Three properness conditions for actions of locally compact groups on C*-algebras are studied, as well as their dual analogues for coactions. To motivate the properness conditions for actions, the commutative cases (actions on spaces) are surveyed; here the conditions are known: proper, locally proper, and pointwise properness, although the latter property has not been so well studied in the literature. The basic theory of these properness conditions is summarized, with somewhat more attention paid to pointwise properness. C*-characterizations of the properties are proved, and applications to C*-dynamical systems are examined. This paper is partially expository, but some of the results are believed to be new.

If a locally compact group G acts on a C*-algebra B, we have both full and reduced crossed products, and each has a coaction of G. We investigate "exotic" coactions in between, that are determined by certain ideals E of the Fourier-Stieltjes algebra B(G) -- an approach that is inspired by recent work of Brown and Guentner on new C*-group algebra completions. We actually carry out the bulk of our investigation in the general context of coactions on a C*-algebra A. Buss and Echterhoff have shown that not every coaction comes from one of these ideals, but nevertheless the ideals do generate a wide array of exotic coactions. Coactions determined by these ideals E satisfy a certain "E-crossed product duality", intermediate between full and reduced duality. We analyze Hecke pairs (G,H) and the associated Hecke algebra when G is a semidirect product N x Q and H = M x R for subgroups M of N and R of Q with M normal in N. Conditions are given in terms of N, Q, M, and R which are equivalent to the Hecke condition on (G,H), and the Schlichting completion of (G,H) is identified in terms of completions of N, Q, M, and R. Our main result shows that (assuming (G,H) coincides with its Schlichting completion) when R is normal in Q, the closure of the Hecke algebra in C*(G) is Morita-Rieffel equivalent to a crossed product I x Q/R, where I is a certain ideal in the fixed-point algebra C*(N)^R. Several concrete examples are given illustrating and applying our techniques, including some involving subgroups of GL(2,K) acting on K^2, where K = Q or K = Z[1/p]., Comment: 27 pages. For any maximal coaction (A, G, delta) and any closed normal subgroup N of G, there exists an imprimitivity bimodule Y between the full crossed product A x G x N and A x G/N, together with a compatible coaction delta_Y of G. Imprimitivity theorems provide a fundamental tool for studying the representation theory and structure of crossed-product C*-algebras. In this work, we show that the Imprimitivity Theorem for induced algebras, Green's Imprimitivity Theorem for actions of groups, and Mansfield's Imprimitivity Theorem for coactions of groups can all be viewed as natural equivalences between various crossed-product functors among certain equivariant categories. The categories involved have C*-algebras with actions or coactions (or both) of a fixed locally compact group G as their objects, and equivariant equivalence classes of right-Hilbert bimodules as their morphisms. Composition is given by the balanced tensor product of bimodules. The functors involved arise from taking crossed products; restricting, inflating, and decomposing actions and coactions; inducing actions; and various combinations of these. Using the strong relation between coactions of a discrete group G on C*-algebras and Fell bundles over G, we prove a new version of Mansfield's imprimitivity theorem for coactions of discrete groups. Our imprimitivity theorem works for the universally defined full crossed products and arbitrary subgroups of G, as opposed to the usual theory which uses the spatially defined reduced crossed products and normal subgroups of G. Moreover, our theorem factors through the usual one by passing to appropriate quotients. As applications we show that a Fell bundle over a discrete group is amenable in the sense of Exel if and only if the double dual action is amenable in the sense that the maximal and reduced crossed products coincide. A coaction d of a locally compact group G on a C*-algebra A is maximal if a certain natural map from A times_d G times_{d hat} G onto A otimes K(L^2(G)) is an isomorphism. All dual coactions on full crossed products by group actions are maximal; a discrete coaction is maximal if and only if A is the full cross-sectional algebra of the corresponding Fell bundle. For every nondegenerate coaction of G on A, there is a maximal coaction of G on an extension of A such that the quotient map induces an isomorphism of the crossed products., Comment: 12 pages

We show that induction of covariant representations for C*-dynamical systems is natural in the sense that it gives a natural transformation between certain crossed-product functors. This involves setting up suitable categories of C*-algebras and dynamical systems, and extending the usual constructions of crossed products to define the appropriate functors. From this point of view, Green's Imprimitivity Theorem identifies the functors for which induction is a natural equivalence. There are at least three imprimitivity bimodules naturally associated to a maximal coaction of a discrete group G on a C*-algebra and a normal subgroup of G: Mansfield's bimodule; the bimodule assembled by Ng from Green's imprimitivity bimodule and Katayama duality; and a bimodule assembled from Green's bimodule and a crossed-product Mansfield bimodule. We show that all three of these are isomorphic, so that the corresponding inducing maps on representations are identical. This can be interpreted as saying that Mansfield and Green induction are inverses of one another ``modulo Katayama duality''. Given a labeling c of the edges of a directed graph E by elements of a discrete group G, one can form a skew-product graph E cross_c G. We show, using the universal properties of the various constructions involved, that there is a coaction delta of G on C*(E) such that C*(E cross_c G) is isomorphic to the crossed product C*(E) cross_delta G. This isomorphism is equivariant for the dual action deltahat and a natural action gamma of G on C*(E cross_c G); following results of Kumjian and Pask, we show that C*(E cross_c G) cross_gamma G is isomorphic to C*(E cross_c G) cross_{gamma,r} G, which in turn is isomorphic to C*(E) tensor K(l^2(G)), and it turns out that the action gamma is always amenable. We also obtain corresponding results for r-discrete groupoids Q and continuous homomorphisms c: Q -> G, provided Q is amenable. Using the close relationship between coactions of discrete groups and Fell bundles, we introduce a procedure for inducing a C*-coaction of a quotient group G/N of a discrete group G to a C*-coaction of G itself on an induced C*-algebra. We show that induced coactions behave in many respects similarly to induced actions. In particular, as an analogue of the well known imprimitivity theorem for induced actions we prove that the crossed products of the original and the induced coactions are always Morita equivalent. We also obtain nonabelian analogues of a theorem of Olesen and Pedersen which show that there is a duality between induced coactions and twisted actions in the sense of Green.
