More than 30 years ago, in October of 1978, Standing Rock Sioux scholar Vine Deloria Jr. prepared a paper for The White House Pre-conference on Indian Library and Information Services On or Near Reservations titled 'The Right to Know.' In his paper, Deloria establishes the United States Federal government's treaty responsibility for Indian Country's: Deloria called for 'direct funding from the federal government to tribes for library, information and archival services...[specifying that] every effort should be made in joint planning to transmit the major bulk of records dealing with tribal histories to modern and adequate facilities on reservations' (p. 13). Deloria warned us that 'Authorizing the development of libraries, archives, and information centers and dividing existing federal records among these groups will require sophisticated and intelligent planning by the persons concerned' (p. 15). One decade into the twenty-first century, this paper analyzes two catalytic initiatives relating to this Indigenous 'right to know' funded-at least partially-by the US Federal government: It places these initiatives within the broader Indigenous knowledge ecology. The article offers the biographical information of Elizabeth Gurley Flynn. Flynn was an organizer of Industrial Workers of the World and a Communist party activist. She launched major strikes in the U.S., however, she was indicted and convicted. She became the first female national chair of the Communist Party, headed the Women's commission, and eventually died in Soviet Union. The collection is divided into eight series and includes 33 reels.

The National Transportation Library (NTL) at the United States Department of Transportation (USDOT) provides national and international access to the crucial transportation information that falls within the scope of grey literature, including the results of U.S. government funded research. Founded as an all-digital library in 1998, NTL's collections include full-text-born digital and digitized publications, data products, and other resources. All items are in the public domain and available for reuse without restriction. Since 2016, NTL has led the implementation of the USDOT's Official Public Access Plan issued in response to the February 22, 2013 Office of Science and Technology Policy (OSTP) Memorandum for the Heads of Executive Departments and Agencies entitled Increasing Access to the Results of Federally Funded Scientific Research. This paper discusses the effect this plan has had on a grey literature library and the efforts to create and maintain a public access repository, as well as exploring relationships between repository platform, contents, and people. This paper examines factors that limit the ability of institutions to digitally preserve the cultural heritage of the modern era. The author takes a wide-ranging approach to shed light on limitations to the scope of digital preservation. The author finds that technological limitations to digital preservation have been addressed but still exist, and that non-technical aspects-access, selection, law, and finances-move into the foreground as technological limitations recede. In November 1966, at the Southern Historical Association (SHA) convention in Memphis, Tennessee, some 20 participants organized the Association of the Southern Labor Historians whose purpose was to promote the Southern labor history by encouraging the collection of labor records in various states and tile presentation of scholarly labor papers at annual meetings concurrent with SHA. The author and his friends inquired that no university in the Southwest was soliciting labor records. Professor Dick Shuttee, a labor economist at the University of Texas, Arlington, (UTA) was quite enthusiastic about the idea of an archives. With the permission of the History Department of UTA, the author and his colleagues started the Archives Project with a half-summer salary. About three dozen Texas labor newspapers and newsletters have been collected or have been purchased from other archives' microfilmed holdings. The Texas Labor Archives of UTA is currently the only depository in the Southwest that actively seeks union records.

Professor James F. Willard, head of the Dept. of History from 1907 to 1935 and history professor Frederick L. Paxson at the University of Colorado, Boulder, Colorado, devoted much of their time to collecting manuscripts throughout the state which led the foundation of the Western Historical Collections (WHC) at the University. During World War I, Willard received the first financial support specifically for historical records development. This period was the official beginning of WHC. With the decline during the 1920s of the West's hardrock mining industry, collecting of materials from the fading bonanza towns resulted in major groups of records being found. The University Library accepted complete responsibility for the development of the Western Historical Collections in 1959, and with this change, a full-time, permanent, and qualified staff was hired. In 1964, the curator, John A. Brennan, a history professor, began to change the direction of acquisition from frontier and pioneer era material to 20th century manuscripts concerning political, social, and economical history emphasizing labor, politics, women, and non-profit organizations.

The article presents information about the George Meany Memorial Archives, for which a new building was dedicated on the campus of the George Meany Center for Labor Studies in Silver Spring, Maryland, ending the formative years of the Archives and creating a national center for the study of the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO). The Meany Archives serves as the official archives of the AFL-CIO and has defined as its collecting scope the records of the federation and its predecessor organizations, the constitutional trade and industrial departments, affiliated institutes and selected personal papers of AFL-CIO officers and staff. It is the plan of the Archives to eventually become a national clearing house for information about labor-related archival collections through participation in the Chadwick-Healey Inc. micropublication "The National Inventory of Documentary Sources in the United States" and through cooperation with the "Labor Archives Roundtable of the Society of American Archivists."

This paper provides a guide to finding historical records of the National Institutes of Health (NIH), the US biomedical research agency funded by the federal government, and one of the world's largest research funding bodies. Such records are important to an understanding of the development of medicine and biomedicine after the Second World War, yet they can be difficult to find in the organizational maze that is the NIH. This article provides information on where records might be found, the ways in which such records might be obtained, and how the NIH manages the vast quantity of records it produces. In 2011, the National Archives and Records Administration (NARA) in the USA faced worldwide attention when it was revealed that thousands of documents had been stolen from its collection, including rare Civil War documents and presidential papers. The response by NARA was to create a Holdings Protection Team, with the task of overseeing and managing the collection security at NARA's multiple locations across the United States. In this paper NARA's strategy for collection security management (CSM) is placed alongside current research into CSM in libraries and archives to demonstrate how NARA exhibits a 'house' model of collection security, as seen through their slogan 'Protect Our House'. From this discussion, some lessons for Australia are explored, with calls for some specific CSM guidelines from Australia's professional bodies in the information sector, such as the Australian Library and Information Association (ALIA). An essay is presented that discusses the work of historian and pastor Clifford M. Drury in uncovering manuscripts regarding early missionaries to the U.S. Northwest in relation to funding from the library at the State College of Washington (WSC). Topics include the archival practices followed by Drury, the support of WSU president E. O. Holland for Drury's work, and Drury's study of missionaries sponsored by the organization American Board of Commissioners for Foreign Missions (ABCFM).

Purpose – The purpose of this paper is to explain the requirements of SEC Rule 613 under the Securities Exchange Act of 1934, which requires national securities exchanges and FINRA jointly to develop a national market system plan (NMS Plan) that provides for the creation, implementation and maintenance of a consolidated order tracking system ("consolidated order trail" or "CAT") as well as the creation of a central repository responsible for the receipt, consolidation, and retention of all order and quote information for NMS securities. Design/methodology/approach – The paper discusses weaknesses of current, multiple order tracking systems; core features of the framework adopted by the SEC to create a CAT, including the creation of a central repository; key considerations for market participants, including data reporting methods and funding the creation, implementation and maintenance of the CAT; timing and phased implementation of the NMS Plan; security and order types covered by the CAT; persons required to report information to the central repository; reportable events and CAT data elements; timing and reporting to the central repository; ownership, governance and operation of the central repository; access to CAT data; parties required to comply with Rule 613e and the NMS Plan; and governance and operation of the NMS Plan. Findings – Under the requirements of Rule 613, and through the NMS Plan that must be developed by the exchanges and FINRA, the CAT is intended to provide a comprehensive and uniform tracking mechanism for secondary market activity in all NMS securities. Dance is an ephemeral art in that it is primarily a visual and auditory medium that occurs in real-time within a performance. However, there is a wealth of extant primary sources in both print and non-print formats that are steadily being collected, stored and preserved in archives dedicated to the discipline of dance around the world in an attempt to provide some permanence to that ephemerality. There has been a growing movement over the past few decades to document materials belonging to this discipline, chiefly in the modern dance and ballet arenas; these movements sprang up not only to preserve the historical and organizational aspects for both posterity and the educational benefit of others inside and outside of the discipline, but also to capture the art form's essence and spirit. An examination of several dance archives and special collections in Great Britain, Australia, and America, as well as dance repository-related articles demonstrates how these small but thriving collections are capturing the essence of dance through typical archival activities such as acquisitions, processing, preservation, and providing access while dealing with the same logistical and budgetary limitations that archives of more general size and scope face. Information gleaned from this paper may be of use to researchers interested in the organizational, acquisition, collection development and preservation activities of such archives, as well as a general modern history of ballet and modern dance archives. Background Cigarette butt litter is a potential target of tobacco control. In addition to its toxicity and non-biodegradability, it can justify environmental regulation and policies that raise the price of tobacco and further denormalise its use. This paper examines how the tobacco industry has managed the cigarette butt litter issue and how the issue has been covered in the media. Methods We searched the Legacy Tobacco Documents Library () using a snowball strategy. We analysed data from approximately 700 documents, dated 1959-2006, using an interpretive approach. We also searched two newspaper databases, Lexis/Nexis and Newsbank, and found 406 relevant articles, dated 1982-2009 which we analysed quantitatively and qualitatively. Results The tobacco industry monitored and developed strategies for dealing with the cigarette litter issue because it affected the social acceptability of smoking, created the potential for alliances between tobacco control and environmental advocates, and created a target for regulation. The industry developed anti-litter programs with Keep America Beautiful (KAB) and similar organisations. Media coverage focused on industry-acceptable solutions, such as volunteer clean-ups and installation of ashtrays; stories that mentioned KAB were also more frequently positive towards the tobacco industry. Among alternative approaches, clean outdoor air (COA) laws received the most media attention. Conclusions Cigarette litter, like secondhand smoke, is the result of smoker behaviour and affects nonsmokers. The tobacco industry has tried and failed to mitigate the impact of cigarette litter. Tobacco control advocates should explore alliances with environmental groups and propose policy options that hold the industry accountable for cigarette waste. [ABSTRACT FROM AUTHOR]

The article provides updates concerning the field of mathematics as of March 2007. The British National Cataloguing Unit for the Archives of Contemporary Scientists has received a grant for a project on the archives of British physicists and mathematicians. A team of mathematicians and computer scientists in the U.S. has developed a pedagogical technique for teaching material in discrete mathematics. A quantity of primary and secondary materials for the history of mathematics is available online.

Extraction of sequences of events from news and other documents based on the publication times of these documents has been shown to be extremely effective in tracking past events. This paper addresses the issue of constructing an optimal information preserving decomposition of the time period associated with a given document set, i.e., a decomposition with the smallest number of subintervals, subject to no loss of information. We introduce the notion of the compressed interval decomposition, where each subinterval consists of consecutive time points having identical information content. We define optimality, and show that any optimal information preserving decomposition of the time period is a refinement of the compressed interval decomposition. We define several special classes of measure functions (functions that measure the prevalence of keywords in the document set and assign them numeric values), based on their effect on the information computed as document sets are combined. We give algorithms, appropriate for different classes of measure functions, for computing an optimal information preserving decomposition of a given document set. We studied the effectiveness of these algorithms by computing several compressed interval and information preserving decompositions for a subset of the Reuters-21578 document set. The experiments support the obvious conclusion that the temporal information gleaned from a document set is strongly dependent on the measure function used and on other user-defined parameters. This essay makes the case for the 1968 community newspaper Black Newark as an archival site that provides an alternative account of the growth of the Black Power movement in the city of Newark. The issues written about in this radical publication are an abundant resource for historians and researchers of New Jersey culture and Black cultural production in the United States. This essay contests the fact that no books devoted to the history of the Black press in the United States or surveys of African American newspapers make mention of Black Newark. It is the aim of this essay to examine both the 1968 edition of Black Newark and the later 1972-1974 edition of Black New Ark with the express goal of including the publications in the archive of both the history of Newark, New Jersey, and the Black press in the United States. African Americans who have spent formative years in the United States have a viewpoint grounded in a specific culture. This paper defines "African American mystery" as crime or detective fiction written by African Americans. African American mystery novels have grown in number and diversity over time. As the audience has grown, publishers and reviewers have given more attention to the genre. While the stories are not necessarily about race, they are richly imbued with African American culture and themes. An overview of review sources, an annotated bibliography of four essential back- ground sources, a classified list of African American mystery novels, and a list of award-winning African American mysteries are included. A unified Canadian/US descriptive code is the aim of the Canadian/US Task Force on Archival Description (CUSTARD). Within the framework of the International Council on Archives' General International Standard Archival Description (ISAD(G)) and the International Standard Archival Authority Record (ISAAR(CPF)), this Task Force, an NEH-funded project, is reconciling the US cataloging code, Archives, Personal Papers, and Manuscripts (APPM), with the Canadian Rules for Archival Description (RAD). This paper aims to analyze the diplomatic work of Antonio Carrillo Flores, Mexico's ambassador to the United States, between 1958 and 1964. Using Carrillo's personal archive, I show that his experience in the Mexican economic bureaucracy was fundamental in strengthening the commercial and financial relationship with that country. I also show that, with pragmatism, he used the Cold War logic to promote a Latin American economic agenda and look for alternatives to reduce dependence on the United States. I divide the work into two parts that correspond to the Republican administration of Eisenhower (1958-1960) and the Democratic administration of Kennedy (1961-1964), ending with the appointment of Carrillo as the Mexican Secretary of Foreign Affairs.
