Abstract: As the challenges and opportunities posed by climate change become increasingly apparent, the need for facilitating successful adaptation and enhancing adaptive capacity within the context of sustainable development is clear. With adaptation high on the agenda, the notion of limits and barriers to adaptation has recently received much attention within both academic and policymaking spheres. While emerging literature has been quick to depict limits and barriers in terms of natural, financial, or technologic processes, there is a clear shortfall in acknowledging social barriers to adaptation. It is against such a backdrop that this paper sets out to expose and explore some of the underlying features of social barriers to adaptation, drawing on insights from two case studies in the Western Nepal. This paper exposes the significant role of cognitive, normative and institutional factors in both influencing and prescribing adaptation. It explores how restrictive social environments can limit adaptation actions and influence adaptive capacity at the local level, particularly for the marginalised and socially excluded. The findings suggest a need for greater recognition of the diversity and complexity of social barriers, strategic planning and incorporation at national and local levels, as well as an emphasis on tackling the underlying drivers of vulnerability and social exclusion. Abstract: This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. Climate change poses the most significant foreseeable threat to the development of humankind. Among the parts of the globe liable to be affected, the developing world is the most vulnerable to climate risks. Introducing a DPR theme issue on how development policy is responding to the increasingly pressured global climate agenda, this article reviews what is being done and still needs to be done, paying particular attention to action on three policy frontiers: (i) adaptation actions and finance, (ii) mitigation policies and their governance, and (iii) the implications for development planning. There is a growing scientific consensus on climate change and the need for adaptation, yet an impasse on realizing development for the rural and urban poor. Emily Boyd et al. suggest that a resilience lens may assist development policy to consider pathways towards more successful livelihood transformations in the face of climate change. Since entry into force of the UN Framework Convention on Climate Change (UNFCCC) in 1994, negotiations on controlling future greenhouse gas emissions have turned into one of the largest development issues of our time. In February 2005, the Kyoto Protocol entered into force and 9 months later a historical first meeting of the Kyoto Protocol (COP/MOP 1) was held in Montreal side-by-side with the 11th Conference of the Parties to the UNFCCC (COP 11). After several years of stalemate, the Montreal meeting has resulted somewhat unexpectedly in a constructive outcome that has opened the door for new momentum in climate talks. Along with several key technical decisions, an agreement was reached to hold separate talks to discuss the futures of the UNFCCC and the Kyoto Protocol. This paper discusses the main outcomes of the conference and explores possible ways forward. It concludes that success in the UNFCCC process is imperative to address climate change in both developing and developed countries, even if the most effective actions are taken outside the immediate context of the legal process. Despite that climate hazards are increasingly felt across the globe, there is widespread and often subtle resistance to climate adaptation interventions. However, adaptation research and practice have largely focused on overcoming barriers to implementation. By presuming adaptation programs are welcome, they miss that many people oppose or refuse to participate in them, and the politics hidden behind such resistance. We review the emerging academic literature on resistance to climate adaptation and uncover how diverse forms of adaptation resistance generate deep insights into overlooked local needs and aspirations. While it could be expected that 'loud' forms of resistance, such as protests, prompted some adaptation initiatives to accommodate local needs, it was surprising to see the effects of 'quiet' resistance. Quiet adaptation resistance in the forms of false compliance, foot-dragging, and gossip helped affected communities to stay in their territories, maintain certain farming practices, contest exclusionary urban policies, or simply assert their agency and freedom. These results reflect that adaptation has adopted a narrow approach to development that omits the multiple and underlying causes of vulnerability – many of which are evident to those affected. We argue that even when such acts do not directly improve material conditions, they represent an alternative political engagement to reimagine adaptation considering the needs of marginalised groups beyond the participatory and community development approach. This article provides concrete examples of how quiet resistance to adaptation speaks that can help development practitioners and policy makers to better understand the limitations of adaptation initiatives and their implications for effective local security in the face of climate change. Political accountability to adaptation-targeted populations could improve adaptation investments, making them more relevant, socially sustainable, and responsive to local needs. [ABSTRACT FROM AUTHOR]
