and strategies for increasing student usage. 50. Bidirectional Braille-Speech Communication System for Deafblind Students

Abstract: Deaf-blindness is a type of dual disability wherein visual and auditory capabilities are significantly impaired. Special communication methods have been developed for the deaf-blind community. Yet, these methods require that both people involved have prior knowledge and training to successfully communicate, limiting deaf-blind people's social interactions, particularly in academic settings. This paper describes the development of a device that enables two-way communication between a severely deaf-blind user and a hearing person with no prior knowledge of Braille and no additional intermediaries. A Convolutional Neural Network (CNN) scheme for speech recognition was designed and implemented along with the development of an algorithm capable of developing both text-to-speech and Finger-Braille-to-text conversion. Lastly, a system integration via 3D modeling and additive manufacturing was carried out to deliver a functional prototype. The resulting device aims to allow deaf-blind students to send and receive information entirely in finger Braille, using buttons and vibrotactile feedback. In contrast, the hearing tutor receives auditory messages and speaks to reply, making the educational experience as familiar as possible for both parties. Users testing the device achieved an average typing accuracy of over 95% and demonstrated an understanding of commands transmitted through the device's components.
