City clusters play an important role in air pollutant and greenhouse gas (GHG) emissions reduction in China, primarily due to their high fossil energy consumption levels. The "2 + 26" Cities, i.e., Beijing, Tianjin and 26 other perfectures in northern China, has experienced serious air pollution in recent years. We employ the Greenhouse Gas and Air Pollution Interactions and Synergies model adapted to the "2 + 26" Cities (GAINS-JJJ) to evaluate the impacts of structural adjustments in four major sectors, industry, energy, transport and land use, under the Three-Year Action Plan for Blue Skies (Three-Year Action Plan) on the emissions of both the major air pollutants and CO 2 in the "2 + 26" Cities. The results indicate that the Three-Year Action Plan applied in the "2 + 26" Cities reduces the total emissions of primary fine particulate matter with an aerodynamic diameter of ≤ 2.5 μm (PM 2.5 ), SO 2 , NO x , NH 3 and CO 2 by 17%, 25%, 21%, 3% and 1%, respectively, from 2017 to 2020. The emission reduction potentials vary widely across the 28 prefectures, which may be attributed to the differences in energy structure, industrial composition, and policy enforcement rate. Among the four sectors, adjustment of industrial structure attains the highest co-benefits of CO 2 reduction and air pollution control due to its high CO 2 reduction potential, while structural adjustments in energy and transport attain much lower co-benefits, despite their relatively high air pollutant emissions reductions, primarily resulting from an increase in the coal-electric load and associated carbon emissions caused by electric reform policies.., (Copyright © 2022 Elsevier Ltd. Exposure to ambient particulate matter is a leading risk factor for environmental public health in India. While Indian authorities implemented several measures to reduce emissions from the power, industry and transportation sectors over the last years, such strategies appear to be insufficient to reduce the ambient fine particulate matter (PM 2.5 ) concentration below the Indian National Ambient Air Quality Standard (NAAQS) of 40 μg/m 3 across the country. This study explores pathways towards achieving the NAAQS in India in the context of the dynamics of social and economic development. In addition, to inform action at the subnational levels in India, we estimate the exposure to ambient air pollution in the current legislations and alternative policy scenarios based on simulations with the GAINS integrated assessment model. The analysis reveals that in many of the Indian States emission sources that are outside of their immediate jurisdictions make the dominating contributions to (population-weighted) ambient pollution levels of PM 2.5 . Consequently, most of the States cannot achieve significant improvements in their air quality and population exposure on their own without emission reductions in the surrounding regions, and any cost-effective strategy requires regionally coordinated approaches. Advanced technical emission control measures could provide NAAQS-compliant air quality for 60% of the Indian population. However, if combined with national sustainable development strategies, an additional 25% population will be provided with clean air, which appears to be a significant co-benefit on air quality (totaling 85%)., (Copyright © 2019 The Authors. Air pollution is one of the most harmful consequences of China's rapid economic development and urbanization. Particularly in the Beijing-Tianjin-Hebei (BTH) regions, particulate matter concentrations have consistently exceeded the national air quality standards. Over the last years, China implemented ambitious measures to reduce emissions from the power, industry and transportation sectors, with notable success during the 11th and 12th Five Year Plan (FYP) periods. However, such strategies appear to be insufficient to reduce the ambient PM 2.5 concentration below the National Air Quality Standard of 35 μg m -3 across the BTH region within the next 15 years. We find that a comprehensive mitigation strategy for the residential sector in the BTH region would deliver substantial air quality benefits. Beyond the already planned expansion of district heating and natural gas distribution in urban centers and the foreseen curtailment of coal use for households, such a strategy would redirect some natural gas from power generation units towards the residential sector. Rural households would replace biomass for cooking by liquid petroleum gas (LPG) and electricity, and substitute coal for heating by briquettes. Jointly, these measures could reduce the primary PM 2.5 and SO 2 emissions by 28% and 11%, respectively, and the population-weighted PM 2.5 concentrations by 13%, i.e., from 68 μg m -3 to 59 μg m -3 . This paper revisits the emission scenarios of the European Commission's 2005 Thematic Strategy on Air Pollution (TSAP) in light of today's knowledge. We review assumptions made in the past on the main drivers of emission changes, i.e., demographic trends, economic growth, changes in the energy intensity of GDP, fuel-switching, and application of dedicated emission control measures. Our analysis shows that for most of these drivers, actual trends have not matched initial expectations. Observed ammonia and sulfur emissions in European Union in 2010 were 10% to 20% lower than projected, while emissions of nitrogen oxides and particulate matter exceeded estimates by 8% to 15%. In general, a higher efficiency of dedicated emission controls compensated for a lower-than-expected decline in total energy consumption as well as a delay in the phase-out of coal. For 2020, updated projections anticipate lower sulfur and nitrogen oxide emissions than those under the 2005 baseline, whereby the degree to which these emissions are lower depends on what assumptions are made for emission controls and new vehicle standards. Projected levels of particulates are about 10% higher, while smaller differences emerge for other pollutants. New emission projections suggest that environmental targets established by the TSAP for the protection of human health, eutrophication and forest acidification will not be met without additional measures., (Copyright © 2014 Elsevier B.V. National emission ceilings are a policy instrument to reduce adverse environmental impacts of transboundary air pollution. Such ceilings for SO2, NOx, NH3 and VOC are established, for example, in the Gothenburg Protocol of the Convention on Long-range Transboundary Air Pollution (UNECE, 1999) and the National Emission Ceilings (NEC) Directive of the European Union (EC, 2001a, b). They prescribe for each pollutant a fixed upper limit on emissions for a specific year. Flexibility in achieving them could lower implementation costs if reality develops differently from what was foreseen during negotiations. In this paper, we explore the conditions under which emission reductions for one pollutant (e.g., SO2) could be offset by additional cuts of another pollutant (e.g., NOx) within the same country, without compromising the environmental improvements that are envisaged from the original set of emission ceilings. We employ the impact module of the GAINS (Greenhouse gas - Air pollution Interactions and Synergies) model to examine possible exchange rates across pollutants for the 2012 negotiations on the revision of the Gothenburg Protocol in Europe. Our analysis shows that exchange rates that satisfy the environmental integrity condition can be established, but that their values vary substantially across countries. Extending the environmental integrity condition to downwind countries will require significantly higher exchange rates. Global nitrogen fixation contributes 413 Tg of reactive nitrogen (Nr) to terrestrial and marine ecosystems annually of which anthropogenic activities are responsible for half, 210 Tg N. The majority of the transformations of anthropogenic Nr are on land (240 Tg N yr(-1)) within soils and vegetation where reduced Nr contributes most of the input through the use of fertilizer nitrogen in agriculture. Leakages from the use of fertilizer Nr contribute to nitrate (NO3(-)) in drainage waters from agricultural land and emissions of trace Nr compounds to the atmosphere. Emissions, mainly of ammonia (NH3) from land together with combustion related emissions of nitrogen oxides (NOx), contribute 100 Tg N yr(-1) to the atmosphere, which are transported between countries and processed within the atmosphere, generating secondary pollutants, including ozone and other photochemical oxidants and aerosols, especially ammonium nitrate (NH4NO3) and ammonium sulfate (NH4)2SO4. Leaching and riverine transport of NO3 contribute 40-70 Tg N yr(-1) to coastal waters and the open ocean, which together with the 30 Tg input to oceans from atmospheric deposition combine with marine biological nitrogen fixation (140 Tg N yr(-1)) to double the ocean processing of Nr. Some of the marine Nr is buried in sediments, the remainder being denitrified back to the atmosphere as N2 or N2O. The marine processing is of a similar magnitude to that in terrestrial soils and vegetation, but has a larger fraction of natural origin. The lifetime of Nr in the atmosphere, with the exception of N2O, is only a few weeks, while in terrestrial ecosystems, with the exception of peatlands (where it can be 10(2)-10(3) years), the lifetime is a few decades. In the ocean, the lifetime of Nr is less well known but seems to be longer than in terrestrial ecosystems and may represent an important long-term source of N2O that will respond very slowly to control measures on the sources of Nr from which it is produced.

Over the past decade, India has experienced rapid economic growth along with increases in levels of air pollution. Our goal is to examine how alternative policies for air pollution abatement affect well-being there. In particular, we estimate the effects of policies to reduce the levels of ambient fine particulates (PM2.5), which are especially harmful to human health, on well-being, quantified using the United Nations' human development index (HDI). Two of the three dimensions of this index are based on gross domestic product (GDP) per capita and life expectancy. Our approach allows reductions in PM2.5 to affect both of them. In particular, economic growth is affected negatively through the costs of the additional pollution control measures and positively through the increased productivity of the population. We consider three scenarios of PM2.5 abatement, corresponding to no further control, current Indian legislation, and current European legislation. The overall effect in both control scenarios is that growth in GDP is virtually unaffected relative to the case of no further controls, life expectancy is higher, and well-being, as measured by the HDI, is improved. In India, air pollution abatement investments clearly improve well-being.

Background: Tropospheric ozone and black carbon (BC), a component of fine particulate matter (PM ≤ 2.5 µm in aerodynamic diameter; PM(2.5)), are associated with premature mortality and they disrupt global and regional climate., Objectives: We examined the air quality and health benefits of 14 specific emission control measures targeting BC and methane, an ozone precursor, that were selected because of their potential to reduce the rate of climate change over the next 20-40 years., Methods: We simulated the impacts of mitigation measures on outdoor concentrations of PM(2.5) and ozone using two composition-climate models, and calculated associated changes in premature PM(2.5)- and ozone-related deaths using epidemiologically derived concentration-response functions., Results: We estimated that, for PM(2.5) and ozone, respectively, fully implementing these measures could reduce global population-weighted average surface concentrations by 23-34% and 7-17% and avoid 0.6-4.4 and 0.04-0.52 million annual premature deaths globally in 2030. More than 80% of the health benefits are estimated to occur in Asia. We estimated that BC mitigation measures would achieve approximately 98% of the deaths that would be avoided if all BC and methane mitigation measures were implemented, due to reduced BC and associated reductions of nonmethane ozone precursor and organic carbon emissions as well as stronger mortality relationships for PM(2.5) relative to ozone. Although subject to large uncertainty, these estimates and conclusions are not strongly dependent on assumptions for the concentration-response function., Conclusions: In addition to climate benefits, our findings indicate that the methane and BC emission control measures would have substantial co-benefits for air quality and public health worldwide, potentially reversing trends of increasing air pollution concentrations and mortality in Africa and South, West, and Central Asia. These projected benefits are independent of carbon dioxide mitigation measures. Benefits of BC measures are underestimated because we did not account for benefits from reduced indoor exposures and because outdoor exposure estimates were limited by model spatial resolution.

Ambient air pollution is associated with numerous adverse health impacts. Previous assessments of global attributable disease burden have been limited to urban areas or by coarse spatial resolution of concentration estimates. Recent developments in remote sensing, global chemical-transport models, and improvements in coverage of surface measurements facilitate virtually complete spatially resolved global air pollutant concentration estimates. We combined these data to generate global estimates of long-term average ambient concentrations of fine particles (PM(2.5)) and ozone at 0.1° × 0.1° spatial resolution for 1990 and 2005. In 2005, 89% of the world's population lived in areas where the World Health Organization Air Quality Guideline of 10 μg/m(3) PM(2.5) (annual average) was exceeded. Globally, 32% of the population lived in areas exceeding the WHO Level 1 Interim Target of 35 μg/m(3), driven by high proportions in East (76%) and South (26%) Asia. The highest seasonal ozone levels were found in North and Latin America, Europe, South and East Asia, and parts of Africa. Between 1990 and 2005 a 6% increase in global population-weighted PM(2.5) and a 1% decrease in global population-weighted ozone concentrations was apparent, highlighted by increased concentrations in East, South, and Southeast Asia and decreases in North America and Europe. Combined with spatially resolved population distributions, these estimates expand the evaluation of the global health burden associated with outdoor air pollution.

Tropospheric ozone and black carbon (BC) contribute to both degraded air quality and global warming. We considered ~400 emission control measures to reduce these pollutants by using current technology and experience. We identified 14 measures targeting methane and BC emissions that reduce projected global mean warming ~0.5°C by 2050. This strategy avoids 0.7 to 4.7 million annual premature deaths from outdoor air pollution and increases annual crop yields by 30 to 135 million metric tons due to ozone reductions in 2030 and beyond. Benefits of methane emissions reductions are valued at $700 to $5000 per metric ton, which is well above typical marginal abatement costs (less than $250). The selected controls target different sources and influence climate on shorter time scales than those of carbon dioxide-reduction measures. Implementing both substantially reduces the risks of crossing the 2°C threshold.

Air quality, ecosystem exposure to nitrogen deposition, and climate change are intimately coupled problems: we assess changes in the global atmospheric environment between 2000 and 2030 using 26 state-of-the-art global atmospheric chemistry models and three different emissions scenarios. The first (CLE) scenario reflects implementation of current air quality legislation around the world, while the second (MFR) represents a more optimistic case in which all currently feasible technologies are applied to achieve maximum emission reductions. We contrast these scenarios with the more pessimistic IPCC SRES A2 scenario. Ensemble simulations for the year 2000 are consistent among models and show a reasonable agreement with surface ozone, wet deposition, and NO2 satellite observations. Large parts of the world are currently exposed to high ozone concentrations and high deposition of nitrogen to ecosystems. By 2030, global surface ozone is calculated to increase globally by 1.5 +/- 1.2 ppb (CLE) and 4.3 +/- 2.2 ppb (A2), using the ensemble mean model results and associated +/-1 sigma standard deviations. Only the progressive MFR scenario will reduce ozone, by -2.3 +/- 1.1 ppb. Climate change is expected to modify surface ozone by -0.8 +/- 0.6 ppb, with larger decreases over sea than over land. Radiative forcing by ozone increases by 63 +/- 15 and 155 +/- 37 mW m(-2) for CLE and A2, respectively, and decreases by -45 +/- 15 mW m(-2) for MFR. We compute that at present 10.1% of the global natural terrestrial ecosystems are exposed to nitrogen deposition above a critical load of 1 g N m(-2) yr(-1). These percentages increase by 2030 to 15.8% (CLE), 10.5% (MFR), and 25% (A2). This study shows the importance of enforcing current worldwide air quality legislation and the major benefits of going further. Nonattainment of these air quality policy objectives, such as expressed by the SRES-A2 scenario, would further degrade the global atmospheric environment.

Despite recent efforts to limit the growth of SO(2) emissions in Asia, the negative environmental effects of sulphur emissions are likely to further increase in the future. This paper presents an extension of the RAINS-Asia integrated assessment model for acidification in Asia with an optimisation routine that can be used to identify cost-effective emission control strategies that achieve environmental targets for ambient SO(2) concentrations and sulphur deposition at least costs. Example scenarios developed with this optimisation module demonstrate a potential for significant cost savings in Asia, if emission controls are allocated to those sources that have the largest environmental impact and are cheapest to control. It is shown that strategies that simultaneously address harmful population exposure and the risk of vegetation damage from acid deposition result in the most cost-effective use of resources spent for emission controls.

Complying with the obligation in the current ozone directive, the European Commission came forward in 1999 with a strategy to combat tropospheric ozone together with a proposed revision of the air quality legislation for this pollutant. As a daughter legislation under the 1996 Framework Directive on Air Quality, the proposed ozone daughter directive defines for the first time (interim) air quality targets for ozone to be attained by 2010, complemented by long-term objectives for ozone based on the guideline values of the World Health Organisation. It also sets out enhanced requirements for monitoring and assessment of ozone concentrations, as well as minimum criteria for appropriate information of the public about the measured air pollution. In the past, abatement strategies against air pollution consisted of concrete obligations for controlling emissions derived solely on the basis of technical and economic aspects, covering specific types of installations or activities, thus with no direct quantitative relationship to the level of air pollution let alone to its effects. In compensating this deficit, the Commission presented, as a complement to the existing sectoral legislation, a proposal for a directive on national emission ceilings (NEC) which quantifies emission targets for every Member State to bring its total precursor emissions by 2010 down to levels being considered as necessary to achieve everywhere on a regional scale the air quality targets set in the ozone daughter directive. As the core element of the ozone abatement strategy, the national ceilings for emissions of sulfur dioxide (SO(2)), nitrogen oxides (NO(x)), ammonia (NH(3)) and volatile organic compounds (VOC) were derived from a cost-effectiveness analysis integrating information on economic, technical, physical and biological aspects of ozone pollution and abatement. This integrated assessment considers the potential and costs for further emission control in the various economic sectors in the Member States and combines this with information on ozone formation and transport processes in the atmosphere and with indicators for the impact of ozone on human health and environmental. Reflecting the discussions with Member States and stakeholders, a number of decisive steps in the process of deriving the national emission ceilings are presented here: the way of framing interim objectives, how to choose an appropriate ambition level, aspects of how to cope with uncertainties in the model and the input data and how to treat extreme meteorological situations and resolve problems in the spatial distribution of the interim objectives given the different size of countries. Finally, the paper explains the scenario underpinning the proposed national emission ceilings, its environmental gains and the distribution of cost incurring for emission control measures in Member States.

This paper presents a summary of the work done within the European Union's Seventh Framework Programme project ECLIPSE (Evaluating the Climate and Air Quality Impacts of Short-Lived Pollutants). ECLIPSE had a unique systematic concept for designing a realistic and effective mitigation scenario for short-lived climate pollutants (SLCPs; methane, aerosols and ozone, and their precursor species) and quantifying its climate and air quality impacts, and this paper presents the results in the context of this overarching strategy. The first step in ECLIPSE was to create a new emission inventory based on current legislation (CLE) for the recent past and until 2050. Substantial progress compared to previous work was made by including previously unaccounted types of sources such as flaring of gas associated with oil production, and wick lamps. These emission data were used for present-day reference simulations with four advanced Earth system models (ESMs) and six chemistry transport models (CTMs). The model simulations were compared with a variety of ground-based and satellite observational data sets from Asia, Europe and the Arctic. It was found that the models still underestimate the measured seasonality of aerosols in the Arctic but to a lesser extent than in previous studies. Problems likely related to the emissions were identified for northern Russia and India, in particular. To estimate the climate impacts of SLCPs, ECLIPSE followed two paths of research: the first path calculated radiative forcing (RF) values for a large matrix of SLCP species emissions, for different seasons and regions independently. Based on these RF calculations, the Global Temperature change Potential metric for a time horizon of 20 years (GTP20) was calculated for each SLCP emission type. This climate metric was then used in an integrated assessment model to identify all emission mitigation measures with a beneficial air quality and short-term (20-year) climate impact. These measures together defined a SLCP mitigation (MIT) scenario. Compared to CLE, the MIT scenario would reduce global methane (CH4) and black carbon (BC) emissions by about 50 and 80%, respectively. For CH4, measures on shale gas production, waste management and coal mines were most important. For non-CH4 SLCPs, elimination of high-emitting vehicles and wick lamps, as well as reducing emissions from gas flaring, coal and biomass stoves, agricultural waste, solvents and diesel engines were most important. These measures lead to large reductions in calculated surface concentrations of ozone and particulate matter. We estimate that in the EU, the loss of statistical life expectancy due to air pollution was 7.5 months in 2010, which will be reduced to 5.2 months by 2030 in the CLE scenario. The MIT scenario would reduce this value by another 0.9 to 4.3 months. Substantially larger reductions due to the mitigation are found for China (1.8 months) and India (11-12 months). The climate metrics cannot fully quantify the climate response. Therefore, a second research path was taken. Transient climate ensemble simulations with the four ESMs were run for the CLE and MIT scenarios, to determine the climate impacts of the mitigation. In these simulations, the CLE scenario resulted in a surface temperature increase of 0.70±0.14K between the years 2006 and 2050. For the decade 2041-2050, the warming was reduced by 0.22±0.07K in the MIT scenario, and this result was in almost exact agreement with the response calculated based on the emission metrics (reduced warming of 0.22±0.09 K). The metrics calculations suggest that non-CH4 SLCPs contribute ~22% to this response and CH4 78%. This could not be fully confirmed by the transient simulations, which attributed about 90% of the temperature response to CH4 reductions. Attribution of the observed temperature response to non-CH4 SLCP emission reductions and BC specifically is hampered in the transient simulations by small forcing and co-emitted species of the emission basket chosen. Nevertheless, an important conclusion is that our mitigation basket as a whole would lead to clear benefits for both air quality and climate. The climate response from BC reductions in our study is smaller than reported previously, possibly because our study is one of the first to use fully coupled climate models, where unforced variability and sea ice responses cause relatively strong temperature fluctuations that may counteract (and, thus, mask) the impacts of small emission reductions. The temperature responses to the mitigation were generally stronger over the continents than over the oceans, and with a warming reduction of 0.44K (0.39- 0.49)K the largest over the Arctic. Our calculations suggest particularly beneficial climate responses in southern Europe, where surface warming was reduced by about 0.3K and precipitation rates were increased by about 15 (6-21)mmyr??1 (more than 4% of total precipitation) from spring to autumn. Thus, the mitigation could help to alleviate expected future drought and water shortages in the Mediterranean area. We also report other important results of the ECLIPSE project. NO2 concentrations at the street level are a major concern for urban air quality in Europe and have been regulated under the EU Thematic Strategy on Air Pollution. Despite the legal requirements, limit values are exceeded at many monitoring stations with little or no improvement in recent years. In order to assess the effects of future emission control regulations on roadside NO2 concentrations, a downscaling module has been implemented in the GAINS integrated assessment model. The module follows a hybrid approach based on atmospheric dispersion calculations and observations from the AirBase European air quality database that are used to estimate site-specific parameters. Pollutant concentrations at every monitoring site with sufficient data coverage are disaggregated into contributions from regional background, urban increment, and local roadside increment. The future evolution of each contribution is assessed with a model of the appropriate scale: 28×28 km grid based on the EMEP Model for the regional background, 7×7 km urban increment based on the CHIMERE Chemistry Transport Model, and a chemical box model for the roadside increment. Thus, different emission scenarios and control options for long-range transport as well as regional and local emissions can be analysed. Observed concentrations and historical trends are well captured, in particular the differing NO2 and total NOx =NO+NO2 trends. Altogether, more than 1950 air quality monitoring stations in the EU are covered by the model, including more than 400 traffic stations and 70% of the critical stations. Together with its well-established bottom-up emission and dispersion calculation scheme, GAINS is thus able to bridge the scales from European-wide policies to impacts in street canyons. As an application of the model, we assess the evolution of attainment of NO2 limit values under current legislation until 2030. Strong improvements are expected with the introduction of the Euro 6 emission standard for light duty vehicles; however, for some major European cities, further measures may be required, in particular if aiming to achieve compliance at an earlier time. In order to explore future air quality in Europe at the 2030 horizon, two emission scenarios developed in the framework of the Global Energy Assessment including varying assumptions on climate and energy access policies are investigated with an ensemble of six regional and global atmospheric chemistry transport models. A specific focus is given in the paper to the assessment of uncertainties and robustness of the projected changes in air quality. The present work relies on an ensemble of chemistry transport models giving insight into the model spread. Both regional and global scale models were involved, so that the ensemble benefits from medium-resolution approaches as well as global models that capture long-range transport. For each scenario a whole decade is modelled in order to gain statistical confidence in the results. A statistical downscaling approach is used to correct the distribution of the modelled projection. Last, the modelling experiment is related to a hind-cast study published earlier, where the performances of all participating models were extensively documented. The analysis is presented in an exposure-based framework in order to discuss policy relevant changes. According to the emission projections, ozone precursors such as NOx will drop down to 30% to 50% of their current levels, depending on the scenario. As a result, annual mean O3 will slightly increase in NOx saturated areas but the overall O3 burden will decrease substantially. Exposure to detrimental O3 levels for health (SOMO35) will be reduced down to 45% to 70% of their current levels. And the fraction of stations where present-day exceedences of daily maximum O3 is higher than 120 µg m-3 more than 25 days per year will drop from 43% down to 2 to 8%. We conclude that air pollution mitigation measures (present in both scenarios) are the main factors leading to the improvement, but an additional cobenefit of at least 40% (depending on the indicator) is brought about by the climate policy. Estimates of Asian emissions of air pollutants and carbonaceous aerosols and their mid-term projections have been changing significantly in the last years. The remote sensing community has shown that increase in NO x in Central East Asia is much stronger than any of the emission inventories or projections indicated so far. A number of studies reviewing older estimates appeared. Here, we review the key contributions and compare them to the most recent results of the GAINS model application for Asia and to the SRES projections used in the IPPC work. The recent projections indicate that the growth of emissions of SO2 in Asia should slow down significantly towards 2010 or even stabilize at the current level. For NO x, however, further growth is projected although it will be most likely slower that in the last decade, owing to introduction of measures in transport. Emissions of carbonaceous aerosols (black carbon and organic carbon) are expected to decline after 2010, largely due to reduced use of biofuels in residential sector and efficiency improvements. The estimates of these emissions are burdened with significantly larger uncertainties than SO2 and NO x; even for the year 2000 the differences in estimates between studies are up to a factor of 2. Despite recent efforts to limit the growth of SO2 emissions in Asia, the negative environmental effects of sulphur emissions are likely to further increase in the future. This paper presents an extension of the RAINS-Asia integrated assessment model for acidification in Asia with an optimisation routine that can be used to identify cost-effective emission control strategies that achieve environmental targets for ambient SO2 concentrations and sulphur deposition at least costs. Example scenarios developed with this optimisation module demonstrate a potential for significant cost savings in Asia, if emission controls are allocated to those sources that have the largest environmental impact and are cheapest to control. It is shown that strategies that simultaneously address harmful population exposure and the risk of vegetation damage from acid deposition result in the most cost-effective use of resources spent for emission controls. Starting from an inventory of SO2, NOx, VOC and NH3 emissions for the years 1990 and 1995 in East Asia (Japan, South and North Korea, China, Mongolia and Taiwan), the temporal development of the emissions of the four air pollutants is projected to the year 2030 based on scenarios of economic development. The projections are prepared at a regional level (prefectures or provinces of individual countries) and distinguish more than 100 source categories for each region. The emission estimates are presented with a spatial resolution of 1×1 degree longitude/latitude. First results suggest that, due to the emission control legislation taken in the region, SO2 emissions would only grow by about 46 percent until 2030. Emissions of NOx and VOC may increase by 95 and 65 percent, respectively, mainly driven by the expected increase in road traffic volume. Accurate emission inventories are crucial for informed decisions about emission control strategies. Emission inventory activities are now well established throughout the world and a large body of resources is available to assist in estimating emissions at the global, regional and local scale. Work is ongoing to refine methodologies and to address additional sources and pollutants such as fine particulate matter. During the last decade innovative concepts for emission control legislation were developed. Market based instruments can achieve envisaged emission reductions at lower costs than conventional approaches. Air quality management is now understood as a multi-pollutant, multi-effect task, which offers a significant cost saving potential if synergistic effects are fully utilized. Integrated assessment models proved useful in managing the vast volume of relevant information needed for the design of cost-effective emission control strategies. Europe and North America have embarked on ambitious control strategies that will lead to significant reductions in the emissions of some of the conventional pollutants (e.g., SO2, NOx, VOC). The integrated assessment modeling on acid rain has incorporated several related effects and pollutants into a multi-pollutant/multi-effect approach, resulting in complex integrated models and policy assessments. The development and implementation of effects-oriented cost-effective emission reduction strategies in Europe are based on integrated assessment models. The project on national integrated assessment modeling in Finland, Denmark, Spain and Sweden aimed to support the national evaluation of European emission reduction strategies. The tasks covered the comparison of inventories and projections for emissions of sulfur, nitrogen oxides, ammonia and volatile organic compounds, assessment of control techniques and related costs, concentration and deposition scenarios to estimate environmental effects of acidification, eutrophication and ground-level ozone and their temporal aspects, uncertainty analyses on both individual modules and whole integrated models, and dissemination of results to stakeholders. The integrated assessment modeling provided a consistent framework for the harmonization of input data and in-depth scientific research tasks on emissions, pollutant loading and impacts including comprehensive uncertainty analyses, and facilitated the dissemination of knowledge to policy-makers. Exposure to fine particles in the ambient air is recognized as a significant threat to human health. Two pathways contribute to the particle burden in the atmosphere: Fine particles originate from primary emissions, and secondary organic and inorganic particles are formed from the gas phase from the emissions of 'conventional' pollutants such as SO2, NOx, VOC and NH3. Both types of particulate matter can be transported over long distances in the atmosphere. An integrated assessment model for particulate matter developed at IIASA addresses the relative importance of the different types of particulates, distinguishing primary and secondary particles and two size fractions. The model projects these emissions into the future and seeks cost-effective strategies for reducing health risks to population. The model integrates the control of primary emissions of fine particles with strategies to reduce the precursor emissions for the secondary aerosols. Preliminary results addressing the PM2.5 fraction of both primary and secondary particulate matter indicate that in Europe the exposure to particulates will be significantly reduced as a side effect of the emission controls for conventional air pollutants (SO2, NOx, NH3). Abstract: Strong economic growth in China has fueled development of cities where increase in energy demand and transportation lead to severe air pollution. The cities contribute also a significant share of the national greenhouse gas emissions. We identify strong synergies between air quality and climate relevant measures that would allow improving cost-efficiency of air pollution policies. In order to help local policy makers to identify viable and efficient solutions, we developed a city-scale emission model (GAINS-City) based on the Greenhouse Gas and Air Pollution Interactions and Synergies (GAINS) model developed by the International Institute for Applied Systems Analysis (IIASA, Austria). The GAINS-City model relies on a technology-based approach to evaluate the co-benefits of various policies. This approach allows for estimation of emission reductions of several pollutants (including SO2, NO X , PM) and CO2 for individual policies and support evaluation of co-benefits. In addition, a reduction index, an integrated rank of the individual reductions potential, was defined to recommend the priority of policies implementation. The approach will have great potential to be applied in many large cities with local input data and/or minor structure modifications. We conducted a case study in Beijing to demonstrate the model features. Based on the technology-based evaluation approach, policy packages were designed and implemented in policy scenarios. The emissions under three scenarios (Baseline, Air Quality, and Strict Air Quality) in base year (2005) and future years (2020 and 2030) were estimated. The results indicate a significant reduction potential. In 2030, implementation of Air Quality and Strict Air Quality scenarios could result in reductions of 39–48% of SO2 emissions, 38–42% of NO X emissions, 37–55% of PM2.5 emissions and 5–22% of CO2 emissions respectively, compared with the Baseline scenario. The results demonstrated air quality policies and measures could also have co-benefits of reducing CO2 emissions. However, there is no significant difference of reductions between the two policy scenarios, which indicates the limited further reduction potential in the stricter air quality case. This calls for a wider application of cleaner technologies, such as IGCC and CCS, and more aggressive air quality measures by neighboring provinces to control regional air pollution.
