The last political and strategic developments gave the Romanian Army the mission to secure the NATO's South-Eastern airspace at a level that will assure an adequate cover for the units temporary or permanently deployed in the area of responsibility. The Romanian government together with the allied structures generated some measures to gradually increase the quantity and quality of the air defense means both in the field of the strategic cover and in the self-protection of the forces. The newest acquisition programs as Patriot, VSHORAD/SHORAD and Navy's SAM capabilities added to the existing Long Range / High Altitude ADS with its own close defense and the AD capabilities of the Naval Joint Battle-Groups deployed in the Black Sea will assure the base for the improved AD protection of the critical infrastructures, population and economy and military assets. The work-paper, following the previous contributions of the authors regarding the Romanian AD, comes to out light a vision about an area integrated multilayer AD system that can reach its full capability around the years 2024 - 2028. The paper work proposes a short review of the Romanian Ground Base Air Defense today and try to identify few ways of development into the next future, focusing on the Land and Air Force belonging systems. An important point is the revealing the significance of networking and flexible integration of the sensors, C3I capability and the firing units, allowing the growth of the Air Defense power by addition of the new own or allied units on the existing and compatible pattern. While some systems are completely obsolete and will be replaced, others are susceptible to follow a life cycle up-grading program and certain equipments must be purchased. As a conclusion, the Air Defense is a very dynamic branch of the armed forces and represents a priority in the operational and financial effort to setup a credible armed deterrence. From time-to-time, due to the new technological development, the generation of weapon systems must be changed, air defence equipment included. The Romanian Air Forces is about to introduce in operations first unit of multirole fighter, alongside to increasing presence of allied aircraft on Romanian AFB's. For this main reason and few others, the Air Defence -- those belonging of RoAF especially -- requires correspondingly upgrade. The work-paper analyses actual air defence infrastructure and proposes two applications. These should be capable to improve the efficacy parameters in relative short time and for a good cost / performance report. Battlefield is a dangerous zone for the ground troops, even outside of the fight actions. The aerial threat imposes to every unit to take air-defense measures. That refers to much type of targets, against which the weapons hit / kill probability are so different. Most actually solutions are based on small caliber anti-aircraft guns or on VSHORAD missile systems. All these systems have engagement peculiarities and some efficacy limitations result. By integration of guns and missiles in mixed air-defense systems, the characteristics of both equipment can be optimal used, allowing to the troops much coverage and efficacy.
