Background: Air pollution has been a topic of intense concern and study for hundreds of years. During the second half of the 20th century, the United States implemented regulations and controls to reduce the levels of criteria air pollutants and achieve the National Ambient Air Quality Standards (NAAQS) for the protection of human health, while concurrently reducing the levels of toxic air pollutants., Objective: In this commentary we trace the changes in air pollution in New Jersey as a case study, demonstrating the impact of local, state, and federal strategies to control emissions of pollutants and pollutant precursors from the 1950s until today., Discussion: The original NAAQS (1970-1995) have been achieved, and significant progress has been made to achieve revised standards for ozone and particulate matter (PM) < 2.5 µm in aerodynamic diameter (PM2.5) in New Jersey, which in the past was considered a highly polluted industrial state., Conclusions: Assuming no reversals on current regulations because of some major event or energy infrastructure disruption, outdoor air pollution reductions will continue to address health risks among specific segments of the general population affected by ozone/PM and pollution caused by neighborhood, local, and regional point and mobile sources.

Assessment of the health risks resulting from exposure to ambient polycyclic aromatic hydrocarbons (PAH) is limited by a lack of environmental exposure data among the general population. This study characterized personal exposure and ambient concentrations of PAH in the Village of Waterfront South (WFS), an urban community with many mixed sources of air toxics in Camden, New Jersey, and CopeWood/Davis Streets (CDS), an urban reference area located ∼1 mile east of WFS. A total of 54 and 53 participants were recruited from non-smoking households in WFS and CDS, respectively. In all, 24-h personal and ambient air samples were collected simultaneously in both areas on weekdays and weekends during summer and winter. The ambient PAH concentrations in WFS were either significantly higher than or comparable to those in CDS, indicating the significant impact of local sources on PAH pollution in WFS. Analysis of diagnostic ratios and correlation suggested that diesel truck traffic, municipal waste combustion and industrial combustion were the major sources in WFS. In such an area, ambient air pollution contributed significantly to personal PAH exposure, explaining 44-96% of variability in personal concentrations. This study provides valuable data for examining the impact of local ambient PAH pollution on personal exposure and therefore potential health risks associated with environmental PAH pollution.

The air pollution problem can be depicted as a system consisting of several basic components: source, concentration, exposure, dose, and adverse effects. Exposure, the contact between an agent (e.g., an air pollutant) and a target (e.g., a human respiratory tract), is the key to linking the pollution source and health effects. Human exposure to air pollutants depends on exposure concentration and exposure duration. Exposure concentration is the concentration of a pollutant at a contact boundary, which usually refers to the human breathing zone. However, ambient concentrations of regulated pollutants at monitoring sites have been measured in practice to represent actual exposure. This can be a valid practice if the pollutants are ones that are predominantly generated outdoors and if the monitoring sites are appropriately selected to reflect where people are. Results from many exposure studies indicate that people are very likely to receive the greatest exposure to many toxic air pollutants not outside but inside places such as homes, offices, and automobiles. For many of these pollutants, major sources of exposure can be quite different from major sources of emission. This is because a large emission source can have a very small value of exposure effectiveness, i.e., the fraction of pollutant released from a source that actually reaches the human breathing zone. Exposure data are crucial to risk management decisions for setting priorities, selecting cost-effective approaches to preventing or reducing risks, and evaluating risk mitigation efforts. Measurement or estimate of exposure is essential but often inadequately addressed in environmental epidemiologic studies. Exposure can be quantified using direct or indirect measurement methods, depending upon the purpose of exposure assessment and the availability of relevant data. The rapidly developing battery and electronic technologies as well as advancements in molecular biology are expected to accelerate the improvement of current methods and the development of new methods for future exposure assessment.

Diesel exhaust (DE) contains a variety of toxic air pollutants, including diesel particulate matter (DPM) and gaseous contaminants (e.g., carbon monoxide (CO)). DPM is dominated by fine (PM2.5) and ultrafine particles (UFP), and can be representatively determined by its thermal-optical refractory as elemental carbon (EC) or light-absorbing characteristics as black carbon (BC). The currently accepted reference method for sampling and analysis of occupational exposure to DPM is the National Institute for Occupational Safety and Health (NIOSH) Method 5040. However, this method cannot provide in-situ short-term measurements of DPM. Thus, real-time monitors are gaining attention to better examine DE exposures in occupational settings. However, real-time monitors are subject to changing environmental conditions. Field measurements have reported interferences in optical sensors and subsequent real-time readings, under conditions of high humidity and abrupt temperature changes. To begin dealing with these issues, we completed a controlled study to evaluate five real-time monitors: Airtec real-time DPM/EC Monitor, TSI SidePak Personal Aerosol Monitor AM510 (PM2.5), TSI Condensation Particle Counter 3007, microAeth AE51 BC Aethalometer, and Langan T15n CO Measurer. Tests were conducted under different temperatures (55, 70, and 80°F), relative humidity (10, 40, and 80%), and DPM concentrations (50 and 200 μg/m3) in a controlled exposure facility. The 2-hr averaged EC measurements from the Airtec instrument showed relatively good agreement with NIOSH Method 5040 (R2= 0.84; slope = 1.17±0.06; N = 27) and reported ∼17% higher EC concentrations than the NIOSH reference method. Temperature, relative humidity, and DPM levels did not significantly affect relative differences in 2-hr averaged EC concentrations obtained by the Airtec instrument vs. the NIOSH method (p < 0.05). Multiple linear regression analyses, based on 1-min averaged data, suggested combined effects of up to 5% from relative humidity and temperature on real-time measurements. The overall deviations of these real-time monitors from the NIOSH method results were ≤20%. However, simultaneous monitoring of temperature and relative humidity is recommended in field investigations to understand and correct for environmental impacts on real-time monitoring data. During much of the twentieth century, Jersey City, New Jersey was the leading center of chromate production in the United States. Chromate production produced huge volumes of chromium ore-processing residue containing many parts per million of hexavalent chromium. Starting in the 1990s, we undertook a series of studies to identify exposed populations, sources and pathways of exposure and the effectiveness of remediation activities in Jersey City. These studies revealed the effectiveness and success of the remediation activities. The sequence of studies presented here, builds on the lessons learned from each preceding study and illustrates how these studies advanced the field of exposure science in important ways, including the use of household dust as a measure of exposure to contaminants originating in the outdoor environment; development of effective and reproducible dust sampling; use of household dust to track temporal changes in exposure; understanding of the spatial relationship between sources of passive outdoor particulate emissions and residential exposure; use of focused biomonitoring to assess exposure under conditions of large inter-individual variability; and utility of linking environmental monitoring and biomonitoring. For chromium, the studies have demonstrated the use of Cr+6-specific analytical methods for measuring low concentrations of Cr+6 in household dust and understanding of the occurrence of Cr+6 in the background residential environment. We strongly recommend that environmental and public health agencies evaluate sites for their potential for off-site exposure and apply these tools in cases with significant potential as appropriate. This approach is especially important when contamination is widespread and/or a large population is potentially exposed. In such cases, these tools should be used to identify, characterize and then reduce the exposure to the off-site as well as on-site population. We have characterized environmental exposures among 187 women who were pregnant, were at or near the World Trade Center (WTC) on or soon after 11 September 2001, and are enrolled in a prospective cohort study of health effects. Exposures were assessed by estimating time spent in five zones around the WTC and by developing an exposure index (EI) based on plume reconstruction modeling. The daily reconstructed dust levels were correlated with levels of particulate matter ≤ 2.5 µm in aerodynamic diameter (PM2.5; r = 0.68) or PM10 (r = 0.73-0.93) reported from 26 September through 8 October 2001 at four of six sites near the WTC whose data we examined. Biomarkers were measured in a subset. Most (71%) of these women were located within eight blocks of the WTC at 0900 hr on 11 September, and 12 women were in one of the two WTC towers. Daily EIs were determined to be highest immediately after 11 September and became much lower but remained highly variable over the next 4 weeks. The weekly summary EI was associated strongly with women's perception of air quality from week 2 to week 4 after the collapse (p < 0.0001). The highest levels of polycyclic aromatic hydrocarbon-deoxyribonucleic acid (PAH-DNA) adducts were seen among women whose blood was collected sooner after 11 September, but levels showed no significant associations with EI or other potential WTC exposure sources. Lead and cobalt in urine were weakly correlated with ΣEI, but not among samples collected closest to 11 September. Plasma OC levels were low. The median polychlorinated biphenyl level (sum of congeners 118, 138, 153, 180) was 84 ng/g lipid and had a nonsignificant positive association with ΣEI (p > 0.05). 1,2,3,4,6,7,8-Heptachlorodibenzodioxin levels (median, 30 pg/g lipid) were similar to levels reported in WTC-exposed firefighters but were not associated with EI. This report indicates intense bystander exposure after the WTC collapse and provides information about nonoccupational exposures among a vulnerable population of pregnant women. The explosion and collapse of the World Trade Center (WTC) was a catastrophic event that produced an aerosol impacting many residents, workers, and commuters after September 11, 2001. In all, 12 bulk samples of the settled dust were collected at indoor locations surrounding the epicenter of the disaster, including one sample from a residence that had been cleansed and was once again occupied. Additionally, one sample was collected from just outside a fifth story window on the sill. These samples were analyzed for many components, including inorganic and organic constituents as well as morphology of the various particles. The results of the analyses for persistent organic pollutants on dusts that settled at indoor locations are described herein, including polycyclic aromatic hydrocarbons, polychlorinated biphenyls, and select organo-chlorine pesticides. The S86-PCB concentrations, comprising less than one part per million by mass of the bulk in the two samples analyzed, indicated that PCBs were of limited significance in the dust that settled at indoor locations across lower Manhattan. Likewise, organo-chlorine pesticides, Hexachlorobenzene, Heptachlor, 4,4'-DDE, 2,4'-DDT, 4,4'-DDT and Mirex were found at even lower concentrations in the bulk samples. Conversely, S37-PAHs comprised up to 0.04% (<0.005-0.036%) by mass of the bulk indoor dust in the 11 WTC impacted bulk indoor samples. Analysis of one sample of indoor dusts collected from a vacuum cleaner of a rehabilitated home shows markedly lower PAH concentrations (<0.0005 mass%), as well as differing relative contributions for individual compounds. ABSTRACT. During the winter of 1988-1989, parents of 2,789 elementary-school students completed standardized questionnaires. The students were 5-14 y of age and were from three urban districts and one suburban district of three large Chinese cities. The 4-y average ambient levels of total suspended particles in the three cities differed greatly during the period 1985-1988: Lanzhou, 1,067 Mu g/m[sup 3]; urban Wuhan, 406 Mu g/m[sup 3]; Guangzhou, 296 Mu g/m[sup 3]; and suburban Wuhan, 191 Mu g/m[sup 3]. The authors constructed unconditional logistic-regression models to calculate odds ratios and 95% confidence intervals for prevalences of several respiratory symptoms and illnesses, adjusted for district, use of coal in the home, and parental smoking status. There was a positive and significant association between total suspended particle levels and the adjusted odds ratios for cough, phlegm, hospitalization for diseases, and pneumonia. This association was derived from only the 1,784 urban children and, therefore, the authors were unable to extrapolate it to the suburban children. The results also indicated that parental smoking status was associated with cough and phlegm, and use of coal in the home was associated only with cough prevalence (a = 0.05). [ABSTRACT FROM AUTHOR]

The issue of fine particle (PM[sub 2.5]) exposures and their potential health effects is a focus of scientific research because of the recently promulgated National Ambient Air Quality Standard for PM[sub 2.5]. Before final implementation, the health and exposure basis for the standard will be reviewed by the U.S. Environmental Protection Agency within the next five years. As part of this process, it is necessary to understand total particle exposure issues and to determine the relative importance of the origin of PM[sub2.5] exposure in various micro-environments. The results presented in this study examine emissions of fine particles from a previously uncharacterized indoor source: the residential vacuum cleaner. Eleven standard vacuum cleaners were tested for the emission rate of fine particles by their individual motors and for their efficiency in collecting laboratory-generated fine particles. An aerosol generator was used to introduce fine potassium chloride (KC1) particles into the vacuum cleaner inlet for the collection efficiency tests. Measurements of the motor emissions, which include carbon, and the KC1 aerosol were made using a continuous HIAC/Royco 5130A light-scattering particle detector. All tests were conducted in a metal chamber specifically designed to completely contain the vacuum cleaner and operate it in a stationary position. For the tested vacuum cleaners, fine particle motor emissions ranged from 9.6 x 10[sup4] to 3.34 x 10[sup8] particles/min, which were estimated to be 0.028 to 176 µg/min for mass emissions, respectively. The vast majority of particles released were in the range of 0.3-0.5 µm in diameter. The lowest particle emission rate was obtained for a vacuum cleaner that had a high efficiency (HEPA) filter placed after the vacuum cleaner bag and the motor within a sealed exhaust system. The article focuses on how exposure science helps in understanding the exposure-disease relationships. The field of exposure science involves research in occupational diseases and industrial safety, qualitative observations and quantitative measurements of air contaminants, and community and personal exposures to ambient pollutants.

To provide a scientific basis for the selection and use of continuous monitors for exposure and/or health effects studies, and for compliance and episode measurements at strategic locations in the State of New Jersey, we evaluated the performance of seven continuous fine particulate matter (PM2.5) monitors in the present study. Gravimetric samplers, as reference methods, were collocated with real-time instruments in both laboratory and field tests. The results of intercomparison of real-time monitors showed that the two nephelometers used in this study correlated extremely well (r² ~0.97), and two tapered element oscillating monitors (TEOM 1400 and TEOM filter dynamics measurement system [FDMS]) correlated well (r² > 0.85), whereas two beta gauges displayed a weaker correlation (r² < 0.6). During a summertime controlled (laboratory) evaluation, the measurements made with the gravimetric method correlated well with the 24-hr integrated measurements made with the real-time monitors. The SidePak nephelometer overestimated the particle concentration by a factor of approximately 3.4 compared with the gravimetric method. During a summertime field evaluation, the TEOM FDMS monitor reported approximately 30% higher mass concentration than the Federal Reference Method (FRM); and the difference could be explained by the loss of semi-volatile materials from the FRM sampler. Results also demonstrated that 24-hr average PM2.5 mass concentrations measured by beta gauges and TEOM (50 °C) in winter correlated well with the integrated gravimetric method. Seasonal differences were observed in the performance of the TEOM (50 °C) monitor in measuring the particle mass attributed to the higher semi-volatile material loss in the winter weather. In applying the real-time particulate matter monitoring data into Air Quality Index (AQI) reporting, the Conroy method and the 8-hr end-hour average method were both found to be suitable. Commuting in automobiles can contribute substantially to total traffic-related air pollution (TRAP) exposure, yet measuring commuting exposures for studies of health outcomes remains challenging. To estimate real-world TRAP exposures, we developed and evaluated the robustness of a scripted drive protocol on the NJ Turnpike and local roads between April 2007 and October 2014. Study participants were driven in a car with closed windows and open vents during morning rush hours on 190 days. Real-time measurements of PM 2.5 , PNC, CO, and BC, and integrated samples of NO 2 , were made in the car cabin. Exposure measures included in-vehicle concentrations on the NJ Turnpike and local roads and the differences and ratios of these concentrations. Median in-cabin concentrations were 11 μg/m 3 PM 2.5 , 40 000 particles/cm 3 , 0.3 ppm CO, 4 μg/m 3 BC, and 20.6 ppb NO 2 . In-cabin concentrations on the NJ Turnpike were higher than in-cabin concentrations on local roads by a factor of 1.4 for PM 2.5 , 3.5 for PNC, 1.0 for CO, and 4 for BC. Median concentrations of NO 2 for full rides were 2.4 times higher than ambient concentrations. Results were generally robust relative to season, traffic congestion, ventilation setting, and study year, except for PNC and PM 2.5 , which had secular and seasonal trends. Ratios of concentrations were more stable than differences or absolute concentrations. Abstract: To address disparities in health risks associated with ambient air pollution for racial/ethnic minority groups, this study characterized personal and ambient concentrations of volatile organic compounds (VOCs) in a suspected hot spot of air pollution – the Village of Waterfront South (WFS), and an urban reference community – the Copewood/Davis Streets (CDS) neighborhood in Camden, New Jersey. Both are minority-dominant, impoverished communities. We collected 24-h integrated personal air samples from 54 WFS residents and 53 CDS residents, with one sample on a weekday and one on a weekend day during the summer and winter seasons of 2004–2006. Ambient air samples from the center of each community were also collected simultaneously during personal air sampling. Toluene, ethylbenzene, and xylenes (TEX) presented higher (p < 0.05) ambient levels in WFS than in CDS, particularly during weekdays. A stronger association between personal and ambient concentrations of MTBE and TEX was found in WFS than in CDS. Fourteen to forty-two percent of the variation in personal MTBE, hexane, benzene, and TEX was explained by local outdoor air pollution. These observations indicated that local sources impacted the community air pollution and personal exposure in WFS. The estimated cancer risks resulting from two locally emitted VOCs, benzene and ethylbenzene, and non-cancer neurological and respiratory effects resulting from hexane, benzene, toluene, and xylenes exceeded the US EPA risk benchmarks in both communities. These findings emphasized the need to address disparity in health risks associated with ambient air pollution for the socio-economically disadvantaged groups. This study presents the Individual Based Exposure Modeling (IBEM) application of MENTOR (Modeling ENvironment for TOtal Risk studies) in a hot spot area, where there are concentrated local sources on the scale of tens to hundreds of meters, and an urban reference area in Camden, NJ, to characterize the ambient concentrations and personal exposures to benzene and toluene from local ambient sources. The emission-based ambient concentrations in the two neighborhoods were first estimated through atmospheric dispersion modeling. Subsequently, the calculated and measured ambient concentrations of benzene and toluene were separately combined with the time-activity diaries completed by the subjects as inputs to MENTOR/IBEM for estimating personal exposures resulting from ambient sources. The modeling results were then compared with the actual personal measurements collected from over 100 individuals in the field study to identify the gaps in modeling personal exposures in a hot spot. The modeled ambient concentrations of benzene and toluene were generally in agreement with the neighborhood measurements within a factor of 2, but were underestimated at the high-end percentiles. The major local contributors to the benzene ambient levels are from mobile sources, whereas mobile and stationary (point and area) sources contribute to the toluene ambient levels in the study area. This finding can be used as guidance for developing better air toxic emission inventories for characterizing, through modeling, the ambient concentrations of air toxics in the study area. The estimated percentage contributions of personal exposures from ambient sources were generally higher in the hot spot area than the urban reference area in Camden, NJ, for benzene and toluene. This finding demonstrates the hot spot characteristics of stronger local ambient source impacts on personal exposures. The collapse of the World Trade Center (WTC) on September 11, 2001, generated large amounts of dust and smoke that settled in the surrounding indoor and outdoor environments in southern Manhattan. Sixteen dust samples were collected from undisturbed locations inside two uncleaned buildings that were adjacent to Ground Zero. These samples were analyzed for morphology, metals, and organic compounds, and the results were compared with the previously reported outdoor WTC dust/smoke results. We also analyzed seven additional dust samples provided by residents in the local neighborhoods. The morphologic analyses showed that the indoor WTC dust/smoke samples were similar to the outdoor WTC dust/smoke samples in composition and characteristics but with more than 50% mass in the <53-µm size fraction. This was in contrast to the outdoor samples that contained >50% of mass above >53 µm. Elemental analyses also showed the similarities, but at lower concentrations. Organic compounds present in the outdoor samples were also detected in the indoor samples. Conversely, the resident-provided convenience dust samples were different from either the WTC indoor or outdoor samples in composition and pH, indicating that they were not WTC-affected locations. In summary, the indoor dust/smoke was similar in concentration to the outdoor dust/smoke but had a greater percentage of mass <53 µm in diameter. [ABSTRACT FROM AUTHOR]

The use of undisturbed attic dust as a tool for reconstructing historical air pollution was evaluated in this study. Dust collected from the attic of 201 houses in New Jersey, built between 1879 and 1995, was analyzed for lead with ICP-MS to validate the use of this method. The results were matched to an estimated pattern of the lead concentrations in attic dust, that was based upon historical data on lead gasoline consumption and emissions into the ambient air. In spite of the numerous uncertainties implied in such a comparison, the pattern of lead concentrations found in the attic dust approximated, within intervals of about 10 years, the time course of the lead emissions into the air. 137Cs concentrations were measured in the attic dust samples using gamma spectrometry to investigate the possibility of a local source contaminating the ambient air in Dover Township, NJ. No statistical differences in 137Cesium concentrations were found between the attics in Dover Township and other locations in NJ. The 137Cs concentrations measured in all locations were found to increase with the age of the house. The observed dependence of 137Cs concentrations on the age of the house could be explained primarily by the patterns of radionuclide fallout that has occurred over time because of above ground nuclear weapons testing during the 1950s and 1960s.
