This article reports that new city regulations sparked a boom in the conversion of rundown Manhattan office buildings into luxury condominiums and apartments in the past decade. But now, veteran developers are saying that conversions are not the quick score that they used to be. While developers haven't given up on conversions, their path to profits has gotten bumpier. Project costs are also going up because of growing delays in government approvals and supply deliveries, as well as by the unavailability of construction contractors.
