Cet article s’intéresse à l’articulation des thèmes de la décolonisation, du genre et des luttes environnementales. L’écoféminisme soutient que les impacts négatifs de la destruction environnementale touchent davantage les femmes, et que le patriarcat joue un rôle dans l’industrie de l’exploitation des ressources. À l’intersection de l’oppression du genre et du colonialisme de peuplement, les femmes autochtones et les personnes bispirituelles revendiquent elles aussi une connexion indéniable entre l’extractivisme et le patriarcat. Un regard critique des écoféminismes permet de souligner le manque de compréhension des enjeux du colonialisme de peuplement. La lutte actuelle des défenseures du territoire chez les Wet’suwet’en envers le projet de gazoduc Coastal GasLink (CGL) dans le nord de la Colombie-Britannique permet de situer concrètement certains enjeux de compatibilité entre écoféminismes et décolonisation. Cet article souligne la présence importante des femmes et des personnes bispirituelles dans le leadership de la campagne contre CGL, et offre des pistes de réflexion sur les modalités des solidarités non-autochtones.

3. White environmental subjectivity and the politics of belonging.

In a society dominated by a colorblind approach to racial difference, racial categories are often viewed as unchanging and constructed in a time past. This article examines the making of racial categories and subjectivities in everyday perceptions and portrayals of place and belonging related to environmentalism. It examines the ways in which middle-class white people, who engage regularly with Latino immigrants, simultaneously construct the racial category of ‘white’ and affirm their own belonging in Boulder, Colorado through an exclusionary discourse of environmentalism. In Boulder, immigrants and non-immigrant Latinos are often portrayed as unaware of environmentalism, not interested in environmentalism, and/or too busy or poor to participate in environmentalism. In interviews, white residents of the city reproduce discourses of privilege and exclusion through environmental discourses and reinforce their own white environmental subjectivity as the norm. The insider/outsider division established through environmental discourse in Boulder is a specific example of how exclusion is enforced through the racialization of ‘natural’ spaces and environmental activities and how environmentalism itself is an important articulation of difference. This article proposes a Scale that enables a reflective discussion of environmentalist identity profiles. Environmentalism is a central element of 21st century identity and, however, the literature fails in environmentalist typologies that allow reflection and positions on the topic. The methodology followed in this work implied a historical analysis of environmentalism. Such analysis resulted in 8 subscales that are aggregated in a single methodological instrument: the Environmentalist Identity Scale (EIA). The main contribution is to provide a simple instrument that allows a reflexive approach of each subject to a set of ideal types of environmentalist identities, supporting active intervention methodologies.

La definición de la base social del ambientalismo es una de las principales cuestiones a las que se enfrenta la sociología ambiental. En el presente artículo se pretende introducir la discusión sobre la existencia de una base social que fundamente la introducción de regulaciones ambientales en el medio rural y en la agricultura, que es una de las principales medidas de acompañamiento de la nueva PAC. Se utilizan como fuentes de información las diferentes encuestas monográficas, de ámbito nacional, que sobre el medio ambiente se han realizado en España. La definició de la base social de l'ambientalisme és una de les qüestions principals a les quals s'enfronta la sociologia ambiental. En aquest article es pretén introduir la discussió sobre l'existència d'una base social que fonamenti la introducció de regulacions ambientals en el medi rural i en l'agricultura, que és una de les mesures principals d'acompanyament de la nova PAC. S'utilitzen com a fonts d'informació les diverses enquestes monogràfiques, d'àmbit nacional, que sobre el medi ambient s'han realitzat a Espanya. La définition de la base sociale de 1'"environnementalisme" est une des principales questions à laquelle se trouve enfrontée la sociologie de I'environnement. Cet article essaie d'introduire le débat sur l'existence d'un fondement sociale que justifie la création d'une regulation de l'environnement dans le milieu rural et dans l'agriculture, un des principaux moyens de suivi de la nouvelle PAC. Comme è ressources d'information ont été prisses les différentes enquêtes monographiques en relation à l'environnement fetes à niveau national en Espagne. 'The definition of the social basis of environmentalism is one of the main problems facing environmental sociology. This article attempts to initiate discussion on the existence of an underlying social basis for the introduction of environmental regulations in rural areas and in agriculture, one of the principal measures involved in the new PAC. The sources of information used are the various nationwide monographic questionnaires on environment which have been carried out in Spain.

Combinando as principais contribuições teóricas do Estruturalismo, Fenomenologia e Teoria Crítica, este artigo parte do pressuposto de que a vulgarização do termo “rede” tem contribuído para um entendimento apologético de fenômenos contemporâneos relacionados ao tema da política e da comunicação, incluindo-se a prática do “ciberativismo”. No intuito de retirar a carga ideológica do conceito, o artigo pincela as mudanças nas relações entre indivíduo e esfera pública desde a Grécia antiga, passando pela industrialização, até deter-se na modernidade contemporânea. A partir desta contextualização teórica e histórica, foi possível analisar criticamente a correspondência, presente no senso comum, entre “ciberespaço” e esfera pública, “ciberativista” e sujeito político, bem como apontar a virtualização da natureza e das questões ambientais, perpetrada pelas campanhas de organizações não governamentais. Assim, é apresentado o conceito de “animal eletrônico” como alegoria de uma “antipolítica”, da ausência da dimensão política que caracteriza os homens, os distingue entre si e do r eino natural. By combining the main theoretical contributions of Structuralism, Phenomenology and Critical Theory, this article starts from the premise that the vulgarization of the term “network” has contributed for an apologetic understanding of contemporary phenomena related to the subjects of politics and comunication, including the practice of “cyberactivism”. In order to remove the ideological load of the concept, this article summarizes the changes in the relationship between individual and the public sphere since the ancient Greece, during the Industrial Revolution and in contemporary modernity. From this theoretical and historical context, it was possible to make a critical analysis of the correlation, present in common sense, between “cyberspace” and the public sphere, “cyberactivist” and political subject, as well as to point out the virtualization of nature and environmental issues, perpetrated by NGO campaigns. Thus, we present the concept of “electronic animal” as an allegory for an “antipolitics”, for the absence of the political dimension that characterizes men and distinguishes them from themselves and the natural domain. En faisant la combinaison des principales contributions théoriques du Structuralisme, de la Phénoménologie et de la Théorie Critique, cet article part du principe que la vulgarisation du terme “réseau” a contribué à une compréhension apologétique de phénomènes contemporains liés au thème de la politique et de la communication, y compris la pratique du “cyber-activisme”. En vue de retirer ce poids idéologique du concept, l’article dépeint les changements dans les relations entre individu et sphère publique depuis la Grèce antique, en passant par l’industrialisation, pour en arriver à la modernité contemporaine. Partant de ce contexte théorique et historique, il a été possible de faire une analyse critique du lien qui existe, dans le sens commun, entre “cyberespace“ et sphère publique, “cyberactivité” et sujet politique, ainsi que de signaler la virtualisation de la nature et des questions environnementales perpétrée par les campagnes des organisations non gouvernementales. C’est ainsi que nous présentons le concept “d’animal électronique” comme l’allégorie d’une “anti-politique”, du manque de dimension politique qui caractérise les hommes, les différencie entre eux et du règne naturel.

O artigo analisa interações entre os movimentos sociais e as instituições jurídicas com o objetivo de observar efeitos gerados pelo uso do litígio como estratégia de ação coletiva em conflitos ambientais. A partir de dados empíricos e tendo em vista o debate teórico da Legal Mobilization Theory, apresentamos uma caracterização de tipos de efeitos: efeitos que alteram ou incrementam os próprios processos de mobilização social e efeitos sobre as instituições. Argumentamos que a adoção de estratégias judiciais produz implicações importantes sobre processos de mobilização social e de mudança institucional. As análises foram elaboradas a partir dos achados de duas pesquisas que investigaram o uso da Ação Civil Pública em conflitos ambientais. Uma levantou dados de conflitos ambientais em geral no Estado de Espírito Santo e na cidade do Rio de Janeiro e outra levantou dados da Campanha por um Brasil Livre de Transgênicos. This article analyzes the interactions between social movements and juridical institutions in order to observe effects generated by the use of litigation as a strategy for collective action in environmental conflicts. From empirical data and in view of the theoretical debate on Legal Mobilization Theory, we present a characterization of some types of effects: effects that alter or increase the processes of social mobilization itself and effects on the institutions. We argue that the adoption of juridical and judicial strategies produces important implications on processes of social mobilization and institutional change. The analysis was based on the findings of two researches that had investigated the use of public civil action in environmental conflicts. One study collected data from environmental conflicts in general in the state of Espírito Santo and in the city of Rio de Janeiro, and the other from the Campaign for a Transgenic-free Brazil. L’article analyse les interactions entre les mouvements sociaux et des institutions juridiques dans le but d’observer les effets engendrés par l’utilisation d’un litige en tant que stratégie d’action collective dans des conflits environnementaux. À partir de données empiriques et en considérant le débat théorique de la Legal Mobilization Theory, nous présentons une caractérisation des divers effets: ceux qui modifient ou augmentent les propres processus de mobilisation sociale et ceux qui atteignent les institutions. Nous affirmons que l’adoption de stratégies judiciaires produit des conséquences importantes sur les processus de mobilisation sociale et de changement institutionnel. Les analyses ont été compilées à partir des résultats de deux études qui enquêtent l’utilisation d’une action civile publique en cas de conflits environnementaux. L’une a compilé les données de conflits environnementaux en général dans l’état d’Espírito Santo et dans la ville de Rio de Janeiro et l’autre, des données de la campagne “pour un Brésil sans transgéniques”.

Este ensayo se sitúa en torno a los organismos de cooperación internacional del sistema de Naciones Unidas que están bajo la influencia de los países occidentales que los lideran a través de la teoría del realismo. Desde una perspectiva del Análisis Crítico del Discurso (ACD) se pretende abordar la hegemonía del norte respecto al sur en temas ambientales, porque se utiliza la lógica del ambientalismo superficial o reformista, que solo perpetúa los intereses económicos sobre la explotación de la naturaleza. Esta dinámica industrializada se presenta como desarrollo sustentable y ejerce un discurso predominante en las relaciones internacionales. Este artículo estudia los discursos y las prácticas recientes de desarrollo turístico en Colombia. En particular, busca entender cómo los imperativos del mercado turístico han impuesto nuevos requisitos identitarios, que implican papeles sociales determinados, a las comunidades locales como única alternativa económica y de reconocimiento político viable. Siguiendo los casos de los destinos turísticos de la Sierra Nevada de Santa Marta, el Parque Natural Tayrona y el Parque Arqueológico de Tierradentro, analizamos las tensiones y negociaciones que han generado estos requisitos en dos casos: primero, en la producción de indígenas como guardianes de la naturaleza e indígenas auténticos; y, segundo, en la producción de campesinos verdes y moralmente aceptables. Aportamos algunas reflexiones finales que ponen en relieve los límites del desarrollo turístico como elemento de verdadera prosperidad. Cet article s’attache à étudier les discours et les pratiques liés au récent développement touristique en Colombie. Il est particulièrement question de comprendre comment les impératifs du marché touristique imposent aux communautés locales de nouvelles exigences identitaires et un rôle social déterminé comme unique alternative économique et de reconnaissance politique viable. En suivant les cas de la Sierra Nevada de Santa Marta, du Parc Tayrona et de Tierradentro nous analysons les tensions et les négociations générées par ces exigences à partir de deux cas : le premier analysant la production d’un sujet indigène authentique, gardien de la nature et le deuxième la production de paysans verts et moralement acceptables. Les réflexions finales mettront en avant les limites du développement touristique comme garant d’une véritable prospérité. This paper examines the discourses and practices of tourism in Colombia. It seeks to better understand how the imperatives of the tourist market have translated into particular identity requirements for local communities, as they become their only economic and political alternative. Focusing on the tourist destinations of Sierra Nevada de Santa Marta, Tayrona Natural Park and Tierradentro archeological park, we explore the tensions and negotiations such requirements have implied in two cases: first, in the production of indigenous peoples as environmental stewards and authentic indigenous peoples; and, second, in the production of green and morally acceptable peasants. We provide some thoughts on tourism’s limited capacity to bring prosperity to the communities involved.

RESUMEN: Perú y Ecuador son dos productores medianos de hidrocarburos, a escala de América Latina: el primero es exportador de gas natural y el segundo de petróleo, lo que genera una renta significativa para el financiamiento de las políticas públicas en ambos casos. Sin embargo, los conflictos ambientales relacionados con la extracción, el transporte y la comercialización de estos recursos naturales evidencian tensiones entre las necesidades de financiamiento para el desarrollo económico y social, por un lado, y para la protección del medio ambiente, por el otro. A partir de esta hipótesis, el presente artículo analiza los factores endógenos y exógenos que resultarán determinantes para definir un modelo de desarrollo sostenible y políticas energéticas eficientes en ambos países. ABSTRACT: Peru and Ecuador are both middle-range carbon fuel producers in Latin America: one exports natural gas and the other oil, which means a significant rent for the financing of public policies in both cases. Nevertheless, environmental conflicts related to these natural resources extraction, transportation and commercialization show some tensions between financing necessities of economic and social development, on the one hand, and environmental protection on the other. Starting with such a hypothesis, this paper analyzes endogenous and exogenous factors which, in the long run, should prove to be decisive in the definition of a sustainable development model and efficient energy policies in both countries.

Ecofeminism argues that negative impacts of environmental destruction disproportionately impacts women, and that patriarchy plays a role in the resource exploitation industry. At the intersection of gender oppression and settler colonialism, Indigenous women and Two-Spirit people claim a connection between extractivism and patriarchy. A critical look at ecofeminism underscores the lack of understanding of the issues of settler colonialism. The current struggle of the Wet’suwet’en land defenders against the pipeline Coastal Gaslink in northern British Columbia makes it possible to concretely situate certain issues of compatibility between ecofeminism and decolonization. This article stresses the leadership role of Indigenous women and Two-Spirit people in the campaign against CGL and offers considerations on the modalities of non-Indigenous solidarity., Este artículo examina la articulación de los temas de descolonización, género y luchas medioambientales. El ecofeminismo sostiene que los impactos negativos de la destrucción del medio ambiente afectan más a las mujeres y que el patriarcado desempeña un rol en la industria de la explotación de los recursos. En la intersección de la opresión de género y el colonialismo de ocupación, las mujeres indígenas y las personas de dos espíritus también reivindican una conexión innegable entre el extractivismo y el patriarcado. Una mirada crítica a los ecofeminismos pone de manifiesto la falta de comprensión de lo que está en juego en el colonialismo de ocupación. La actual lucha de las mujeres Wet’suwet’en defensoras de la tierra contra el proyecto de gasoducto Coastal Gas Link (CGL) en el norte de la Columbia Británica permite situar concretamente algunas de las cuestiones de compatibilidad entre los ecofeminismos y la descolonización. Este artículo destaca la importante presencia de las mujeres y de las personas de dos espíritus en el liderazgo de la campaña contra el CGL, y ofrece algunos elementos de reflexión sobre las modalidades de las solidaridades no indígenas.
