This study identified the practices of adaptation strategies to climate change in Jimma, Bedelle, Bonga, and Sokorru urban centers using a survey of 384 households, 55 key informant interviews, 4 focus group discussions, and field observations. A cross-sectional study design was employed from 2019 to 2021. The adaptive capacity of municipalities to reduce climate extreme events was rated as poor by the majority (51%), mostly reactive measures (76%). The climate hazards identified in four urban centers were riverine and flash floods, urban heat waves, landslides, and windstorms. The urban households practiced lifestyle modification, reduce paved surfaces, the use of air conditioner, planting trees, and multiple windows. The adaptation strategies practiced by municipalities include the relocation of prone areas, the support of basic amenities, the construction of protection walls, diversion ditches, the clearance of waterways and rivers, greenery, and park development. The adaptation actions were constrained by a lack of awareness, commitment, cooperation and coordination, adaptive capacity, and participation. Gray/physical infrastructures (costly but important) as adaptation actions were hampered by the low municipal capacity. We recommend that urban authorities should incorporate climate change adaptation strategies into urban planning and development proactively to ensure future resilient climate smart urban centers of southwest Ethiopia. The growing realization of the inadequacies of the conventional approach to climate change adaptation has generated interest in sustainable forms of adaptation that could promote long-term ecosystem health and social equity. In this regard, the concept of ecosystem-based adaptation has been receiving attention as an integrative framework for maintaining healthy ecosystems, with the aim of building the resilience and reducing the vulnerability of social–ecological systems to climate change impacts. However, there is currently an inadequate understanding of the institutional requirements for the transition towards ecosystem-based adaptation. A promising institutional mechanism for addressing these governance challenges is adaptive governance, a governance mechanism that relies on flexible, multi-level institutions to connect actors across multiple scales in managing conflicting values and uncertainties in ecosystem-based management processes. This paper discusses four roles of adaptive governance in the transition of water resource systems towards ecosystem-based adaptation: (1) creating awareness about climate change through social learning and the integration of diverse sources of knowledge; (2) generating interest for policy change through the provision of economic and non-economic incentives; (3) creating opportunities for change through the promotion of vertical and horizontal interactions among actors; and (4) building capacities for change through enhanced access to relevant institutions and resources. Institutional capacity is one of the dimensions of adaptive capacity that determines the level and pace of climate change adaptation at the local level. Local governments are key actors in climate change adaptation because they have the responsibility to translate top-down risk information to vulnerable populations and can scale bottom-up initiatives of communities in adaptation planning. There is a need for integrated approaches for adaptive capacity building that incorporate specific capacities to tackle multiple climate risks and generic capacities to address basic needs for human development. In this analysis, we assess the institutional capacity profiles of local governments in Mexico through a cluster analysis to understand how different aspects of generic and specific capacities, which operate through bottom-up or top-down approaches, coincide in local governments. Our results show that local governments in Mexico can be grouped by type and level of institutional capacity, as follows: those that (1) engage in intergovernmental coordination; (2) focus on safety-first; (3) exhibit high capacities in transparency and citizen participation; and (4) are in a poverty trap. These groups reflect challenges for local governments in Mexico, including the need to resolve short-term crises, the lack of climate change awareness, and a low capacity to access and mobilize economic resources for adaptation. Conversely, horizontal and vertical coordination, transparency, and citizen participation are found to be key elements able to strengthen institutional capacities for adaptation. In the context of multiple climate risks and underdeveloped enabling conditions for adaptation, there is a need for strategic investment in capacities that are contextually relevant and that can reduce the adaptation gap for climate action in Mexico. Further analysis will be needed to evaluate how the mobilization of the institutional capacities by local governments in each group influences climate change adaptation outcomes, particularly differentiated for urban and rural contexts, as well as for metropolitan scales. Many susceptible regions face significant climatic threats. This study proposes an extended framework by linking the Intergovernmental Panel on Climate Change Vulnerability Framework and Sustainable Livelihood Framework to assess the impacts of ecological indicators, household vulnerability, and climate change mitigation. A major ecological region of northwestern Pakistan with diverse geographical and climatic conditions was selected. In total, 24 adjacent rural communes were randomly selected, and 300 farm households were face‐to‐face interviewed based on a pretested questionnaire. The study findings reveal that the Charsadda District is more vulnerable to climate change, having the highest exposure level compared to the Mardan District and the district of Nowshera. Our findings also show that there are small differences in adaptive capacity, sensitivity, and adaptation measures, and sensitivity sources are relatively distinctive among these three districts, which directly and indirectly influence the perception of farmers. Based on the sensitivity analysis, the sensitivity of the Mardan District is the highest in terms of crop and livestock diseases, while the highest sensitivity in terms of water is assumed in the Charsadda District. In terms of adaptive capacity, the advantages and disadvantages varied greatly between the three targeted study districts; specifically, Nowshera had equitable adaptive capacity, Mardan leaned entirely on capital sources, and Charsadda depended solely on advantages in education level. Climate change is among the greatest threats to biodiversity conservation worldwide. Understanding which species are vulnerable to climate change and in what ways is essential for adaptation planning and mitigation. We used the NatureServe Climate Change Vulnerability Index (CCVI) to conduct a range‐wide assessment of tule elk (Cervus canadensis nannodes) – a California‐endemic ungulate with low genetic diversity, occupying highly fragmented landscapes – to climate change. Using results from the CCVI, we tested the hypothesis that increasing connectivity among populations, by mitigating anthropogenic barriers to movement and dispersal, decreases vulnerability of tule elk to climate change. We compared CCVI scores given predicted conditions within current ranges with CCVI scores as if anthropogenic barriers were mitigated, with and without allowing elk to shift distributions up to 50 km to areas predicted to experience less warming, drying, or overall exposure to climate change (indicated by an interaction between warming and drying). Vulnerability of tule elk to climate change varied among populations; from most to least vulnerable rankings in the CCVI, 1 population was ranked extremely vulnerable, 1 was highly vulnerable, 12 were moderately vulnerable, and 4 were less vulnerable. Mitigating anthropogenic barriers alone did not have a significant effect on vulnerability to climate change compared to original CCVI estimates, nor did mitigation of anthropogenic barriers and shifts in distribution to areas expected to experience the least amount of warming. Mitigation of anthropogenic barriers coupled with elk shifting distributions to areas predicted to experience less drying than current ranges or less overall exposure to climate change significantly reduced climate change vulnerability. Our findings illustrate the need to prioritize increasing landscape connectivity for tule elk across California as part of climate change mitigation measures, but also may apply to non‐migratory ungulates more generally, particularly where drying and warming are predicted to increase under climate change. Enhancing the resilience of complex social‐ecological systems (SES) to climate change requires transformative changes. Yet, there are knowledge gaps on how best to achieve transformation. In this study, we present an approach for assessing governance performance in SES and identifying leverage points to ultimately enhance climate resilience. The approach combines three different methods including a capital approach framework, fuzzy cognitive mapping, and a leverage points analysis. Using a coastal case‐study in Algoa Bay, South Africa, the performance of governance processes contributing to different forms of capital is assessed. Subsequently, leverage points ‐ where a small shift may lead to transformative changes in the system as a whole ‐ are identified based on measures of centrality and performance. Results suggest that a range of leverage points can improve governance performance and therefore climate resilience in the case‐study. Leverage points include improving (a) support from the provincial government; (b) priority given to climate change in the integrated development plan; (c) frequency of collaborations; (d) participation in the implementation of climate action plans; (e) allocation of funding to climate change actions; (f) the overall level of preparedness in terms of staff with relevant expertise; (g) public awareness and understanding of climate change. The approach can also be used to analyze and model the relations and interactions between capitals. The study advances methodological and theoretical knowledge on the identification of leverage points for enabling transformations toward climate resilience and broader sustainability goals in SES. Plain Language Summary: Climate change has severe impacts on both people and nature. Enhancing the ability to persist and adapt to climate change requires transformative governance of social‐ecological systems. However, more knowledge is required on how to enable such transformations. In this paper, we present an approach to measure the performance of different governance processes, such as decisions and actions for climate change adaptation made by public and governmental organizations. The approach aims to identify key processes, where a small intervention may improve overall performance for climate change adaptation, and therefore transformation. We apply the approach in a real‐world example in Algoa Bay, South Africa. Results suggest that different processes in the case‐study can be changed in order to enhance the ability to persist and adapt to climate change. Existing literature on climate change as an issue of environmental justice documents the heightened vulnerability of people with disabilities to the effects of climate change. Additionally, there are numerous studies showing that access to information is a prerequisite for perceiving risk and taking action. Building on this work, our review seeks to understand how physical disability relates to perceptions of climate‐related risk and adaptations to climate‐related events. We introduce a critical realist model of climate justice to understand the relationships between the environmental features that disable, risk perception and information seeking, and adaptive capacity and resilience to climate change. In understanding the vulnerability and adaptive capacity of people with disabilities to climate change, this review synthesizes research on one of the U.S.'s largest minority communities with the goals of better understanding how vulnerable populations cope with climate change and integrating them into climate action and policy. Forest social-ecological systems (FSESs) can play a major role in both the mitigation of climate change, as well as the adaptation of local communities to it. In Europe, however, forests are highly fragmented and located close to human populations. This means that maintaining forest sustainability implies not only increasing ecosystem adaptation but also developing social adaptation. Hence, there is a need to understand the current priorities and management goals of forestry stakeholders, as well as their capacity to achieve functional and sustainable FSES in the future. The present study uses an interdisciplinary approach to evaluate stakeholders' capacity to deal with climate change and top-down policies in different FSESs. We selected five FSESs in France that exhibit a range of climatic threats and socio-economic characteristics to estimate their adaptive capacity and transformative potential. The estimation is based on an assessment of different types of capital (i.e. natural, social, resources, governance) that involves evaluating 70 indicators through more than 70 semi-structured interviews with local stakeholders. Our results highlight that forest management in France, and more broadly in Europe, is mainly based on technical approaches, which build stakeholders' confidence in their capacity to maintain the status quo. We observe asymmetry in capital distribution in some FSES, mainly through the maximization of the resources capital, which can constraint FSESs in a robustness trap. To develop adaptive capacity for small perturbations as well as transformability, forestry stakeholders should be encouraged to compromises. More balanced capital distribution, with decreased economic benefits, along with new technical approaches and changes to the landscape composition could be necessary to ensure the long-term adaptability of FSES to climate change. We describe a climate risk index that has been developed to inform national climate adaptation planning in Italy and that is further elaborated in this paper. The index supports national authorities in designing adaptation policies and plans, guides the initial problem formulation phase, and identifies administrative areas with higher propensity to being adversely affected by climate change. The index combines (i) climate change-amplified hazards; (ii) high-resolution indicators of exposure of chosen economic, social, natural and built- or manufactured capital (MC) assets and (iii) vulnerability, which comprises both present sensitivity to climateinduced hazards and adaptive capacity. We use standardized anomalies of selected extreme climate indices derived from high-resolution regional climate model simulations of the EURO-CORDEX initiative as proxies of climate change-altered weather and climate-related hazards. The exposure and sensitivity assessment is based on indicators of manufactured, natural, social and economic capital assets exposed to and adversely affected by climate-related hazards. The MC refers to material goods or fixed assets which support the production process (e.g. industrial machines and buildings); Natural Capital comprises natural resources and processes (renewable and non-renewable) producing goods and services for well-being; Social Capital (SC) addressed factors at the individual (people's health, knowledge, skills) and collective (institutional) level (e.g. families, communities, organizations and schools); and Economic Capital (EC) includes owned and traded goods and services. The results of the climate risk analysis are used to rank the subnational administrative and statistical units according to the climate risk challenges, and possibly for financial resource allocation for climate adaptation. The ability to respond to the challenges posed by climate change depends on the adaptive capacities of social and ecological systems. However, the term adaptive capacity is ill defined, and applications often ignore social dimensions. Furthermore, the dominant frameworks conceptualizing adaptive capacity terminate with a vulnerability assessment, without considering how such assessments help inform decisions to undertake adaptation actions. We propose a framework that links social and ecological adaptive capacity to conservation decisions. We illustrate our framework in the context of the Sky Islands ecoregion of the southwestern United States. Supporting a transdisciplinary approach, we outline four recommendations for incorporating social and ecological adaptive capacity into adaptation decisions that include convening key actors, the coproduction of science, and ultimately providing a means for decision-makers to learn from adaptation efforts. Super Typhoon Haiyan devastated portions of Southeast Asia, particularly the Philippines on November 8, 2013. It caused unprecedented destruction but it also brought about new awareness for urgent and immediate action, not only on integrating Disaster Risk Management in our daily functions but also on addressing Climate Change variation impacts. In response, various stakeholders have made numerous efforts in reducing the country’s risk through crafting laws, statutes and government issuances. However, adaptive and coping capacities of Local Government Units remain very weak, and information on how to assess expected risk and incorporate it in developing local risk sensitive physical and development plans are still not part of the planners’ and decision makers’ agenda. The main objective of this study is to develop a technical Risk Sensitive Comprehensive Land Use and Development Planning Model to mainstream scientific-based risk assessment into the Quezon City Government (the pilot urban area) planners’ and decision makers’ agenda. The Model also comes with a toolkit with eight (8) Guideposts in operationalizing the Model. It is an effective tool and is a foundation to support in achieving imminent 2020 targets of the Sendai Framework, Paris Agreement and the Sustainable Development Goals up to 2030. Cultural change is critical to climate change responses, but the in-depth qualitative research that investigates culture is necessarily conducted at scales difficult to integrate with policy. A focus of climate change mitigation and adaptation is affluent developed world households. Adapting methods used elsewhere in social science, we report and assess a meta-ethnography of household sustainability research, scaling up findings from 12 studies encompassing 276 Australian households. Seven themes are dominant: family concerns are central to household practice; adaptiveness is contingent but more pervasive than often assumed; households make sense of climate change not through abstract arguments, but through physical resources and materials; boundaries of the home space are dynamic and subjective; daily time is an important currency; paradoxes abound among everyday practice; and privacy and a sense of autonomy are prioritised. Insights from the method include new light on familiar themes when seen through an environmental lens, thickening and triangulation of existing research, and a stronger basis for international comparisons. Some findings have straightforward application to policy, others identify potential areas of risk and resistance, others still are more conceptual. Climate change is expected to severely impact agricultural practices in many important food-producing regions, including the Northeast United States. Changing climate conditions, such as increases in the amount of rainfall, will require farmers to adapt. Yet, little is known with regard to farmers' perceptions and understandings about climate change, especially in the industrialized country context. This paper aims at overcoming this research limitation, as well as determining the existing contextual, cognitive, and psychological barriers that can prevent adoption of sustainable practices of farmers in New York State. The study is framed within the adaptive capacity and risk perception literature, and is based on a qualitative analysis of in-depth interviews with farmers in 21 farms in two counties in Central New York. The results reveal diverging views about the long-term consequences of climate change. Results also reveal that past experience remains as the most important source of information that influences beliefs and perceptions about climate change, confirming previous research. Climate change is likely to affect the pattern of disasters in the Pacific and, by extension, the organizations and systems involved in disaster response. This research focused on how immediate humanitarian health-related needs following disasters are met using the concept of adaptive capacity to investigate the resilience of organizations and the robustness of the broader system of disaster response. Four case study countries (Cook Islands, Fiji, Samoa, and Vanuatu) were chosen for deeper investigation of the range of issues present in the Pacific. Key findings were that adaptive capacity was enhanced by strong informal communication and relationships as well as formal relationships, appropriate participation of traditional leaders and churches, and recognition and support for the critical role national disaster management offices play in disaster coordination. Adaptive capacity was found to be constrained by lack of clear policies for requesting international assistance, lack of coordinated disaster assessments, and limited human resources for health in disaster response. Limitations in psychosocial support and Australian medical services to meet specific needs were observed. Finally, the research revealed that both Pacific and Australian disaster-response agencies would benefit from a strengthened ‘future’ focus to better plan for uncertainty and changing risks. There are worldwide approximately 4.3 million coffee ( Coffea arabica) producing smallholders generating a large share of tropical developing countries' gross domestic product, notably in Central America. Their livelihoods and coffee production are facing major challenges due to projected climate change, requiring adaptation decisions that may range from changes in management practices to changes in crops or migration. Since management practices such as shade use and reforestation influence both climate vulnerability and carbon stocks in coffee, there may be synergies between climate change adaptation and mitigation that could make it advantageous to jointly pursue both objectives. In some cases, carbon accounting for mitigation actions might even be used to incentivize and subsidize adaptation actions. To assess potential synergies between climate change mitigation and adaptation in smallholder coffee production systems, we quantified (i) the potential of changes in coffee production and processing practices as well as other livelihood activities to reduce net greenhouse gas emissions, (ii) coffee farmers' climate change vulnerability and need for adaptation, including the possibility of carbon markets subsidizing adaptation. We worked with smallholder organic coffee farmers in Northern Nicaragua, using workshops, interviews, farm visits and the Cool Farm Tool software to calculate greenhouse gas balances of coffee farms. From the 12 activities found to be relevant for adaptation, two showed strong and five showed modest synergies with mitigation. Afforestation of degraded areas with coffee agroforestry systems and boundary tree plantings resulted in the highest synergies between adaptation and mitigation. Financing possibilities for joint adaptation-mitigation activities could arise through carbon offsetting, carbon insetting, and carbon footprint reductions. Analyses of climate change and the forest sector have identified the importance of individual actors, institutions, and organizations within communities for effective adaption and climate mitigation. Yet, there remains little recognition of how the internal dynamics of these institutions and organizations are influenced by gender and other social considerations such as age and culture. Research from developing countries and cognate resource sectors suggests that these considerations are critical for enhancing local adaptive capacity. Despite extensive review of forestry research across North America and western Europe, we found almost no research that addresses how differential social capabilities within forest-based communities affect adaptation to climate change. In this paper, we document the potential that gender sensitivity might provide to conceptions and practical applications of adaptive capacity and identify four types of research opportunities to address this gap: ( i) developing disaggregated capitals frameworks; ( ii) creating inclusive models; ( iii) informing social planning; and ( iv) understanding gender mainstreaming. Research focused on these opportunities, among others, will provide more robust theoretical understanding of adaptive capacity and strategic interventions necessary for effective adaptation. For most urban areas, the challenges of adaptation are as urgent as those of mitigation. This is particularly the case where adaptive capacity is weak, particularly in low- and middle-income countries, and the benefits of global mitigation in the short term will be experienced beyond 2050. A focus on adaptive capacity-building in these vulnerable settings is imperative. Much of the emphasis in climate change since the early 1990s has been on basic science and how public policy should respond to it; less attention has been paid to the governance implications and connections with wider development processes. This article explores the governance challenges of adaptation in the Santiago Metropolitan Region. It points to weaknesses in the water and energy sectors, which have highly sectoral, horizontally unintegrated institutional structures and instruments that pose significant challenges for adaptation. Such cases point to the need to engage with both the wider planning concerns of existing development strategies and the basic elements of transdisciplinarity, finance and human capital-building, in order to forge a more integrated adaptation response. Without an engagement with the governance issue and wider debates around metropolitan planning and socioeconomic development, it is unlikely the response will move beyond a limited physical infrastructure investment programme. Cities around the world have recently started to become 'proactive' initiators of climate strategies containing both mitigation and adaptation elements. The experience of these first movers has been studied and documented both empirically and, to a lesser extent, theoretically, primarily for cities in the global North. This symposium addresses related knowledge gaps by exploring case studies of urban regions in the global South confronting their projected climate change challenges, showcasing the experiences of Delhi, Santiago de Chile and Bogotá. Its specific aim is to explore the urban social response to nature change, the adaptation challenges faced by cities across the world and current practices of urban adaptation. Further, the symposium seeks to understand to what extent and in what respect current conceptual frameworks - which highlight urban ecological security and vulnerability - provide a useful context/framing to assist cities in confronting their challenges and to explain their actions. This introductory article examines current knowledge of the theory and practice of urban climate response. It introduces the concepts of ecological security and vulnerability and discusses the adaptive capacity of cities and how they are starting to respond to the emerging challenges of climate change. Agricultural vulnerability assessment is a comprehensive and powerful analytical tool to locate hotspots with states of susceptibility to harm and powerlessness of agricultural system. It plays an important role in guiding policy makers to plan and implement adaptation practices to mitigate potential climate risks to crop. However, due to the diversity in the methodology of vulnerability assessment, there are still knowledge gaps in assessing and comparing crop vulnerability to climate in different regions of the world, including Australia. Our main objectives were to: (1) present a vulnerability analytical method for wheat yield, which can be applied to different areas where long-term crop yield and climate data are available. (2) quantify temporal changes of the vulnerability of wheat yield to historical climate. (3) identify the most vulnerable region in study area to provide guidance for climate mitigation. Our study developed an indicator-based method using exposure, sensitivity, and adaptive capacity to assess the vulnerability of crop yield. We used the long-term recorded wheat yield data, combining with comprehensive exposure index to assess climate vulnerability of historical yield with a case study area of south-eastern Australia's wheat belt. The results showed that from the 1930s to the 1990s, both climate exposure and sensitivity had large inter-annual variations with no significant trends detected. However, adaptive capacity increased by 34% from 1930s to 1950s, 54% from 1950s to 1970s, and 54% from 1970s to 1990s. By contrast, climate vulnerability across the wheat belt decreased by 13% from 1930s to 1950s, 15% from 1950s to 1970s, and 33% from 1970s to 1990s. This is mainly due to increased adaptive capacity with the improvement of agronomic management practices, technological and socio-economic progress. We identified the areas with the highest vulnerability were in the northwestern parts of wheat belt while the least vulnerable areas located in the southeast. We expect that these identified vulnerable hotspots can be used by different landholders to allocate natural resources and policymakers to plan the priority mitigation to adapt to climate change in the local scale. Indian Himalayan Region (IHR) is prone to climate shock and is highly sensitive to minor climate variance. Yet, there is a dearth of studies evaluating the adaptive capacity and vulnerability of the socio-ecological system. We assessed the household (n = 1346) and village (n = 77) level adaptive capacity and vulnerability to climate stress in Beas, Bhagirathi, and Teesta basins of IHR following a bottom-up approach. The estimation of adaptive capacity scores for surveyed households and villages were done based on preselected indicator scores of the natural, human, financial, and physical capital assets. The exposure to climate shock was obtained from Coupled Model Intercomparison Project (CMIP5) data of different scenarios. The present and future vulnerability scores were assessed based on the adaptive capacity, exposure and sensitivity to climatic shock. The villages and households were grouped in resilient and vulnerable clusters, and major indicators determining the vulnerability were identified. Our result revealed the household and village level adaptive capacity were low in the Bhagirathi and Teesta basin compared to the Beas basin, so as the present and future climate shock. We found that access to different resources as well as natural and financial capital assets were the major governing factor for the adaptive capacity of the villages. We suggest future policy interventions to be on climate sensitive sectors, mostly the natural capital of the region as part of the adaptation and mitigation strategy to climate change. The unabated continuation of anthropogenic greenhouse gas emissions and the lack of an international consensus on a stringent climate change mitigation policy underscore the importance of adaptation for coping with the all but inevitable changes in the climate system. Adaptation measures in forestry have particularly long lead times. A timely implementation is thus crucial for reducing the considerable climate vulnerability of forest ecosystems. However, since future environmental conditions as well as future societal demands on forests are inherently uncertain, a core requirement for adaptation is robustness to a wide variety of possible futures. Here we explicitly address the roles of climatic and social uncertainty in forest management, and tackle the question of robustness of adaptation measures in the context of multi-objective sustainable forest management (SFM). We used the Austrian Federal Forests (AFF) as a case study, and employed a comprehensive vulnerability assessment framework based on ecosystem modeling, multi-criteria decision analysis, and practitioner participation. We explicitly considered climate uncertainty by means of three climate change scenarios, and accounted for uncertainty in future social demands by means of three societal preference scenarios regarding SFM indicators. We found that the effects of climatic and social uncertainty on the projected performance of management were in the same order of magnitude, underlining the notion that climate change adaptation requires an integrated social-ecological perspective. Furthermore, our analysis of adaptation measures revealed considerable trade-offs between reducing adverse impacts of climate change and facilitating adaptive capacity. This finding implies that prioritization between these two general aims of adaptation is necessary in management planning, which we suggest can draw on uncertainty analysis: Where the variation induced by social-ecological uncertainty renders measures aiming to reduce climate change impacts statistically insignificant (i.e., for approximately one third of the investigated management units of the AFF case study), fostering adaptive capacity is suggested as the preferred pathway for adaptation. We conclude that climate change adaptation needs to balance between anticipating expected future conditions and building the capacity to address unknowns and surprises. [Copyright &y& Elsevier]

Abstract: This article investigates the climate vulnerabilities of four least developed Asian countries—Bangladesh, Bhutan, Cambodia, and the Maldives—before discussing how efforts are underway to strengthen infrastructural, organizational, and community-based adaptation. Infrastructural adaptation refers to the assets, technologies, or “hardware” that can withstand climate change impacts, such as climate-proofed irrigation systems, roads, or electricity networks. Organizational adaptation refers to the endurance of an effective institution or set of institutions, usually government ministries or departments, in charge of planning and policy, as well as its capacity to develop and revise climate policies. Social adaptation refers to the cohesion of communities and the livelihoods of the people that compose them. We argue that resilient adaptation infrastructures can recover quickly from climate disruptions, resilient organizations can cope with new stresses and changes and still function, resilient communities have assets such as education or wealth that enable them to survive or even thrive in the face of climate-related challenges. Ongoing adaptation efforts in Bangladesh, Bhutan, Cambodia, and the Maldives are examples of projects that simultaneously attempt to enhance all three dimensions of adaptation. Abstract: Climate change is likely to adversely affect many countries throughout the world, but the responses of different countries to this threat vary widely. Attempts to explain the differences in countries’ mitigative policies have been largely deficient. This study seeks to assess the degree to which vulnerability may improve the level of explanation of adopted mitigation policies, studying over 90 countries between 1990 and 2011. Vulnerability is defined to be comprised of two basic factors: impacts (expected damages due to climate change) and adaptive capacity (the ability to adjust to these damages). As there may be a gap between declared and implemented policies, these components of mitigation policy are examined separately. In addition, other variables which mediate between these ‘extreme ends’ of mitigation policies are tested. The effect of vulnerability on climate change mitigation policies is examined by multiple regressions, incorporating a wide range of control variables. The results indicate that climate impacts do not affect mitigation policies. Adaptive capacity has a positive effect on the level of declared policy, but this effect becomes insignificant once implemented policy is examined. However, other tests suggest a possible transition from declarations to actions by high adaptive capacity countries. This finding suggests that high adaptive capacity countries do not view mitigation and adaptation as substitutes. Further analyses indicate that the insignificancy of impacts is caused by the uncertainty in their assessment. [Copyright &y& Elsevier]

This article explores the role of risk perception in adaptation to stress through comparative case studies of coffee farmers’ responses to climatic and non-climatic stressors. We hypothesized that farmers associating these changes with high risk would be more likely to make adaptations than those who saw the events as part of normal variation. Nevertheless, we found that farmers who associated events with high risk were not more likely to engage in specific adaptations. Adaptive responses were more clearly associated with access to land than perception of risk, suggesting that adaptation is more a function of exogenous constraints on decision making than perception. Climate is changing and mitigation of the corresponding impacts requires assessment of vulnerability and adaptation building. This issue is particularly important in Middle East and North Africa (MENA), which is recognized as one of the most water scarce regions of the world and vulnerable to climate change. Therefore, the objective of this study was an assessment of the different sectors' vulnerability as well as the overall vulnerability of the MENA countries to climate change. The Notre Dame-Global Adaptation Index (ND-GAIN) was used to investigate climate change vulnerability. Cluster analysis revealed the very high, high, medium and low levels of vulnerability for the MENA countries by distinguishing their extent of exposure, sensitivity and adaptive capacity. Further results indicated that the MENA countries have an acceptable status of infrastructure and habitat, tolerable health and ecosystem statuses, and inappropriate water and food conditions. Water shortage is also a serious problem in this region, to the extent that it is often assumed that water shortage is the root cause of all other types of vulnerability in MENA. However, the obtained results do not support this assumption.
