Abstract

Whilst the British and Americans expended blood and treasure together in the Kuwaiti desert in 1991, bureaucratic blood from both sides was also visible on carpets in London and Washington. The reason was attempts to replace the access to Heathrow airport of two failing airlines, Pan American World Airways and Trans World Airlines, with American and United Airlines. This succession rights affair was one of the most difficult diplomatic negotiations ever on civil aviation between the United States and Britain. How and why that controversy developed, its resolution, and what impact on, and feedback from, the broader Anglo–American relationship that it had are the main concerns of this analysis. Abstract

This article discusses the myriad differences between United States President-elect Bill Clinton and British Prime Minister John Major. It is said that President-elect Clinton bears no grudge against Prime Minister Major for wanting former U.S. President George Bush to stay president. Of course, they say, the Prime Minister had no hand in sending Tory party planners across the water to advise Bush on how to do an electoral Major. British damage-limitation experts said that the President-elect is sincere when he says he has no time to see the British Prime Minister in the U.S. at the end of the week. And of course the special relationship is still, well, special enough-though these days most Foreign Office mandarins shrink from uttering that tiredest of diplomatic cliches.
