Reducing agricultural greenhouse gas (GHG) emissions is key to achieve overall climate policy goals. Effective and efficient policy instruments are needed to incentivize farmers' adoption of on‐farm climate change mitigation practices. We compare action‐ and results‐based policy designs for GHG reduction in agriculture and account for farmers' heterogeneous behavioral characteristics such as individual farming preferences, reluctance to change and social interactions. An agent‐based bio‐economic modeling approach is used to simulate total GHG reduction, overall governmental spending and farm‐level marginal abatement cost of Swiss dairy and beef cattle farms under both action‐ and results‐based policy designs. We find that total governmental spending associated with the compared policy designs depends on the cost and benefits of the considered measures as well as behavioral characteristics of farmers. More precisely, if farmers are reluctant to change, additional incentives are needed to increase adoption of a win‐win measure. In such a case, targeting the payment on the cost of that particular measure (action‐based design) instead of paying a uniform amount for abated emissions (results‐based design) can lower governmental spending for agricultural climate change mitigation. Farm‐level marginal cost of reducing GHG emissions are lower with results‐based payments independent of the cost of measures. Moreover, we find that farmers' individual preferences and reluctance to change substantially lower the adoption of mitigation measures and hence overall GHG reduction potential of farms. Greenhouse gas emissions from drained peatlands must be substantially reduced to meet climate mitigation targets. In Germany, annual peatland emissions of 53 Mt CO2e account for more than 7% of total national GHG emissions. Peatland drainage and reclamation is traditionally considered as a symbol of progress and technical achievement, where agriculture has been the major driver. In Germany, an area of 1.3 million ha of drained peatlands used for agriculture ought to be rewetted by 2050 to meet the 1.5°C target of the Paris Agreement. Paludiculture allows a productive use of wet peatlands instead of abandonment following rewetting. This approach might therefore pave the way for voluntary large-scale peatland rewetting. However, implementation remains scarce. The long history and large extent of peatland drainage has shaped the political and legal framework as well as perceptions and attitudes, thus impeding rewetting and climate-friendly peatland use. This policy and practice review investigates the political, legal, economic and social aspects that hinder the implementation in Germany and derives approaches to overcome multifold restrictions. Finally, three major fields of action are identified: (1) To increase and accelerate rewetting, a consistent peatland mainstreaming approach is needed that overcomes structural barriers and adapts the policy and legal framework, e.g., the Common Agricultural Policy, planning law, water law and nature conservation law. (2) To motivate for a rapid transition, a system of immediate, comprehensive and attractive positive incentives is needed. This should be accompanied by early announcement and gradual introduction of negative incentives to set a clear course and provide planning certainty for farmers and landowners. (3) A just transition depends on empowering local communities to develop and pursue perspectives tailored to their peatland region. According to climate change projections, global temperatures would increase by 2°C by 2070, and agriculture is expected to be among the most affected sectors, particularly intensive field crops like cereals. Therefore, researchers need to investigate the most cost‐effective agricultural strategies that can prevent production losses and ensure global food security. This study aimed to identify the limiting factors of durum wheat (Triticum turgidum L. subsp. Durum (Desf.) Husn.) yield production under Mediterranean conditions. Durum wheat yield data of over 5 years (2017–2022), from a 30‐year rainfed long‐term experiment conducted in the 'Pasquale Rosati' experimental farm of the Polytechnic University of Marche in Agugliano, Italy (43°32' N, 13°22′ E, 100 a.s.l.) on Calcaric Gleyic Cambisols with a silt‐clay texture, were analysed and compared with the recorded thermo‐pluviometric trend. The field trial included two soil managements (no tillage vs. conventional tillage) and three Nitrogen (N) fertilization levels (0, 90, and 180 kg N ha−1). The most important driver for durum wheat production was N fertilization. However, in the absence of N fertilization, no tillage showed a higher yield (+1.2 t ha−1) than conventional tillage due to the accumulation of organic matter in the soil. When wheat was fertilized with 90 kg N ha−1, no tillage resulted in 25% yield more than conventional tillage (+1.2 t ha−1), but this occurred only when the increase in temperatures was constant from January until harvest (this happened in 3 of 5 years of monitoring). The non‐constant increase in temperature from January to wheat harvest may hamper crop phenological development and reduce the potential yield. The highest fertilization rate (180 Kg N ha−1) resulted in the highest wheat yields regardless of soil management and thermo‐pluviometric trends (5.78 t ha−1). After N fertilization and soil management, the minimum and maximum temperature in February and the maximum temperature in April were crucial for durum wheat production under Mediterranean condition. When there is non‐constant increase in temperature from January to wheat harvest no‐tillage should be preferred over conventional tillage because wheat yields did not reduce under no tillage. Thus, agricultural policies that support the switch from conventional tillage to no‐tillage management should be promoted to enable food security in Mediterranean environments. Historical evidence shows that environmental issues have been secondary to United States' agricultural policy since the first farm bill in 1933. The farm sector has undergone massive changes in technology and farming practices, but the environmental problems it causes have remained ancillary to productivist goals. Agri-environmental policy has continued to rely on subsidies and voluntary farmer participation, while combining environmental objectives with price and income support aims. The faith of agri-environmental programs is largely determined by what is desirable for safety net purposes, and in times of high crop and livestock prices and increased environmental pressures conservation is particularly underfunded. Additionally, monitoring and program assessment are poorly structured. This is particularly concerning today given the threats of climate change and agriculture's contribution to it. A major rethinking of these taxpayer-funded programs is necessary to improve their effectiveness. Programs should focus on environmental outcomes and monitoring and assessment should be strengthened. To reduce agricultural greenhouse gas (GHG) emissions, farmers need to change current farming practices. However, farmers' climate change mitigation behaviour and particularly the role of social and individual characteristics remains poorly understood. Using an agent‐based modelling approach, we investigate how knowledge exchange within farmers' social networks affects the adoption of mitigation measures and the effectiveness of a payment per ton of GHG emissions abated. Our simulations are based on census, survey and interview data for 49 Swiss dairy and cattle farms to simulate the effect of social networks on overall GHG reduction and marginal abatement costs. We find that considering social networks increases overall reduction of GHG emissions by 45% at a given payment of 120 Swiss Francs (CHF) per ton of reduced GHG emissions. The per ton payment would have to increase by 380 CHF (i.e., 500 CHF/tCO2eq) to reach the same overall GHG reduction level without any social network effects. Moreover, marginal abatement costs for emissions are lower when farmers exchange relevant knowledge through social networks. The effectiveness of policy incentives aiming at agricultural climate change mitigation can hence be improved by simultaneously supporting knowledge exchange and opportunities of social learning in farming communities. The Common Agricultural Policy (CAP) is the European Union's main instrument for agricultural planning, with a new reform approved for 2023–2027. The CAP intends to align with the European Green Deal (EGD), a set of policy initiatives underpinning sustainable development and climate neutrality in the European Union (EU), but several flaws cast doubts about the compatibility of the objectives of these 2 policies. We reviewed recent literature on the potential of CAP environmental objectives for integration with the EGD: protection of biodiversity, climate change mitigation and adaptation, and sustainable management of natural resources. The CAP lacks appropriate planning measures, furthering instead risks to biodiversity and ecosystem services driven by landscape and biotic homogenization. Funding allocation mechanisms are not tailored to mitigate agricultural emissions, decreasing the efficiency of climate mitigation actions. The legislation subsidies farmers making extensive use of synthetic inputs without adequately supporting organic production, hindering the transition toward sustainable practices. We recommend proper control mechanisms be introduced in CAP Strategic Plans from each member state to ensure the EU is set on a sustainable production and consumption path. These include proportional assignment of funds to each CAP objective, quantitative targets to set goals and evidence‐based interventions, and relevant indicators to facilitate effective monitoring of environmental performance. Both the CAP and the EGD should maintain ambitious environmental commitments in the face of crisis to avoid further degradation of the natural resources on which production systems stand. The European Green Deal has set climate and energy targets for 2030 and the goal of achieving net zero greenhouse gas emissions by 2050, while supporting energy independence and economic growth. Following these goals, and as expected, the transition to "green" renewable energy is growing and will be intensified, in the near future. One of the main pillars of this transition, particularly for Mediterranean countries, is solar photovoltaic (PV) power. However, this is the least land-efficient energy source, while it is also highly competitive in food production, since solar parks are often developed in former agricultural areas, thus resulting in the systematic reduction in arable lands. Therefore, in the context of PV energy planning, the protection and preservation of arable lands should be considered a key issue. The emerging technology of agrovoltaics offers a balanced solution for both agricultural and renewable energy development. The sustainable "symbiosis" of food and energy under common lands also supports the specific objective of the post-2020 Common Agricultural Policy, regarding the mitigation of and adaptation to the changing climate, as well as the highly uncertain socio-economic and geopolitical environment. The purpose of this study is twofold, i.e., (a) to identify the state of play of the technologies and energy efficiency measures of agrovoltaics, and (b) to present a comprehensive analysis of their interactions with the water–energy–food–land nexus. As a proof of concept, we consider the plain of Arta, which is a typical agricultural area of Greece, where we employ a parametric analysis to assess key features of agrovoltaic development with respect to energy vs. food production, as well as water saving, as result of reduced evapotranspiration. Agricultural sector of the Republic of Moldova is currently facing a series of challenges, an important part of them being related to the greening of the sector. The existing public support schemes for greening agriculture are more related to mitigation of the climate change effects, with less focus on preserving the environment, and their share in the total public support is relatively low. The paper aims to analyze the existing public support schemes related to climate change adaptation and greening of sector and provide a series of recommendations for their improvement. In order to achieve the main aim of the paper, the following scientific methods have been used: generalization of empirical and applied material, induction and deduction methods for making the paper conclusions, comparison method and analytical one. In order to be in line with current greening EU policies, Republic of Moldova must adapt some of its public support schemes for the agricultural sector and pay more attention to development of a coordinative mechanism and advice services. Agricultural regulation in Indonesia is almost entirely focused on adaptation and food security. Mitigation of emissions from the sector is not presented as an obligation in the country's body of agricultural law. This situation, which emphasizes autarky, does not facilitate a strong agricultural mitigation policy in the country; and, in fact, Indonesia's policies and planned actions on greenhouse-gas-emission reduction in agriculture are narrow, vague, and lacking in ambition. The emphatic adaptation focus of Indonesia's body of agricultural regulation may reflect entrenched values about the role of agriculture in society. An alternative explanation is that the regulatory emphasis on adaptation is an instance of regulatory inertia, sustained by a tradition of agricultural protectionism that deflects risky reforms. Inertia is problematic in itself, as it closes off the sector to innovation. But inertia is not as serious as a values-based resistance in the country to the mitigation of greenhouse gas emissions from agriculture. A government's mandate in a democratic society to act ambitiously on climate change, in a climate-treaty context that demands little more than "national determination" of ambition, must necessarily be obtained from, in large part, those most directly affected by a regulatory change – in this case, farmers. An inquiry that seeks to elicit their opinion in this respect is overdue. A survey of farmers' views on their willingness to support mitigation of emissions from their sector would add to our understanding of the risks that our slow response to climate change entails, for it is a response that presumes that a significant mitigation contribution will eventually be made by each and every economic sector, including agriculture. If the issue is mere inertia, the outlook is more optimistic than if the issue is active resistance. Because agriculture is still a closed sector, not only in developing but also in developed countries, this article contributes to our understanding of research priorities for climate law around the world. This study aims to provide a comprehensive analysis of the effects of climate change on Greek agriculture, by evaluating and refining the current policy measures and interventions to address them through the lens and funding opportunities of the new Common Agricultural Policy (CAP) 2023–2027. To this end, we conducted a diagnostic analysis of the current strategic framework in Greece and provided policy recommendations around five key areas: education, consulting services, agri-food cooperation, coupling of innovation, and digitalization, as well as risk management on climate change. Overall, we found that the national strategic framework is consistent with the objectives and priorities of European policies regarding the environment and the climate, but targeted actions are needed to enable the management of the Greek agricultural sector while addressing the risks of climate change, environmental degradation, and the excessive use of natural resources. The findings highlight the importance of much-needed revisions in national strategic planning. We have suggested key interventions and actions for dealing with climate change with regards to Greek agriculture and the overarching goals of the new CAP to promote sustainability, knowledge, and innovation in the agri-food sector. Improving livelihoods in Rwanda requires overcoming food insecurity and malnutrition. Vision 2050 is Rwanda's long-term development strategy, yet little is known about its potential trade-offs for the country's biodiversity, forest cover, and greenhouse gas (GHG) emissions. Scenario analysis can provide insights into how to achieve such goals more sustainably. Here, we use the Food, Agriculture, Biodiversity, Land-Use, and Energy (FABLE) Calculator, a simple integrated assessment tool, to explore potential sustainability implications by 2050 through two scenarios: (1) Current Trends and (2) Vision 2050. The Vision 2050 pathway incorporates components of the government's long-term development strategy and associated national agricultural policy targets. It includes greater increases in crop productivity and decreases in post-harvest losses, and shifts to more sustainable diets, compared to the Current Trends pathway. Results show that the Vision 2050 pathway would, relative to Current Trends, lead to a greater decrease in agricultural land area and an increase in non-forested natural land-cover area, with consequent decreases in GHG emissions from agriculture, increases in carbon sequestration, and increases in the share of land that can support biodiversity conservation. Shifts to a healthier diet in the Vision 2050 pathway would only be compatible with national agricultural priorities if these diets favor consumption of foods that underpin sustainable livelihoods in Rwanda, such as beans, cassava, potatoes, sweet potatoes, banana, and corn. We discuss the potential for integrated land-use planning and adoption of agroecological farming practices to help Rwanda achieve food security, livelihood, biodiversity, and climate mitigation goals in tandem. In recent years, several forward-looking initiatives have been taken in the direction of digital and sustainability transitions. Digitalisation is also gaining importance in EU, national agricultural and rural development policies, as it can enhance all three dimensions of sustainability and can lead to more efficient agricultural production and development. In this study, we conducted a consistency analysis to identify the interdependencies, impacts, and possible contradictions between the strategic objectives. The analysis compares the EU Common Agricultural Policy objectives with the Second Climate Change Strategy of Hungary (NCCS-2), the National Framework Strategy on Sustainable Development (NFSSD), the National Digital Agricultural Strategy (NDAS), and the National Rural Strategy (NRS) and explores the policy linkages between digital and sustainability transitions. The strategy documents are examined hierarchically between the EU and national levels, with a particular focus on the sector's important role in climate change mitigation and adaptation-related processes. The results can support the emergence of innovative solutions and activities in rural areas and can contribute to improving the competitiveness of the agricultural sector, thereby supporting both the decision-making process and the achievement of rural sustainability ambitions. This paper aims to analyse the issue of mitigation and the balance of greenhouse gases in the rural contexts of the Emilia–Romagna region (Italy) due to climate change. The approach is based on the experimentation of a methodology, populated by available spatial databases and refined with a series of technical meetings, where it was possible to weigh availability and alternative choices within the identified assessment model. The objective of the research is to create a regional GHG balance map, in order to classify the territory for this specific dynamic. Direct consequences of biological invasions on biodiversity and the environment have been largely documented. Yet collateral indirect effects mediated by changes in agri-environmental policies aimed at combating invasions remain little explored. Here we assessed the effects of recent changes in water management in rice farming, which are aimed at buffering the impact of the invasive apple snail (Pomacea maculata, Lamarck) on greenhouse gas emissions and diversity of waterbird communities. We used observational data from a 2-year field monitoring (2015–2016) performed at the Ebro Delta regional scale. We found that drying rice fields reduced methane emission rates by 82% (2015) and 51% (2016), thereby reducing the contribution of rice farming to climate change. However, there was a marked reduction (75% in 2015 and 57% in 2016) in waterbird diversity in dry fields compared with flooded fields, thus suggesting that post-invasion policies might hinder biodiversity conservation. Our results highlight the need for accounting for potential collateral effects during the policy decision-making process to design efficient agricultural management plans that lessen undesirable agri-environmental outcomes. The role of trees on agricultural land is predicted to increase rapidly in order to achieve biodiversity, environmental, and climate goals. This study demonstrated the selection and evaluation approach and assessed the suitable agricultural land for agroforestry practices in hemiboreal Latvia, which was selected as the demonstration area by synthesizing knowledge of environmental sciences, remote sensing, and relevant legislation on land use and management. The total area of agricultural land suitable for agroforestry was estimated to be 14.1% of the total agricultural land in Latvia (351.5 kha). The selected agricultural land mainly comprised semihydromorphic soils; the dominant soil texture was loamy sand. Current dominant land use in the selected agricultural land consisted of heterogeneous agriculture and pastures; however, the selected agricultural parcels were outside intensive agricultural production for the most part—only 0.38% of the total selected agricultural land was accepted to receive state support and/or EU support to farmers under the Common Agricultural Policy (CAP). Considering the lengthy process of implementation of new agricultural-land-management practices, as well as taking into account the ambitious timeframe for reaching biodiversity, environmental, and climate goals, we recommend reducing hindrances to the introduction of agroforestry systems. Legislators in the European Union have long been concerned with the environmental impact of farming activities and introduced so-called agri-environment schemes (AES) to mitigate adverse environmental effects and foster desirable ecosystem services in agriculture. This study combines economic theory with a novel machine learning method to identify the environmental effectiveness of AES at the farm level. We develop a set of more than 130 contextual predictors to assess the individual impact of participating in AES. Results from our empirical application for Southeast Germany suggest the existence of heterogeneous, but limited effects of agri-environment measures in several environmental dimensions such as climate change mitigation, clean water and soil health. By making use of Shapley values, we demonstrate the importance of considering the individual farming context in agricultural policy evaluation and provide important insights into the improved targeting of AES along several domains. Behavioral factors have been identified to determine farmers' uptake of the adoption of sustainable farming practices. However, the coherent consideration of empirically identified behavioral factors in ex-ante model-based policy assessments is still rare. This study presents an agent-based modelling framework that integrates empirical data on farmers' cognitive, social, and dispositional characteristics. Using this framework, we test and quantify the impact of including behavioral factors in ex-ante assessments of agricultural policies aimed at promoting sustainable farming practices. Thereby, we apply the same modelling framework to quantify and compare the effectiveness of results-based payments for climate change mitigation measures and precision agricultural technologies in two Swiss case studies. Our results indicate that farmers' cognitive and dispositional factors (e.g., reluctance to change) reduce the uptake of sustainable farming practices by 20–70% compared to simulations using income maximization as the underlying decision-making concept. In contrast, social factors can increase adoption by up to 40%. We conclude that including behavioral factors allows to improve ex-ante policy assessments in the context of sustainable farming practices. The Andalusian olive grove in South Spain is employed as a case study to assess the environmental and economic effects of the green architecture (eco-schemes) of the Common Agricultural Policy in relation to low carbon agriculture under different soil management policy scenarios to support more efficient agri-environmental policy making. To do so, we adopted a multidisciplinary approach in which we used: (i) an integrated modelling framework comprising geographic information systems (GIS); (ii) the RothC model; and (iii) a cost-benefit analysis. Results show that eco-schemes provide a significant increase of soil organic carbon (SOC) relative to cross-compliance. Practices involving vegetation covers are more efficient than using pruning residues as mulching. SOC accumulation increases rapidly in the first five-ten years to slow down afterwards. The cost-benefit ratios of eco-schemes policy implementation are higher than one when only SOC is considered. Nonetheless, the inclusion of additional co-benefits has the potential to invert this scenario and enhance policy efficacy. In the current post-pandemic economic environment, both climate action and sustainable development remain essential objectives for the European Union, while the Common Agricultural Policy (CAP), with the largest funding from the European budget may emerge as a key factor for achieving them both. CAP financing framework for 2021-2027 has three broad objectives: viable food production, sustainable management of natural resources and balanced territorial development. Given that those objectives of the post-pandemic CAP are particularly wide and ambitious, this paper focuses only on a comparative quantitative analysis of climate and environmental expenditures undertaken by Member States, highlighting Romania's position in the European hierarchy. Our research aims to present the achievements and challenges of Member States' environmental and climate spending under the CAP, in order to underline which development directions could contribute to a more resilient and sustainable rural development across EU. The CGIAR crop improvement (CI) programs, unlike commercial CI programs, which are mainly geared to profit though meeting farmers' needs, are charged with meeting multiple objectives with target populations that include both farmers and the community at large. We compiled the opinions from >30 experts in the private and public sector on key strategies, methodologies, and activities that could the help CGIAR meet the challenges of providing farmers with improved varieties while simultaneously meeting the goals of: (i) nutrition, health, and food security; (ii) poverty reduction, livelihoods, and jobs; (iii) gender equality, youth, and inclusion; (iv) climate adaptation and mitigation; and (v) environmental health and biodiversity. We review the crop improvement processes starting with crop choice, moving through to breeding objectives, production of potential new varieties, selection, and finally adoption by farmers. The importance of multidisciplinary teams working towards common objectives is stressed as a key factor to success. The role of the distinct disciplines, actors, and their interactions throughout the process from crop choice through to adoption by farmers is discussed and illustrated. [ABSTRACT FROM AUTHOR]

This study introduces a trade-off evaluation system, the Σommit index, which considers four components: crop yield, soil carbon stock changes, direct and indirect nitrous oxide emissions, and nitrate-nitrogen leaching across alternative agronomic case scenarios, i.e., combinations of management practices within specific pedo-climatic conditions. The four trade-off components have been estimated by combining standard equations and emission factors from the Guidelines for National Greenhouse Gas Inventories, complemented with Grey Water Footprint accounting Guidelines and other meta-analyses. The Σommit index has been developed using a harmonised dataset of ∼1.8 million agronomic case scenarios, leveraging fuzzy logic to aggregate the trade-off components into a value ranging from 0 (bad) to 1 (good). It has been tested under three narratives reflecting stakeholders' sustainability priorities (young farmers, agrochemical companies, EU Common Agricultural Policy paying agency), using alternative weighting schemes derived from expert opinion. Adding organic matter input, intermediate N fertilisation (50–150 kg ha−1), no-tillage, winter cereal cultivation, and irrigation for summer cereals have consistently achieved higher performance across all narratives. When assigning a higher weight to soil carbon stock changes, a broader range of Σommit index values emerged, while assigning higher importance to crop yield has led to a narrower evaluation. We openly release the dataset of agronomic case scenarios, along with the scripts to replicate the methodology and an interactive dashboard to inspect the results. Current projections indicate that agricultural GHG emissions are hardly expected to fall between 2017 and 2030 while the sink in the LULUCF sector is projected to decline. These trends call into question the feasibility of the Commission's roadmap to reach net zero emissions by 2050. Contributing to climate change mitigation and adaptation is proposed as one of the nine specific objectives in the future CAP. This paper discusses how Member States could use the opportunities presented by the new CAP to reduce agricultural emissions while increasing removals in the LULUCF sector. The Commission has prefigured changes in the EU's climate architecture that could give Member States greater incentives to prioritize climate action in their CAP Strategic Plans. A higher share of future CAP expenditure should also be allocated to climate action under the proposal for climate mainstreaming of the EU budget, although the effectiveness of this mandate is undermined by the poor quality of the metrics proposed. The different elements of the proposed green architecture in the future CAP are reviewed to highlight the scope for climate action, including the Commission's proposal for a carbon farming initiative. Adaptation is crucial to combating the adverse effect of climate variability thus reducing farmers’ vulnerability. This study was carried out to investigate the vulnerability and adaptation strategies of rural farmers to climate variability in Oyo State, Nigeria. A multistage sampling procedure was used and 160 respondents were selected across the four agriculture zones in the State. Data were analyzed using descriptive statistics, livelihood vulnerability index, and correlation analysis. Vulnerability assessment of the respondents showed that Oyo zone had the highest vulnerability index (0.72). The major components contributing to households’ vulnerability to climate variability in the four zones were lack of financial capital (63.23%) and lack of physical assets (20.3%). Result further showed that the most practiced adaptation strategies by the respondents across the four zones include mulching (85.13%), preparation of ridges and furrow (80%) and changing of planting dates to suitable time (83.75%). However, climate mitigation practices such as agro-forestry (1.6%), organic fertilizer use (21.66%) and irrigation (0.83) were not common in Saki, Oyo and Ogbomoso zones. The study revealed that climatic variables significantly affected the total farm income realized in the study area and that most of the farm households were vulnerable to climate variability and were food insecure. It is therefore recommended that, adaptive strategies such as irrigation, organic fertilizer use and agro-forestry should be encouraged among farmers in order to mitigate climatic variations and enhance higher productivity. • European citizens expect farmers to deliver multiple functions from their land. • The nature and magnitude of these 'societal demands' differ between Member States. • We map these demands by reviewing the EU policies on sustainable land management. • Countries with the lowest societal demands have invested most in sustainability. • The proposed Strategic Plans allow for context-specific land management practices. The Common Agricultural Policy (CAP) of the European Union (EU) has been highly successful in securing the supply of food from Europe's agricultural land. However, new expectations have emerged from society on the functions that agricultural land should deliver, including the expectations that land should regulate and purify water, should sequester carbon to contribute to the mitigation of climate change, should provide a home for biodiversity and allow for the sustainable cycling of nutrients in animal and human waste streams. Through a series of reforms of the CAP, these expectations, or 'societal demands' have translated into a myriad of EU and national level policies aimed at safeguarding the sustainability and multifunctionality of European agriculture, resulting in a highly complex regulatory environment for land managers. The current reform of the CAP aims to simultaneously simplify and strengthen policy making on environmental protection and climate action, through the development of Strategic Plans at national level, which allow for more targeted and context-specific policy formation. In this paper, we contribute to the knowledge base underpinning the development of these Strategic Plans by mapping the variation in the societal demands for soil functions across EU Member States, based on an extensive review of the existing policy environment relating to sustainable and multifunctional land management. We show that the societal demands for primary production, water regulation and purification, carbon sequestration, biodiversity and nutrient cycling vary greatly between Member States, as determined by population, farming systems and livestock densities, geo-environmental conditions and landscape configuration. Moreover, the total societal demands for multifunctionality differs between Member States, with the lowest demands found in Member States that have designated the higher shares of EU CAP funding towards 'Pillar 2′ expenditure, aimed at environmental protection and regional development. We review which lessons can be learnt from these observations, in the context of the proposals for the new CAP for the period 2021–2027, which include enhanced conditionality of direct income support for farmers and the instigation of eco-schemes in Pillar 1, in addition to Agri-Environmental and Climate Measures in Pillar 2. We conclude that the devolution of planning to Strategic Plans at national level provides an opportunity for more effective and targeted incentivisation of sustainable land management, provided that these plans take account for variations in the societal demand for soil functions, as well as the capacity of contrasting soils to deliver on this multifunctionality. Abstract We use the flexible model coupling technology known as the bespoke framework generator to link established existing modules representing dynamics in the global economy (GEMINI_E3), the energy system (TIAM-WORLD), the global and regional climate system (MAGICC6, PLASIM-ENTS and ClimGEN), the agricultural system, the hydrological system and ecosystems (LPJmL), together in a single integrated assessment modelling (IAM) framework, building on the pre-existing framework of the Community Integrated Assessment System. Next, we demonstrate the application of the framework to produce policy-relevant scientific information. We use it to show that when using carbon price mechanisms to induce a transition from a high-carbon to a low-carbon economy, prices can be minimised if policy action is taken early, if burden sharing regimes are used, and if agriculture is intensified. Some of the coupled models have been made available for use at a secure and user-friendly web portal. This article assesses current and proposed European Union (EU) climate and environmental law, and the legal instruments associated with the Common Agricultural Policy (CAP), to see whether soil carbon sequestration is sufficiently promoted as a promising example of 'climate-smart agriculture'. The assessment shows that current and proposed policies and instruments are inadequate to stimulate large-scale adoption of soil carbon projects across Europe. Given the identified structural flaws, it is likely that this is true for all climate-smart agricultural practices. An alternative approach needs to be developed. Under EU climate policy, agriculture should be included in the EU Emissions Trading System (ETS) by allowing regulated industries to buy offsets from the agricultural sector, following the examples set by Australia and others. The second element of a new approach is aimed at the CAP, which needs to be far more focused on the specific requirements of climate change mitigation and adaptation. Yet, such stronger focus does not take away the need to explore new income streams for farmers from offsets under the ETS, as the CAP will never have sufficient funds for the deep and full transition of Europe's agriculture sector that is needed. Climate change is one of the major challenges of our time, and particularly so for agriculture. Agriculture is a significant contributor to climate change and, according to projections from the Intergovernmental Panel on Climate Change (IPCC), will experience alterations in production conditions in the future. The Norwegian government's 2009 White Paper on climate policy for agriculture is based on the point of view that the agricultural sector can and should contribute to Norway fulfilling its climate policy commitments. This requires changes in farm operations and production methods, making the farmer an important agent when it comes to the implementation of climate change mitigation measures. In this article, I study Norwegian farmers' climate change perceptions and priorities, and examine what it would take for them to consider implementing mitigation measures on their own farms. The analysis is based on a survey focusing on climate change from a representative sample of Norwegian farmers in 2011, the only survey of its kind conducted on this group so far. The results show that even if farmers perceive climate change as real and manmade, they do not appear to experience the changes as requiring immediate action. Moreover, farmers seem to view adapting to new environmental policy as a greater challenge than adapting to climate change itself. Farmers also appear to place production-related goals and managing the farm economy higher on the agenda than curbing emissions. Financial incentives, in the form of public support schemes or higher prices for food produced in a more environmentally friendly way, are factors which could increase the likelihood of implementing environmental measures on their own farms. A majority of farmers also believe that sectors other than agriculture should contribute more to cuts in greenhouse gases. Factors that most clearly explain the variation in attitudes to climate change are education levels, political or ideological factors, and the feeling of proximity; that is to say, to what extent one perceives climate change to be something that will affect one's own productivity in the future. In order to fulfill environmental policy commitments in the agricultural sector, farmers' motivation must be strengthened, and the focus should be placed on measures that view productivity goals, farm economies and mitigation measures in a wider context. This article analyses the interactions between agricultural policy measures in the EU and the factors affecting GHG emissions from agriculture on the one hand, and the adaptation of agriculture to climate change on the other. To this end, the article uses Slovenia as a case study, assessing the extent to which Slovenian agricultural policy is responding to the challenges of climate change. All agricultural policy measures related to the 2007–2013 programming period were analysed according to a new methodological approach that is based on a qualitative (expert evaluation) and a quantitative (budgetary transfers validation) assessment. A panel of experts reached consensus on the key factors through which individual measures affect climate change, in which direction and how significantly. Data on budgetary funds for each measure were used as weights to assess their relative importance. The results show that there are not many measures in (Slovenian) agricultural policy that are directly aimed at reducing GHG emissions from agriculture or at adaptation to climate change. Nevertheless, most affect climate change, and their impact is far from negligible. Current measures have both positive and negative impacts, but overall the positive impacts prevail. Measures that involve many beneficiaries and more budgetary funds had the strongest impact on aggregate assessments. In light of climate change, agricultural policy should pay more attention to measures that are aimed at raising the efficiency of animal production, as it is the principal source of GHG emissions from agriculture. Policy relevance Agricultural policy must respond to climate challenges and climate change impact assessment must be included in the process of forming European agricultural policy. Agricultural policy measures that contribute to the reduction of emissions and adaptation, whilst acting in synergy with other environmental, economic and social goals, should be promoted. This paper shows an integrated assessment for energy planning and climate change mitigation in Mexico, as an international case study. The Mexico 2050 Calculator was used to run a number of low carbon future scenarios by 2050. The calculator consists of a whole-systems model, which combines the main sectors of the Mexican economy into a single visual tool. By integrating energy and carbon dynamics across all sectors and carrying out a sensitivity analysis of the entire model, we compare four low carbon energy scenarios to assess current energy policy strategies in the country. The methodology proposed in this paper can also be applied to any other nation, particularly to those with similar models already available. Our findings show the relative impact of each sector and their various interactions for achieving Mexico’s ratified climate commitments. The paper also includes policy recommendations and highlights the need for scaling-up energy efficiency policy efforts in industry and transport, for having a higher focus on agricultural and land use policies, and for promoting integrated renewable energy policies. Climate policies may have adverse geographically unequal socio-economic impacts that, if left unaddressed, may hamper their implementation. This paper examines factors explaining rural-urban perceptions of the effects of climate policy on agriculture and rural areas. The paper adds to current knowledge by jointly analysing socio-economic factors and factors describing the distinct role geographical locations play in shaping these perceptions. We conduct a novel statistical analysis utilising a large preference survey of the Norwegian adult population spatially matched at the municipality level with indexes capturing centrality and the relative importance, and, hence, vulnerability of agriculture to effects of climate change. Our analysis does not identify a principal conflict between the goals of climate policy, rural policy, and agricultural policy across geographical locations. Conflicts along the rural-urban gradient arise around the priority given to the three policy areas, and the concrete impact of climate mitigation measures on rural areas. Centrality more than agricultural properties explains the formation of resistance to policies. The EU Common Agricultural Policy regulations for the 2014-2020 period comprise three 'greening measures' aimed at climate change mitigation and biodiversity conservation. These three greening measures consist of the maintenance of permanent pastures, crop diversification and ecological focus areas ( EFAs). Farmers are to assign 5% of their land as EFAs; this concerns for example grassland, hedges, buffer strips or nitrogen-fixing crops. Short rotation coppice ( SRC) as a perennial bioenergy crop is also considered as an eligible EFA within the EU greening measures, whereas Miscanthus is not. However, a quantitative comparison ( t-test) of SRC and Miscanthus revealed that both crops are similar in the delivery of a variety of ecosystem services, such as C storage and biodiversity. Moreover, Miscanthus may contribute to the reduction of greenhouse gas emissions due to a considerable CO2 mitigation potential. Due to the overall consensus of the ecological significance of Miscanthus in agro-ecosystems with the greening measures within the EU CAP reform, we recommend acknowledging Miscanthus as an eligible EFA with a similar payment as for SRC, boundary ridges or buffer strips. Along with Miscanthus, a number of other perennial renewables also may contribute to what the CAP intends. The extension of forest area is a globally accepted tool to offset CO 2 emissions from deforestation and the combustion of fossil fuels. The common assumption is that in addition to the perceived climate benefits increasing forest area will also support biodiversity, thus making afforestation a “win-win scenario”. Based on the existing scientific evidences, we show that joined climate and biodiversity benefits are strongly context-dependent and that the outcome of afforestation is often highly questionable. In Europe, grasslands managed at low intensity contribute substantially to biodiversity conservation and carbon storage. However, many of these grasslands have been lost due to abandonment and subsequent spontaneous succession towards woody vegetation, or due to land use intensification. Moreover, grasslands are the ecosystems most often deliberately afforested in the context of EU carbon-centered policies that may thus counteract biodiversity conservation programmes. By reviewing the main EU policies targeting forests and grasslands, we found a striking ambivalence between policies and funding schemes addressing grassland conservation on the one hand (e.g. Habitats Directive, green payments within the Common Agricultural Policy) and those supporting afforestation on the other (e.g. rural development funds). We suggest three measures towards a better harmonization of the European Union policies that target forest and grassland ecosystems: (1) promoting the alignment of the decisions taken across different policy sectors; (2) focusing on the whole range of ecosystem services and biodiversity issues rather than on carbon management only; (3) valuing systems managed at low-intensity for their multifunctionality. Climate mitigation is both a pressing and complex task, and one that frequently requires both participation, to involve stakeholders, and capacity building to enable them to change their practices. This paper considers whether the provision of climate advice to affected parties could be an effective policy activity in both respects. The article investigates the feasibility and potential influence of providing climate advice by examining the role that such advice has played in the discursive activities of agriculture extension consultants in Sweden. This case demonstrates that rather than promoting substantial change in practices, the climate issue is used to support conventional efficiency-increasing measures and to change the descriptions of prevailing agricultural activities. We find that the embedding of climate-related discourse within agricultural extension, and the lack of clear climate mitigation goals for the agricultural sector, reduced and adapted the climate issue, accommodating it to the narratives prevailing among farmers, which are well aligned with conventional economic rather than climate policy goals. This lock-in could be addressed by establishing clear and radical reduction targets and through the broader involvement of a wider range of stakeholders. EU agriculture is facing increasing expectations and pressure from society and policymakers to support environmental protection and climate change mitigation. Catch and cover crops (CCC) are an underused farming practice that can potentially contribute towards these goals. Previous research is sparse and has yielded few relevant insights into CCC adoption behaviour by farmers. In this study we analyse a dataset from farm surveys in four EU regions to better understand the role of policy and non-policy factors in CCC adoption. Our data suggests that adoption rates vary widely between regions, while farm adoption intensities are low. We find that policy is by far the strongest determinant of adoption rates and adoption intensities. CCC adoption patterns have been shaped mainly by the Nitrates Directive and the Common Agricultural Policy's greening requirements. Agronomic motives are a third but much weaker impetus for adoption. Environmental and climate change considerations do not play a significant role in farmers' adoption decisions. Most non-adopters would likely become adopters if stronger policy obligations or additional subsidies were implemented. The uptake of actions to mitigate climate change at the household level might crowd out subsequent policy at the national level, which is problematic because national policy often has a larger mitigation potential than individual household measures. This study analyses crowding out between the uptake of low-cost actions and the support for national climate change policy in the agricultural sector. In the experimental set-up, survey respondents were primed to think about the implementation of low-cost mitigation practices and subsequently asked to express support for national mitigation policy. The results show a crowding-out effect between individual mitigation measures and support for national policy. Individuals with high levels of worry show a stronger crowding out effect. Policy measures regarding adaptation to climate change include efforts to adjust socio-economic and ecologic systems. Colombia has undertaken various measures in terms of climate change mitigation and adaptation since becoming a party of the Kyoto protocol in 2001 and a party of the United Nations Framework Convention on Climate Change (UNFCCC) in 1995. The first national communication to the UNFCCC stated how Colombian agriculture will be severely impacted under different emission scenarios and time frames. The analyses in this document further support that climate change will severely threaten the socioeconomics of Colombian agriculture. We first query national data sources to characterize the agricultural sector. We then use 17 Global Circulation Model (GCM) outputs to quantify how Colombian agricultural production may be affected by climate change, and show the expected changes to years 2040-2069 ('2050') under the A2 scenario of the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios (SRES-A2) and the overall trends in both precipitation and temperature to 2100. We then evaluate expected changes within different regions and measure the proportion of area affected within each crop's distributional range. By 2050, climatic change in Colombia will likely impact 3.5 million people, 14 % of national GDP corresponding to agriculture, employment of 21 % of the population, agro-industries, supply chains, and food and nutritional security. If no adaptation measures are taken, 80 % of crops would be impacted in more than 60 % of their current areas of cultivation, with particularly severe impacts in high value perennial and exportable crops. Impacts also include soil degradation and organic matter losses in the Andes hillsides; likely flooding in the Caribbean and Pacific coasts; niche losses for coffee, fruit, cocoa, and bananas; changes in prevalence of pests and diseases; and increases in the vulnerabilities of non-technically developed smallholders. There is, however, still time to change the current levels of vulnerability if a multidisciplinary focus (i.e., agronomic, economic, and social) in vulnerable sectors is undertaken. Each sub-sector and the Government need to invest in: (1) data collection, (2) detailed, regionally-based impact assessments, (3) research and development, and (4) extension and technology transfer. Support to vulnerable smallholders should be given by the state in the form of agricultural insurance systems contextualized under the phenomenon of climate change. A national coordination scheme led by (but not restricted to) the Ministry of Agriculture and Rural Development (MADR) with the contributions of national and international institutions is needed to address agricultural adaptation. The Australian Government is meeting the challenge of water scarcity and climate change through significant on-farm infrastructure investment to increase water use efficiency and productivity, and secure longer term water supplies. However, it is likely that on-farm infrastructure investment will alter energy consumption and therefore generate considerable greenhouse gas (GHG) emissions, suggesting potential conflicts in terms of mitigation and adaptation policies. In particular, the introduction of a price on carbon may influence the extent to which new irrigation technologies are adopted. This study evaluated trade-offs between water savings, GHG emissions and economic gain associated with the conversion of a sprinkler (hand shift) irrigation system to a drip (trickle) irrigation system for a lettuce production system in the Lockyer Valley, one of the major vegetable producing regions in Australia. Surprisingly, instead of trade-offs, this study found positive synergies – a win–win situation. The conversion of the old hand-shift sprinkler irrigation system to a drip irrigation system resulted in significant water savings of almost 2 ML/ha, as well as an overall reduction in GHG emissions. Economic modelling, at a carbon price of $ 30/t CO2e, indicated that there was a net benefit of adoption of the drip irrigation system of about $ 4620/ML/year. We suggest priority should be given, in the implementation of on-farm infrastructure investment policy, to replacing older inefficient and energy-intensive sprinkler irrigation systems such as hand shift and roll-line. The findings of the study support the use of an integrated approach to avoid possible conflicts in designing national climate change mitigation and adaptation policies, both of which are being developed in Australia. Agri-environment schemes were introduced in the UK in the 1980s as a response to the widespread environmental damage caused by post-war farming practices. Given such schemes are approaching forty years old, the academic literature is prolific and spans numerous fields including ecology, geography, economics and sociology. This paper reviews the existing literature on such schemes and discusses how it can contribute to benefit the explicit climate mitigation aims of more recent schemes. The focus is upon two key areas: the evaluation of environmental and social outcomes and recurring suggestions for innovation in these schemes. As schemes have been retrofitted to meet new climate aims over the years, moving on from a predominate focus on biodiversity loss, it is argued that academic research has an opportunity to contribute towards the co-design of schemes, with regards to mitigating climate change, especially in light of the key role land use will play in attaining negative emissions. Academic research can inform the development of a new generation of schemes that prioritise carbon sequestration and emission reduction, alongside more traditional biodiversity aims. • Agri-environment schemes have begun to include climate mitigation aims, this presents an opportunity for research. • Academic research can influence the design of schemes, including highlighting options that might provide co-benefit other environmental aims. • Research is also needed into where trade-offs and conflicts between diverse aims might arise. Climate-Smart Agriculture (CSA) has had an increasing role in the agricultural policy arena, as it aims to address climate change mitigation, adaptation and food security goals in an integrated way. In regions where agriculture has been constrained because of soil degradation and climate change, CSA aims to implement soil-based strategies that restore soil function and increase carbon storage. The extent to which such strategies succeed in achieving mitigation, adaptation and productivity goals is referred to as climate-smartness. The co-evolution of yield and Soil Organic Carbon (SOC) over the years presents a proxy for the trade-off between productivity, soil fertility and carbon sequestration. Yield and SOC are widely monitored, analysed and used to inform CSA planning. Yet their analysis is often conducted separately and for a small number of years, which neglects long-term soil fertility dynamics and their impact on crops. Given the absence of integrated climate-smartness metrics to capture the trade-offs and synergies between SOC and yield, we present a soil-based Climate-Smartness Index (SCSI). The SCSI is computed using normalized indicators of trend and variability of annual changes on yield and SOC data. The SCSI was calculated for a set of published experiments that compared Conservation Agriculture (CA) practices with conventional management. The CA treatments scored higher SCSI during the first 5 years of evaluation as compared to conventional management. Analysis of the temporal dynamics of climate-smartness indicated that minimum SCSI values typically occurred before 5 years after the start of the experiment, indicating potential trade-offs between SOC and yield. Conversely, SCSI values peaked between 5 and 10 years. After 20 years, the SCSI tended towards zero, as substantial changes in either SOC or yield are no longer evidenced. The SCSI can be calculated for annual crops under any soil management and at different time periods, providing a consistent metric for climate-smartness across both practices and time.
