Authors attempt to find the use and awareness of Digital Reading Devices (DRD's), impact of DRD on library usage; Usefulness of DRD's during covid-19 pandemic situation. The paper explaining the meaning and definition of term 'DRD' elaborates on effectiveness of DRD during covid-19 pandemic period. Study adopted survey methods involving two central university libraries of Assam (Assam University Silchar and Tezpur University). Samples are dawn for all library user categories for UG and PG students; Research Scholars; Faculty and Staff members. With equal sample (154) representation from both universities, in total 308 responses were collected and analysed using SPSS package. Cross tabulation is used data analysis and graphical representations of individual universities are provided. Result of study indicated that libraries have provided more digital information services and shifted toward offering digital contents and services to their respective user. Analyzing the costs and benefits of a proposed project or program is an essential step in deciding whether or not to proceed with it, as is doing an after-the-fact evaluation to determine whether or not the project or program was a success. To entirely or partly automate their libraries, library, and information centers (LICs) are spending a significant amount of money. No LICs, however, undertake CBA before or after the implementation of library automation (LPA). Ex-post-facto cost-benefit analysis (CBA) was used to determine the costs and benefits of LPA. Moreover, Secondary materials like Rabindra Library's yearly reports and budget forecasts were utilized to supplement the original data collected via surveys and observations. MS-Excel application evaluates the collected data and shows it in tabular and graphical formats. The LAP cost at Rabindra Library was Rs. 34,431,820.00, but the advantages (both monetary and non-monetary) were worth Rs.2,52,93,798.00 for seven years of the study period. Sensitivity at a rate of minus five percent; minus three; plus three; five, and ten percent are included in the Benefit-Cost Ratio to show the possible variation in estimation. Improved services and improved administration of activities, employees, and resources are examples of how LAP has profited from the program due to the benefits to users like students, researchers, professors, and staff. LAP has also positively impacted managing libraries and providing effective services to users. The advantages of automating a university library outweigh the expense in the long run. The advancement of the information technology and web technology have brought changes to existing information storage and retrieval system such as Digital library, online database, digital repository, virtual library, etc. Libraries have witnessed tremendous changes in recent years in terms of their collection and services. Information explosion and user's demand of the users required the development of a more comprehensive library collection. Publishers have now started publishing on-line version/electronic versions of their printed journals. Owing to the cost of journals, many colleges and universities are unable to procure these journals. Ministry of HRD and UGC has started procuring the e-resources from the 25 world-class publishers under consortia mode at a much reduced price for all university libraries. BHU library is one of the beneficiaries of this UGC-INFONET Digital Library Consortium. The present study is the part of Ph.D. research work of one of the authors. To ascertain the usage of the e-resources available to the BHU library by the teachers and scholars, this survey was conducted. The present investigation discusses the use of electronic resources (e-journals, e-books, online/ offline databases, web resources) which are made available by the INFLIBNET Centre in eresource consortium like UGC-INFONET Digital Library Consortium by the teachers and scholars of BHU. The paper studies the domain and page authority, top followed links to the site, spam score, internal followed links and external followed links, total links, total linking domains and followed linking domains, and the web impact factor (internal, external and simple)of top seven universities of North-East India ranked by National Institutional Ranking Framework selected (NIRF) in 2018.The study explored that overall, the WIF of Mizoram University Library ranked at top with highest Internal WIF of 172.73 and Simple WIF of 172.84, whereas, North-Eastern Hill University Library occupied second place with Internal WIF of 139.45, External WIF of 4.58 and Simple WIF of 144.28 and Nagaland University Library recorded to be on third place with Internal WIF of 77.95 and Simple WIF of 77.95. For the changing trend of the modern libraries the users demand has been increasing in a rapid manner and therefore the involvement of the libraries and their librarians also have been increasing. Various new technologies have been evolved for the libraries of today’s world which have been changing the nature of the traditional methods. College libraries are also an important part for a college and we observed that the mode of procurement, storage, processing and particularly the delivery of services of the college libraries have also been changing with the modern trends. The College libraries are now organizing various capacity building programmes like seminar, conferences, workshops, training programmes, users orientation programmes and many other activities using modern techniques which have been developing the career of the students for their future endeavors. The present study is based on the college libraries of West Tripura District. For the present study, Survey Method as well as a case study approach has been adopted. The data has been collected by designing a questionnaire. The questionnaire has been supplemented by the Interview of the College Librarians for their view and ascertaining of facts submitted through questionnaire. The study has been conducted during April 2018 to May 2018. Purposive Sampling Technique has been adopted for selection of sample for the study. The study examines the present pictures of the college libraries and their role in providing capacity building and career development programmes and services to their library users for using the library effectively and empowering them to use the resources for their studies and choose the right career for their future higher study and employment. ICT has brought the revolutionary changes in the functioning of libraries and information centres. The impact of ICT including WWW and Internet is visible in every walk of life. The libraries are not the exception. Due to electronic publishing, many e-resources in the form of e-journals, e-books and online / off-line databases are being published. The academic libraries especially colleges and universities libraries have been procuring these resources for their libraries. Due to escalation in the cost of learning resources both printed and e-resources and financial problems the academic libraries are facing , the consortia models are being adopted and experimented for the procurement and access to e-resources by the colleges and universities. The first part of paper introduces the eresources, and its procurement under consortia models successfully implemented by INFLIBNET Centre since 2003. Under the UGC-INFONET Programme about 179 university libraries have been given access to e-resources which comprises of e-journals and online databases. The second part of the paper describes the use of e-resources by the research scholars and teachers of Allahabad University. In order to ascertain the usage of the journals by the research scholars and teachers of Allahabad University, the present study has been conceived to find out the use of e-resources which have been given access to the research scholars and teachers in the university campus mainly at Central Library and Departmental Libraries. To what extent the available e-resources are being utilized by the library users and what are their awareness level, usage pattern, preference of the publishers / journals etc. For this study survey method has been used using questionnaire as a data collection tool. This study has been carried out during January, 2015 to June, 2015. This is a preliminary pilot study conducted on smaller sample to ascertain the validity of the questionnaire. The simple random sampling technique has been adopted for the study. The findings of the study reveals that the library users belonging to younger generation have adopted the Internet, online / offline electronic resources or web resources very quickly and at the same time the elderly library users are not comfortable using Internet , social media and e-resources. They rely more on the traditional printed resources. In order to make the optimum use of the e-resources available for the university library users through consortia, extensive and frequent user's awareness programmes needs to be organised by the library in collaboration with INFLIBNET and other agencies. The paper, a survey of users, presents views on the extent of ICT/lnternet awareness and status on use of e-resources by the Assam University Library users. The survey comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of Internet for their day-to-day activities and status of access to e-journals for their academic and research activities. The self designed questionnaire distributed on random sampling method to users comprising of faculty, research scholars, UG/PG Students and other staff. The data is analyzed using SPSS Software. The period of survey was July to August 2008 covering the users of Assam University Library using the Internet for accessing to the e-resources under the UGC-INFONET Digital Library Consortium. The findings may be considered as preliminary findings from a pilot study. Quality is a relative concept, closely linked to the level of user expectation and requirements. The relative nature of quality leads ultimately to excellence. Quality management includes effectiveness and efficiency rating, cost control, service assessment, user-oriented analysis. In the University system, libraries are the backbone to support the concept of quality academic functions. Unless and until, there is a quality approach in managing knowledge resources at library, it is difficult to expect quality in academic activities in a university. In order to adapt to these new circumstances, universities are implementing new management procedures, and, for their part, university libraries are forced to make fundamental changes in order to conduct their business in line with managerial criteria. In this direction, an attempt has been made on Quality Management Model for Knowledge Resource Management and presented Assam University Library as a case study. The paper describes about the conceptual framework of Quality Management Model (QMM), objectives, steps of QMM, and impact of Quality Management (QM) on marketing concept in library and information services, QM and HRD, QM and Information Communication Technology (ICT), application of library and information services to the knowledge society.
