The Coalition Government's ' Green Paper' (DfE 2011) proposes a systemic overhaul of services for pupils with special educational needs in England, with increased parental choice of provision and 'sharper accountability' (p. 67) in schools. Deadlines for various stages of this reform have not been met, and its final nature remains uncertain. This paper reveals SENCOs' insights into their changing role in this turbulent policy context. This is achieved through the thematic analysis of 227 responses to an 'open-ended' question in the national Special Educational Needs Coordinator ( SENCO) Survey 2012. Findings from this sample indicate that SENCOs predict that schools in England will become more inclusive, with greater shared responsibility for achievement for all, and SENCOs' increased involvement in staff training and other whole school capacity-building activities. Respondents predict a greater partnership with parents, for whom they will provide advice and links to other services. They foresee their reduced involvement in direct teaching and an intensification of their work in other ways, especially in terms of paperwork associated with pupil tracking and other accountability measures. This paper outlines the processes of creating a 'Storymaker Wheel', a creativity evaluation tool conceptualised with input from a children's book author, a children's book illustrator, academics and teachers, for teachers and pupils to use to support and develop their creative writing. It documents the ways in which teachers and pupils engaged with the Wheel in three schools in England: a primary pupil referral unit, a primary school and a secondary school. Interviews with teachers and pupils about the Storymaker Wheel, and classroom observations of the Wheel in use, expose some challenges of teaching creative writing within the current English educational context, which we discuss. This paper addresses the question: How do teachers and school leaders respond to high stakes testing of pupils transitioning from primary to secondary school? It explores how a new test, the Level 6 test, operated with regard to primary/secondary school relationships in England. It draws on an analysis of qualitative interviews with teachers and school leaders in 20 primary schools that took part in the test, 40 school leaders that chose not to and 20 secondary-school leaders. Theoretical work on social boundaries is utilised to develop an argument that this test and its results acted as a boundary signifier, crystallising many of the tensions between primary and secondary schools. These tensions included the role of accountability regimes in requiring schools to demonstrate progress; narrowing of the curriculum and teaching to the test; and the extent to which test results can provide a true representation of pupil attainment. We conclude by suggesting the potential of the boundary signifier concept in relation to other tests at the primary/secondary boundary and other key transition points in education, and consider whether such tests can act as an ideal boundary object, serving to help overcome, rather than cement, barriers between schools. The advent of a new inspection system in January 2012 has created new challenges for both the teaching profession and for the inspectors of education given the task of implementing it, as the new framework demands increased involvement by serving teachers and head teachers as part of the inspection process. This paper draws on evidence from a current funded research project to examine the implications of engaging current practitioners in the inspection role. It explores the professional values and skills that are required in order to successfully effect the new framework and considers whether these may conflict with professional teaching identities, thus raising the possibility of further tensions in the inspection – and governance – of education in England. In England accountability measures have often been used to steer school behaviour in pursuit of policy goals. In 2010, the English Baccalaureate (EBacc) was introduced to increase uptake of traditional academic subjects at GCSE. These subjects, it was argued, would enhance students' future prospects, in part because they are favoured at A-level by high-ranking universities. However, such prospects are only likely to be accessible for students who achieve at least a grade C in these subjects since it is good grades that act as the primary gatekeepers for entry into higher education and employment. Hence, this paper seeks to problematise this claim using multilevel regression models to investigate the relationship between EBacc uptake and attainment. The findings are used to frame a discussion about the merits of encouraging more students to take the EBacc given the growing tension between the need to achieve good grades and the government-held view that all students should be studying this academic core. Citizenship and its education is again gaining importance in many countries. This paper uses England as its primary example to develop a Habermasian perspective on this issue. The statutory requirements for citizenship education in England imply that significant attention be given to the moral and social development of the learner over time, to the active engagement of the learner in community and to the knowledge skills and understanding necessary for political action. This paper sets out a theoretical framework that offers a perspective on learning suitable for these far-reaching aims. We argue that schools need to shift from the currently dominant discourse of accountability to incorporate a discourse of care in order to make room for an effective and appropriate pedagogy for citizenship. Habermas’s social theory gives us a theoretical framework that properly locates schools within the lifeworld as part of civil society. Schools should therefore attend to hermeneutical and emancipatory concerns, not only to strategic interests. We put these in the context of Habermas’s social theory to paint an alternative vision learning for citizenship education which is based in developing the dispositions, values and attitudes necessary for lifelong learning with a view to developing ongoing communicative action. In this paper we attempt to critically 'make visible the flow and circulation of data' through analysing the datafication of the early years education sector in England (children aged 2-5). The concept of datafication is used to understand the processes and impacts of burgeoning data-based governance and accountability regimes. This analysis builds upon early childhood researchers who were influenced by Foucault and others, who have noted the ways in which the surveillance and performative culture of accountability both affirms, legitimates and seduces through discourses of quality while increasingly regulating and governing the early years. Using data from three research sites (a children's centre, a primary school and a combined nursery school and children's centre) as well as an interview with a local authority early years advisor, we examine how comparative data-based accountability increasingly governed early years teachers' professionalism and pedagogies. We argue that the planned tracking of children's performance from baseline assessment at four years old to eleven years old may further govern and constrain early years professionalism as young children are reconfigured as 'miniature centres of calculation'. This paper focuses on accountability in school-based education in England. It explores notions of accountability and proposes a new framework for its analysis. It then identifies a number of types of accountability which are present in school-based education, and discusses each in terms of who is accountable to whom and for what. It goes on to examine the sanctions associated with each type of accountability and some possible effects of each type. School performance cross-cuts virtually all facets of accountability, but is fundamental to hierarchical and market accountability where it is associated with a high likelihood of severe sanctions. This, it is argued, means that schools are likely to focus on these forms of accountability as opposed to participative or network accountabilities that involve collaboration with others. The final section proposes that there is a case for accountability systems to focus more broadly on a variety of processes and outcomes related to the overall goals of education. The existing regime in England is heavily focused on hierarchical and market accountability: a greater focus on participative and network accountability may foster a less individualistic approach to education and greater social cohesion. Since 2014, the government in England has undertaken a programme of work to explore the measurement of learning gain in undergraduate education. This is part of a wider neoliberal agenda to create a market in higher education, with student outcomes featuring as a key construct of value for money. The Higher Education Funding Council for England (subsequently dismantled) invested £4 million in funding 13 pilot projects to develop and test instruments and methods for measuring learning gain, with approaches largely borrowed from the US. Whilst measures with validity in specific disciplinary or institutional contexts were developed, a robust single instrument or measure has failed to emerge. The attempt to quantify learning represented by this initiative should spark debate about the rationale for quantification--whether it is for accountability, measuring performance, assuring quality or for the enhancement of teaching, learning and the student experience. It also raises profound questions about who defines the purpose of higher education; and whether it is those inside or outside of the academy who have the authority to decide the key learning outcomes of higher education. This article argues that in focusing on the largely technical aspects of the quantification of learning, government-funded attempts in England to measure learning gain have overlooked fundamental questions about the aims and values of higher education. Moreover, this search for a measure of learning gain represents the attempt to use quantification to legitimize the authority to define quality and appropriate outcomes in higher education. Multi‐academy trusts (MATs) are now a common feature of the English educational landscape. Yet numerous high‐profile failures indicate that they present substantial challenges in terms of leadership and governance. One of the areas that most exercises school leaders and boards is the setting of strategic direction for the MAT. This includes elements such as its expansion. This article draws on 30 interviews with school leaders and trustees from 6 MATs and 10 interviews with national leaders of governance in looking to respond to the research question: What are the principal drivers for strategic expansion in MATs? The article begins by contextualising the research in light of recent policy, then moves to consider why theory on strategy as narrative was chosen in preference to other strategic approaches, and how it was employed to analyse data. The article concludes that within this sample there are a number of drivers for MAT expansion and that these fall under six principal categories: opportunities, values, pressures, feelings, risks and resources. It also concludes that resources and business viability play a substantial part in decisions to expand, and that strategy appears to be an iterative learning process. As such, it contributes to theory on the governance of multi‐level organisations and to practice in terms of the Department for Education's focus on MAT growth. [ABSTRACT FROM AUTHOR]

When historians discuss the impact of examinations on elementary education in mid-Victorian England and Wales they typically focus on the Revised Code of 1862. The Revised Code is famous for instituting a policy of "payment-by-results" for teachers in state-supported voluntary schools. "Payment-by-results" made government grants to schools -- and, by extension, for teachers' salaries -- contingent upon student attendance and pass rates in reading, writing and arithmetic. As this article emphasises, however, "payment-by-results" was not the first, or even the most significant, instance in which competitive examination was used by the state as an instrument for establishing the pedagogical fitness and salaries of teachers. Less often explored by historians is the formative role that state-mandated competitive examinations for teachers played in developing a professionally aspirant body of schoolteachers and, consequently, the schoolteachers' later role in developing competitive examination as a broad-scale national accreditation apparatus. But while the use of competitive examinations came to shape modern British academic and professional life in fundamental ways, the strengthening effects that they had for certain occupations and institutions, such as physicians, civil servants and middle-class secondary schools, were in fact ultimately denied to state teachers and the elementary education sector generally. With the introduction of "payment-by-results" in 1862, competitive examinations were converted into an instrument that weakened rather than strengthened teachers' professional identity and policy influence. This article explains how the nineteenth-century English state structured examinations and examination results to manipulate the professional status of teachers in order to suit state priorities during different stages of national development. This historical narrative is framed in reference to present-day examination-based reforms of teacher compensation systems such as performance-related-pay and value-added modelling.
