The growing population of young people in the world today makes them an indispensable factor in international, regional, national and local development today. The UN World Programme of Action for Youth (WPAY) and the African Union's African Youth Charter all attest to the concern development stakeholders pay to youth development. This paper analysis youth policy within 9 member states of the Central African Sub region, showcasing the vital, yet significant role that polities are creating in fostering an enabling environment for youth participation. It explores the tenets of youth policy within this sub region by depicting how the participation of youths in societal activities and decision making instances should be an asset and a prerequisite for sustainable economic growth and social development. It also expresses abysmal concern about the magnitude of youth unemployment and underemployment throughout in Africa and its profound implications for the future of our societies, particularly those residing in the Central African sub region. The study is descriptive and applies a qualitative approach based on expert interviews and desk research. It employs the explanatory case study approach, and the combined anthropological research techniques through the use of key informant interview, written records and non-participant observations. The authors also conducted research in major databases like google scholar, PUB Med with the search phrase being youth policies, participation and youth governance. The 2016 Youth Development Index Report indicates that all 9 Central African countries have a low index, and 4 of the 9 countries are ranked in the bottom 10 of the classification. The findings also reveal that conflicts, underdevelopment and lack of political willingness are customarily accountable for the lagging of this Sub region in youth policy matters. The paper also proposes indicators to monitor and evaluate Youth Policies in the Central African Sub region, using the model proposed by Tanya BASARAB, develop initiatives to promote youth participation, and encourage networking among youth organizations and institutions with the Central African Sub region.

How do public procurement practices influence effective public financial management (PFM) in Africa? Notwithstanding the several public procurement reforms to improve PFM in Africa, outcomes have not been sustainable. Prior studies have failed to explain this phenomenon. With a descriptive case study design based on comprehensive datasets, this paper explains this situation with three key factors underlying the public procurement environment in three African countries: Ethiopia, Central African Republic, and Ghana. From the agency theory lenses, these factors affect the agency cost in public administrative systems necessary for addressing the agency problems in public procurement management towards desired PFM outcomes. This paper examines how innovative skills and knowledge are transmitted and acquired among adolescents in two hunter-gatherer communities, the Aka of southern Central African Republic and the Chabu of southwestern Ethiopia. Modes of transmission and processes of social learning are addressed. Innovation as well as social learning have been hypothesized to be key features of human cumulative culture, enhancing the fitness and survival of individuals in diverse environments. The innovation literature indicates adult males are more innovative than children and female adults and therefore predicts that adolescents will seek out adult males. Further, the mode of transmission should be oblique (i.e., learning from adults other than parents). Thus, learning of innovations should be oblique or horizontal rather than vertical, with adolescents paying particular attention to "successful" innovative individuals (prestige bias). The social learning literature indicates that complex skills or knowledge is likely to be learned through teaching, and therefore that teaching will be an important process in the transmission of innovations. In-depth and semi-structured interviews, informal observations, and systematic free-listing were used to evaluate these hypotheses. The study found that (1) cultural context patterned whether or not adolescents sought out adult male or female innovators; (2) oblique modes of transmission were mentioned with greater frequency than horizontal or vertical modes; (3) knowledge and skill bias was notable and explicitly linked by the adolescents to reproductive effort; and (4) teaching was biased toward same-sex individuals and was an important but not an exclusive means of transmitting complex skills and social knowledge. The interactions between the geophysical processes and geodynamics of the lithosphere play a crucial role in the geologic structure of the Earth's crust. The Bangui magnetic anomaly is a notable feature in the lithospheric structure of the Central African Republic (CAR) resulting from a complex tectonic evolution. This study reports on the coherence in the geophysical data and magnetic anomaly field analysed from a series of maps. The data used here include raster grids on free-air altimetric gravity, magnetic EMAG2 maps, geoid EGM2008 model and topographic SRTM/ETOPO1 relief. The data were processed to analyse the correspondence between the geophysical and geologic setting in the CAR region. Histogram equalization of the topographic grids was implemented by partition of the raster grids into equal-area patches of data ranged by the segments with relative highs and lows of the relief. The original data were compared with the equalized, normalized and quadratic models. The scripts used for cartographic data processing are presented and commented. The consistency and equalization of topography, gravity and geoid data were based using GMT modules 'grdfft' and 'grdhisteq' modules. Using GMT scripts for mapping the geophysical and gravity data over CAR shows an advanced approach to multi-source data visualization to reveal the relationships in the geophysical and topographic processes in central Africa. The results highlighted the correlation between the distribution of rocks with high magnetism in the central part of the Bangui anomaly, and distribution of granites, greenstone belts, and metamorphosed basalts as rock exposure. The correspondence between the negative Bouguer anomaly (<−80 mGal), low geoid values (<−12 m) and the extent of the magnetic anomaly with extreme negative values ranging from −1000 to −200 nT is identified. The integration of the multi-source data provides new insights into the analysis of crustal thicknesses and the average density of the Earth in CAR, as well as the magnitude of the magnetic fields with notable deviations caused by the magnetic flux density in the Bangui area related to the distribution of mineral resources in CAR. When conflicts emerge the media often become, intended or not, a key actor. It is through media that every party within a conflict attempts to convey its own narrative, contributing to a complex reality that affects journalists' work in many different ways. This article aims to reflect on Bläsi's (2004) factors of influence on conflict coverage in the context of media development in Burkina Faso and the Central African Republic. Developed from a western standpoint on war reporters covering foreign conflicts, we propose to adapt this model to 'local' contexts in order to provide a more holistic analysis of journalism in conflict settings, but also to propose entry points for constructive coordination among multiple media development actors. In this article, we discuss the audience dimension, the pressure put through lobbies, the journalists' personal features, the situation on-site, structural factors referring to the broader media and information system, and the political climate. We strive to offer a critique so as to adapt to the relevance of 'local' journalists living and reporting in conflict-affected areas, in which media development assistance often takes place, in opposition to international foreign correspondents that are deployed to cover far-away violent conflicts. This article examines the role of radios in conflict by exploring the tenets of peace journalism in the United Nations sponsored Radio Okapi (Democratic Republic of Congo) and Radio Ndeke Luka (Central African Republic) run by the Swiss Fondation Hirondelle. It is a qualitative research that interviewed journalists on how they perceive their role in society and margin of autonomy. It aims at answering the question: To what extent do the conventions of professional practice of journalism affect the way newsmaking is shaped under the peace journalism approach in conflict-stressed environments? The findings pointed that peace journalism encompasses the idea of a symbolic rapprochement and reconcilement. Reporters stressed the notion of using journalism as a pedagogical tool. Many of the journalists have gone through life-threatening situations caused by opposition groups. Nonetheless, the testimonies accounted for a willingness to carry on with their commitment to a responsible journalism. [ABSTRACT FROM AUTHOR]

In ratifying the ILO Convention 169 on Indigenous and Tribal Peoples Convention (ILO 169) in 2010, the Central African Republic (CAR) became the first African country to join the Convention. Following the ratification of the Convention, the CAR has engaged in a process of integration of the Convention within its national political and legal system. However, due to the widespread conflicts that has marked the country since 2013, the process of implementation of the Convention and the rights of indigenous peoples have greatly suffered. The conflict has had seriously impact on indigenous peoples of the country who have been severely affected by the violence. With this in mind, the aim of this article is to offer an overview on some of the main issues faced by indigenous peoples in the country and to offer some analysis on the potential impact that the ILO 169 has had and could have in the future. Background: Although rabies represents an important public health threat, it is still a neglected disease in Asia and Africa where it causes tens of thousands of deaths annually despite available human and animal vaccines. In the Central African Republic (CAR), an endemic country for rabies, this disease remains poorly investigated. Methods: To evaluate the extent of the threat that rabies poses in the CAR, we analyzed data for 2012 from the National Reference Laboratory for Rabies, where laboratory confirmation was performed by immunofluorescence and PCR for both animal and human suspected cases, and data from the only anti-rabies dispensary of the country and only place where post-exposure prophylaxis (PEP) is available. Both are located in Bangui, the capital of the CAR. For positive samples, a portion of the N gene was amplified and sequenced to determine the molecular epidemiology of circulating strains. Results: In 2012, 966 exposed persons visited the anti-rabies dispensary and 632 received a post-exposure rabies vaccination. More than 90% of the exposed persons were from Bangui and its suburbs and almost 60% of them were under 15-years of age. No rabies-related human death was confirmed. Of the 82 samples from suspected rabid dogs tested, 69 were confirmed positive. Most of the rabid dogs were owned although unvaccinated. There was a strong spatiotemporal correlation within Bangui and within the country between reported human exposures and detection of rabid dogs (P<0.001). Phylogenetic analysis indicated that three variants belonging to Africa I and II lineages actively circulated in 2012. Conclusions: These data indicate that canine rabies was endemic in the CAR in 2012 and had a detrimental impact on human health as shown by the hundreds of exposed persons who received PEP. Implementation of effective public health interventions including mass dog vaccination and improvement of the surveillance and the access to PEP are urgently needed in this country. In early 1996, 481 women visiting the antenatal services of the 3 major governmental health centres in the capital city of the Central African Republic (CAR) were included in the study. All study participants underwent the health centre's routine gynaecological examination, including laboratory diagnosis of trichomoniasis, candidiasis, gonorrhoea, syphilis and bacterial vaginosis. Cervical secretions and blood samples from study participants were sent to the National STD Reference Centre for diagnosis of Chlamydia trachomatis, Neisseria gonorrhoeae, Candida albicans, Treponema pallidum, and HIV. Overall, 34% of the study women were diagnosed with at least one sexually transmitted infection (STI) (3.1% N. gonorrhoeae, 6.2% C. trachomatis, 9.9% T. vaginalis, 6.7% T. pallidum, 12.2% HIV-1). In addition, 29.1% of women were diagnosed with bacterial vaginosis and 46.6% with candidiasis. Only a small proportion of these women had sought treatment during the weeks before, despite the recognition of genital symptoms. Self-reported and health worker-recognized symptoms, signs and laboratory results exhibited only low sensitivities, specificities, and positive predictive values in the diagnosis of STIs. These findings confirm the high vulnerability of young African women to STIs and emphasize the need for specific control interventions which should include affordable and user-friendly services. Moreover, these results call for more effective quality control in case of laboratory-based STI control strategies and question the validity of syndromic STI management strategies in women attending antenatal care services in Africa.
