Resource-dependent communities in hinterland regions of Australia, Canada and elsewhere are rapidly aging, yet many features that distinguish them (e.g., geographic remoteness, small populations, infrastructure built with younger persons in mind) also pose significant challenges for healthy aging. These challenges can lead to substantial gaps in access to formal health and social services, with negative implications for older residents aging-in-place and the development aspirations of resource frontier communities. In this paper, we explore the efforts of voluntary sector leaders to transform resource communities into more livable and supportive places for older adults. We offer a case study of two small towns in Canada׳s aging resource frontier; one forestry-dependent and the other dependent on coal mining. Our findings suggest that place integration develops through volunteer work and explains how voluntarism works as both a process and outcome of 'placemaking'. We argue that greater attention to place integration is needed to bring into focus the transformative potential of the voluntary sector in creating supportive and sustainable environments for healthy aging., (Copyright © 2014 Elsevier Ltd. Abstract: This paper examines voluntarism as a response to the challenges faced by people growing old in rural communities that are themselves being transformed in fundamental ways, both socially and demographically. Informed by evolving theorisations within the rural aging and geographies of voluntarism literatures, we outline the key processes in space and consequent impacts in place that have affected the experience of growing old in rural communities. We identify the changes in service systems that have led to concerns about ‘vulnerable people in vulnerable places’ and explore this idea in regional contexts ranging from the agricultural heartland to the resource hinterland of Canada. We argue that a distinction needs to be made between the impacts of long and short cycles of change flowing across rural space and attention paid to voluntarism as a critical process at the intersection of broad shifts in service and settlement systems and particular changes in rural communities. Specifically, we suggest that the ‘local dynamics of voluntarism’ involving the activities of voluntary organisations, community groups and individual volunteers in particular communities can be understood, at once, as a ‘barometer of change’, a ‘mechanism of adjustment’ and a ‘space of resistance’, and we draw on recent case studies of rural voluntarism to illustrate this three-part distinction. In considering the transformative potential of voluntarism for the experience of aging in place, our findings suggest that public discourse, as reflected in media coverage, tends to romanticise voluntarism at the expense of a more nuanced and critical appreciation of its importance to the future of aging rural communities and their elderly residents. Guided by a theorisation of voluntarism as a critical process shaping local outcomes of changes underway in health care systems and in rural communities, this paper re-analyses qualitative results from previous case studies of rural ageing to deconstruct the multifaceted role of the voluntary sector in facilitating the emergence of homes and communities as 'new' spaces of care. The specific focus is on the lived experience of voluntary sector care providers from the perspectives of non-profit organisations, community groups and families as well as elderly residents of rural communities in Canada and New Zealand. The findings confirm the local dynamics of voluntarism as a crucial yet neglected component of sustainable rural services and communities. More importantly, they reveal the voluntary sector as a major source of resistance to both the short-term changes mandated by restructuring and longer-term changes associated with rural ageing and service decline. It is through resistance that voluntary organisations and volunteers are seen to be engaging most intensely with the challenge of ageing in place within evolving spaces of care. This paper conceptualizes voluntarism as a critical process at the intersection of changes underway in rural communities, and in health and social care systems. Three aspects of the evolving role of the voluntary sector are identified and set within a descriptive model of rural change. Initially, voluntarism is cast as a ‘barometer of change’ in health and social services, and in rural communities, then considered as a ‘mechanism of adjustment’ and, ultimately, as an emerging ‘space of resistance’ to these same changes. The nature and significance of each of the three dimensions of voluntarism is illustrated using results from suites of case studies of ageing in Ontario and the Waikato. The efficacy of the descriptive model and its tripartite view of voluntarism is discussed in light of the under-theorized and under-researched rural dimensions of ageing, voluntarism, and health and social care. The majority of China's population lives in rural areas and a pattern is emerging of very uneven provision of support for rural elderly people. Local economic conditions and broad demographic trends are creating diversity in the ability both of rural families to care for their elderly kin and in the capacity of communities to support their elderly residents and family carers. In part as a consequence of China's population policy and the 'one-child policy', future Chinese families will have fewer members and be 'older', but they will continue to be regarded emotionally and in policy as the main source of economic and social support for the elderly. The increasing involvement of women in the paid workforce and the changing geographical distribution of family members resulting from work-related migration, are reducing the ability of families to care for their elderly relatives. The availability of resources other than the family for the care of older persons therefore becomes a key issue. Communities in more prosperous, modernising rural areas are often able to provide their elderly residents with welfare and social benefits previously found almost exclusively in urban areas. However, in poorly developed rural areas, provision is either very patchy or non-existent and the local economy cannot support expansion or improvement. A case study in Zhejiang Province illustrates the favourable provision for ageing in a prosperous modernising rural community, in which entitled elderly residents are provided with an impressive array of financial and social benefits. The paper concludes with a consideration of the policy implications of the growing differentiation of the social and economic capacity of rural communities to support their elderly members.
