War is a state when one goes beyond the limits of coexistence with one's neighbours, where the human mind and the greatest cruelty are manifested to win. Therefore, regulating such relations has always been a big challenge. Modern hybrid warfare is new in that it challenges the established order since World War II, the US leadership in establishing global order. It is a challenge to the dominance of military power and scientific thought of Western civilization.
