The US Airbus and the European Union Boeing are battling before the World Trade Organization over commercial aircraft subsidies, each objecting to the government support being received by the other. The outcome appears unclear with many believing that a no-support result would harm both the companies equally as it could affect long-term research and technology.

A bill cleared by the Senate on October 11, 2004 would eliminate by the year 2007 a $5-billion-a-year credit that lowered tax rates on profits from US manufactured goods sold abroad. However, critics believe that the 276 tax breaks introduced by lawmakers would offer subsidies to aerospace companies and other US manufacturers including a$247 million incentive to encourage the purchase of business jets.

The US taxpayers are supporting Boeing's globalization effort through the elimination of taxes via Foreign Sales Corporations and there is no accounting for domestic content in return. With the continued decrease of US content and no credible reporting of job creation from Boeing, the need for taxpayers to subsidize Boeing aircraft should terminate.

The commercialization of existing defense technologies and the development of dual-use technologies are laudable goals, but aerospace firms at present lack financial incentives to conduct commercial R&D. Pres Clinton should reinforce his commitment to dual-use by changing tax laws governing R&D investments.
