- Abstract
The population mobility stands out as fragile elements due to their inability to benefit from citizenship rights, unlike the population residing in the target country. Arendt observed this position of immigrants at the end of what she called the era of imperialism, interpreting the causes and consequences of the fragility of immigration in the context of the "right to have rights". Benhabib, who approached Arendt's thesis in a questioning manner in the context of cosmopolitan citizenship, underlines that the immigration experience should be reinterpreted in the context of rights and freedoms, considering globalization. Again, Balibar, who does not oppose Arendt's thesis in principle, focuses on the importance of evaluating the issue on the plane of equality and claims that Arendt's sets of concepts allow discussion by centering equality.
